Homeowners in Willo welcome visitors today Kelly and Chris Nottleman walked through central Phoenix’s historic Willo district checking out homes on one of their ﬁ rst dates in 2009. They are now married and opening the door to their own historic Willo home on this year’s tour. They bought a 1940 early Ranch-style home a few years ago and spent six months remodeling it. “The Willo home tour was a great date, but I was a girl from the suburbs and couldn’t see myself living there,” Kelly Nottleman said. “Now I don’t want to live anywhere else.” The couple’s home is one of 12 open to tour on Sunday. More than 3,500 people turned up last year when Willo homeowners opened their doors for tours.

Dealing with confusing zoning restriction against horses Christopher A. Combs Real Estate Law

Question: We purchased a home on ﬁ ve acres in North Phoenix. The seller owned horses, and had a small corral in one corner of the property. We had re-

viewed all of the title documents, including the CC&Rs, and there was no prohibition against horses. After moving into our home with our horses, however, we received complaints from one of our neighbors about our horses. Yesterday we received a notice from the City of Phoenix that the City zoning code prohibits horses in our community. If the CC&Rs in our community allow

horses, how can the zoning for the City of Phoenix prohibit horses? Answer: Zoning is public regulation of a community. CC&Rs are private regulation of a community. A homeowner generally must comply with both zoning and CC&Rs. If the City of Phoenix zoning prohibits horses, you will need to get a zoning variance in order to keep your horses. A complaining neighbor, howev-

Willo hoﬀ , a former Willo resident and realestate agent with HomeSmart. “Some of these visitors actually end up moving to Willo at some point, maybe not after their ﬁ rst visit but after coming down year after year,” she said. Historic neighborhoods in Phoenix, Tempe, Mesa and Glendale also have tours. The Coronado neighborhood in central Phoenix is having its historic home tour on Feb. 24. This year is the 31st Willo home tour for the neighborhood, which spans from Central to Seventh avenues and McDowell to Thomas roads. Tickets are $20 the day of the event, which begins at 10 a.m. Tudor revival, Spanish mission, French provincial and traditional ranch homes like the Nottleman’s are open for the tour.

Great neighbors The Nottlemans rented their home in Willo before buying it. The couple had been renting the brick home in the center of Willo when they decided to move to San Francisco for jobs. After a few years, they were get-

ting married and wanted to move back to Phoenix and the Willo neighborhood, but they couldn’t ﬁ nd a home the size and price they wanted. Then their former neighbor told them their old rental house was about to be

listed. They bought it and started a sixmonth renovation in 2017. “Our neighbors are so great, they even let us live with them through the renovation,” Chris Nottleman said. “The neighbors are part of why we wanted to come back to Willo.” The couple redid the kitchen, pulled down an addition from the 1970s and added a porch, where they often hang out with neighbors. “Getting this house and renovating it has been like a fairy tale,” Kelly Nottleman said. “Everything just worked out.” The couple was able to buy before home values fully recovered from the crash.

Boosting values

Another tour stop on the Willow home tour is at 501 W. Cypress Street.

Last year, a Willo home sold for $1 million for the ﬁ rst time. The median home price in the neighborhood is about half that much.

You will notice more “for sale” signs and open houses in historic neighborhoods during tours. But most tours don’t include homes for sale. “I don’t know that tours raise values, but they can solidify values within a neighborhood,” said Sherry Rampy, a central Phoenix real-estate agent with Brokers Hub Realty. I looked at home prices and sales in historic neighborhoods after tours last year. Both were up a bit, but most tours are also held during prime months for home sales in the Valley. The boost in sales or values due to a tour are a bonus. But many like the Nottlemans just love their home and want to share it. “If anybody wants to feel good about their home they should put it on a home tour,” Rampy said. “People who aren’t familiar with historic homes come in and are so grateful and lovely.”

he concept of walkability as it relates to where you live isn’t necessarily limited to destinations available on foot.

