What would happen, however, if the toddler from Laveen fell into a pool in her pajamas?

She is marching to the edge of the pool to find out.

Survival Swimming is a program taught by SWIMkids USA in Mesa to ensure kids know how to react if they fall into the pool with their clothes on.

It is just one of several programs underway in the Valley to prevent childhood drownings or water injuries. Local hospitals and the Drowning Prevention Coalition of Arizona are leading the way in efforts spreading awareness about water safety. Some programs are aimed at parents, not just the kids.

Only 22.7 percent of children ages 1 to 4 who were involved in a life-threatening water incident in 2015 were in swimsuits, according to the annual report produced by the Drowning Prevention Coalition of Arizona.

“A lot of the times babies and toddlers don’t drown in their swimming suits; they drown in their pajamas or their clothes,” said Jessica Curtis, Emma’s mother. “Clothes are a lot heavier so we want the children to know how to maneuver.”

Curtis was adamant about getting Emma in swim lessons early because the Laveen mother lost her 22-month-old son to a fatal drowning in 2013.

Her family had just moved into a house in the Valley and had yard workers over all afternoon. Their home alarms were turned off because the workers had been going in and out of the house, and they propped the pool fence open without telling the family.

Curtis had gone to the bathroom, and when she went outside, she found her son Parker at the bottom of the pool.

Arizona’s weather, poverty part of the problem In Arizona there is better weather, more pools and more areas of low-income families, which is why Arizona loses an average of 16 children a year to fatal drownings, experts say.

Arizona is ranked No. 2 in the country for child drownings, according to the Centers for Disease Control data collected from 2000 to 2010, the most recent comprehensive data available.

Lack of supervision was the contributing factor in 50 percent of the drownings, according to a 2015 report from the Arizona Child Fatality Review Program.

So far in 2017, the Valley had 26 water incidents involving children, with six resulting in fatalities, according to Chil-

dren’s Safety Zone, an Arizona coalition focused on child safety.

Tiffaney Isaacson, a coordinator at the Center for Family Health and Safety through Phoenix Children’s Hospital, said the hospital has studied details of recent drownings and two factors stand out.

“We have a significant population of the children who are most at risk for drowning, which is the 1 to 4 age group,” Isaacson said.

The other factor, is Arizona’s high poverty rate.

Isaacson said families who live in low socioeconomic settings are at an increased risk for drowning, because of the high costs of pool fences and swimming lessons.

Hospital spokeswomen say hospitals are big players in prevention efforts because they have seen the effects of childhood drownings.

Melissa Sutton, a board member of the Drowning Prevention Coalition of Arizona and president of Active Kids Global, said children overall are at risk simply because of their curiosity.

She said even if a family doesn’t have a backyard pool, the chances of a child having access to water in Arizona is high.

A child can drown in less than two inches of water.

“Between the ages of 9 months and 12 months, children are getting to the developmental stage of upright mobility, which means they are getting mobile,” Sutton said. “They are beginning to cruise, crawl, and walk, so that means they’re not in their parent’s arms.”

One of the programs, Playing it Safe, is a workshop that targets parents with children 1 to 4, and it goes beyond swimming lessons.

“We really try to have parents understand the importance of supervising children with constant capable supervision when they’re near the pool area,” Isaacson said. “Having them understand developmental norms really helps with that.”

Juana Hernandez, a colleague of Isaacson’s and the manager of Salt River Project’s safety connection program, explained the parent-focused workshops.

“We all know that something as fun as going to the swimming pool can be stressful when you have a 2-year-old, or two 2-year-olds,” Hernandez said. “We talk about things that strengthen and create a resilient parent so that they know how to handle a situation, and get themselves out of situations if necessary.”

The Playing it Safe workshop can be held in English or in Spanish, and it has reached about 200 families.

Parents or caregivers completed a survey before and after this workshop, and results found that only 37 percent of the parents understood that children don’t have instinctive swimming skills.

After the workshop, that number doubled.

The survey also found that threequarters of the parents had unrealistic expectations when it came to swim lessons, and after the workshop the number was reduced to 25 percent.

To enroll low-income parents whose children are at higher risk of drowning in the workshops, Isaacson and Hernandez say they reach out to different organizations in the community that are already connected with these families.

Cardon Children’s Medical Center and elementary schools Tracey Fejt, the injury prevention coordinator/outreach manager for Cardon Children’s Medical Center, visited 13 elementary schools in April around the East Valley, talking with kids about water safety.

