If school lunches in the Valley seem a little more expensive this fall, that cup of canned peaches, extra side of mayo or the USDA may be partly to blame.

Faced with extensive droughts, bad cases of avian flu and changing national regulations, companies that help make meals for the nation’s millions of students are raising prices, and school districts across metro Phoenix are feeling the squeeze.

At least six local school districts, most of them in the East Valley, plan to raise lunch prices by anywhere from 10 to 25 cents in the coming school year, according to various district spokespeople.

Prices at Mesa Public Schools, for example, will rise between 10 and 25 cents per meal, according to food and nutrition Director Loretta Zullo. Lunch prices will increase 10 cents per meal in the Scottsdale Unified School District, but breakfast prices will remain the same, district spokeswoman Kristine Harrington said.

Lunch prices at Tempe Elementary School District 3, Tempe Union High School District, Alhambra Elementary School District and Deer Valley Unified School District. will also go up, according to spokespeople for those districts.

The increases, which will not affect students who qualify for free or reduced-price meals, are small by most standards, but a quarter here and there adds up over time. A family with two children in school who each buy one meal every day can expect to spend about $90 more in lunch money between August and May when schools increase their meals by 25 cents. A family with three children who buy breakfast and lunch at school each day will spend around $270 more by the end of the year.

Several school districts, including many in the West Valley, will not raise lunch prices for this school year.

“Our food prices are going up ... but we’re trying to keep things the same,” said Gina Logan of Glendale Elementary School District. “It does take a lot of planning.”

who receive free and reduced lunches, efforts to find cheaper suppliers and extensive menu planning as reasons for keeping costs down.

At $3 or less at most schools, the meals are still a bargain when compared with other places to eat away from home.

Federal subsidies are often enough to buffer the cafeteria from the outside market pressures of the food industry as a whole, but with much of the country experiencing one food crisis or another, the laws of supply and demand have begun to take hold.

Marty Ordman, director of corporate communications at national produce giant Dole Food Company, said the company recently raised prices on most of its offerings, including its most famous school product, the iconic fruit cup.

“We are seeing that prices have inched up due to the drought and labor shortages,” he said. “That’s across (bulk) foods and retail.”

Similarly, consumers that have many of their eggs in the same basket and buy a lot of poultry products are getting less for bang for their buck.

“The price of eggs has risen dramatically in the last few months and it’ll stay

high,” said Glenn Hickman, president of Hickman’s Family Farms, headquartered in Buckeye. “Eggs are versatile.

They’re in everything from mayo to muffins to omelets, so a lot of foods will go up.”

The federal government provides each state with a yearly monetary subsidy to help buy the food commodities most common in school lunches. States then work with individual school districts to purchase what they need, said Mary Szafranski, the Arizona Department of Education associate superintendent.

Because the federal government sends money and not canned green beans, higher costs mean schools get less help proportionally when prices go up, leaving them to pay open-market rates for a greater percentage of the goods that are already more expensive.

The rising produce and poultry prices coupled with new USDA regulations that require schools to serve more, varied healthy foods at each meal spell trouble for parents paying for school meals.

“We want students to be consuming more nutrient-dense foods, and sometimes that comes with an increased

cost,” Szafranski said.

It’s true that today’s school lunches are a far cry from the chicken nuggets and french fries of earlier generations.

While old favorites are still on the menu rotation in many districts, national nutrition mandates from the Healthy Hunger Free Kids Act of 2010 prompted the introduction of a buffet of new foods, from dark leafy greens to whole grains.

Part of the act requires that schools provide at least one serving of fruit at every breakfast and at least one serving of fruit and one serving of vegetables at lunch. And picky eaters beware, cafeteria workers are instructed to make students take them whether they want to or not.

So far studies have shown that forcing children to eat their greens results in better nutritional outcomes without producing too much waste, Szafranski said.

But while schools are dedicated to the health of their students, the new policy can leave a bitter taste in their mouths financially.

While some schools are raising prices to comply with nutrition guidelines, others need to increase because of other regulations pertaining to federal subsidies for students that receive free and reduced lunches.

“Each year we are required ... to conduct a formulary assessment of the prices we charge for lunch,” Reeck said.

“Based on this year’s calculation, we were required to raise prices.” Schools in Scottsdale also had to raise prices by at least 10 cents per lunch after evaluating their menus.

The Paid Lunch Equity provision in the act requires that schools adjust prices yearly to keep pace with inflation in order to prevent districts from dipping into federal funds meant for low-income students to keep prices artificially low.