“Public transit is one way to make places of interest accessible, but an area can be walkable without large-scale public transit,” said Chris Chamberlain, vice president of development at North American Development Group, which created the luxury condo community Eldorado on 1st in Old Town Scottsdale. “Bike- and scootershare programs are just two examples of alternatives to traditional public transit that allow someone to expand the geography of walkability in their neighborhood.” At Optima Kierland in North Scottsdale there are several surrounding walkable attractions including Kierland Commons and Scottsdale Quarter, said Crel Vogel, regional sales manager for the community’s developer, Optima.

Walkability means “being comfortable walking,” said Gonzalo Barroilhet, development manager for Santiago, Chilebased Sencorp, developer of en Hance Park, a four-story condo community in Downtown Phoenix. “For instance, in Phoenix, walking in the shade is

imperative. An urban area that is wellthought-out will allow you to enjoy and interact with what you come across — [for example] parks, local businesses and coﬀee shops.” Public transportation encourages walkability, he added. If your condo or townhome is ideally situated close to destinations important to you, even “walking to work can be fun, safe, eﬃcient, enjoyable and healthy.”

Convenience and exercise are key Often, “condo buyers are downsizers and may have only one vehicle so it’s important to have places close by,” said Sue Goodrich, vice president of sales and marketing for Cachet Homes, the builder of Monterey Ridge, a condo community in North Scottsdale, and Cachet at The Wigwam in Litchfield Park, which offers condos, townhomes and singlefamily homes. “Other times, buyers just want to be able to get exercise and walk to stores and restaurants. In some cases, they’re seasonal buyers and may not keep a car at the condo so they want to be able to walk to dining and shopping.” Condo buyers “like to know that they’re making an investment in an area that is well-located and amenity-rich,” Chamberlain said, “both to protect the value of their purchase and to ensure the highest quality of daily life,” noting that living in a walkable area provides a great way to stay active in the course of a daily routine. This opportunity doesn’t necessarily exist for people who live in gated subdivisions and drive to all their daily destinations, he said. Condo living is “the lifestyle of the future,” Barroilhet said. “Condo residents value their time. They want to be able to walk to the restaurant or the park without having to worry about the consequences of driving.” Walkability is “important to our buyers because they can experience a touch of a big city by walking to many [nearby] restaurants and shopping opportunities,” Vogel said. Appealing to all ages Having spent the past 20 years living in Downtown Scottsdale, Chamberlain said he’s learned that “every age group enjoys the activities of a walkable downtown. I see young parents pushing strollers, college students riding scooters and bikes, and empty-nesters walking along Main Street checking out art galleries.” “We find that everyone enjoys the benefit of being able to walk to amenities,” Goodrich said. Even in suburban Litchfield Park, buyers at Cachet at The Wigwam can walk to downtown Wigwam restaurants, to the Wigwam Golf Club and to the Wigwam Resort, “where our buyers receive a ninemonth membership.” “Most of the year our weather is great to walk to the closest establishment,” Goodrich said. “Even in the summer, morning and evening walks are wonderful.”

vegetable garden inside your condo or townhome can be a great way within a small space to grow fresh produce that’s free of pesticides. You may decide you want a traditional horizontal table-garden or a “tower-garden” that’s vertical and can be placed in a corner inside or on your outdoor patio. Tables and towers, oh my! A table-garden is a small container suitable for growing plants and vegetables, explained Dawn Albright, owner, with her husband Chase, of C + D Industry. Their Glendalebased company specializes in custom furniture and patented tables that feature an aluminum channel in the center where planter baskets and herb boxes can be placed. Meanwhile, a tower-garden is vertical and self-contained and takes up “only 2.5 squarefeet,” said Troy Albright (no relation to Dawn or Chase). Troy is the owner of True Garden, a 5,000 square-foot greenhouse in Mesa that sells only vertical tower-gardens. “There’s no dirt to deal with,” he said, “resulting in 70 percent fewer bugs. The tower uses up to 98 percent less water than a traditional garden, making it very eﬃcient for condos or townhouses.” The towergarden comes with its own circulating water tank attached to the base of the tower.

