The backyard features a private pool, spa, ramada and fountains with perfectly manicured lawns. Price Broaderip LLC, a Florida limited liability company, sold the home.

Question: One of the neighbors in our South Scottsdale community has a pitbull that has severely bitten two other dogs in our community. The Covenants, Conditions and Restrictions generally require that the neighbors live in harmony with one another, and also require that dogs and other pets be controlled. The neighbor has paid the fines imposed by the HOA for violating the CC&Rs, but the neighbor still walks the pitbull around our community. I am

afraid to go outside with our French bulldog without my husband also going with me. Is there anything that the HOA can do other than fine the neighbor, which apparently does nothing?

Answer: If the pitbull is a threat to safety in your community, the HOA can demand that your neighbor immediately remove the pitbull from the community.

The HOA can enforce this demand by a court injunction.

It’s now easier for Millennials, firsttime buyers and veterans to qualify for mortgages than it has been since the boom.

Some homebuyers taking out FHA loans can qualify with 55 percent debtto-income ratios. The ratio for veterans getting VA loans can be as high as 60 percent.

How to figure out your debt-to-income ratio: » Take your monthly income and figure out what percentage goes to your monthly debt. » If you are bringing in $4,000 (gross income before taxes) and have debt payments of $2,000, then your debt-to-income ratio is 50 percent. » Include student loans, car payments, credit-card bills and any future mortgage payments to tally your debt.

Don’t forget the cost of food. » With the $4,000 income and $2,000 debt scenario above, a borrower still likely wouldn’t qualify because it doesn’t include mortgage costs.

As debt climbs, then homeownership falls Since 2009, student loan debt has doubled to a record $1.4 trillion. At the same time homeownership among Americans between 28 and 30 has dropped, according to a recent Federal Reserve Bank report.

The Fed estimates about 360,000 more Millennials would have owned a house in 2015, if student loan debt was at the lower levels of 15 years ago.

A group of veteran real-estate agents recently told me they are a bit concerned that if loan guidelines get too easy, we could see people getting in over their heads again with mortgage payments.

That would be bad deja vu of the boom and bust.

“I do worry that the acceptable debt ratios on all our loans, even after the meltdown, are at all-time highs,” Jay Starks, a senior loan officer with Phoenix-based Bell Mortgage, told me.

“If your gross pay was $3,000 and you were spending $1,500 per month on debt obligations, you still have to cover taxes, FICA, medical insurance and utilities with the other $1,500,” he said. “It would be pretty tight for most folks.”

The big run-up in student loan debt, keeping so many Millennials as renters now, came during the crash.

Many Millennials had to take out more student loans to pay for college as their parents lost home equity and jobs during the recession.

I am very sympathetic to their plight and look for ways to help my twenty- and thirty-something friends buy homes.

I’ll be sending this column to several of them, with a footnote asking, “Please don’t get in too far over your head.”

RENTER’S Legal Q & A Question: Do Arizona laws allow a family of two parents and three teenagers to occupy a two-bedroom apartment?

The bedrooms are large and can easily accommodate a double bed and three singles.

Answer: Arizona law neither allows nor prohibits this. A section of the landlordtenant act, A.R.S. Section 33-1373(F), permits but does not require a landlord to adopt an occupancy limitation of two persons per bedroom, provided it is reasonable for the particular rental unit. If the landlord had an occupancy limit in force of two persons per bedroom, it would limit occupancy of the two-bedroom unit to four people and this family could be excluded. Remember, however, that the standard would need to be reasonable for this unit. If these bedrooms are unusually large, and the community could handle occupancy by families larger than this, the standard may be unreasonably low for this particular community. Therefore, it would be in violation of fair housing laws. Regardless of what standard is adopted, be sure it is reasonable for the community and is supported by legitimate reasons. Keep in mind that the federal government still has not given any firm guidance of its view of occupancy standards and could still challenge Arizona law. Finally, you should disregard the sex of the children in applying occupancy limits. Fair housing laws also prohibit discrimination on account of sex.

School is back in session, so pay attention while driving If you live near a school, you’ve seen the school zone notices go up to slow down traffic for students. Local law enforcement tends to increase enforcement in these early school days to remind drivers to observe the speed limits. With the start of school, many students are getting into the swing of a new routine and that requires that drivers take extra precautions.

Apartment communities often desig-

nate one area for school bus pick-ups.

Residents in these communities should take special care driving in the parking lots in the mornings and afternoons when kids are around. Some kids may not be aware of traffic as they may be running to get to their bus stop. Drivers also need to heed the “stop” paddle of a school bus.

When that sign is displayed, vehicles cannot pass a bus in either direction.

Kids walking to school also need special attention from drivers. Parents can help with reminders about crossing

streets and staying on sidewalks, but drivers have an additional responsibility too to keep kids safe on the road. Crossing guards should be on post to help students across but drivers should use extra precaution near schools.

Riding a bike to school can be the ultimate in freedom for younger students.

College students will also be taking to the roads by the thousands in the coming weeks. They should be observing all rules of the road and wearing helmets. Residents living in apartment communities

near campuses should take extra care when driving as students return to campus. Some students are still learning to navigate the area.