Fejt said a focus of her talk is on life jackets, and she brings in arm floaties and explains the difference between the two.

“The biggest push is the push for life jackets,” whether they are swimming in a pool, lake, or river, Fejt said.

offer water safety bags to families across the state.

Since 2007, Cardon Children’s Medical Center has given out 600,000 safety bags. The bags include a sticker with CPR instructions and a “duty tag” that goes on the supervisor’s wrist that helps them remember how close they should be to the water.

Drowning Prevention Coalition of Arizona and staying SMART Another program in the state is Water SMART Babies, launched by the Drowning Prevention Coalition of Arizona in 2011.

Water SMART Babies was originally developed in Florida. During its first year in Arizona, there was an immediate 50 percent reduction of water incidents involving children 1 to 4 years old, according to Sutton of the Drowning Prevention Coalition.

The program asks pediatricians to start talking about water safety with families at their babies’ 9-month and 12month visits.

Based on new guidelines from American Academy of Pediatrics, pediatricians are encouraged to tell these families to get their children into swimming lessons earlier.

Before 2010, the American Academy of Pediatrics’ stance was that a child could swim before the age of 4, but their revised position changed the beginning age to the age of 1.

“There are programs in the state that actually take them at birth, 2 months is actually recommended to start getting them into water-acclamation classes, where they start to get familiar with the feel of buoyancy and the feel of hydrostatic pressure,” Sutton said.

“We are giving doctors and healthcare providers the tools to have the conversation,” said Lori Schmidt, president of the Drowning Prevention Coalition of Arizona.

Long way to go The fact that fewer children in Arizona are drowning now than in the past motivates coordinators of the drowning prevention programs.

In 1988, 64 per 100,000 children ages 1-4 were in life-threatening pool incidents, and as of 2015 that number is eight per 100,000.

Girl Scouts volunteers honored The Girl Scouts–Arizona Cactus-Pine Council recently honored 23 adult volunteers with Girl Scout High Achievement Awards.

The High Achievement Awards are granted annually to volunteers who have distinguished themselves by their outstanding service in furthering the Girl Scout mission.

Each year, GSACPC holds a special recognition ceremony to honor these volunteers, who are nominated by their peers and selected by the nominating committee.

The honorees usually have served as a troop leader for several years and volunteer at the neighborhood level.

The 2017 High Achievement Awards were given to Tammie Bohnker of Lake Havasu City, Kathy Hale of Glendale, Angela Lian of Glendale, Heidi McBreen of Glendale and Jessica Smith of Chino Valley.

New app helps kids with cancer The Purple Society, a Scottsdale based nonprofit, recently released The Purple Drug Guide, a mobile app that is available on Android and iOS devices for free.

The app serves as a drug research tool which combines detailed treatment information in a user-friendly format to make cancer drugs easy to find and understand. Users can search and compare pricing information.

More than 10,000 drugs are listed, along with dynamic real-time updates from the same government drug database used by doctors and hospitals around the world. Experimental drugs and clinical trials are also included in the app.

Users can download The Purple Drug Guide from the app store, make an account and immediately begin typing cancer drugs in the easy-to-use search bar.

Users can even save and email those drug profiles to a friend or doctor. The app took Conti, a software developer, a year and a half to build.

Peoria K9 Unit gets bullet proof vest Acura of Peoria recently donated a

bullet proof vest and additional K9 equipment to the Peoria Police Department K9 Unit.

With the highest temperatures of the year beginning to set in, officials are seeking donations to help cool the hundreds of dogs being sheltered at county facilities.

Maricopa County Animal Care and Control is seeking donations that will be used at the county’s facilities in Phoenix and Mesa, where a combined 776 dogs are sheltered, said Melissa Gable, a spokeswoman for the agency.

At the county shelters, dogs do have access to play yards, Gable said, but officials keep the dogs inside during the daytime summer heat. To that end, the county is seeking items that will help keep dogs cooler in that setting as well as inside.

A similar campaign drew a strong response last year, she said.

This year, the county has modified its wish list somewhat. Among the donations sought are: Hard plastic wading pools (smallest size). One pool can usually fit in each dog’s outdoor kennel Cooling bandanas. Once wet they help keep dogs cool Cooling gel pads, which can be put on a dog’s bed and help keep them cool.