If you opt for a traditional table-garden, the container you choose must allow for proper drainage and hold up to constant moisture as well as to Arizona heat and sun, Dawn said. “You also want to be sure there aren’t hazardous coatings or elements that can break down and be harmful for consumption,” she said. She recommends a planter made of stainless steel because “a wood planter may decay or rot or even attract unwanted bugs or termites.”

Which goodies can be grown? “We love the use of cacti and succulents all year round in Arizona,” Dawn said. “You can also swap your plantings seasonally. In summer, plants like basil thrive in the sun and heat; in cooler months, we suggest greens like kale, spinach and Swiss chard. These can go right from the table-garden to the plate. There are also many types of flowers that can be paired with herbs and vegetables.” With a tower-garden, you can enjoy up to 28 different plants that sprout right by your table or kitchen, Troy said. These include leafy greens, herbs and edible flowers such as

calendulas, marigolds and violas, he said. Troy pointed out that both horizontal and vertical small-space gardens can work for condo and townhome owners. “We need to grow [food] in multiple ways to feed the world,” he said. “The tower is one of the avenues; horizontal gardens are another. There is no singular way to grow your own food.”

DETROIT – For many Americans, Cadillac is an adjective used to describe something luxurious. But does it still apply to the cars? Despite Cadillac’s aura of reﬁ nement, the General Motors premium brand has been losing customers for the last several years – and now it’s embarking on yet another turnaround plan. The latest road map calls for scrapping struggling cars, investing in electric vehicles, introducing new body styles, redoing ads and moving the brand’s headquarters. At the Detroit auto show last week, GM introduced a new three-row Cadillac crossover called the XT6. It comes as the automaker discontinues two sedans, the Cadillac ATS and CTS, hoping to capitalize on a preference for SUVs over cars in today’s luxury market. Cadillac must remake its image in the eyes of shoppers who aren’t even considering the brand right now despite better-than-ever products, analysts say. Measured in total U.S. sales, the brand lags luxury rivals MercedesBenz, BMW, Audi, Lexus, Tesla and Acura, according to Kelley Blue Book. Cadillac sold 154,702 vehicles in the U.S. in 2018, trailing luxury leader Mercedes’ 354,144 and just ahead of Nissan luxury brand Inﬁ niti’s 149,280.

Steve Carlisle, Cadillac’s new global president, said the comeback must start with an honest assessment of the brand’s missteps. “If you look back over the long history of Cadillac, which I have – 116 years of it – where we’ve done best, where we’ve thrived, is when we’re leading,” Carlisle said. “We stepped away from that for a long time.”

Sales slump Cadillac began to end a quarter-century drought in appeal about the turn of the 21st century, Carlisle said. Vehicles

including the ATS and CTS won acclaim from critics in the last decade. But it hasn’t paid oﬀ in the form of U.S. momentum. In China, the brand has ﬂ ourished, leading Cadillac to its best global sales ever in 2018. But in the U.S., sales fell about 15 percent from 2013 to 2018 despite a 10-percent increase in overall industry sales. GM CEO Mary Barra ousted Carlisle’s predecessor, Johan de Nysschen, in April after his turnaround plan didn’t generate enough results during his fouryear tenure. The de Nysschen plan included moving Cadillac from metro Detroit to New York City, marketing Cadil-

lacs to urban coastal customers, and adopting a letters-and-numbers naming strategy used in German luxury brands. The problem is Cadillac “doesn’t need to be a German luxury brand. It needs to be an American luxury brand,” said Rebecca Lindland, an auto analyst at Portico Analytics. “They have great products in the showroom,” but the marketing was “completely unrelatable” and failed to break through. For example, she said, advertising images of Cadillacs in New York City’s tony Greenwich Village were out of step with the brand’s core customers. After replacing de Nysschen, Carlisle pivoted quickly to move the brand back to metro Detroit to be closer to engineers and decision-makers, and to begin overhauling the marketing strategy. Cadillac must ﬁ nd ways to appeal to “people who have false impressions of who we are” and “people who don’t know us at all,” including millennials, Carlisle said. The brand has the features of industry-leading luxury vehicles, but many people don’t know it, he said. Cadillac will focus on new technology and new models that ﬁ ll gaps in the lineup, he said. It will deliver a remade or new vehicle every six months through 2021. That includes the XT6, which is smaller than the Escalade but larger than the XT5.

