A PLACE OF HER OWN Single mother gains home through Habitat for Humanity, plans to be a foster parent LAURA COLVIN LIVINGSTON DAILY
HOWELL, Mich. - When she was a child, Rebecca Gremore and her family bounced from one place to the next. At 9, she and her younger siblings were removed from their home, separated and placed in foster care. On Thursday, Gremore, 33, attended a Livingston County Habitat for Humanity groundbreaking ceremony for the first home she will ever call her own. Contrary to popular belief, Habitat for Humanity does not give away homes, but requires recipients to meet a long list of criteria, contribute 250 hours of “sweat equity” and take on a mortgage. And that’s OK with Gremore. “I’m finally going to have a place to truly call my own, that I’ve worked for,” she said. “I’m going to be paying on something that will be mine.” A single parent, Gremore manages Toyology in downtown Howell, and said it was important her new home is located in Howell; she does not want to uproot her children, Anthony 12, and Dahlia,10.

“My biological mother liked to move a lot,” she said. “Before we were finally taken away and put in foster care, we had already gone through a million different schools.” After being pulled from her home, she began a long trek through some “very bad foster homes” and lost contact with everyone in family. Her two younger siblings were adopted while she was overlooked by potential adoptive families, the way older foster children often are. “When you get put in foster care you don’t just lose your parents,” she said. “You lose your aunts and uncles, you lose your cousins, you lose your next door neighbor that you’re best friends with. You lose everything. “I never got in trouble,” she added. “I wasn’t a bad kid. I always got straight As.” When she was 16, things began to change; Gremore was placed in Howell with a couple she still calls Mom and Dad. The couple saw how important it was for her to reconnect with her biological family; with their help, it didn’t take long to find her siblings, grandmother and other relatives. After graduating with honors from Howell High School, Gremore began sharing her story to help train people

prospective foster parents. She also worked with the Michigan Department of Human Services and met with state legislators to advocate changes in laws related to foster care. She ran a youth group for teenagers about to transition out of the system. Someday soon, she intends to become a foster parent herself. “I’m not going to age discriminate,” she said. “I’m not going to take in just babies or toddlers. I will take in any age any kid they call me for.” During her teenage years, Gremore also reconnected with her biological father, four years after she’d last seen him, and stayed close until he passed away in December last year. The thought brings her to tears on the day she breaks ground on the home. “That was really hard,” she said. “He was super excited about the house.” Gremore’s new two-story, 1,300square-foot home will include three bedrooms, two baths, and a long front porch on a narrow lot in Howell. It’s a far cry from the aging mobile home she’s currently living in, or the friend’s basement where she and the kids stayed during her divorce. While the organization builds homes — with a great deal of support, donations and volunteer labor from the community — the projects are “not about the house.” “It’s about the family,” said Livingston County Habitat for Humanity, Inc. Executive Director Larry Pfeil.
‘A hand up’ Although those chosen for a Habitat home must be gainfully employed, able to handle a mortgage and have a reasonable credit history based on personal circumstances, they are usually individuals who would be unable to obtain traditional financing. Recipients pay a mortgage based on the cost of building the home, but the loan includes a zero or very low interest rate. Repaid money goes back into the organization for the next project. “Habitat is a hand up, not a hand out,” Pfeil said. Gremore is excited. “We’re going to have a very safe, affordable, permanent place for me and the kids to stay,” she said. “I plan to never leave; this is going to be my forever home.” Habitat for Humanity is a non-denominational Christian-based nonprofit organization “dedicated to the elimination of poverty and substandard housing worldwide.”

Question: My husband and I bought a Goodyear home for $160,000 from a Canadian seller last year. We recently got a notice from the Internal Revenue Service that we owe a payment of $24,000 to the IRS that should have been withheld from the seller’s proceeds and paid to the IRS at close of escrow. Is the IRS correct? Answer: Probably not. Federal tax law provides that, if a non-resident alien (e.g., your Canadian seller) sells a home, a buyer generally must withhold and pay at close of escrow 15 percent of the seller’s proceeds of sale to the IRS. The non-resident alien is then required to file a U.S. tax return the following year to claim a refund of the 15 percent sales proceeds that were withheld. A major exception to this 15 percent withholding requirement, however, is a home that is sold for less than $300,000 to a buyer who will use the home as a principal residence. Therefore, if you and your husband purchased the $160,000 home as your principal residence, and not as an investment property, you were not required to withhold and pay to the IRS the $24,000 in proceeds from the sale. You should contact your own tax professional for any tax questions. Note: On Feb. 17, 2016, the IRS withholding requirement had been raised from 10 percent to 15 percent. RENTER’S Legal Q & A Question: About three weeks ago, a week before rent was due on the first of the month, my son was arrested on the property for a drug related offense. I paid rent on the first and now a week after I paid rent, management indicates they found out that my son was arrested for drug activity and gave me an immediate termination notice to move. I was told that the Arizona statutes indicate that if management takes money after the breach occurs that management waives its rights to evict for breach. Answer: That is close to the law, but not exactly what the law states. A.R.S. 33-1371 states that acceptance of rent, or any portion thereof, with knowledge of a default by a tenant, or acceptance of performance by the tenant that varied from the terms of the rental agreement are rules and regulations subsequently adopted by the landlord constitutes a waiver of the right to terminate the rental agreement for that breach. Therefore, if the manager knew about the breach, and then accepted the money, you would be correct. Parents should do their homework about choosing schools Choosing the right grade school or high school can make all of the difference in the life of a young student. Arizona parents are fortunate to be able to choose from a wide array of quality public schools and tuition-free charter schools that can meet the academic needs and interests of students. Many parents choose their homes based on the school district they want their students to attend. The school year
for many districts starts at the end of July and early August so parents need to be moving into their home school districts soon. Parents can also choose-open enrollment schools, but this can create transportation issues and many popular schools fill up early. Charter schools offer open enrollment too but some of these popular options fill up quickly and have a waiting list. Most charter schools do not offer free transportation so it’s important to learn about what’s available in advance.
Parents should check with their local school to learn about available slots. The school will be able to inform about enrollment eligibility based on residency. Many school districts across the state have information available online, but there are also open houses and office hours to answer parents’ questions. When families look at apartment communities before the start of the school year, they can also ask about school bus routes. If your student plans to ride their bike or walk, apartment managers might
be able to share some best practices about this, too. Many families make their moves before the start of the school year to ensure a more successful transition into a new school. Parents can be proactive in learning about Arizona’s quality schools and districts and make a positive choice for their kids.