Schools receive a larger subsidy for students who get a free lunch, a smaller amount for students who pay a reduced price and even less for a normal lunch.

“We don’t want (the schools) to go broke feeding free meals,” Szafranski added.

Several schools in the Valley, including in Peoria and Glendale, will not increase their prices come August because of varying planning strategies and proportions of students who receive free and reduced-price lunch.

But for those that ended up raising their prices, extra servings of bad weather and federal oversight were just too much to swallow.

Glendale residents will have the opportunity to comment on a proposed ordinance to prohibit discrimination in employment, housing and public accommodations in the city.

The city has scheduled one meeting on Saturday, July 25, and another on Thursday, July 30, to gather feedback on the anti-discrimination ordinance, which would create protections for gay and lesbian residents, among others.

The meetings will follow a similar format to two meetings held in June, one for the business community and one for Glendale residents, that attracted about 60 people, said Karen Kurtz, a consultant the city hired to run the meetings. “We’ve had the whole spectrum (of comments),� she said of the proposed ordinance. “People say we love doing this, we need to do this. ... Others say I don’t see this as a problem, why are we doing this?�

The idea is to take the pulse of the community and present public input to the City Council in an October report, Kurtz said.

Glendale would be the first West Valley city to adopt such an ordinance. No other West Valley city is considering something similar.

Phoenix, Tempe and Flagstaff already have adopted protections based on a person’s age, gender, gender identity, sexual orientation, marital or family status, veteran status or disability.

Anti-discrimination laws at the local and state level are becoming another battleground in an ongoing debate on religious freedom and gay rights.

A U.S. Supreme Court ruling last month legalized same-sex marriage in all 50 states. But a gay or lesbian employee in Glendale could be fired over his or her sexual orientation and a landlord could refuse to lease an apartment to gay and lesbian applicants.

Arizona is among the 29 states in which it’s legal to fire someone based on sexual orientation, according to the Human Rights Campaign, a national civilrights group. Lesbian, gay, bisexual and transgender people are not a protected class under federal anti-discrimination laws.

Councilman Gary Sherwood introduced the anti-discrimination ordinance in October after a federal judge struck down Arizona’s ban on same-sex marriage.

The city already revised its anti-discrimination policy for city vendors and contractors in February.

The new administrative policy prohibits city contractors from discriminating against someone based on their sexual orientation, gender identity, disability and familial or military-veteran status.

Which type of AC filters to use?

Here in Arizona, we don’t have much of a choice about whether we have a cooling system in our homes. Here is a question about air filters.

Question from Anne: Which air filters are best: paper or fiberglass? The person who installed my air-conditioner said to use only the cheapie filters because the paper ones don’t allow airflow.

I’ve used both and find that my air conditioner is cleaner when using the paper filters but then my air-conditioner doesn’t work as well.

With the cheapie filters, my air-conditioner doesn’t stay as clean, but it’s much colder in my house. What brands give you the best of both?

Answer: I turned this one over to Rosie Romero, Arizona homebuilding and remodeling industry expert and host of “Rosie on the House.� “Generally speaking we want everyone using the paper-pleated filters, and changing them once a month during

summer months and every 60 days in winter. The clean paper filter should not negatively impact your unit’s performance, but they are such good filters, that once they get dirty (and they get dirtier quicker than the cheapo fiberglass ones), that will cause a deterioration of performance. “The only time we say use those fiberglass filters is if, when your unit turns on, the paper pleated filters cause an air whistling noise, which is the sound of your unit suffocating. The root problem here is invariably poor duct design, and that can be expensive to fix.�

Question: What are ecigarettes and are they safe?

Answer: Smoking remains the leading preventable cause of death in the U.S., and 30 percent of all cancer deaths, 20 percent of all heart disease deaths and 80 percent of all chronic obstructive pulmonary disease deaths are caused by tobacco use.

Still, more than 400,000 people in the U.S. continue to smoke, primarily because tobacco use is highly addicting.

Most smokers want to quit, and many try FDA-approved medications and behavioral treatment like the Arizona Smokers Helpline.

But smokers often look for new options, and in the past few years many have turned to electronic nicotine delivery systems, which are often called ecigarettes or “vape� products, as a way to help them quit.

Research at the Mayo Clinic, and from other research groups, show that most of those who try electronic nicotine delivery systems want to quit smoking, and are using those products to quit or reduce smoking tobacco cigarettes. But many people have questions about these products.