Hyundai and Kia are both part of the larger Hyundai manufacturing organization, but even their own communications departments don’t admit to any knowledge of the other’s products. Ask a Hyundai public relations person about a Kia product that you know shares a platform with a Hyundai product, and they invariably respond, “Kia who?”

The Hyundai Palisade offers an optional fully digital 12.3-inch display instead of gauges. HYUNDAI

Same bones, different faces At the fi rst two major auto shows of the 2018-19 season (the 2018 Los Angeles Auto Show in December and the 2019 North American International Auto Show in Detroit), we’ve seen two new three-row crossover SUVs from the brands: the 2020 Hyundai Palisade and the 2020 Kia Telluride. On the outside, they look as diff erent as two big, boxy crossovers that sit on an identical wheelbase can look ... which is not much. The interiors look about as diff erent as the outsides do, and I saw no diff erences in interior seating layout at all. Under the sheet metal, the Palisade and Telluride are the same vehicle. So the short answer to “What’s the diff erence between the new Palisade and the new Telluride?” is this: almost nothing. Both use the same 291-horsepower, 3.8-liter Atkinson-cycle V-6 making 262 pounds-feet of torque. Both use the same eight-speed automatic transmission featuring identical gear ratios. Both have front-wheel drive with optional all-wheel drive — Hyundai calls it HTRAC, Kia doesn’t call it anything special — and both come with multiple driving modes.

Spot the differences There are only a few ways in which the Telluride and the Palisade diﬀ er, as far as we can tell. First is in the styling: The Kia has a more rugged look to it, more boxy, less ﬂ owing than the Palisade’s swoopy light signatures. They

Personalizing your apartment home can be diffi cult while having to conform your style to rules against permanent fi xtures or changes. However, there are some quick do-ityourself projects that allow you to add your fl are and personality to any living space. A DIY that requires some crafting is a trendy plant hanger that can act as a room divider. This is perfect for smaller spaces, especially a studio-style apartment. All you need is a wardrobe rack that has a shoe shelf on the bottom, hanging planters. Rope and spray paint

are optional. Macramé planters can also be incorporated. First, if you choose to, paint your wardrobe rack to match your aesthetic. Using spray paint and painter’s tape, you can paint the rack a solid color or create a design. (Always make sure you paint in an approved and open area). As the paint dries, use the rope to decorate your hanging planters. A simple way to do this is to wrap the rope around the wires of your hanging basket, hot gluing each wrap as you go. This can also be done to your pots, or they can be painted to add color. Leaving a clay pot unpainted and using the rope will provide a more natural look. Once everything is dry, hang your pots at diﬀ erent heights from the top bar and place a few on the bottom shoe rack. Now, place your wardrobe rack garden in a corner near a window or use

it to create two spaces in one room. Bed slats can be hung on walls to create more space in all rooms. They are not light and you want to keep your things safe, so make sure to use hooks that can withstand heavier weights. Hang caddies with over-the-door hooks or zip ties on your slats to declutter your bathroom. This also works for utensils and recipes to clear up kitchen counter space. In the bedroom or oﬃ ce, the slats can be used as a calendar or a memo board. For smaller DIYs, contact paper and wallpaper are a renter’s best friend. Wallpaper can be used for its known purpose and be put up for a statement wall. It can also be placed on the outside or inside of cabinets for a surprise of color or used to create a wall calendar.
