reater Phoenix is becoming a leading destination for those who want to purchase a condo as a second home. Jeffrey Jacobs learned first-hand about 12 years ago why that’s the case.

“Beautiful weather and so much to do here,” said the lawyer from Portland, Oregon who will retire full-time in downtown Phoenix in less than a month.

He and his wife Cheryl lived in East Mesa for a few weeks each year between 2004 and 2009; they liked the Valley so much that they have chosen the metropolitan area as their year-round retirement destination.

Easy, exciting urban living But instead of East Mesa, they’ve selected an urban condo development called Portland on the Park (“We love the name,” Jacobs said) in downtown Phoenix, because it’s so similar to the area where their condo in Portland [Oregon] is located. Indeed, Phoenix seems to be an ideal location for those whose primary residence will be here as well as for those who will only spend part of the year in the Valley.

“About 20 years ago, our neighborhood in Portland [Oregon] was a gritty old railroad district. Today it’s filled with high-rise condos in the heart of an arts district,” Jacobs said. “What attracted us — besides the name of the Phoenix community — is that the same kind of transformation seems

to be happening here. Something exciting is happening in this part of town.”

He said for just about the same money they paid in Oregon for a 900-square-foot condo, they’re getting a 1,300-square-foot, two-bedroom condo here with a beautiful city view on the eighth floor of a 14-story tower. They’re hoping to move in to their brand-new unit in February.

Digital transaction management Signs, seals and electronically delivers documents

ignature after signature. Initial after initial. Signing all the paperwork after buying a condo or singlefamily home used to be a dreaded, cumbersome chore. The stack of paperwork seemed endless.

Fortunately, digital transaction management does away with many inperson signings by allowing buyers to electronically sign documents from their own computer or laptop from the comfort of their living room — or actually, from pretty much anywhere in the world. It’s literally finalizing a sale sans the physical paperwork.

“Digital transaction management consists of a set of tools and practices that help businesses manage paperless, electronic real estate transaction documents,” said Andrew Hickey, chief operating officer at Serenity Development LLC, Phoenix. “They provide freedom, flexibility, privacy and security to conduct business in an efficient manner with secure cloud-based access to information.” In effect, e-signatures along with other digital documentation, helps improve the efficiency and convenience of buying a condo.

Parties involved can include buyers, sellers, their agents, the lender and the title company — and all can automatically and electronically receive signed copies of the documents.

Buying sight unseen A person literally can buy a condo in another state without having to fly across the country, allowing for the legwork to be done remotely, according to Hickey.

“A lot of second-home buyers who contact us sign initial purchase contracts sight unseen via digital transaction management, of course with the condition they approve what they are buying when they arrive to see the house,” he said.

The Arizona Association of REALTORS® first rolled out such a system to members and brokerages as a member benefit in 2005 when there were few who used it, according to Lewis. However, over the past few years, it has become very popular with real estate professionals and lending institutions.

In the cloud Serenity Fulton Ranch uses a secure, cloudbased system for all its parties involved: buyer, seller, lender and escrow company.

“The system facilitates the signing and merging of a myriad of documents into a repository for clean secure facilitation of the sale through close of escrow,” Hickey said.

The buyer receives a contract for review via a secure email, which when completed and electronically signed, is then forwarded to all parties and then stored in a cloud-based system for future access. Addendums are done through the same process.

All-access While important to condo buyers, it is advantageous to all homebuyers as everything is tracked digitally. After paperwork is signed, buyers still have access to the documents for up to seven years, according to Lewis. This is helpful if signed paperwork from a closing package is misplaced.

Condos typically involve more paperwork, sometimes due to an HOA or if it is a Federal Housing Administration (FHA) condo that is considered a higher risk. The benefits of digital transaction management

Tracking ability According to Lewis, the best benefit of digital transaction management is that it gives a broker the ability to track paperwork for their agents and ensures the timeline for paperwork submission is met.

“It helps keep agents accountable,” he said. “We as realtors have a fiduciary responsibility to review those documents with our clients.”

“It’s definitely the way of the future and provides convenience, flexibility, security and freedom, and it also provides more space in the filing cabinets, so to speak,” Hickey added. “From acquiring the home to future resale, it is a nice archived digital system that enables everyone involved to operate more efficiently into the future.”

Again, each insurer sets its own standards, but MGIC generally aligns with Fannie Mae and Freddie Mac underwriting guidelines.

“The answers to these questions will determine whether or not a conforming loan product can be placed on that particular property,” Stallings said. “If the condo is either not on the FHA-approved list or the questionnaire comes back with answers that do not conform to Fannie Mae or Freddie Mac regulations and guidelines, then the property is considered a nonwarrantable condo.”

