2017 is shaping up to be one of the best years for home sales in metro Phoenix.

Sales aren’t higher than the boom year of 2005 when speculators bought a record number of homes, or the bust year of 2011 when investors snapped up a record number of bargain Phoenix-area foreclosure homes.

But those years weren’t normal and definitely weren’t healthy for Phoenix’s housing market.

“2005 went down in the history books as the year our housing bubble rapidly inflated,” said housing expert Tom Ruff of Arizona Regional Multiple Listing Service’s The Information Market. “2011 was the

year housing prices bottomed out after the housingmarket collapse.

“This leaves 2017 as the very best year for Valley resale homes in our history not influenced by some freakish market outlier,” said Ruff.

Home sales are up 9 percent from last year.

Regular buyers, including many first-timers, are driving more Phoenix-area home sales this year, and that’s a big reason why 2017 is such a better year than the others.

“As rent prices continue to climb, Millennials are feeling compelled to make the jump into homeownership,” Living Chandler founder and Revelation Real Estate agent Matthew Coates told me.

U.S. home prices hit another record

Valley from the Midwest and Northeast for jobs are now buying homes after renting for a year or so.

A growing number of investors, including Canadians who bought houses for less than $100,000 during the crash, are now selling for hefty profits since home values have rebounded.

Those houses, now mostly priced below $500,000, are what most current buyers can afford.

Mary Campbell Gomez of RE/ MAX AZ Mega Homes, told me the northwest Valley has a “serious shortage” of homes for sale.

Supply is so tight for houses priced right, she said some buyers are purchasing houses without seeing them in person because there’s so much competition.

That demand and competition for houses in the right price range is pushing up home values.

But Valley home prices still haven’t rebounded to boom levels.

Ruff said metro Phoenix’s median home price is up 6.5 percent for the year, a more-than-steady increase.

He said the current median home price of $245,000 is still about 7 percent off the peak price of $264,800 in 2006.

Phoenix-area home sales and prices do cool a bit during the summer when temperatures heat up.

So this probably won’t be the year Valley home values rebound back to boom levels.

But at the current pace of sales, 2018 could be that banner year.

WASHINGTON - U.S. home prices reached a new high in May for the sixth straight month, which may raise fears of another housing bubble roughly a decade after a previous one burst.

The Standard & Poor’s CoreLogic national home price index increased 5.6 percent in May, the latest data available. It is now 3.2 percent higher than its July 2006 peak.

Some analysts downplay the notion of a new bubble, and the unrelenting price increases may already be cooling sales. Other aspects of the last decade’s housing boom and bust, such as rapid sales increases and surging home building, aren’t happening now.

“Price increases vary across the country, unlike the earlier period when rising prices were almost universal,” David Blitzer, chairman of the Index Committee at S&P, said.

A separate price index maintained by the National Association of Realtors is also rising steadily, though it remains about 9 percent below its 2006 peak.

The S&P CoreLogic index tracks the same houses over time and is generally considered a better gauge of price changes, while the NAR’s measure is affected by the proportion of higherpriced or lower-priced homes on the market.

Much of the price gain is being driven by Seattle; Portland, Oregon; and San Francisco. All three cities have strong population growth and more rental properties than other U.S. cities, S&P says.

attle the figure is 46 percent and in Portland, 52 percent. All are below the national average of 64 percent.

From 2010 through 2016, the U.S. population has grown 4.7 percent, S&P says.

In San Francisco it has grown 8.2 percent, in Portland by 9.6 percent and Seattle, 15.7 percent.

Nationwide, the number of homes for sale has fallen on an annual basis for the past 25 months. There were 1.96 million homes for sale in June, down 7.1 percent from a year earlier.

Rising prices and a limited supply are starting to thwart would-be buyers. Existing home sales slipped 1.8 percent in June, the realtors’ group said Monday, and are nearly flat from a year earlier.

Even with the decline in sales, there are plenty of interested buyers. The drop in total listings mostly reflects soaring

demand, according to real estate data provider Zillow.

The number of homes listed each month has been stable for most of the past five years. About 560,000 homes were put on the market in June, about the same as were listed in June 2016 and June 2015.

But would-be buyers are snapping up homes much faster. According to the Realtors, the typical home is sold in just 28 days, down from 34 days a year ago.

“Sooner or later something will have to give,” Svenja Gudell, chief economist at Zillow, said.

“Demand will fade, builders will begin delivering more new homes and/or more sellers will start coming out of the woodwork. But for the time being, expect this strong sellers’ market to continue.”

Answer: Yes. The apartment community with which you signed a lease agreement can enforce the agreement.

There is no 3-day right of rescission for a lease agreement. The rescission rights that you are alluding to are found in A.R.S. 445002. These rescission rights only apply when a person or entity come to your place of residence to sell you something.

In that case you have 72 hours to rescind the contract. However, when you go to the apartment community and sign an agreement, you are bound by the terms of the agreement. If you simply do not move in, you will be responsible for all of the payments under the lease agreement or until the property is re-rented, whichever comes first.

Stay safe and promptly notify management of any monsoon damage Massive thunderstorms descending on Arizona during the annual monsoon season can cause damage or just a mess in your home. Some may experience flooding inside the home, damage from downed trees or just simple messes around the community.

During a storm, it’s important to stay out of the swimming pool and spas. This can be very dangerous for swimmers; lightning can strike water and it’s a conductor of electricity. Monsoons typically include strong winds and some outdoor

furniture may be swept up in a current, another hazard for swimmers.

Following storms, there’s often debris and dirt swept into the swimming pool; there may even be furniture that’s landed in the pool. It’s best for residents to wait until management is able to clear the dirt from the pool and treat the water to ensure it’s safe for swimming.

Trees and brush often fall or break during Arizona’s strong summer storms.

If your home, car or walk areas are damaged, let the manager know immediately. You can also take your own photos of the damage but do not clean up this up on

your own. If there’s flooding in your home, contact the maintenance team and see how they can help you. You want to be sure that you are drying the floors correctly to avoid additional damage.

Power outages can also occur during the heavier storms. Most of Arizona’s power companies use their social media channels for frequent updates on what areas are without power and when they expect to be able to restore service.

These power outages are not the fault of the management company of your community. You may notify your manager, but remember that they are working on
