My monthly mortgage payment just dropped by more than $300. ¶ That’s because my husband and I are among the almost 2.5 millionhomeowners to tap lower interest rates and refinance this year. ¶ Those lower rates, thanks to Brexit, and rising home values made it possible. ¶ Just three years ago, my husband, Sean, and I were still underwater — as were about 30 percent of other Valley homeowners. ¶ Now, only about 101⁄2 percent of all Phoenix-area homeowners owe more on their mortgage than their house is worth. Question: Before I signed a six-month listing agreement to sell a Peoria home, I had a telephone conversation with my real estate broker. Both of us were in Arizona. In this phone conversation the broker said that, although his office policy required a written sixmonth listing agreement, I could verbally cancel the agreement after 30 days.

I recorded this phone call without my real estate broker’s knowledge.

When I decided after 30 days that I disliked this broker, I told him to cancel the agreement. He refused to cancel and he denied having the telephone conversation.

When I told him I had recorded this conversation, he said recording a telephone conversation without his permission is illegal in Arizona. Is the broker right?

Answer: No. One party to a telephone conversation between two people in Arizona can record that conversation without consent of the other. Therefore, if you now want to cancel the listing agreement after only 30 days, the recording should be admissible in court (or at an arbitration hearing).

Now, interest rates are ticking up from post-Brexit days, when the average rate on a 30-year mortgage fell just below 3.5 percent.

But 4.1 percent, where 30-year loan rates are hovering right now, is still very low historically.

In 2002, when I bought our central Phoenix home, the average rate was 7 percent.

This wasn’t the first time we refinanced.

Thanks to the federal government’s Home Affordable Refinance Program, we and many other metro Phoenix homeowners were able to lower interest rates and payments in the midst of the crash.

And it didn’t matter how underwater we were then to use the popular program launched by President Barack Obama in Mesa during a 2009 speech.

The Valley had become ground zero for the housing crash, so it was the right place to announce a plan to help homeowners.

So many documents Surprisingly, it was actually easier to refinance then compared to now.

We had a 5.2 percent rate on our mortgage from the HARP refinance, so I wasn’t really enticed to do it again until rates fell to 3.5 percent after Britain voted to leave the European Union in June.

A little number-crunching can make the home-mortgage refinance process rewarding.

We refinanced with our lender, a big national bank, because it offered competitive rates and fees. The entire refinancing, except the appraisal and signing the closing documents, was done online.

The appraisal came in about where I expected, thanks to my Scouting Report on Street Scout. I have to give the website I co-created a plug because its valuation was within a few thousand dollars of our appraisal.

What was arduous about refinancing was the many documents our lender required. Sean needed signed letters documenting he didn’t own multiple apartments in the San Francisco area, where he lived during the 1990s.

I had to produce a similar letter for a Phoenix condominium.

Then the lender asked for an explanation about a particularly high American Express bill. (It was the result of a summer trip.) The lender also wanted copies of other past bills to show it wasn’t a normal spending spree.

The lender’s underwriters also asked for multiple clarifications on salaries and tax statements. It was a time-consuming process and, because of new lending guidelines, we were on a strict schedule.

But every time I received a call or email from our nice and professional loan officer, and they came frequently, I squelched my irritation.

The new lending guidelines that make it tougher to get a mortgage were put in place as part of the DoddFrank laws created to protect people from getting the bad loans that led to the housing crash.

That crash costs many homeowners the roof over their heads and taxpayers trillions of dollars because most of the mortgages were government-backed.

President-elect Donald Trump isn’t a fan of the Dodd-Frank laws that also limit what banks can invest in. He has said it will be one of the first things to go when he takes office.

Some housing market watchers say Dodd-Frank is keeping borrowers who should be able to buy out of the housing market.

After going through our recent refinancing, I can see where it would be easy to give up or drop out of the loanapproval process because it’s so time consuming. It took us about three months and probably 25 to 30 hours of paperwork and calls.

But we need to make sure that homebuyers aren’t preyed on with highinterest and fee subprime loans like they were during the crash.

And we need to prevent another boom and bust.

Buying a house is the biggest investment most people will make. It shouldn’t be too easy to do, particularly when a mortgage is backed by the federal government and can be costly to all of us if it goes awry.

Besides, the time we spent refinancing is well worth the few hundred bucks we are saving each month.

Community volunteers exemplify the true meaning of the season When you see donation boxes in apartment communities across the Valley at communities like MEB, ConAm, and Dunlap & Magee, some people wonder where all those goods go. This weekend, AMA members will celebrate Christmas early with an annual dinner for more than 600 Valley residents in need.

Shirley Arthur, a lifetime member of the AMA and recipient of St. Vincent De Paul’s Lifetime Achievement Award, has spent the past few months planning this

annual Christmas dinner. For years, Shirley has organized volunteers, mostly from the multifamily industry, to host a traditional feast at the Chris Becker Memorial Dining Room in Sunnyslope.

Joining Shirley are numerous local companies, government agencies, neighbors and friends. They help to raise funds and solicit goods and even stuff stockings and wrap presents. This year the generous people at Aventura, the catering company that serves the Phoenix Convention Center, stepped in to cook all of the turkeys. Companies like Kowalski

Construction have committed to supporting the set up and cleanup. Apartment communities have been collecting goods for these families from their staff members and residents.

On Sunday, volunteers will set tables with clothing, toys, and specially made stockings. Parents have time to select items they need so they can plan for a holiday. The stockings, some made possible by members of St. Luke’s Catholic Church, include goodies for children.

The Desert Horizon Phoenix police precinct contributes bags of toys.

Sharing this dinner with so many colleagues, community partners, and families in need puts this holiday season into perspective. A cadre of volunteers, led by the extraordinary Shirley Arthur, have provided hope and kindness for thousands of families over the years.

The generosity of local businesses, police officers and residents living in apartment communities has created personal connections that make our neighborhoods stronger.