Detached condos and townhomes Offering more privacy but still in a community setting

ou’re ready to downsize and give up your house, along with weekends spent taking care of the pool and lawn. But you’d still like some privacy.

The solution? Detached condos or townhomes may be the answer.

Additional privacy These homes are typically located in a community setting, offering traditional amenities like a pool or common green spaces as well as a homeowners’ association with rules and regulations. But they are not attached to other units, giving owners more privacy and independence.

“People aren’t even aware that there are detached properties,” said Gerry Russell, designated broker with Realty Executive.

“They have the look and feel of a singlefamily home but it’s still condo ownership.”

Nationally, homeowners will mostly find properties with attached or “limited attached” condos, meaning the homes are

connected in a limited way and still offer some open space. But Russell, who owns a detached condo in Phoenix that he rents out, said some communities do offer this option and there are a range of benefits.

The biggest appeal of detached condos or townhomes is the ability to have additional privacy on all sides of the home.

Homeowners are not bound to a neighbor and will possibly have more protection from noise, whether a pet or perhaps a loud owner.

A hybrid type of home “It’s a hybrid,” said Sam Robinson, general manager with Two Biltmore Estates in Phoenix. “They can move into an HOA product with some amenities and will not have common walls with a neighbor.”

In some cases, detached condos or townhomes may be a more affordable option than a traditional single-family home.

This is especially appealing to firsttime homeowners who want privacy and amenities at a price that still fits their

budget. Affordability is also a selling point for owners looking for a second or third home who want the freedom of a detached home but less maintenance, Russell said.

“They still want lock and leave,” he said.

The size of detached condos and townhomes varies greatly depending on where they are built and how much land is needed for a community. Some cities are seeing detached condos as part of infill projects in urban centers. These projects are particularly attractive to homeowners who want to be in the middle of it all, with nearby transit and walkable restaurants and shops.

What to consider Here’s what homeowners will also want to consider when exploring detached condos and townhomes: • Detached homes may have a private garage which is not only convenient but could also offer additional storage space. Traditional condo or townhome properties with attached units offer common parking areas.

• HOA rules and regulations will sometimes vary between communities with detached homes and attached homes. Generally, homeowners in detached homes will be responsible for their own exterior upkeep and roof repairs. Their HOA fees may be lower because they might assume more of the expenses associated with their homes.

• Homeowners with detached homes will want to explore what will be covered by their HOA fees including items like private street maintenance, common landscaping and/or security.

• Homeowners in communities with detached homes can still enjoy amenities such as a pool or barbecue area and can also take advantage of the sense of community that traditional condo properties offer.

• Homeowners looking to downsize can still get privacy with a detached home but also the security of living in a condo community, Robinson said.

“It’s mass transit that helps city-dwellers in the majority of major urban areas get around and gives urban cores much of their appeal,” Newcombe said. “And the emerging individuality of downtown Phoenix is an extremely strong sales tool. The character of the arts district and expanding options for dining and entertainment are other compelling draws for prospective condo buyers considering downtown as their new neighborhood.

Newcombe estimates that about 10 percent of condo buyers at Portland on the Park are seasonal residents rather than year-round residents. And while that may sound like a low number, he noted that a decade ago the number of part-time residents would have been zero. “As the Phoenix area has matured, it has become much more interesting to out-of-town condo buyers,” he concluded.

Enticing suburban options Another advantage of choosing Greater Phoenix as the location for your condo — whether it’s for seasonal or year-round

living — is the diversity of locations and options. For example, if you prefer a suburban lifestyle over an urban one there are plenty of choices.

One suburban option is Serenity Fulton Ranch in Chandler. Beautifully appointed condominiums ranging in size from 1,300 to 1,890 square-feet start at about $250,000, said Keith Mishkin, owner of Cambridge Properties in Phoenix, which represents several new condo developments (including Serenity). Resortstyle amenities attract seasonal buyers from the Pacific Northwest, California, New York, Chicago and other Midwestern cities, Mishkin said. He estimates that up to 20 percent of buyers at Serenity are seasonal residents.

“The seasonal buyer may want to be close to family in the area,” Mishkin said — and the Loop 101 and I-10 allow easy access across the entire Valley, as he pointed out. So a seasonal buyer can live in the part of the Valley he or she may prefer and still be less than 40 minutes away from family members clear across town, he said.

Low-maintenance living No matter whether a seasonal buyer chooses an urban or suburban setting for purchase of a condo, Greater Phoenix couldn’t be a better location.
