Many first-time homebuyers in metro Phoenix are struggling to find houses in their price range.

It doesn’t help they can borrow less to buy with an FHA loan than first-timers in other cities where home prices are lower. The Federal Housing Administration released new loan limits for new buyers in metro areas across the U.S. last week. Several cities, including Jacksonville, Fla., and Indianapolis, where home prices are lower than in the Valley, got increases in their FHA loan limits.

Metro Phoenix’s FHA loan limit remained the same, $271,050 — the lowest or bottom for the government-backed mortgages popular with buyers.

The Valley’s median home price at the end of third quarter was $219,000, according to the latest data National Association of Realtors. Its housing research is considered among the best for U.S. city comparisons.

So let’s compare:  The FHA loan limit in Jacksonville climbed from $309,350 to $316,250. The area’s median home price is $199,000.  Indianapolis’ FHA limit went from $284,050 to $287,500. Its median is $157,300.

FHA loan limits rose in 188 cities.

But the disparity isn’t just in cities that received the boost in lending limits. Atlanta, a city with a housing market often compared to Phoenix, has an FHA lending limit of $342,700. The metro area’s median home price was $178,000. Housing analyst Mike Orr of Arizona State University’s W.P. Carey School also questions the disparity and researched the FHA’s loan limits.

He told me the federal government’s requirements call for an area’s median home price to be 115 percent higher than the lowest loan level of $271,050.

Metro Phoenix’s median home price would need to rise more than 7 percent to $252,425 to qualify for a higher FHA limit, Orr said. So why do other U.S. cities with lower median home prices have higher FHA loan limits? After two phone conversations and an exchange of e-mails with the U.S. Department of Housing and Urban Development, I found out the government determines its own home-price medians for metro areas. Andrew Barroway paid cash for a 10,635-square-foot house at DC Ranch in Scottsdale. Barroway, a Pennsylvania-based hedge fund manager, became the majority owner of the Arizona Coyotes hockey team at the end of 2014.

The house, built in 2008, was purchased through the Barroway Family Limited Partnership and sits on an 8-acre hillside lot. The house was sold by Carey Williams, founder of a Valley skincare products distributor that was purchased by DS Healthcare, a personal care company, in August. The house was sold through Villa 14 LLC.

$ 2,525,000 Michael and Jennifer Fitzgerald paid cash for a 5,703-square-foot house in the Country Club area of DC Ranch in Scottsdale. The house, built in 2002, features wood beams, hardwood floors, an outside living room and pool.

Patrick and Kathryn Bernunzio bought a 5,829-square-foot house at Sonoran Crest in Scottsdale. The Bernunzios own Leo's Bakery and Deli in Rochester, N.Y. and they purchased Watermark Specialty Foods in 2000, where Patrick is listed as president. Their house, built in 2006, is among boulder outcroppings between the Troon and McDowell Mountains and features a three-tiered pool and hot tub, grotto with waterfalls and streams, a barbecue lounge and dining ramadas.

The house was sold by Douglas and Mary L. Bowden through a trust. Douglas Bowden is a private-equity professional in Sioux Falls, S.D.

Question: After my daughter graduated from ASU, she purchased a condominium in the Tempe Town Lake area of Tempe. I had to co-sign on the mortgage loan. The problem is that every time I apply for credit — for example, when I applied last month for a newcar loan — I have to list this mortgage loan on my credit application. In addition, my daughter has been late on several payments, so I now have several "dings" on my credit report. How can I get my name removed from my daughter's mortgage loan?

Answer: Unfortunately, most lenders will not eliminate any potential collection source on a mortgage loan, especially if the payment history is not good. Most mortgage lenders want more, not fewer, people obligated to pay a mortgage loan. To at least try to get your name removed from the mortgage loan, I would suggest that you and your daughter contact the mortgage lender, or whoever is servicing the payment of the mortgage loan. You and your daughter could propose to the mortgage lender that, in exchange for the removal of your name from the mortgage loan, there would be a substantial "pay down" of the mortgage loan, or there would be a substantial increase in the interest rate on the loan.

Warm floors all winter Colding had a client with a large house that was often filled with friends.

The kitchen was the most-used room and “he just wanted the luxury of that room feeling really good,” Colding says, but “it just felt cold.” So they found a creative solution: Adding a heated floor.

The key to these kinds of investments, Colding says, is knowing which ones will really improve your daily life.

