Many metro Phoenix homeowners likely frowned, grimaced or even cursed this week after receiving their latest property-tax bills in the mail.

Property taxes on an average tax bill for a Valley house rose by about $50.

That might not seem like a lot, but Arizona homeowners are used to low property taxes by national standards.

And this year’s tax increase and projected future increases were enough for the man responsible for sending the bills — Maricopa County Treasurer Charles “Hos� Hoskins — to launch a pre-emptive strike.

With the tax bills, he included a twopage letter explaining that the increase is the result of a legislative and voterapproved proposition that has increased property taxes for homeowners.

He’s talking about Proposition 117, a law passed by 61 out of 90 legislators and 55 percent of voters in 2012, according to his letter.

The law is convoluted like the rest of Arizona’s property-tax system that involves thousands of entities, including counties, schools, libraries, fire, police, water and street-lighting districts levying taxes on property owners. Tax bills lag the valuations they are based on by almost two years, and tax rates don’t rise and fall with home values as many assume.

Implementing Prop. 117 lagged its approval by a few years because it takes awhile to change Arizona’s tax system.

I have covered property taxes in Maricopa County for the past decade.

Here’s the simplest way I can explain what Prop. 117 will mean for homeowners: higher taxes, and not because schools are asking for more money.

Through a complex formula, more of the property-tax burden is shifting away from commercial-property owners to homeowners.

To be fair, commercial-property owners have carried a higher share of these taxes for a while and still do.

Hoskins’ letter has sparked outrage from some lawmakers who voted for Prop. 117, as well as from the Arizona Tax Research Association. “ATRA membership is comprised of lobbyists for owners of high-value

Qu es t i o n : My wife and I listed our Peoria home for $130,000 based on the valuation from our real estate agent who lives across the street.

We had four offers to buy our home for full price the next day. We accepted one of the $130,000 offers. A week later, however, two of our neighbors told us at an HOA meeting that they were upset because we were selling our home too low. In other words, the $130,000 sale price was lowering the values of their homes.

Their “guess” was that our home was worth at least $170,000. I immediately called our real estate agent and said that, either he pays us the difference in the value of the home and the $130,000 sale price, or we would file a complaint with the Arizona Department of Real Estate. Our real estate agent said that was extortion and hung up on us.

Two days later, however, our real estate agent contacted us and said that he wanted to settle. He would pay us $15,000 cash, and he would waive his real estate commission on the sale; but we would have to agree not to file a complaint with the Arizona Department of Real Estate. Although we want to accept this settlement, we are so angry that we may still want to file a complaint with the Arizona Department of Real Estate. If we agree to this settlement, can we still file a complaint with the state agency?

Part of a room is perfect With today’s smaller computers and wireless connections, there’s less need for a boxy desktop and connecting cables. A desk built into a wall of shelving and cabinets can often serve as a fully functioning home office.

So unless your work requires total concentration and silence, don’t give up an entire room even if you have one available.

And built-in pieces don’t have to be expensive.

“I turned dead space into a minihome office by configuring Ikea kitchen cabinets and a laminate countertop as a tall workstation,” Flynn says. “You can assemble it all yourself and have the counter cut to size at a local home-improvement store.” Once the pieces are installed, “it looks architectural, almost like it’s always been part of the home.”

Or installing these items in a bedroom closet creates a mini-office that can easily be closed off for privacy.

Another option: Buy a secretary, a large piece of furniture with doors

The association calls Hoskins’ letter an attack that is reckless, full of inaccuracies and a waste of taxpayer funds and then cites decades’ worth of previous tax changes.

State Sen. Debbie Lesko, R-Peoria, also disagrees with Hoskins. She also says his letter is full of inaccuracies and omissions. What is true is that Hoskins

“There’s something inviting that draws you in and even excites you about getting some work done if the overall look is fun,” he says.

In a small space, white walls “can make any cramped ‘bonus room’ instantly feel like a light and bright home workspace,” Flynn says.

Huh says dark or intense colors also work in small rooms because they can make it feel like the walls are receding rather than crowding you.

Consider multiple workspaces Start with a main space in a living room or family room where you keep files and items like a printer and landline phone. Then create convenient mini-spaces elsewhere in your home

“You want a combination of overhead and task lighting,” Colding says.

Don’t use office furniture For a desk that will be integrated into a living room or bedroom, look for pieces “that don’t look like they belong in an office,” Huh says.

All three designers recommend choosing items that express your personality and delight you.

“The key to creating a good home workspace is to make that space feel as though it’s not really even meant for working,” Flynn says.

“Voicing your opinion to anyone other than your legislators will change nothing” about the impact of Prop. 117, Hoskins says at the letter’s end.

In other words, he’s asking angry homeowners not to shoot the messenger.
