For most kids, getting in the car is the most dangerous thing they will do on any given day. In Arizona and across the United States, more children die or are seriously injured in motor-vehicle accidents because they weren’t secured properly than for any other reason.

Car seats and booster seats protect children by keeping them from being thrown from the vehicle, and by spreading the force and slowing down the effect of the impact.

Despite the best intentions, roughly four out of five parents don’t install car seats correctly, a consistent rate for decades, according to The Arizona Republic’s analysis of surveys and studies.

That reporting prompted The Republic to bring together a coalition of community groups that is working to promote car-seat safety through the campaign Seat Them Safely. So how can you keep your child as safe as possible?

Here are answers to some common questions about how to be sure you’re using the right car seat, that you have installed it correctly, and that you are strapping and buckling in your child properly:

What car seat type should I use?

It depends on the age and size of your child. As your child grows, you’ll probably need to replace the seat several times to make sure you use one that fits properly. Generally speaking, you’re best off using new seats, which meet the latest safety standards and include instructions explaining how to install and adjust them. Plastic and webbing can wear out, so experts recommend not using seats more than 6 years old, those that have been involved in a previous accident, or those that don’t have the instruction manual. (Most seats include an expiration date.)

Here are the various types: » Re a r -f a c i n g . From infancy until at least age two, and longer if possible, babies should ride in rear-facing seats.

These seats reduce the risk of head and spinal injuries. In frontal crashes, a rearfacing seat keeps the head and neck from snapping forward.

Many new convertible seats are approved for rear-facing use for kids up to

40 pounds, and some for even heavier kids. Some convertible seats can become forward-facing and then booster seats. » Fo r w a r d -f a c i n g . Children too big for rear-facing seats should use forwardfacing seats. When they reach the height

and weight limits specified by the seat maker, they can move to booster seats.

There are four main types of forwardfacing seats: Co n v e r t i b l e s e a t s , described above, used to be limited to children under 40 pounds, but some new convertible seats have higher weight limits.

Fo r w a r d -f a c i n g c o m b i n a t i o n seats are designed to be used with a five-point harness until the child is a certain size, then you remove the harness and use the seat with a lap-and-shoulder belt. Fo r w a r d f a c i n g o n l y seats are designed for children with special health needs or who are not behaviorally mature enough to use a booster seat. La r g e m e d i c a l s e a t s a n d v e s t s are designed for children with behavioral issues, weak muscles, or excess weight. They can accommodate as much as 135 pounds. Âť Bo o s t e r s e a t s : These seats are used with lap-and-shoulder belts and help position the child so the belts fit correctly.

Once a child is too big for a forward-facing seat, you should use a booster seat until he or she is at least 57 inches tall.

That is the minimum height to fit proper-

ly in a lap-and-shoulder seat belt. Never use a booster seat with just a lap belt.

There are two main types: Ba c k l e s s b o o s t e r s e a t s , the most common, have a positioner that adjusts the height of the shoulder belt on your child. These seats rely on the vehicleâ&#x20AC;&#x2122;s seat back to support the childâ&#x20AC;&#x2122;s back, neck and head. Hi g h b a c k b o o s t e r s e a t s are designed for vehicles that have low seat backs or donâ&#x20AC;&#x2122;t have head restraints.

What about used car seats? Can I use a hand-me-down, or pick one up at a garage sale?

Itâ&#x20AC;&#x2122;s important to know the history of a used seat. If you donâ&#x20AC;&#x2122;t know the history, or if the seat doesnâ&#x20AC;&#x2122;t include the makerâ&#x20AC;&#x2122;s installation instructions, donâ&#x20AC;&#x2122;t use it. Especially in Arizona, plastic and webbing can wear out because of the heat. So, as noted above, avoid seats that are older than six years old or that have been in an accident.

What if I have several children, and I canâ&#x20AC;&#x2122;t fit seats for all of them in the back seat of my car?

you willing to let die when you get into an accident? Seriously. In Arizona vehicle accidents last year, children under 5 who weren’t properly restrained in car seats died at a rate 31 times higher than those who were secured. Older children who weren’t secured also died or were injured at dramatically higher rates, were injured more seriously, and spent longer in the hospital. You may be a great driver — but other Arizonans are a menace.

Last year, Phoenix had the second-highest rate of accidents in the U.S. from people running red lights. So if you can’t fit all your children in proper seats, either get another car or get another driver.

My child has outgrown his or her seat. Can I donate it anywhere?

