hile it may be more convenient to buy a home in the summer before school starts, waiting until fall or winter can save you big dollars, a new NerdWallet study found.

To determine the most affordable time to buy, NerdWallet analyzed the past two years’ worth of listings

and sales in the 50 most populous U.S. metro areas using data from Realtor.com. NerdWallet found that home sale prices — the amount a buyer actually pays — in the nation’s largest metro areas typically peak during the summer, dip in the fall and are lowest in winter, potentially saving off-peak buyers thousands of dollars.

I was sitting next to a friendly realestate agent from Atlanta, who told me Millennials were wild about old homes

Applying for a home loan? You may want to consider paying off your credit card bill first.

Thanks to a recent change by major credit rating agencies, mortgage lenders can now look at whether you pay off your bill every month or keep a balance.

That means home buyers who pay off their credit cards may earn an advantage when looking for a mortgage.

Historically, lenders reviewed basic information such as your total debt and whether you were on time with your payments when deciding whether to make a home loan. But they didn’t know whether you were paying off your credit card or other revolving debts in full or carrying a balance month-to-month.

That changed in September, when two of the major credit rating agencies,

Equifax and Transunion, began offering what’s known as “trending data.”

Lenders now have access to a more comprehensive view of a borrower’s debt management habits, specifically how much someone paid off each month on those accounts over the past two years. And they may reward those who regularly pay more than the minimum on revolving debts or pay them off in full.

The remaining credit reporting agency, Experian, is also expected to begin offering trending data soon. It is the first time in 30 years that the standard information provided to lenders on credit reports has been updated, according to Equifax.

The change was driven by Fannie Mae, the mortgage giant that guarantees many of the loans in the U.S. It found that all other things being equal, borrowers who paid off their credit card

every month were 60 percent less likely to become delinquent than borrowers who make only the monthly minimum payment. As a result, Fannie Mae will now regularly review this information to help improve its risk assessment.

The final decision on who gets the loan still remains with the bank or lender, who can decide whether they want to consider this factor.

Experts say that while it’s still early in adoption, Fannie Mae’s influence over the industry means they expect it to become part of the regular mortgage review process.

Fannie Mae, credit bureaus and other industry experts say they intend to use the additional information to expand the number of loans available, not to penalize those who do carry a balance.

“It’s going to benefit someone who is on the border today,” said Mindy Armstrong at Fannie Mae.

Answer: Since 1971 Arizona has had both mortgages and deeds of trust to secure loans on a home (or other real property). Most lenders in Arizona now require a deed of trust rather than a mortgage to secure a loan on a home for two reasons.

One, a deed of trust can be foreclosed non-judicially by a trustee’s sale, while a mortgage can only be foreclosed by an order of a Superior Court judge. Therefore, significant time and expense to the lender can be saved by a trustee’s sale.

Second, after a foreclosure by a trustee’s sale the homeowner has no right of redemption, i.e., the right to buy the home back from the buyer at the trustee’s sale. Therefore, the home can be immediately sold by the buyer to another buyer. After a court-ordered foreclosure sale of a mortgage, however, the home cannot be immediately sold by the buyer because, under the right of redemption, the homeowner can buy the home back from the buyer up to six months after the court-ordered foreclosure sale.

The primary disadvantage to a lender in the foreclosure of a deed of trust by a trustee’s sale, in comparison to a court-ordered foreclosure sale of a mortgage, is that the homeowner has the right of reinstatement. In other words, at any time before the date of the trustee’s sale the homeowner can cancel the trustee’s sale and reinstate the deed of trust by paying just the delinquent monthly payments, late fees, interest, and the costs of the trustee’s sale.

If there is a foreclosure sale of a mortgage, however, the homeowner generally must pay off the entire mortgage balance, late fees, interest, and the costs of sale to cancel the foreclosure sale.

But the Valley’s growth didn’t take off until the advent of affordable air-conditioning in the 1950s, so that’s when most of its now-historic buildings were built.

“Metro Phoenix emerged as a major city mid-century, and that’s when some of its very cool buildings went up,” Mark Stapp, director of the Master of Real Estate Development at Arizona State University’s W.P. Carey School, told me. “We should be preserving, celebrating and branding our Midcentury architecture.”

The 1947 building was partially demolished earlier this year by a developer who plans to put up apartments on the site.

To try to ensure other Valley historic properties don’t get the wrecking ball, the Phoenix City Council will soon consider a proposal to delay demolition of buildings 50 years or older by 30 days so planners and preservationists have a chance to save them.

Our downtown Phoenix reporter Brenna Goth covered what happened with the partial demolition of Circles and is closely following the potential demise of other Midcentury buildings. She explains very well the potential implication of the proposed Phoenix ordinance.

Last week, I wrote about the demise of the historic Bashas’ grocery store in midtown Phoenix to make way for more apartments.

Developer Trammell Crow’s plans aren’t final for the aging shopping center built in 1956. One of its renderings shows part of the old grocery store preserved and incorporated into a smaller retail building for the site.

“Developers should try to preserve elements of historic properties in whatever they build. That Bashas’ grocery has some elements that can be and are worth being preserved,” Stapp told me.

I drive by the Bashas’ every day on the way to my Midcentury home. I guess I will miss the iconic neon sign.

But I will be thrilled to see the halfempty shopping center surrounded by a huge, mostly vacant parking lot turned into a thriving urban development — even if the apartments mean a lot more traffic for my neighborhood.

Question: My tenant vacated the unit and left it in a disaster. I have a nonrefundable cleaning deposit along with a security deposit. What can I charge the resident for destroying the unit, including the carpet?

Answer: You first account for the non-refundable cleaning deposit. It cannot be a windfall to you if there is cleaning that is needed. Even though it is non-refundable, if you use it for cleaning purposes, you must first deduct from the non-refundable cleaning deposit before you begin deducting from the remainder of the security deposit. You can charge for all damages beyond normal wear and tear. The courts are concerned that you are fair and reasonable in what you charge. For instance, if the carpet has been destroyed, you must depreciate the carpet, which means that you take the manufacturer’s warranty for the life of the carpet, deduct the value of how many months or years the resident has lived there, and if destroyed, you can charge the remaining value of the life of the carpet. The same would go for fixtures, paint and other repairs.

Why school ballot measures matter to apartment renters If you are a registered early voter, you should have received your ballot in the mail last week. For those who prefer to vote in person Nov. 8, this is going to be an important election for Arizona – beyond the national election.

Many school districts have school bond overrides and bond packages on the ballot. Some voters who live in apartments don’t think this affects them because they don’t directly pay property taxes. While this is true, the home values

in your area and the schools in your area are directly affected. Savvy parents who rent often choose their community based on the school districts.

The bonds may fund new schools, building improvements, technology or transportation. Overrides give schools additional funding for programs and classrooms. Maintenance and operations overrides can be used for teacher salaries, supplies and regular operations. Some districts have overrides for technology, furniture and equipment.

about these ballot measures.

Whether or not you have children in that local district, there are important reasons to care about your local schools.

Local schools can enhance or protect property values and the neighborhood they serve. Great schools can attract new businesses and more home and employer investments in neighbors.

“Down ballot” races can be overlooked in the frenzy of the national campaigns. First Things First hosts a guide to school and college bond and override elections where you can gather more in-

Please don’t skip these school ballot measures! Your local school district’s website also likely has information and more specifics about what will be funded.

While some of these national races may be discouraging, there’s nothing more hopeful and impactful to our everyday lives that these local elections.