E-cigarettes are in a class of products called electronic nicotine delivery systems. Some look like cigarettes, and some do not.

What they have in common is that they include a heating element, battery and fluid that is usually a mixture of nic-

otine, propylene glycol, glycerin and flavorings.

Not all e-cigarettes contain nicotine, but in the U.S. most do. E-cigarette users puff on the device, and the fluid is heated enough to create a vapor, not smoke because it is not burned, and the vapor is inhaled.

The amount of nicotine that the user inhales is highly variable, and recent products can deliver as much nicotine as a tobacco cigarette.

At present, electronic nicotine delivery systems are not regulated by the U.S. FDA, but the FDA has indicated that they intend to do so.

E-cigarettes have far fewer potentially toxic ingredients than tobacco products, and are likely less dangerous to the user than cigarettes that burn.

However, that does not mean that ecigarettes are safe. Because e-cigarettes are not regulated, the short and long term effects of using them is unknown.

Do e-cigarettes help smokers quit?

Multiple studies have suggested that ecigarettes might help some smokers quit, but not enough research has been conducted to be certain.

Because of that uncertainty, and the uncertainty about safety, the Mayo Clinic strongly recommends that smokers who want to quit should use FDA-approved medications and effective behavioral support.

For the past five years, Kim and David Roberts have volunteered side by side with their children packaging meals for hungry children around the globe.

They scoop, weigh and box up, knowing they can make a big difference in a small amount of time through the non-profit Feed My Starving Children.

“We’re always looking for ways to serve as a family, to get the focus off ourselves,” Kim Roberts said.

They aren’t alone. Legions of volunteers regularly pack meals at the nonprofit’s Mesa packing center and this month, volunteers are being enlisted for a huge challenge: packing 1 million meals in one weekend to benefit children in orphanages, schools, clinics and feeding programs worldwide.

For its third annual Turn Hunger Into Hope MobilePack event, the non-profit will mobilize more than 5,000 volunteers to pack meals July 24-26 at the Phoenix Convention Center. Volunteers will work in two-hour shifts packaging and boxing the rice-based meals.

The event is one of hundreds planned across the country by Minnesota-based Feed My Starving Children. Last year, more than 230 MobilePack events nationwide brought together volunteers from churches, businesses, community groups and schools in 37 states. The events resulted in nearly 63 million meals.

The Arizona packing event is being billed as a “friendraiser,” offering volunteers the opportunity to meet and work together toward a common goal, said Janine Skinner, development adviser for the organization’s Mesa location.

“We consider our volunteer experience to be the best out there and we work really hard to make it meaningful, joyful and life changing,” she said. “Whether you’re 5 years old or 95 years old, you know that the two hours you just spent made a difference.”

The 1million meal challenge comes as the non-profit is settling into its new Mesa location, 1345 S. Alma School Road, and ramping up to pack as many as 30 million meals there each year.

country. The non-profit operates six other sites in Minnesota and Illinois.

Feed My Starving Children grew its Arizona operation from a grass-roots beginning, when Skinner and her husband organized a packing event locally. A donor then offered a rent-free site in Tempe and the non-profit began testing the waters with weekend packing events in 2010. The operation grew quickly and the non-profit decided to turn Tempe into a permanent site. Last year, the once-temporary location pumped out 18 million meals.

Skinner said the added capacity in Mesa is vital to helping Feed My Starving Children expand its reach around the world. Last year, the organization distributed more than 229 million meals to

children in 70 countries. It expects to pack 270 million meals this year.

The organization, which made its first food shipments in 1994, hit the 1 billion meal mark in 2014.

The larger Mesa site is also key in terms of offering more community volunteer opportunities. The non-profit accepts volunteers as young as 5 years old and draws individuals, families and groups for two-hour packing sessions day and night.

Last year, the organization as a whole relied on 900,000 volunteers to pack meals.

The Roberts family began volunteering at a packing event in the Valley and quickly got hooked.

“We just loved the fact that we could

all serve together. It’s hard to find things where younger kids can serve,” Kim Roberts said.

Family members have collectively volunteered roughly 50 times. This summer, they have been aiming to pack meals once a week in Mesa. In addition, David Roberts has traveled to Haiti to deliver packaged meals on behalf of the organization.

Roberts said her kids are especially impacted by the organization’s beforeand-after photos of hungry children who have benefitted from meals.