Yes! Though it is not legal to resell used seats in Arizona, your seat can help save some other child’s life. For several years, the Phoenix and Rio Rico Fire Departments have collected and refurbished used seats and delivered them to child-safety organizations in Sonora, Mexico. Sientelos Seguros, a partnership of Phoenix-based organizations (including The Arizona Republic), is collecting used car seats for this program, as well as seeking donations to help people within Arizona afford car seats.

Are some cars better than others when it comes to car seats?

The Insurance Institute for Highway Safety released a study in June, for the first time, rating cars based on how easy or difficult it is to install car seats properly. The IIHS also provides ratings on how booster-seat friendly various vehicles are or are not. Of the 102 current makes and models initially tested, 47 rated as good or acceptable and 45 as marginal. Ten vehicles rated as poor, including the Chevrolet Silverado 1500, Ford Fiesta, GMC Sierra 1500, Hyundai Accent, Lexus ES, Mazda 6, Nissan Altima, Toyota Tundra, Toyota Sienna and Volkswagen Jetta.

How do I make sure my child is buckled in properly?

Three key steps: First, read and follow the car-seat manufacturer’s instructions. If it’s installed correctly, your car seat shouldn’t move more than an inch side to side, or forward to back. Second, make sure all the straps are running through the right slots, so that the straps lie flat and snug, with no slack. It shouldn’t be so tight that it constricts your child or pushes his or her body into an unnatural position. But if you can pinch excess webbing between your fingers at the shoulder or hips after you’ve buckled the harness, the straps are too loose. If you have any doubts, your best bet: Call the number at the bottom of this article to have your seat checked by a car-seat technician.

Can’t I keep an infant just as safe by holding him or her securely in my arms?

No, no, no, no, no. Even Arnold Schwarzenegger in his prime couldn’t do that. Look at it this way: Most babies will reach 15 pounds by the time they are 4 to 6 months old. You can calculate the amount of force needed to restrain a baby by multiplying weight times velocity.

If your car is going 30 miles an hour when you get into an accident, that 15pound baby will push against your arms with at least 450 pounds of force. If you’re going 45, the average speed limit on main roads in the Phoenix area, that baby will push out of your arms with 675 pounds of force. You should NEVER ride in a car holding a child in your arms.

Automobile manufacturers and carseat makers use such a dizzying array of designs, you need to follow the manufacturer’s instructions precisely. It’s extremely helpful to have a trained carseat technician help you insure you’ve put your seat in properly and know how to use it correctly. One of the big issues Phoenix leaders will likely face in the next several years is pressure to continue to use taxpayer money to bolster downtown attractions, particularly a new arena for the Phoenix Suns.

Mayor Greg Stanton and Suns owner Robert Sarver have quietly begun talks about the future home of the franchise.

The Suns have a lease to play in the cityowned US Airways Center arena through 2032, but the team could leave by around 2022 if the facility, which is among the oldest in the NBA, is considered obsolete.

Sarver has signaled he’s looking to build a new arena downtown, a move that would require a vote of city residents to garner taxpayer funding.

But tourism-tax revenue the city could use to build an arena are going to cover its losses with the Sheraton Phoenix Downtown Hotel, which is owned by the city and has lost more than $38 million since opening in 2008. Selling the underwater hotel could force the city and taxpayers to absorb tens of millions of dollars more in losses.

A new Suns arena could also revive discussions about whether Phoenix should take ownership of Chase Field, the county-owned stadium that is home to the Arizona Diamondbacks. Team executives have proposed that in the past because it would give them more control of the stadium and increase their bottom line.

Every week this summer, The Republic has asked candidates for Phoenix mayor and City Council to share thoughts on an issue that could affect residents. Voters will elect a mayor and four council members Tuesday. If no candidate receives more than 50 percent of the vote, there will be a runoff.

The rules are changing as President Obama proposes to bar municipalities from issuing tax-exempt bonds to fund professional sports facilities. For decades, the costs and risks of building these facilities has been shouldered by local residents and taxpayers. Elected officials cut these deals despite input from economists, and extensive studies showing that massive subsidies like these never pay off for taxpayers, a local example is the Glendale arena. Phoenix needs to score a home run when it comes to negotiating for the taxpayer. If the voters elect to build an arena, the return on investment needs to be more concrete than a mere promise to spur economic growth.”

For example, while arenas and tickets are becoming more expensive, thereby increasing the burden to the taxpayer and limiting access to games respectively, positive economic gain is marginal. Eliot Wexler closed Noca, his casual fine-dining restaurant in Phoenix, in 2014, after a six-year run. At the time, he planned to focus on expanding Nocawich, a sandwich concept he originally developed for Noca’s lunch hour.