It’s easy to be overcome by the heat when temperatures soar in the Phoenix area.

Heat-related illness doesn’t always hit suddenly. It comes in stages, so people should be aware of what to look for in themselves and others.

Here are some of the signs to watch out for during periods of extreme heat.

By the time you feel thirsty, you’re already mildly dehydrated.

Drinking water at this stage of heatrelated illness can head off more serious symptoms.

Cramping Cramps are muscular pains and spasms due to heavy exertion. The loss of water and salt from heavy sweating causes heat cramps.

Sweat is normal. It cools the body through evaporation.

When sweat doesn’t cool the body enough, people can suffer heat-related illnesses.

Police are seeking the public’s help in identifying a man who they say stole two power tool kits from a Lowe’s store in Surprise last month.

The man entered the Lowe’s store near Bell Road and Grand Avenue on May 21 and left without paying for the tool kits, Surprise Police Department spokesman Sgt. Star Wars and baseball are coming together for a theme night at Chase Field.

On Saturday, June 24, the Arizona Diamondbacks will host Star Wars Day during a home game against the Philadelphia Phillies.

Kenny Farrell, vice president of marketing and business analytics for the DBacks, said with promotions such as Star Wars Day, the team hopes to enhance fan experience.

“It creates memories. It creates those moments for our fans to enjoy together,” Farrell said. “A lot of this is really family-based, which Star Wars is really great for…Those memories with your kids, parents or family, those are really impactful to our fans.”

Farrell said a movie series such as Star Wars fits well with baseball because they both have diverse, widespread fan bases.

“I think what’s awesome about Star Wars is it’s multi-generation. For us in baseball, generations are really important because we think coming to a baseball game is something that is pretty unique in terms of generations being able to enjoy it,” Farrell said.

During the game, the first 20,000 fans will receive a collectible Paul Goldschmidt X-Wing Fighter Pilot bobblehead doll.

Paul Goldschmidt won’t be the only player to get a Star-Wars-themed makeover. Throughout the game, players’ headshots will be transformed into characters from the movies as they come up to bat.

Barrow Neurological Institute unveiled a mobile treatment vehicle last week stocked with emergency-room and communications equipment that will be used to provide faster intervention for stroke victims in the Phoenix area.

Officials with Barrow, which is partnering with the Phoenix Fire Department in the effort, said their goal is to reduce deaths and long-term disabilities from strokes through quicker intervention.

“It’s basically a hospital on wheels,” said Dr. Michael Waters, Barrow stroke program director.

“This enables us to take the next step in providing our community with the most advanced stroke care,” Waters said. “We will be able to treat stroke patients much quicker than traditional methods.”

He said the truck is designed “in a way that enables the medical team to evaluate, diagnose and start treatment on the patient before the patient arrives at the hospital.”

There are fewer than 10 such trucks operating nationally, Barrow officials said. The truck — 26 feet long and nicknamed “BEST U” — carries equipment that firetrucks and ambulances aren’t equipped with, such as a mobile CT scan machine.

The truck also houses a private communications system so doctors at Barrow, which is at St. Joseph’s Hospital and Medical Center in Phoenix, can communicate with patients, nurses and technicians in the mobile unit for faster diagnosis and treatments.

Fire officials joined Barrow in unveiling the unit June 14.

“This signals an important step in the collaboration between emergency responders and the medical community,” said Phoenix Fire Chief Kara Kalkbrenner.

The probability of a good outcome for stroke patients is reduced by 10 percent for every 30 minutes it takes for blood flow to be re-established to the brain, said Carmelle Malkovich, Barrow Neurological Institute spokeswoman.

ceive the necessary treatment needed within the recommended 41⁄2-hour time frame from a stroke’s onset.

A stroke is not typically treated until it’s verified through testing and imaging once a person arrives at a hospital, Malkovich said. The new treatment vehicle will reduce the time between diagnosis and treatment.

Malkovich said the truck will operate all day, all year long just like any other emergency room. Barrow officials estimate the truck will evaluate and treat approximately 1,500 stroke patients every year.

The mobile stroke unit will be deployed with Phoenix Fire Department emergency dispatchers to people within a 20-minute drive from St. Joseph’s Hospital, near Third Avenue and Thomas Road in Phoenix.

Waters said Barrow hopes to add additional trucks to cover more of the Valley if the demand exceeds the unit’s ability to respond promptly.

