Apartment boom in the Northeast bolsters home building market, while the West slips

10K new apartments to come as rents rise It’s getting pricier for the convenience of calling your landlord when the AC breaks, the internet is down or the swimming pools needs cleaning.

Rents are on the rise in metro Phoenix, particularly in infill hot spots in Phoenix, Scottsdale and Tempe.

The Valley’s average apartment rent has climbed 22 of the past 23 months, according to national research firm Axiometrics.

The average apartment rent in the Phoenix area is now $924, according to the rental data firm RealPage.

That’s about $70 more than it was a year ago.

Demand for rentals surged during the housing crash when so many people lost homes to foreclosure and had to rent.

Adding to that already big pool of renters are Millennials who aren’t ready to or don’t want to buy homes.

But higher rents are also bringing more apartment construction.

WASHINGTON - Apartment construction in the Northeast fueled a jump in home building in July as the pace of housing starts nationwide reached the strongest pace in six months.

The rate of overall construction rose 2.1 percent to a seasonally adjusted annual rate of 1.21 million from 1.19 million in June, the Commerce Department said recently. That was the highest level since February.

Most of the gain came from an 8.3 percent acceleration in the construction of multifamily buildings. Construction of single-family houses edged up just 0.3 percent.

“Continued recovery in housing will be supported by historically low mortgage rates, coupled with a firming labor market that has begun to spur on wage gains for workers,” said Neil Shankar, an economist at TD Bank.

Apartments leading the way for homebuyers Tempe launched the Valley’s latest apartment development spree a few years ago, when new high-end complexes started going up around the city’s lake and Arizona State University.

Now, long-vacant prime parcels in downtown and midtown Phoenix are sprouting new apartment complexes.

And older buildings in central Phoenix and Scottsdale are being torn down to make way for new apartments and condominiums.

Tom Simplot, CEO of the Arizona Multihousing Association and a former Phoenix councilman, told me apartments lead the way for people to buy homes in an area.

“People first became comfortable living in central Phoenix by renting,” he said. “Those of us living downtown are no longer urban pioneers, and we welcome all the new people and growth, whether rental or homeowners.”

Rents are climbing in many big U.S. metros, but Phoenix saw the fourthbiggest U.S. increase in rents during the summer, per RealPage stats.

Within a month after closing, we got a bill for $1,200 in HOA fines.

The HOA had fined our seller $1,200 for violating the CC&Rs by not removing a basketball goal from his driveway. We immediately removed the basketball goal. The HOA is still demanding payment of the $1,200 in fines from us. How can we be liable for $1,200 in fines when we had no knowledge of any fines when we bought our home?

An s w er : Delinquent HOA dues can become a lien on a home. Under recent Arizona law, however, a delinquent fine for basketball goals, leaving a garage door open overnight, or any other violation of the CC&Rs, can no longer become a lien on the home.

Therefore, you should have no liability for the $1,200 in HOA fines against the seller for the basketball goal.

Phoenix’s almost non-stop increase during the past two years is a bit unusual.

“Two years of almost nothing but increases in average rent is just about unheard of, given seasonal cycles and volatility in most metros,” said Stephanie McCleskey, vice president of research for Axiometrics.

She cites the Valley’s job growth as a big reason behind the area’s long streak of rent increases.

About 70,000 new jobs were added in metro Phoenix during the past year.

And now there aren’t a lot of empty apartments to choose from in the Valley.

Only about 4 percent of the area’s rentals are vacant.

Developers are upping apartment amenities to draw more people willing to pay higher rents.

Yoga studios, dog parks and washing stations, coffee bars and resortlike swimming pools are becoming the norm in the Valley’s highest-priced apartments.

Scottsdale-based apartment owner Mark-Taylor recently added Amazon Lockers in many of its Valley complexes.

The lockers let online-shopping renters pick up their packages anytime.

What could make the lives of many renters easier is a lower monthly payment.

Complexes with more than 10,000 apartments are currently under construction or planned in the Valley. Most are upscale developments in popular neighborhoods.

If there aren’t enough people lining up to lease the many new apartments, then rents could dip.

And existing homes are selling at their best rate since early 2007 as more buyers are finalizing deals despite the lack of available homes for sale.

Home builders appear optimistic that sales will continue to rise.

The National Association of Home Builders/Wells Fargo builder sentiment index released last week rose two points to 60 following a downwardly revised reading of 58 in July.

Readings above 50 indicate more builders view sales conditions as good rather than poor.

Celebrate fall with community Raising a Reader program Throughout the summer, apartment communities around the state held Raising a Reader programs in community spaces. These reading programs for young children help them learn from their parents how to read and develop a love of books, help little ones before they enter kindergarten and when school and preschools are on break.

After a busy summer, apartment managers are submitting their final re-

ports about the program’s impact and ideas for enhancements. The stories appear to go far beyond just reading programs. Residents and managers report seeing new friendships and relationships form among neighbors. Residents know their community managers better, and people feel more connected to their communities. All of this helps build safer communities.

Some managers brought in local librarians to share how families can use local libraries to continue reading pro-

grams at home. Others are adding communities to their programs and expanding their reach to residents around Arizona. Some communities run this literacy program year-round, and managers have added their own flair by using holiday or seasonally themed books to keep young kids excited about learning.

Upon completing this 8-10 week proven national literacy program, kids graduated the program with new book bags ready to take to daycare, the library or home where they can continue to read

with their parents.

If your apartment community doesn’t yet have a Raising a Reader program in place, inquire about this with your manager. The AMA offers trainings yearround to educate community managers on how to implement the program on-site using their tools. Our Train the Trainer program is free and open to member management companies.
