ST. LOUIS - Until recently, Christina Brouk was living with her parents.

Now, still in her early 20s, she’s living the American dream of home ownership — the same dream that’s grown elusive for many young adults since the housing bubble peaked 10 years ago.

Homes in many areas of the United States have become so costly that few but high earners can afford them. Rising rents have made it hard to save enough to buy. Cities that offer plentiful jobs for educated young adults — New York, Boston, San Francisco, Seattle, Washington — have become prohibitively expensive home markets.

Then there are the exceptions.

June busting out all over with new Valley homes Hammers were pounding on new metro Phoenix homes in June at the headiest pace since the end of housing boom.

Builders started 1,939 homes across the Valley during the first month of summer, according to the latest data from RL Brown Reports.

That pace of building is up 15 percent from June 2015. And it was the strongest month for new home permits since August 2007, when Phoenix’s homebuilding

boom had just begun to sink with the economy.

Housing analysts and publishers of the report, RL Brown and Greg Burger, say new-home sales and construction are climbing in the Valley even as builders are dealing with labor and material shortages.

Metro Phoenix’s new-home market has other things going for it, including: » A shortage of resale homes priced

below $350,000. » The lowest mortgage rates in several years, thanks to Brexit. The average 30year rate is hovering around 3.5 percent. » And the spread between new-home and existing-home prices is tighter than normal. The median price of a new Valley home is about $90,000 more than a resale.

Pre-boom, the difference was more than $100,000.

But Brown said that even though met-

ro Phoenix’s housing market is well into a recovery, it may not feel that way for some homebuilders.

Question: My grandmother lives in Scottsdale, and my wife and I live in Chicago. We only visit her two or three times a year.

Although we thought my grandmother was still able to manage her financial affairs, she recently called us to say that she was being evicted from her Scottsdale home for non-payment of HOA dues. My grandmother owns her $450,000 home free and clear.

My wife and I immediately flew to Scottsdale to try to understand what happened. Several years ago my grandmother apparently failed to pay some HOA dues. These HOA dues only totaled $700 originally. After the late charges, interest, and legal fees, however, there was almost $8,000 owed at the foreclosure sale two weeks ago.

An investor apparently bought the home at the foreclosure sale. The investor is now trying to evict my grandmother. How can that happen? What do I do?

Answer: If HOA dues are not paid, these HOA dues can become a lien on the home. The HOA can foreclose this lien by a judicial foreclosure lawsuit filed with the court. The homeowner is served with the lawsuit by a process server. If the homeowner after being served with the lawsuit still does nothing, there will be a default judgment of foreclosure.

The judge will then order a foreclosure sale on the courthouse steps by the Maricopa County Sheriff’s Office. If your grandmother was competent and not a vulnerable adult, was properly served, and still did nothing after being served with the lawsuit, the investor who purchased your grandmother’s home at the foreclosure sale should now own your grandmother’s home.

Contact a real estate attorney immediately. The attorney can hopefully negotiate a “re-purchase” of the home by your grandmother for a reasonable amount of money above what the investor paid at the foreclosure sale, especially with the potential of adverse publicity to the investor if media will be involved.

No investor wants articles in the media saying “Investor John Doe evicts grandmother because of $700 HOA bill.”

St. Louis, near where Brouk lives, is one. So are Minneapolis, Pittsburgh and Kansas City, Missouri. In those areas, homes remain comparatively affordable relative to local incomes. An improved economy has fueled job and pay growth. Throw in historically low mortgage rates, and ownership is still within reach — even for those just entering their careers at modest salaries.

“You really live to do this,” Brouk, a 24-year-old medical secretary who, along with her fiance, Derek Schmittgens, bought a three-bedroom ranch home in the St. Louis suburb of Imperial, Missouri, in December. “It’s what you work for.”

The St. Louis metro area, situated squarely in the Rust Belt, might seem an improbable place for a stable housing market. The local economy is far diminished from its peak decades ago as a hub of muscular industrial giants. Many corporations like brewing giant AnheuserBusch that once were based here closed, moved or merged. This year, the NFL’s Rams cited rosier economic opportunities in Los Angeles as a reason for their decision to return to the West Coast.

Yet having never experienced the heights of the housing bubble, St. Louis didn’t absorb the full brunt of the bust, either. Its economy has remained reasonably steady compared with turmoil elsewhere in the country where foreclosures caused demand for rentals to surge.

A tech corridor in the city’s Central West End is attracting some higher-paying jobs at companies like Square, a mobile payment company founded by Jack Dorsey, a St. Louis native who co-founded Twitter. Jobs in health care and finance continue to grow, economists say.

The metro area’s unemployment rate is just below the national level of 4.9 percent. And home prices remain roughly in line with area incomes.