The expansion continues with the recent opening of Nocawich in downtown Tempe, a central location that will get busier now that students are back at Arizona State University. The spot is the old Smashburger space on College Avenue, on the northeast corner of University Drive.

Serving breakfast and lunch (for now), the 1,600-square-foot eatery seats 50 guests inside plus an additional 30 on the patio.

Here are 10 cool facts about Nocawich.

1. The downtown Tempe location is the fourth and flagship location of Nocawich. There are two locations in Phoenix Sky Harbor International Airport’s Terminal 4, and one at US Airways Center at Section 115.

Scottsdale resident Chris Paciora dreamed of owning a food business once her two children were grown.

Her time came in 2011, when she debuted her food truck, Spice It Up, at the Street Eats Food Truck Festival at Salt River Fields. Since then, she has been serving dishes such as Cambodian spiced ginger beef, chicken tikka masala and Jamaican jerk chicken lettuce wraps around Arizona. Paciora works with about 100 spices. “ People will ask, ‘Is it spicy?’ And I say, ‘Yes, but as in flavor, not in heat,’ ” she said. “ Spice is healthy, spice gives food flavor.”

Now, the 52-year-old sharing her vision with Food Network viewers. Spice It Up is one of seven trucks chosen to compete on the sixth season of “ The Great Food Truck Race,” hosted by Tyler Florence.

The first episode, airing on Sunday,

Aug. 23, takes place in Santa Monica, Calif. The teams’ first challenge is a race to sell $200 of their signature dish on the Santa Monica Pier. Paciora is joined by Keri Frazier and Nichole Mellor, mothers, friends and employees who call themselves the Spice Girls.

Stops this season are along historic Route 66. Among them are Sedona and Flagstaff, along with Tulsa and St. Louis.

The finale takes place in Chicago, where the winner will receive $50,000. “ I still have to pinch myself,” Paciora said about appearing on the show. “ It’s the chance of the lifetime… I ran the whole gamut of emotions.”

Going through the grocery checkout line with five packages of cream cheese was a dead giveaway. “ You must be making cheesecake,” the cashier said with a grin. “ No one buys two and a half pounds of cream cheese unless their making a cheesecake.”

I didn' t tell her that I wasn' t just making any cheesecake. This recipe was an award-winner.

Downtown Phoenix has noodles coming in from both directions.

East and West, that is.

This fall, Marco Di Santo, a young chef from Los Angeles, will open two restaurants in one. Otakumen, a ramen shop, and Pat and Waldo’s, a pasta eatery, will share space in the Orpheum Lofts, bringing two distinct fast-casual menus together in the classic Art Deco building. “ Essentially, our concept is high-quality food that’s made to order, but with an affordable price point, that’s also offered to go,” Di Santo said.

The two restaurants will share a commissary kitchen and seating area, but each will have it own front kitchen and menu, making for two distinct entities that mirror Di Santo’s background.

He grew up in a Chinese and Italian family, and has spent his career in Los

Angeles cooking in Italian and Asian restaurants, learning his trade at Il Boccaccio, in Hermosa Beach, and Umenoya, in Torrance. Though the menu for both restaurants are still in development, Di Santo aims to provide a casual experience focused on high-quality ingredients, customization and value.

Otakumen is a portmanteau of “ otaku,” a term for obsessive fans of Japanese pop culture, and ramen. In addition to a number of Japanese sides, the menu will feature preselected ramen sets, combining different meat and vegetarian broths with traditional tares like shio (salt), shoyu (soy sauce) and miso, topped with classic toppings.

Meanwhile, the pasta-focused menu at Pat and Waldo’s is expected to follow a similar format, instead featuring many of the recipes of his great uncles, after whom the restaurant is named.

Take care not to discard items with hidden value If there is one thing that makes me cringe, it’s when I visit a home to assess the value of estate items and the homeowner says, “ I had a dumpster come in before you got here and threw away all of the junk.”

What?

It’s inevitable the family tossed something that would have been a big draw to the auction and collectors abroad. I tell anyone who will listen: Don’t throw away anything until you have a professional examine it.

One of my favorite stories to illustrate this point goes back many years, when I was called to a home to look at a deceased uncle’s coin collection in Pennsylvania. I sat at the kitchen table with the husband and wife, took a few minutes to review the set and came up with a value of about $1,000. They didn’t seem surprised or excited by its value and thanked me.