Although expensive, a heated kitchen floor is a feature you can use every day in the fall and winter.

“It’s like when people spend $300 on jeans and it sounds crazy,” Colding says, but they wear those jeans constantly and treasure them.

Upgrading your closet “There’s something about a really well organized, decked-out closet,” Fishburne says, that improves the start of every day. When you get dressed, she says, “you’re not rushing, going ‘Where did I put this?’ ” And you wear more of your clothes because you can actually see them.

Technology has made closet planning simpler and more fun: Home Depot and other companies offer online planning tools that let you sketch out different configurations. And the range of storage solutions and styles of closet interiors has been expanding.

HUD”s “relevant highest median for metro Phoenix” is $229,000. Its relevant median for Jacksonville is $275,000.

Metro Phoenix’s overall median of $219,000 isn’t far off from HUD’s highest median. But the federal government's highest median for Jacksonville is $76,000 higher than the city's overall median home-sales price. I am working on getting an explanation on how HUD derives an area’s “highest median.”

“It is questionable how HUD determines what cities get raises and what cities do not," Dean Wegner, a lending expert with Scottsdale-based Academy Mortgage told me. “The fact that they mention 'high-cost' areas does not add up, especially when they raise limits in Jackson, Mississippi, and not Phoenix,” he said.

Jackson has a median home price of about $166,000; its FHA loan limit was increased to $278,300.

FHA loans are many first-time homebuyers’ only chance to buy now because they come with downpayments as low as 3 percent.

In popular Valley neighborhoods, bidding wars on homes priced below $300,000 are common. If the price climbs much above $271,000, FHA borrowers are out of the bidding and often the market.

That's why I still want to know why Phoenix's limit hasn't been raised.

Jackson says the added expense of wallpaper is sometimes a great investment and gift to yourself, elevating the look of a room from fine to fabulous.

One less expensive treat that Fishburne has “kind of fallen in love with” is a high-tech touch faucet. These switch on with just the lightest pressure — even a quick tap from an elbow or fingertip. So if you’re cooking and have your hands full, you can turn on the water without putting down a hot pot or heavy colander.

There is a health benefit: If you’re cooking with raw meat or eggs and need to turn on the water, you don’t need to risk transferring germs from your hands to the tap. And many models have an ingenious safety feature: A light shows blue or red, depending on the water temperature.

High-end wallpaper Painting a room is an affordable and easy do-it-yourself choice, Jackson says. But the joy you may get from professionally installed, luxurious wallpaper can last for years.

While decorating the bathrooms in a client’s home, Jackson suggested striking wallpaper that “made these ‘vanilla’ rooms sing.”

for almost 4 years. About a year ago, management allowed our neighbors upstairs to transfer from the front of the complex back here where we live. The woman has grandchildren that come over almost every weekend. From the moment they get here until Sunday evening, the children are jumping on the floor, running from front to back and yelling off the balconies. We have called the office, who says their attorneys say their hands are tied because the woman has a right to have company. We even called the police one night as it was unbearable. Still, it persists. Our lease as well as the local ordinance says I have a right to â&#x20AC;&#x153;peaceful enjoyment of the premises.â&#x20AC;? My question is, what recourse do we have? I have been told moving is my only option but how fair is that?

Donâ&#x20AC;&#x2122;t the neighbors have a responsibility to keep the noise they make to a minimum? It would not be so annoying, except that it goes on for hours and after a while is nerve-wracking. Please advise us what our legal choices are.

For some, the intensity of the season can spell the end of a relationship. Divorce attorneys report a 30 percent increase in the number of splits in January, following the holidays.

Many couples sign their leases to-

gether, creating a contract that both must honor. As you decide who will stay in the rental home, you need to update your lease documents to transfer or assign the lease to one party. If your management company or owner will not allow you to remove your name from the lease, ask your divorce attorney about a “hold-harmless” clause in your separation agreement to indemnify you from

additional expenses related to the rental.

Even in an amicable split, you don’t want to be responsible for a lease in a home where you aren’t living. If your partner misses a payment or damages the home, you could end up responsible for those costs. Security, pet and cleaning deposits should also be considered.

It’s worth deciding who will keep those funds at the end of the lease.

As you work to set up new accounts for cable, electricity and other utilities, it will be easier if your name is not on the old lease. If you are working with an attorney, be sure to ask these questions.

It can help to work through the practical issues and agree on the basics to prevent future challenges.