Nationally, home ownership is near a 48-year low. A key reason is that surging rents and home prices have made it next to impossible for many people to save enough to buy — even though today’s ultra-low mortgage rates have the effect of lightening housing bills. An analysis

by The Associated Press found that monthly housing payments have dropped in the past decade while rents have climbed.

Yet in the St. Louis area, buyers in the 25-34 age group are having a comparatively easy time, data tracked by Realtor.com shows: Those young buyers make up 40 percent of purchase mortgages in the metro area, compared with an average of 35 percent nationally.

The median home value in the St. Louis metro area is $152,000, $24,000

less than the national average and far below many other big cities, especially on the coasts, said Charles Gascon, an economist for the Federal Reserve Bank of St. Louis. And, the median household income of $56,041 is about $2,700 above the national average, Gascon said.

“You really didn’t see the big boom or the big bust” in St. Louis through the economic downturn, Gascon said. “But you can go even beyond that. Delinquency rates didn’t spike as high in the St. Louis area, and our economy as a whole didn’t contract as much as the rest of the country.”

Kelsey Funk paid $113,000 last year for a three-bedroom home in St. Charles, Missouri, another St. Louis suburb.

“What surprised me was how affordable it is,” said Funk, a 26-year-old real estate agent. “My monthly payment is way cheaper than rent. The cost to rent was generally $900 to $1,000. My mortgage is now $690. And it’s something I own.”

Low prices have benefited housing markets throughout the Midwest, said Jonathan Smoke, chief economist for Realtor.com.

“I think affordability turns into a major selling point for the market — not just for individuals who stay there and put down roots, but also to attract other people, including attracting businesses,” Smoke said.

For Funk, there’s nothing like the pride and contentment of having her own home.

“Once you own, it’s a totally different feeling,” she said. “You actually feel like a grown-up.”

But Phoenix’s new-home market is still way off its typical pace. Comparisons with the boom year of 2006, when a record 64,000 houses were started, is a bad analogy. That pace wasn’t real and was based on speculator demand fueled by bad loans that failed.

Before the boom and bust, metro Phoenix was one of the top new-home markets in the country. Between 1999 and 2003, an average of 25,000 to 35,000 new homes went up here each year.

Reaching that pace again will feel more like a real recovery for homebuilders.

Brown and Burger are forecasting new-home sales and building will steadily climb during the next four years with permits reaching almost 25,000 in 2020.

But why the slower-than-expected recovery of an industry that drove Arizona’s economy before the crash?

The state’s population growth has been slower than expected and lagged pre-housing boom years. And income growth for Arizona’s residents isn’t faring much better yet. Increases in either or both of those key indicators will drive up demand for all types of housing in metro Phoenix. Higher wages for construction workers and more homebuyers will also drive up prices.

Now might be a good time to buy.

Be aware of your air-conditioning rights as a renter If the air-conditioning goes out, renters need to follow the proper steps to ensure they get the unit repaired the right way, in a timely manner.

1. Notify your community manager or the rental owner as soon as the AC unit goes out. It’s best to document the situation, in case of any issue.

2. Don’t try to repair the unit yourself.

This may cause unintentional damage to the AC unit and the landlord could hold you liable for repairs.

3. You have a right to habitability in your rental unit and management must make repairs within five days. After that, residents are permitted to remedy the situation on their own, at the owner’s/ manager’s expense. A renter may hire a professional to repair the AC or they can move out and take expenses out of next month’s rent. Expenses are limited to $300 or half the monthly rent, whichever is greater. You must document these expenses in order to take them.

4. Document all conversations regarding the repair and pay rent on time.

Withholding rent or paying late to encourage service may result in forfeiting your right for reimbursement.

Your city’s neighborhood services office may also be able to help. The Arizona Multihousing Association, the Phoenix Association of Realtors, and the City of Phoenix Neighborhood Services Department partnered to create a set of recommended heating and cooling temperature requirements for habitable spaces.

The Law Department with the City of Phoenix (https://www.phoenix.gov/nsd/

programs/compliance) researched other city ordinances and recommended the following heating and cooling temperature requirements for habitable spaces: Âť 70 degrees Fahrenheit for heating. Âť 86 degrees Fahrenheit for evaporative cooling. Âť 82 degrees Fahrenheit for air conditioning.

you are a convicted felon, but are looking for rental options. Unfortunately, having a felony conviction is grounds to refuse to rent to you, regardless of the felony or how old it may have been. Properties do have the option of not requiring a crime free addendum, and offering to felons, but each property and owner sets their own standards in this regard. It is immaterial whether you are a sex offender or some other type of convicted felon. You would just have to ask each apartment community or property manager what is part of their rental criteria regarding felony convictions. Some landlords will rent to a tenant that has a felony conviction if it does not involve a crime against persons or property. Other than that, your only other option would be to purchase a home if you are able to qualify.
