Metro Phoenix’s apartment building boom is just beginning.

The Valley needs a lot more apartments to keep up with its expected growth, according to a new study.

Anyone who has been around downtown Phoenix, Scottsdale or Tempe, where thousands of apartments have recently gone up or are under construction, will probably find this hard to believe. I did.

More than 10,000 new apartments are underway or have recently opened to renters, mainly in those areas.

But national and local apartment groups say that many new rentals need to go up every year for some time to keep up with likely demand from aging Baby Boomer renters, immigrants and Millennials who are delaying a home purchase.

“By 2030, metro Phoenix will need another 150,000 apartments,” Courtney Gilstrap LeVinus, the interim president of the Arizona Multi-housing Association, told me. “We are seeing significant demographic shifts that will lead to more renters.”

She doesn’t think developers are “overbuilding” apartments in the Valley now because of the expected jump in demand.

Metro Phoenix’s robust growth has inspired a few overbuilding binges. So when the Valley’s many realestate market watchers, from analysts to homeowners, see a construction boom, we get a little concerned.

But Thomas Brophy of Phoenix-based ABI Multifamily points out a lot more rentals went up during the last building boom.

His research shows about 62,500 Valley apartments were built between 2000 and 2010 and 45,000 are expected to be built between 2011 and 2020.

Apartment construction in the Phoenix area pretty much came to halt between 2008 and 2014 due to the housing crash.

About 3,300 apartments were built in the Valley between 2011 and 2016, according to the study from the AMA and the National Apartment Association.

Long-term mortgage rate now over 4% ASSOCIATED PRESS

WASHINGTON - Long-term mortgage rates rose this week for the second straight week. The benchmark 30-year rate surpassed the significant 4 percent level for the first time since May. Mortgage buyer Freddie Mac said Thursday the rate on 30-year, fixed-rate mortgages increased to an average 4.03 percent from 3.96 percent last week. It stood at 3.42 percent a year ago and averaged a record low 3.65 percent in 2016.

The rate on 15-year, fixed-rate home loans, popular with homeowners who are refinancing their mortgages, rose to 3.29 percent last week from 3.22 percent.

Mortgage rates still remain historically low, even though the Federal Reserve has begun to ratchet up shortterm interest rates. In testimony to Congress this week, Fed Chair Janet Yellen raised the possibility that the Fed would consider slowing the pace of its interest rate increases if inflation remained persistently below its target level.

To calculate average mortgage rates, Freddie Mac surveys lenders across the country between Monday and Wednesday each week. The average doesn’t include extra fees, known as points, which most borrowers must pay to get the lowest rates. One point equals 1 percent of the loan amount.

The average fee for a 30-year mortgage fell to 0.5 point. The fee on 15-year loans was unchanged at 0.5 point.

After jumping nearly 15 percent since 2015, rental rates are dipping in parts of the Valley with the most new apartments.

And developers at new complexes are beginning to offer deals on longer leases.

A little overbuilding can be good news for renters when their monthly payment dips, but too much is a bad thing for home values, the real-estate market and the economy.

Glendale led the nation for the biggest rent increase a few months ago, mostly because the city hasn’t had any new apartments developed in nearly a decade.

Question: Our lease expires in 4 months. We purchased a mobile home and will move the end of this month. We know we must continue to pay rent at our current apartment through the end of the lease. My question is: If we no longer live in the apartment and it will be available for rental, do we still have to maintain insurance and electricity until the end of the lease? If management rents the apartment, must they reimburse us for the portion we paid?

Answer: Under Arizona law, if you vacate prior to your lease term, you are liable for the rent until the lease ends, unless it is re-rented prior. The tenant would be responsible for anything that is called for under the lease; such as late charges, utility payments, etc.

The landlord does have a duty to mitigate or reduce their damages by taking responsible steps to re-rent the premises under the same terms and conditions of the prior lease. The landlord would also be entitled to any costs to re-market the property for rental. The landlord does not have to use what the courts call “heroic efforts”, but simply reasonable efforts to the get the property re-rented. The landlord would need to reimburse any portion that was paid in advance if the property is re-rented prior to the lease ending.

Stay alert for summer pests in and outside your apartment Summer in Arizona brings the heat, of course, and many desert pests reemerge for the season too.

In an apartment community, most companies treat the community and the individual homes with professional pest control to help keep these insects at bay. If you do find summer insects in your home, it’s best to call your manager, rather than trying to treat the problem yourself. Some of the grocery store sprays you might use will

counteract the professional treatments.

Crickets: These insects seem to get inside the house when we aren’t looking.

Their chirp can be annoying but they are otherwise harmless. However, they are the preferred food for scorpions so when you have crickets, it’s possible that scorpions will follow.

Bark scorpions: These Arizona pests like to be more active at night and tend to be drawn to damp or dark places. Always check your shoes before slipping them on and shake out towels in the bathroom

before using them. The smaller the scorpion, the more painful the sting.

Bees/wasps: This summer, it seems like we have seen more swarms of bees.

Many times, bees and wasps will be drawn to the water or the barbecue area.

Double check for these stinging insects when enjoying the outdoors. Do not try to address a bee hive on your own!

Mosquitos: Perhaps the most annoying summer pest is the mosquito and there are easy steps you can take to keep them out of your home. Don’t leave standing

water bowls for pets or plants outside.

Mosquitos will lay eggs in that water.

Even kids pools and buckets should be emptied and flipped over so no water will attract these pests. If you see mosquitos in your community near stagnant water or in a fountain, let your manager know so they can clean the area and clear out these bugs.