“That really resonates with my children, that this food is physically going to them,’’ she said. “It’s knowing, ‘I’m making a difference right now’.”

Glendale’s Carl Jordan purchased his 2,250-square-foot home in 1976 with wife Nancy, and they successfully raised two sons there.

In July 2014, he called his utility company, SRP, to request a Home Performance with Energy Star check-up to see if it was equally successful in energy savings.

He learned from the checkup what he already knew: The house was super inefficient. “The house is masonry construction with only two inches of insulation in the walls, and the attic insulation is inadequate as well,� he said.

Also in the West Valley, Samantha Solis and her family have lived in their 3,783-square-foot Laveen home for four years. She requested an audit in May 2014 for her then nine-year-old home.

Solis’ sister had had her home audited and recommended that she do this, too. “Her home is more than 50 years old and was found to have multiple problems, wasting a massive amount of energy,� she said.

A wary consumer, she was defensive from the start. “I did so expecting that the company was only interested in upselling me on services I didn’t need,� she said. “However, the service I received was beyond my expectations.�

checkups to help homeowners make money-savings performance-based energy decisions. Approximately 3,0004,000 audits are now done annually.

After completing an initial interview to learn more about your energy behaviors and habits, the auditor performs a full home assessment, including a blower door test to check air leakage into the home and out, said Terry Rother, SRP senior analyst for Product Development.

These assessments are conducted by independent Building Performance Institute-certified contractors, who meet SRP program requirements.

The test also includes insulation effectiveness; heating, ventilation and airconditioning performance; air-duct leakage and restrictions; construction integrity issues; ceilings; and other “hot-spot� areas.

“After completing an in-depth inspection, the contractor will provide upgrade recommendations and break down potential savings,� Rother said. “If improvements are selected, your contractor can perform the work and help you receive available and eligible rebates and financing offers to offset costs.�

The total for testing, with an SRP rebate, is $99: Compare this with home audits costing between $500-$700. As part of the program, homeowners receive five LED light bulbs, one water-saving, low-flow shower head and one watersavings toilet tank bank. You must be an SRP customer to qualify. “The testing lets customers know how their home is performing, areas that can be addressed to improve the home’s performance,� Rother said.

Each customer receives a report in which the contractor has modeled the home in a computer simulation, providing a fairly accurate estimate of the potential savings. The auditor will suggest low-cost/no-cost solutions to help you save money, such as setting a programmable thermostats to take advantage of various SRP time-of-day price plans.

In the first four years of the program, SRP and its certified auditors have seen many examples of improper installation of insulation, missing insulation, disconnected and constricted air ducts and improper air sealing. “Most homeowners believe that as long as there is insulation in the attic, their house is insulated, but if the insulation isn’t in 100-percent contact with the

surface (usually the drywall) and there are gaps or voids, the insulation will not perform as intended,� Rother said.

Savings vary by homeowner and which measures are selected to improve energy performance.

At Carl Jordan’s home, his contractor first provided a quote to complete the items that needed to be done to improve the home’s efficiency. The company then spent two weeks evaluating and improving areas suggested by the audit. “Much of the work was spent in the 140-degree attic before they sprayed the attic with additional insulation,� he said. “They worked pretty much every work day for 7−8 hours.�

The skeptical Solis heard from her auditor that her house was well built and there was little that he would need to recommend. “This was a pleasant surprise,� she said. “When a repair man shows up at your home, how often do they say ‘Everything looks pretty good, there’s very little for me to do here’?�

He did suggest sun screens for her windows and an AC system that would allow her to temperature control each of her rooms separately. “While I have not made these upgrades yet,� she said, “they are something I am considering in the future.�

Not all technology is equal for kids Saying no screen time for toddlers and preschoolers is easier said than done.

Technology isn’t going away, and neither is the desire to make sure that kids are prepared for the world filled with computers at every turn.

The American Academy of Pediatrics recommends no exposure to screens for children under 2 years old. But as the child gets older, families can use technology and interactive media to support learning and ultimately relationships.

According to the National Association for the Education of Young Children and the Fred Rogers Center for Early Learning and Children’s Media at Saint Vincent College, by managing time and choosing developmentally appropriate technology, adults can actually extend children’s learning.

It’s important to note that not all technology is equal when it comes to use with young children. Early childhood organizations make distinctions between pas-

sive, non-interactive technology, such as certain television programs and DVDs, versus age-appropriate websites, phone apps and television programs that allow for the child to be active, create, think critically and problem solve.