Phoenix Mayor Greg Stanton lauded the effort.

“This is a partnership that will save lives,” he said. “Phoenix has become a hub for medical innovation,” and the mobile stroke unit will “take it to a whole new level.”

The truck, which is expected to start operation in July, was equipped at a cost of roughly $1 million. It was fully funded by philanthropy groups and private donors, including Thunderbirds Charities, the Board of Visitors and Barrow Beyond.

fashion designing, but I can do both.”

Betty beamed when working with textiles in the studio of Breanna Rose Skoon, who coached the girl on cutting and sewing.

“It was my first time using a sewing machine — and I nailed it,” Betty says, laughing.

Betty likes to create more than clothes. She also loves to draw characters from the Harry Potter series, her favorite books. She also likes to paint, her mood dictating the color scheme.

“Whatever I’m feeling, I paint,” she says. “So, if I’m feeling sad, I’ll paint blues and blacks and purples. If I’m feeling happy, I’d put in greens and oranges.

If I’m feeling fancy, I would put golds and silvers and bronze.”

Betty says she loves to get lost in a good book. Math is her favorite subject in school.

“My favorite type of math is algebra,” she says, adding that she was surprised how much math plays a role in fashion design.

Betty’s passion for music — Beyoncé is one of her favorite artists — means she is a big fan of the television show “American Idol.”

Betty is open to a forever family with a single mother, or one with a mother and father. She would like to have siblings.

“I can help you with your children, if you have little children,” she says, brightening at the prospect.

Betty says she hopes a forever family would allow her to try cheerleading and help her prepare for college so that she can be a fashion designer. And if they want to take her to Disneyland — she’s never been — that would be the icing on the cake.

No member of our armed forces should ever have to sacrifice the ability to put food on the table to feed their family. But thousands of military households across the country suffer the harsh reality of food insecurity.

There is a straightforward solution that you can champion: the bipartisan Military Hunger Prevention Act (H.R. 1078) recently introduced by Rep. Susan Davis. Simply put, the Military Hunger Prevention Act will correct an existing omission in the law that needlessly prevents military families from qualifying for federal nutrition assistance benefits, particularly the Supplemental Nutrition

Assistance Program (SNAP).

Disqualifying allowance Service members and their families living off-base or in privatized housing receive a monthly Basic Allowance for Housing (BAH), which can disqualify them from receiving SNAP because their BAH is counted as income for the purposes of determining SNAP eligibility. The Military Hunger Prevention Act ends this unjust rule and removes an unnecessary impediment to ensuring military families are food secure.

There is no good reason that BAH should be considered differently for SNAP than it is for other federal programs. Federal law does not treat BAH as income for federal income tax purposes, nor does BAH count as income when determining eligibility for other federal assistance programs, including the Continued on Page 17

Jewish Response to Hunger, a leading national anti-hunger organization, reveals that food pantries operate on or near every single naval and Marine base in the United States.

The 2015 Blue Star Families Military Family Lifestyle Survey found that 6 percent of respondents had sought emergency food assistance through a food bank or other charitable organization.

We must work together to help refugees in world’s hardest places Most Americans are unaware of the situation in South Sudan. Thousands of people are fleeing the desperate circumstances in their home country, where tens of thousands have been killed since the country gained independence in 2011.

In my role as chief development officer for the Phoenix-based non-profit Food for the Hungry, I recently had the opportunity to visit Uganda, where over 1 million South Sudanese have fled to find refuge.

What I saw in Uganda was both awful and inspiring.

Imagine if you can 1 million men, women and children, forced to flee their homes. What image comes to mind?

Makeshift tents and refugee camps, right?

This is not the case in Uganda. The Ugandans have not put them in refugee camps. The men and women in these

communities have welcomed their neighbors with open arms. Ugandan farmers haven’t just welcomed the South Sudanese refugees into their homes. They have handed over parcels of land for the refugees to farm.

I asked these poor farmers, “You’re a land owner. Why would you just hand over ownership of your land to people crossing the border into your country?”

And do you know what they said? “It is just the right thing to do. We can’t let our brothers and sisters starve.”

This is the same approach Food for the Hungry takes.

We work in some of the hardest places because that is where help is needed.

In Uganda, Food for the Hungry provides seeds in exchange for refugees clearing the land. We raise private funds to get started, and when the government sees that we are active and doing good Continued on Page 19

work, they provide government grants to further support.

