How Trump’s policies might affect homeowners Billionaire Donald Trump made much of his fortune as a real-estate developer.

But it’s not yet clear what his presidency will mean for the wealth of homeowners, though many of us are trying to figure it out.

President-elect Trump’s plans for Wall Street, immigration, a border wall and builder regulations could all impact the housing market, particularly in Arizona.

Let’s examine how some of his policies could affect homeowners:

Interest rates The most immediate impact on the housing market came right after the election when mortgage rates jumped.

Homebuyers and homeowners trying

to refinance across the country were jolted as the 30-year mortgage rate jumped above 4 percent early last week. Some buyers balked, and mortgage applications fell 9 percent.

A drop in home sales can turn into slower appreciation in values and a stalled recovery.

But the current higher-interest rates aren’t all on Trump.

Rates were rising before the electionas investors jittery about the market poured more money into Treasury notes, pushing up their yields and mortgage rates.

Question: We recently purchased a new home in Peoria. Less than half of the homes have been sold in the subdivision.

One of the reasons that we purchased our new home was that we liked the architectural and landscaping standards in the CC&Rs for the homes in the subdivision. The problem now is that the homeowners association is still controlled by the developer, and this developer is not enforcing the CC&Rs, especially in relation to exterior painting of at least eight homes in the subdivision.

Several neighbors and I are concerned that, after the developer completes construction of the subdivision and the homeowners then control the association, there will have been a waiver of some of the CC&Rs because of lack of enforcement. What can we do?

Answer: Although some developers are very aggressive in enforcing CC&Rs, other developers such as the developer in your subdivision do not want to spend the time and money to enforce the CC&Rs, especially if sales are strong and the subdivision will be sold out quickly. I would suggest that you and your neighbors hire an attorney to write a letter to the developer demanding that the CC&Rs be enforced, and, if that is unsuccessful, you and your neighbors may have the right under your CC&Rs to file a lawsuit to enforce the CC&Rs. DONE DEALS TOP DOLLAR This past week’s home sales include the year’s second highest figure for metro Phoenix.

$11,110,000 Nestled in DC Ranch’s Silverleaf, billionaire oilman William Gallacher paid cash for this 12,833-square-foot mansion. The $11.11 million sale is the second highest in Arizona this year.

The estate has six bedrooms and nine bathrooms. There are several pools, a 1,000-bottle wine room and separate guest quarters. The home was sold by Dow chemical executive Geoffery Merszei and his wife, Mary.

“Real estate is probably the only asset class that is experiential and trades in emotion,” says Steven Giles, a broker with Douglas Elliman Real Estate in New York.

“I think virtual reality technology has greatly enhanced that experience.” Giles says that in competitive markets, it’s especially helpful for sellers to have access to the latest technology.

San Francisco-based Matterport is one of several media technology companies offering brokers, real estate agents and service providers 3-D cameras to capture a home’s interior. Matterport stitches the images together to provide a walkthrough that uploads onto a cloud service. You can view the property as a 3-D model using your smartphone, tablet, computer or virtual reality headset.

Matterport is now adding elements of augmented reality — the superimposing of computer elements onto real settings — to its walkthroughs, says CEO Bill Brown.

“In addition to being able to walk through the space, people can mark in objects within the space, and they can annotate those objects,” he says. These notes can highlight features such as granite countertops or energy-efficient appliances.

Virtual reality tours are a good way to reduce the number of physical home walkthroughs you have to make because they help you narrow down your search, Brown says. He’s seen buyers arrive at the first open house ready to make an offer because they’ve already done a virtual walkthrough. “It just builds momentum around the transaction much more quickly.”

Real estate media company Circle Vi-

sions, also based in San Francisco, is working on another use of the technology: creating properties that don’t yet exist. People who are building their own home or remodeling their current one can use virtual reality headsets to get a sense of what the property will look like once it’s completed.

“When you look at a blueprint, you don’t really get a sense of how it feels to be in that property, whereas with virtual reality, you’re right in it,” says Bob Yuan, president of Circle Visions. “You can open doors, you can turn on the lights; you get a feel for the scale or the sense of that room.”

As a seller, you won’t pay a real estate company specifically for your property to be viewed through virtual reality, but the service cost might be included in your agent’s fees. If your real estate agent can create a 3-D model of your home, ask her how much she charges for this service. Homebuyers don’t have to pay anything to view homes in virtual reality.

Moving from room to room in a virtual space might make some homebuyers feel a bit wobbly. Because VR is in its early stages, people are still figuring out the right techniques, Brown says. “I liken it to website design way back when the internet was new,” he says. “You would see all kinds of weird things in terms of how people set up their websites. Eventually people kind of settled on a set of norms for navigation and layout.”