While still seated, the husband went to fetch a bayonet and the wife went to get a glass of water. As I waited, I glanced at the waste basket at my feet and noticed a stack of old postcards and hunting licenses in the garbage.

Resisting the temptation to dig in the trash, I politely asked if I could go through the trash upon the wife’s return.

She looked puzzled, but agreed. I was like a kid in a candy store. There were vintage Halloween postcards and old

Pennsylvania hunting licenses. “ You have quite a fine little ephemera collection here. What are you going to do with these?” I asked.

They looked at me like I was nuts. I told them their little pile was worth more than the coin collection. Now I had their attention. I asked if I could auction the hunting licenses and postcards for them.

Of course the answer was “ sure!”

The hunting licenses realized more than $3,000 with one selling for $950 alone. The postcards brought close to $2,000. I remember getting them more than $5,000 for the contents of the trash can.

Now I have to be honest. These were rare and fine examples, and not all hunting licenses and postcards have significant value, but it illustrates my point.

After the auction, I learned that they tossed items like their uncle’s old books, car manuals, old tractor catalogs. I shudder to think what the value was of what was now in the Bucks County Landfill.

I didn’t dwell on it or tell them, but I think they had a clue from my line of questions. Two weeks later, when they got their check, they thanked me and have since referred our business to others. Oddly, they never gave me the coin collection to sell.

Using light rail changes view

Pleased with city’s direction

This summer I am conducting an internship in Phoenix. During the academic year, I typically rely on the Tempe Orbit bus to get to the Tempe campus because it is close to where I live. While some may wonder why I don’t just drive, I would rather not spend $800-900 for a parking pass and walk two times longer than if I took public transportation.

Now that I' m commuting to Phoenix for my internship, it is more beneficial to me to use the light rail. I rode the light rail when it first opened, but until this summer did not use it again.

Now that I count on the light rail it has changed my perspective on how public transportation is helpful to people that count on it like I do. It has saved me money in gas and parking and has allowed me to see more of Phoenix. Since I have not spent as much money on gas anymore or parking, I can spend some money on lunch while I’m working in Phoenix. I encourage Phoenix voters to support Prop 104. I look forward to exploring more of Phoenix with more public transportation in the near future.

A notice to Phoenix voters: This August we have a city election coming.

Mayor Greg Stanton is up for re-election.

So are Thelda Williams, District 1, Bill Gates, District 3, Daniel Valenzuela, District 5 and Vice Mayor Michael Nowakowski, District 7.

For those who have paid absolutely no attention for the past 3-1/2 years, these people have been running this city. Talking to voters I am constantly amazed that so many have no clue who is in charge.

That said, my humble opinion is that they have done a decent job. I like the direction Phoenix is going. Our central core is growing, businesses are finding it easier to start and operate. Roosevelt Row is a vibrant center of life attracting some bright and innovative personalities. The other night as I rode down Washington Street I noticed a number of well-dressed pedestrians enjoying the night life that has grown over the past few years. I remember a time when downtown at night was a lonely place.

The only people to be seen were the homeless searching for discarded scraps of food or a secluded place to lay down and sleep.

We are on the verge of a decision that will either continue the progress or stop it in its track.

What about a monorail?

The proposed additional track for the existing light rail is estimated to cost $160 million per mile. Yet we close an elementary school and cite budget limitations.

Proposition 104 would impose a tax that will not expire for 35 years.

Can anyone tell me if an above ground monorail system was ever considered? A cast-in-place modular system would have been less disruptive during construction and finished could have been automated. Raised, it would have not taken away vital vehicle lanes and would be collision-free.

Disney built a one-mile long automated monorail in Orlando, Fla., for $7 million. Admittedly those are 1970 dollars.

But also consider that advances in monorail technology have resulted in reduced costs.

tients, elderly patients and disabled patients often miss appointments due to the lack of reliable transportation.

Expanded transportation services will give people viable options for public transportation to vital health care services. Extending transportation hours gives patients the ability to schedule appointments after work.

Health care providers work tirelessly to provide health care services to people who have meager resources, and we cannot lose sight of the need to invest in infrastructure that augments access to health care services and removes a barrier to achieve the goal of good health and well-being for the entire community.

Just fix the roads Another proposition to repair our roadways? Isn' t that what my gas taxes and license plate fees are supposed to do?

Riders should pay fare Knowing that many ride the light rail, I will vote for funding an expanding light rail when everybody pays to ride.