The hard work and dedication I witnessed was practically superhuman.

There was a pregnant woman with a baby strapped to her back cutting down trees with 8-inch-diameter trunks, using a machete. It was a hot, humid day, and she had to work extremely hard, not only because of her swollen belly and the precious package on her back, but also because a machete was clearly not the most efficient tool for the job.

I can tell you from firsthand experience that the positive attitude, dedication to hard work and resiliency of the South Sudanese refugees is mind-boggling. And for that, they will always have my deepest respect and admiration. But the fact remains, transformation will not occur in a vacuum. For true change to occur, they will need the support of the global community, including the United States.

What percentage of the United States budget do you think goes toward international relief and humanitarian work? 10 percent? 20 percent? Not even close.

Less than 1 percent of the U.S. budget funds overseas assistance. And sadly,

budgets are being cut for some of the big USAID projects. If you agree that more should be done, talk to your congressperson and advocate for those in toughest situations in the world.

I have three kids, ages 6, 8 and 11. Our dinner-table conversations cover a lot of topics. When it makes sense, I look for opportunities to discuss how life in other parts of the world is quite a bit more difficult than it is here.

If they tell me they don’t want to go to school, I explain what a great privilege it is. So many children in other parts of the world desperately want to go to school and can’t afford to go. If they say they hate their food and don’t want to eat dinner, we talk about that. When I’m tucking the kids in bed or when I am leaving for a trip, I talk to my kids about why I do what I do. Get involved by sponsoring a child.

Helping a kid somewhere in the world will also transform your child. It’s truly mutual transformation. Talk to your congressperson and advocate for funding that will help those in the toughest situations in the world. It takes a village to create change in the world, and a single act of kindness can make a big difference.

Congressional shooting shows politics must not be a blood sport It’s a tragic day in America but maybe it can be something more.

A turning point, perhaps, in our national cagefight over, well, just about everything.

There is one thing upon which we can all agree on. The events in Alexandria, Va., last week are the work of a madman, outrageous in every way.

A left-winger who hates Donald Trump — a man who has called the president a traitor and pronounced it “time to destroy Trump & Co.” — decided to put his hatred into action and open fire on innocent Americans playing baseball.

This was no random act of lunacy.

The guy stopped a congressman in the parking lot and asked whether Republicans or Democrats were practicing on the field.

Minutes later, James T. Hodgkinson started shooting.

There will be hours and days of unending TV and internet analysis about what prompted a 66-year-old union tradesman from Illinois to go over the edge.

Perhaps there should also be some national introspection as we sit here, dug into our respective political fox holes — right and left.

Perhaps it’s time to agree on a few things beyond decrying that which happened this morning on a Virginia ballfield.

Like that fact that Republicans aren’t evil and Democrats aren’t either. They have differing views, certainly — conflicting visions of the direction in which this country needs to go.

They may not be correct but that doesn’t mean they’re corrupt.

Maybe it’s time to stop shouting at each other and instead start listening to each other — looking, in good faith, for that rarified earth called common

ground.

Maybe it’s time for Donald Trump to represent all of us — not just the people who elected him. To consider points of view other than his own.

Maybe it’s time for those on both sides to dial down the rhetoric because we aren’t getting anywhere.

We are a divided nation, mired in an overabundance of emotion and vitriol and an appalling paucity of compassion and understanding.

Recently, Rep. David Schweikert got an anonymous letter that was disturbing. The letter writer, incensed about Schweikert’s position on health care, wished all manner of horrible things to happen to his baby daughter.

“May your child suffer a traumatic brain injury and become an above-theknee amputee,” the person wrote.

“Tough luck on getting health insurance thanks to your vote.

“May you know the pain of losing a child to cancer. May you have a stroke,

lose your job, your healthcare, your house & assets. Because this is what you’ve done to us.”

I’m guessing Schweikert last week was like the rest of us, wondering what leads a man to go from taking shots on the internet to taking shots on a baseball field?

Wondering whether his letter writer might similarly slip over the edge.

What part do we all play in driving someone who already is mentally unbalanced to the brink of insanity?

How do we view the loyal opposition? In our hearts and in our Twitter and Facebook feeds.

We are all Americans, and we are better than this.

It’s often said that politics is a blood sport. Well, last week, we got a startling look at the consequences.

Maybe it’s time to turn our national cagefight into a national conversation.

Out of madness, saner heads must prevail.
