Most people think location, location, location is the most important mantra for the housing market. But in metro Phoenix, the bigger maxim for real estate is growth, growth, growth. Drawing more residents and higher paying jobs are key to the Valley’s economy and housing market and are the focus of many of the area’s leaders now. But if the region loses its luster as a relatively affordable housing market and a desirable place to live in the desert, then attracting jobs and people will be even tougher. A new real estate effort from Arizona State University’s W.P. Carey School of Business is trying to tackle these hefty growth issues, and potentially some others including school funding. The college tapped former State Land Department Commissioner Vanessa Hickman to lead a group that will work with the biggest landowners in Arizona and the West to research and plan for growth. In her last job, Hickman was in charge of leasing, selling and managing 9.2 million acres across the state to get the most money for the land’s primary beneficiary — Arizona’s K-12 education system. She knows well the difficulties in planning for growth. The Land Department is notoriously underfunded and hampered by operating laws more than a 100 years old. During the past 20 years, growth advocates and land preservationists have tried several times to pass reform initiatives. They were unsuccessful in their efforts, which would have given the state agency more money for land planning and allow it to compete with other big landowners for development. Their arguments for state land reform are for the agency to plan better for future growth and provide more money for schools. Arizona Gov. Doug Ducey hasn’t appointed a new commissioner yet. “If growth planning is done incrementally, we lose opportunities for both developing and preserving land,� Hickman told me in an interview. “We can bring together the big landowners, government officials and others impacted to make better