At First Things First, we remind families that they are in charge of managing the quantity and quality of screen time.

What does that look like in real life?

Finding a balance of activities is key.

Limit your child’s screen time and follow up by allowing time for your child to explore, pick up things and touch things, all ways to stimulate all the senses. For more tips go to healthychildren.org and search screen time.

Make sure bike fits to avoid injury Whether you ride a bicycle occasionally or every day, I’m sure you’ve had an injury at one time or another. Knee or neck problems are the most common followed by buttocks pain (saddle sores), low back pain and foot pain.

Besides an outright crash the causes of bicycle injuries are most often a poorly fitted bike or simply overtraining.

One of the most common bike-fitted mistakes is the height of the seat. If it’s too low you’ll develop a tendonitis with pain surrounding the knee cap. However, if the seat is too high, your toes will point downward, causing contraction of your calf muscles to overstretch and causing knee pain.

Another fitting error is handlebars that are too low which puts additional strain on your neck and low back, which causes the neck to hyperextend.

Also, make sure your elbows are slightly bent, since they act as shock absorbers. Shoulder shrugs can also re-

duce tension in muscles and wearing bicycle gloves may help.

And if you get numbness in the buttocks, it can be caused by compression of the blood supply to the genital area. So a level seat is important.

However, a more common complaint from cyclists is chafing and saddle sores, which can be decreased by using balmex, destin or chamois crème. Also, wear cycling padded shorts and wider more padded seat.

Achilles tendonitis and foot numbness can be improved with a better bike fit and an improved positioning of your shoe cleats by taking the pressure off the ball of your foot.

Finally, make sure the frame of the bike is not too long, causing you to be hunched over and straining the low back.

By now you may well have heard of feline artist Wally Koaly. His works have wowed his companions, transforming him from the office cat to the artist formerly known as the office cat.

Perhaps “works” is generous. He has one work, an unnamed abstract, though he would call it “Get This Glop Off My Paws” if he could talk.

And Wally Koaly’s work can be yours, as it is one of dozens of works up for auction to benefit Pima Animal Care Center.

Artists from the Tucson area donated art, sculpture, jewelry, gift baskets and more for the online auction, which runs until 11:45 p.m. on July 28. Opening bids range from $15-$50, and nearly all have a “Buy it now” option. All proceeds go to the shelter’s medical fund.

Wally’s work is a 17-by-11 abstract, acrylic on canvas. Or it may be 11-by-17, as Wally probably won’t care if you

hang it sideways, upside down or diagonally. Not that the PACC office cat knows which way it should hang. He probably just wanted to finish it so someone would clean the paint from his paws.

Wally is the only artist working with paws in acrylic. Human artists have offered more traditional pieces. You’ll have plenty of options if you’re look for a landscape or portrait. Tuscon’s artistic community stepped up to the fundraising plate, providing the animal shelter with items sure to sell.

The only potential drawback for Valley-area buyers: no shipping. Buyers are asked to pick up their works at the PACC shelter, 4000 N. Silverbell Rd., Tucson. Items may be retrieved 4-7 p.m. July 31 or 10 a.m.-3 p.m. Aug. 1.

Abrazo name change means more integrated care The health care industry has been the subject of some big headlines lately, especially in Arizona, with major hospital system mergers, acquisitions and name changes.

Abrazo Health is among the systems to change its name — we are now Abrazo Community Health Network — to reflect our philosophy of embracing patient’s care, while delivering best-in-class medical care at its acute-care hospitals, emergency centers, urgent cares and primary and specialty practices throughout our community.

But aside from a new name or a new collaboration, what do such changes really mean?

At the same time, they want the peace of mind of knowing that emergency, cardiology and other specialty services are available from the same trusted sources if they need them.

To meet these needs, Abrazo has invested more than $100 million into Arizona. This includes engaging technologies that allow for better integration of medical records and advanced procedures

such as minimally invasive alternatives to open heart and brain surgery. The funding also represents a commitment to residents of the West Valley who did not have access to the highest level of emergency care until the Level I Trauma Center at Abrazo’s West Campus opened last year.

Change is never easy.

For all of us in the health care industry — hospitals, physicians and other providers — we will need to be even more nimble and sharpen the way we look at patient care. Personally, I am encouraged about our change, because it will help us not only continue to care for our patients in the way that they expect, but also educate them on how to achieve a healthier way of life.
