rizona Real Estate Commissioner Judy Lowe says the Arizona Department of Real Estate can help consumers navigate the housing market. Lowe, a former owner and chief operating officer of Realty Executives Southern Arizona, has held the commissioner’s position since May 2009. The department provides oversight for Arizona real-estate salespeople, associate brokers, designated brokers, brokerages, timeshares, cemeteries and campground memberships, Lowe said. For information on licensing and disciplinary actions, go to azre.gov. The state agency also regulates real-estate schools and residential developments and subdivisions. And people can go to the Real Estate Department website’s message center to ask questions. Lowe advised a homebuyer or seller who has a dispute with a real-estate agent in Arizona to first contact the designated broker at the brokerage who is responsible for the real-estate activities of all licensees affiliated with their brokerage. In most cases, the issue can be resolved without a complaint being filed. Many issues are outside of the jurisdiction of the Arizona Department of Real Estate, such as most contract issues, all commission disputes and all civil-action issues. Consumers who can’t find a resolution that way should obtain an ADRE Complaint Form on the website, making sure to complete it with as much information as possible and attach all documentation pertaining to the complaint. In many areas, buying a second home is a luxury. In metro Phoenix, it can seem like a necessity. Suffer through enough scorching summers and the idea of buying a second home will eventually work its way onto your wish list. And one look at the lineup of cars heading for cooler climates each summer shows that a substantial chunk of people have already done so. Penny Koepke was one of them.
