Metro Phoenix falls off top 10 list for most affordable places to buy

Metro Phoenix’s steadily rising home values do come with a price.

While most homeowners are euphoric to have equity again, each uptick in prices leaves more buyers struggling to afford a home of their own.

During the past year, the typical Valley home price has climbed more than 9 percent.

The increase was enough to knock the Phoenix area off a top 10 list of the most affordable big U.S. cities to buy homes.

Metro Phoenix dropped to No. 17 on national mortgage firm HSH.com’s second quarter ranking of the most affordable areas.

A year ago, the Valley ranked no. 8 on the list.

This is the first time the area hasn’t ranked in the top 10 since 2014, the inaugural year for the list.

Probate can help Sun City transfer go through without fee Question: In a recent column you discussed the advantage of a mother executing and recording a beneficiary deed to her daughter for a Sun City home. The advantage was that the daughter, without the necessity and cost of a probate, would be the owner of

the Sun City home upon the mother’s death.

In Sun City, however, there is a $4,000 transfer fee paid to the HOA that is generally due upon the transfer of a Sun City home. This $4,000 transfer fee can be avoided by probate of the Sun City home.

After the death of the mother,

wouldn’t it be cheaper to probate the Sun City home by a small probate affidavit to the daughter?

Answer: Probably. In general, a major advantage of a beneficiary deed is that the time and cost of probate can be avoided.

In light of the Sun City $4,000 transfer fee, however, a transfer of the Sun

City home to the daughter after the mother’s death by a small probate affidavit under A.R.S. § 14-3971 should be cheaper that transferring the Sun City home by a beneficiary deed.

Pending home sales fell in July, fourth decline in 5 months JOSH BOAK ASSOCIATED PRESS

WASHINGTON - Fewer people signed contracts to buy homes in July, the fourth decline in the past five months. The decrease likely reflects the worsening shortage nationwide of homes being listed for sale.

The National Association of Realtors said Thursday that its pending home sales index fell 0.8 percent in July to

109.1. The index has slipped 1.3 percent over the past 12 months.

The decline suggests that home-buying has begun to stall because fewer homes are on the market. The dwindling number of properties for sale is causing prices to rise faster than wages, hurting affordability. Just 1.92 million existing homes were listed for sale in July, a 9 percent decline over the past 12 months.

A year ago, a homebuyer only needed to earn $44,000 to afford a median-priced home with a 20 percent downpayment.

That was based on a price of less than $222,000.

Metro Phoenix’s median household income was $55,547 in 2015, according to the most recent data from the U.S. Census.

The number for 2016 will be out later this month.

For metro Phoenix to bounce back as one of the 10 most affordable cities to buy a home, the area’s median income will

Atlanta, San Antonio, Tampa and Orlando also dropped off the recent top 10 list for the most affordable cities to buy homes.

Those are other cities with strong housing markets and population growth like Phoenix.

Pittsburgh, Cleveland and Indianapolis are the nation’s top three (in that order) most affordable places to buy. All of those cities have ranked in the top 10 for several years.

Houses are much more affordable in those older, Rust Belt cities, and home prices climb slower.

Maybe it’s not such a blow for Phoenix to fall off a list dominated by cities with slower growth.

Just as long as we don’t fall to the bottom of the list like San Francisco, Los Angeles and San Diego.

forcible detainer against me because my guest discharged a gun on the property when I was not home. Can I be evicted when I did not know anything about the situation?

Answer: Arizona law indicates that tenants must conduct themselves and others on the premises with their consent in a manner that will not disturb neighbors’ peaceful enjoyment of the premises. In another section of Arizona law, tenants are responsible for the actions of their guests, if the tenant could reasonably be expected to be aware that such actions might occur and the tenant did not attempt to prevent those actions to the best of the tenant’s ability. There is also United States Supreme Court case HUD vs. Rucker (one strike and you are out rule) that presents arguments that if a tenant gives access to a guest, then access means that the tenant has control of that guest. If the guest is involved in such actions, then the tenant is responsible for those actions whether or not the tenant knew or should have known about the actions. There is not a specific case that has been tried in Arizona on this issue, but in my legal opinion, based on law and arguments mentioned above, it is more likely than not that eviction would be the likely result.

Disaster relief and reminders for protecting your rental home The news coverage — sights, sounds and stories — of Hurricane Harvey have already touched our hearts and the storm’s effects continue to grow, across too many communities. Renters insurance can also add additional protection for renters. It’s so simple to secure this coverage and the insurance can close the gaps where the owner’s coverage doesn’t cover the resident.
