Metro Phoenix’s homebuilding recovery didn’t stall in August as it has at least a few times times since the crash — another strong indicator the recovery finally is on. New-home permits shot up 78 percent in August from the same month a year ago. That’s a huge jump in home construction. Now, before anyone starts worrying about another building boom led by speculators similar to 2005-06’s debacle, it’s important to note homebuilding in the Valley still is running at about a third of the pace of those boom years. And some big issues remain that could impede the homebuilding market from fully recovering anytime soon. The peak year for building in the Valley was 2006, when more than 60,00 homes went up. What will it take to get back to at least 50,000 a year? Veteran housing analyst RL Brown told me these three things need to happen:  Job growth has to rebound. This year is expected to be the best for Arizona’s economy since the crash, but the state is still about two years from bouncing back to job levels of 2007.  More people need to move to Arizona. The state’s population grew by 1.5 percent last year, which made it the sixth-fasting growing in the nation. But that’s still about half the rate of a decade ago. Forecasts call for Arizona to grow by 1.7 percent in 2015.  Tens of thousands of construction workers must return to Arizona, or the industry must recruit and train that many new workers. More than 150,000 construction jobs were lost during the crash, and most haven’t been recovered. Construction jobs is on the rise again in Arizona. In the past year, about 7,000 were added in the state, the Associated General Contractors of America says. But it’s taking most builders seven to eight months to finish a house in Phoenix. That’s almost twice as long as it took 10 to 15 years ago. The Valley’s homebuilding industry is on pace to construct about 17,000 homes this year, compared with 11,800 in 2014. Greg Burger, who publishes the Phoenix Housing Market Letter with Brown, said 25,000 new homes is a healthy level of building over the next few years. At least 7,000 additional workers are needed to construct that many homes.
