If police, firemen and teachers can’t afford to buy a home in metro Phoenix, then the region has a big problem.

That’s why Valley government and civic leaders expanded a popular mortgage down-payment program to help these workers this week.

Many teachers and first responders can now get a 5-percent grant to put down on a Phoenix-area home.

The help comes through the Home in Five Advantage program. It has already helped more than 7,600 people with low to moderate incomes buy Valley houses since 2012.

One of those people is Koran Hardimon. He heard about the loan program from a woman at his church last year and applied.

He was approved and able to buy a central Phoenix home in the St. Gregory neighborhood, near Osborn Road and 16th Avenue. “I recommend One in Five to all my friends,� Hardimon told me Tuesday at Phoenix’s Franklin Police and Fire High School, where the expansion of the program was announced. “It helped me clean up my credit and buy before prices climb higher. “ Hardimon, who is a diversity manager for Intel, was able to get 4 percent of his home’s $285,000 cost for a down payment and some help with closing fees.

The program previously only helped military homebuyers with a 5percent down payment.

To qualify:  Borrowers must have a FICO or credit score of at least 640.  The price of a house can’t top $300,000.  Homebuyers must work with approved lenders to qualify for a government-backed mortgage.  Borrowers must complete an eight-hour homebuyer education class.

An important note: This isn’t a taxpayer-backed program. The Phoenix and Maricopa IDAs (formerly known as Industrial Development Authorities) sell bonds to investors and lenders to provide the aid to homeowners.

Question: I recently purchased a “fix-up� house in Tempe not far from the Arizona State University campus. In getting permits to complete an unfinished bedroom addition, I found that my neighbors’ swimming pool encroaches five feet into my backyard. The records at the City of Tempe show that the swimming pool was built 12 years ago. Does this fivefoot encroachment by my neighbors’ swimming pool give my neighbor ownership of this five feet of my property?

Answer: Your neighbors probably have a right of ownership of this five feet under the law of adverse possession, or “squatter’s rights.� Your neighbors would be entitled to prove in court that they have had exclusive possession of this five-foot encroachment for more than 10 years. Consent is a defense to adverse possession.

Therefore, in the unlikely event that one of the prior owners of your home in the past 10 years gave consent to your neighbors to this five-foot encroachment, the encroachment would not be “adverse.� Otherwise, your neighbors will acquire title to the five-foot encroachment.

Investors wouldn’t keep buying bonds to expand the program if it wasn’t working. Fewer than 15 borrowers helped by the Valley program have lost houses to foreclosure. That’s less than half a percent.

“Homeownership makes neighborhoods and communities stronger,” Phoenix Mayor Greg Stanton told a crowd Tuesday. “That is even more the case when those new homeowners are our city’s outstanding teachers and hardworking first responders.”

video, and security components, said Jerry Meek, president of Desert Star Construction in Phoenix, the state’s first custom-home builder with a LEED for Homes Accredited Professional certification. Desert Star has completed 17 LEED certified and three Net-Zero Energy projects.

“If there is electricity to a home device or component ...it can probably be controlled and/or monitored over the local network or through the home’s firewall anywhere in the world,” he said. “The nature of IoT is that elements are embedded, and they blend into ‘normal’ life.”

Renewable energy technologies also are connectable, such as solar electric arrays and geothermal HVAC systems.

And, for security there are a variety of standards available through biometrics, depending on the level of security the

homeowner desires.

Fridge and fiber Everyone’s getting involved.

Such high-end appliance manufacturers as Subzero-Wolf also have entered IoT. “They have multiple appliances that can interact with Crestron and soon will be ‘online’ with Subzero’s corporate office so that their customers will know in advance if there’s an issue with their appliance or a service call is warranted,” said Chris Matthews, president of Acoustic Designs, a Scottsdale company specializing in home-theater and homeautomation systems with smartphone control.