You can' t board a municipal bus or take a cab without paying; neither should it be possible to board the light rail free.

Support for 104 is self-serving Business Support for Prop. 104 is selfserving. Since most of us assume that business people are conservative, that is, they prefer smaller government and lower taxes, one might logically ask why any business people would be supporting Prop. 104, the $31billion dollar transit tax increase.

To answer that question one need only look to the year 1946 when Leonard Read formed the first-market think tank in the United States. At that time Leonard was the president of the Los Angeles Chamber of Commerce and he had become frustrated with his members because they all stated strong support for conservative principles — except when some new government program would benefit their business.

Leonard decided that more education in free-market principles was needed and he left the chamber to start the Foundation for Economic Education, which still exists today. The fact that business people support Prop. 104 in Phoenix would suggest that such education in the Co n t i n u e d o n Pa g e 22

value of free markets is needed just as much today.

There is one more reason that business people go against their free-market principles to support big government projects like Prop. 104. That is something generally referred to as the principle of concentrated benefits and dispersed costs. It is simply the notion that, whenever the government spreads around billions of dollars on construction projects, there are a few business who will benefit greatly and a very large number of taxpayers who will only get hurt by a small amount. Therefore, the favored businesses have a large monetary incentive to promote the project and the taxpayers have insufficient incentive to oppose it.

Even though Prop. 104 is an extremely wasteful project (mostly because of the billions going to light rail), it is quite likely that it will pass. The fact that City Council rushed the measure onto an offelection year ballot in August in Phoenix is also a reason. Phoenix voters should be mindful of the fact that this measure brings our sales tax up to a level so high

that it probably cannot be raised again, even if a worthy cause should arise. â&#x20AC;&#x201D; Ro y Mi l l e r , Phoenix

Stop the trolley to nowhere Unfortunately, the Phoenix trolley project has had the unintended effect of replacing our former free and easy lifestyle (uncrowded streets, accessible shops, pleasant shopping malls) with a decade of huge construction barriers, traffic jams, shuttered shops and decimated shopping centers.

As the trolley juggernaut rumbled up Central and 19th avenues, it put business after business out of business to make room for itself. Having reached Dunlap, the trolley is poised to cross the freeway to the remains of Metrocenter, now transformed from a vibrant shopping center, into an economic black hole. Not only is the central mall dead but also many of the surrounding shops. It is a tragedy of epic proportions. This is certainly not the economic bonanza that the trolley builders and politicians promised. Clearly, spending many more millions of dollars (and years) to continue the trolleyâ&#x20AC;&#x2122;s path to a nearly dead shop-

ping center is a complete waste of money. The trolley will not revive Metrocenter.

City doesnâ&#x20AC;&#x2122;t need more bikes Is the City of Phoenix kidding? If Proposition 104 passes, the city would create 1,080 miles of new bike lanes. Put the brakes on more bike paths until cyclists take tests on how to ride on city streets, learn the rules, buy insurance and register their bicycles.

Cyclists seem to come out of nowhere, donâ&#x20AC;&#x2122;t stop at stop signs, change lanes without notice, are hard to spot at night and give motorists the finger at every chance. They believe laws donâ&#x20AC;&#x2122;t pertain to them, have no regard for motorists, deliberately cut off drivers, and yes, use their cell phones while riding. Many have no idea which side of the road to drive on.

Phoenix is a hazardous city for drivers. Our highways and main streets are full of speeding, dangerous drivers, police cars are few to be seen. When did the mayor and council decide that motorists

needed even more dangerous conditions?

Creative thinkers in the Mayorâ&#x20AC;&#x2122;s Office, proceed with caution. Use common sense before inflicting more of these cyclists who believe that laws donâ&#x20AC;&#x2122;t pertain to them.

Each year at budget meetings, lobbyists for the cycling groups are the first on the agenda to speak. They are well-organized and attend every meeting. Who is profiting from this?

Phoenix is not a European city that can indulge these cyclists. We are having a hard enough time coping with speeding cars, wrong-way drivers and the few police on the roads.

Bicycling is a recreational sport.

Driving in Phoenix is a dangerous business. If they continue to clog the roads and drivers have to watch out for them, who is going to pay for subsequent accidents?

A company called Grid Bike Share is promoting and renting out the bikes. One of their website suggestions for bike riders is â&#x20AC;&#x153; Do not wear more than one earphone while riding.â&#x20AC;? It boggles the mind. â&#x20AC;&#x201D; M. Fr o s t e , Phoenix