You may also have some trouble finding a real estate agent or broker who uses the technology, especially if you don’t live in a large metropolitan area. Most brokerage and real estate firms still use 2-D photography and video walkthroughs to market properties.

Originally, Trump’s plan called for deporting 11 million immigrants living illegally in the U.S. More recently, he said he would focus on deporting a smaller number, particularly the criminals living illegally in the country.

Arizona housing analyst Mike Orr said the number of deportations are key.

“Will he deport 10,000, 2 million, 3 million or 12 million, and over what time period?” Orr said in an analysis for this column.

He said 10,000 will have no significant impact on metro Phoenix’s housing market. Two million “will create significantly lower demand for housing. And 12 million would devastate housing.”

Building a wall would impact Arizona’s population but also will likely mean more jobs while its being built in our border state, he said.

About 190,000 metro Phoenix residents aren’t in the U.S. legally, according to national research. That many people translates to about 100,000 Valley households.

“Overall, a smaller population means a smaller economy,” Orr said about both immigration and the proposed wall.

Proponents of Trump’s immigration plan, including Sen. John Kavanagh, RFountain Hills, have told me the Trump deportation plan can benefit metro Phoenix’s housing market..

“It’s a solution to getting more affordable housing,” he said. “The argument suggests that if people here illegally left, no one would take their place. I don’t think that’s true.”

Kavanagh believes the jobs and homes left vacant by Trump’s deportation plan would be filled by “millions of people who are waiting to come here legally.”

Banks and lending One thing we do know is Trump wants to quickly dismantle the Dodd-Frank law that went into effect six years ago in the middle of the crash. Dodd-Frank covers a lot including protecting consumers from predatory lending and regulating banks from getting too big to fail as well as investing in hedge funds. The goal of the package is to prevent a repeat of the crash.

“If the government decides to dismantle Dodd-Frank as proposed, allowing banks to grow even bigger, credit availability could loosen nationwide,” said Ali Wolf, manager of housing economics for the national real-estate firm Meyers Research.

“Proponents, including former Federal Reserve Chair Alan Greenspan, believe Dodd-Frank was a ‘disastrous mistake’ that kept credit markets too tight,” Wolf added.

Mark Stapp, real-estate expert and director of the Master of Real Estate Development program at Arizona State University, told me that any impact on the capital markets that make it easier to get a loan would be positive.

But there’s concern among other housing advocates that too loose of lending guidelines get us back to the bad loans that led to the boom and crash.

I am renting a small 3 bedroom, 2 bath home in the West Valley.

My rent is $995/mo and I have to pay an extra $20/mo for HOA fees. I’ve been in this home for 2 years, but living on a limited income, my question is this. Not being the home owner, do I have to pay the HOA fees? I’ve asked several renters on my street if they pay HOA, and they don’t.

Bottom line, do I have the right as a renter to ask the landlord to please drop the HOA fees? My house and yard is always clean, neat and well maintained. I have never been late with my rent and do minor repairs myself. Please help with an answer, as I cannot afford an attorney.

Answer: The landlord has the right to assess the HOA charges against the resident as long as they’re set forth in the residential lease contract. They’re just another form of obligation that may be charged in that manner. The resident may ask the landlord to waive the charges but the landlord is under no obligation to agree.

Stay safe and don’t get burned during Thanksgiving It happens to the best of us, prepping for a big family holiday and one of the dishes in the oven overflows onto the rack and to the oven floor. By the time you smell the burning, there’s likely quite a bit of smoke filling the kitchen, quickly.

The smoke detector may sound and you’ll need to be ready to put out a fire or clear out the smoke.

If there’s a fire in your oven, leave the door closed, turn the oven off and let the fire burn out. Opening the door will only

feed the fire with oxygen. If your oven spill is just smoking, turn the oven off and let the oven cool down. You can remove your food when it’s cooled and pour baking soda all over the spill. In an apartment, it can be hard to ventilate and clear out the oven and smoke quickly, but you’ll likely need to open doors and windows to move air through.

Before you start the prep on your holiday meals, it’s a good time to check on your smoke detector and hit the button to test the alarm battery. (This may be good practice in case you need to turn it off be-

cause of a kitchen mishap.) Some cooks use the “low temperature” baking method for their turkey and get the bird started the night before, leaving the oven on all night. For these cooks, having a working smoke alarm is a must. You should also have a kitchen fire extinguisher handy too. It’s a good thing to check the expiration date on your extinguisher.

Despite all the warnings and the videos online of fried turkey fires, many people try deep-frying a turkey every year in large scale pot or fryer. Many apartment communities forbid this
