APOPKA, Fla. - Many of the single-family homes in the Piedmont Park neighborhood of Apopka, Florida, used to be owned by families — the Vargases and the Townes, the Pierces and the Riddles. Now, they’re owned by Blackstone, American Homes 4 Rent and Colony Starwood Homes, companies associated with big real estate investment firms.

And the occupants are tenants, not owners.

In the decade since the housing boom deflated into a bust, financial firms recognized an investment opportunity in hard-hit areas like this Orlando suburb. Single-family homes lost to foreclosure could be bought cheaply and transformed into rentgenerating income streams.

The corporate purchases have spread through Piedmont Park and surrounding neighborhoods, where the percentage of renters rose from a bit over 10 percent to more than 35 percent within a decade.

Piedmont Park homeowners complain that the result is more transient neighbors, less engagement at homeowners’ meetings and difficulties reaching absentee corporate landlords.

Land abounds in Phoenix but there’s not a lot to build on Metro Phoenix is running out of land — land ready for new homes, that is.

There are, of course, thousands and thousands of acres of vacant land in metro Phoenix. But as new-home sales continue to rebound in the Valley, the supply of lots prepped and ready for houses is shrinking to the lowest level in many years.

Through May, new-home sales were up 38 percent from last year, according to the latest data from RL Brown Reports.

Arizona veteran land broker Nate Nathan estimates builders have enough land for about 18 to 24 more months of home construction in the Valley, based on the current pace of sales.

Of course, there’s still plenty of vacant land on the edges of metro Phoenix that can be turned into neighborhoods. But much of the available land is raw desert or farmland without streets, utility hookups and designated lots prepped for new homes.

It costs money and takes time to prep vacant land to become lots for houses. Builders can spend $5,000 to more than $15,000 per lot.

Homebuilders spent plenty to buy large tracts of Valley land in 2003-06.

But during the crash, many builders gave those parcels back to lenders because they couldn’t afford to prep and hold onto the land because there were so few new-home buyers.

Builders have definitely been more cautious about buying land.

Valley land deals had been smaller and less pricey since the crash.

Then in March, builders Taylor Morrison Home Corp. and Pulte Homes partnered to pay $100 million for 1,200 lots of state-owned land near north Phoenix’s Desert Ridge neighborhood. It was the highestpriced sale for the Arizona Land Department in several years.

Desert Ridge is a popular Valley spot for new-home buyers. So is Peoria.

Maracay Home is paying $48 million for almost 475 lots in Peoria, the biggest land deal for a homebuilder in that Valley suburb in a decade.

New-home buyers are also paying more now. The median price of a new house climbed to $310,000 in May, according to RL Brown. That’s up from See REAGOR, Page 3R

Qu es t i o n : We sold a mobile home park we owned in Nebraska, and we are now looking at homes in the Phoenix area to retire. We are not familiar with the benefits and burdens of homeowners’ associations, which seem to be very common in the Phoenix area.

In Nebraska we had rules and regulations governing our mobile home park, such as no junk cars and speed bumps to slow traffic, so we believed that we would want to live in a community with a homeowners’ association. What is the downside to a homeowners’ association?

An s w er : The concept of homeowners’ associations is that homeowners in the community who are volunteers are elected to serve without pay on the board of directors to enforce the recorded CC&Rs governing the community. Potential buyers of a home are generally furnished these recorded CC&Rs before close of escrow.

If they don’t like the recorded CC&Rs, they can generally cancel the purchase of the home.

Although there are significant benefits, there are downsides to homeowners’ associations.

One downside is when members of the board of directors, usually the president, strictly enforce minor violations of the CC&Rs. Another downside is when a board of directors, usually in large homeowners’ associations of hundreds of homes, gives too much control to the property management company that is not responsive to the needs of the homeowners.

Apopka Mayor Joe Kilsheimer regards the surge of renters in houses throughout central Florida as an unfortunate consequence of the damage this region absorbed from the Great Recession and housing bust.

“Having an owner-occupied house is better for a neighborhood and better for a community than a house occupied by renters,” Kilsheimer said. “They are invested in their children’s school. They’re invested the quality of life in their community.”

Claudette Guerrier, one of the original homeowners in Piedmont Park from its development in 1988, said she feels disheartened by the transformation. She said her four-bedroom, two-story house has been broken into twice recently.

“It was better in the beginning; now it’s not so good,” Guerrier said.

In the aftermath of a housing crisis, metro Orlando suffered one of the highest foreclosure rates in the nation. A few homes in Piedmont Park sat empty for months, attracting squatters who moved in and were hard to evict, said Karin Settle, president of the local homeowners association. One house of college-age renters, she said, threw fraternity-like parties with 20 or so cars parked outside and drunk men hanging out on the porch — something the neighborhood didn’t see in years past.

Several homeowners have said they’re considering selling their homes because there are so many renters now, she said.

“If these people come in and they’re out-of-state investors — some place in Canada or Arizona — you don’t really have a physical office or people to contact about when there is something going on with the home,” Settle said. “On the good side, they come in, renovate the house, typically gut it. They paint it, fix the fence, and it looks nice from the curb.

But then these companies don’t take a lot of pains in terms of who they rent to.”

Laura Smith, a resident for 17 years, was close friends with her neighbors in the house behind hers until they moved a couple of years ago. Since then, she said, it’s been one renter after another.

“They just come and go; you just see different cars,” Smith said. “I say to myself, ‘I should make a better effort to get to know them.’ But by the time I get around to it, they’re gone.”

The three-bedroom, two-bath home next door to Michelle Harner’s house was sold in March. She was hoping that owner-occupants would move in. But the telltale signs of a corporate landlord appeared within days.

“Somebody doesn’t buy a house like that and turn around and rip everything out and completely remodel the whole thing and put a new roof on it five days after buying the house,” she said.

Property records show that the house was bought at the end of March by Freo Florida LLC for $145,000. Freo Florida, part of Progress Residential Trust, which owns over 3,000 homes around the nation, listed the house on Zillow as a rental for $1,325 a month.

Some renters do show pride in tending to their homes, Harner said, but it’s often easy to pick out which homes are rentals. Yards tend to be untended, cars are parked all over the street, “and you

see one family a year come and go.”

“When you have a high percentage of renters, you end up having a low turnout at things like homeowners’ association meetings, when you do a community yard sale,” Harner said. “That collaboration sort of declines.”

Ask the renters themselves, and some will say that very sense of community is what they value most about living there. Nicole Caverly, who began renting in the Piedmont Park neighborhood this year, doesn’t consider herself a disengaged neighbor. After having lived for years in an apartment building where people kept to themselves, she loves living where she can chat with neighbors during walks.

There are few signs that the real estate investment companies plan to sell many of the homes they bought. But the temptation to do so will keep rising if home prices do. In the meantime, the companies have scaled back their purchases — from 9 percent of all sales nationwide in 2013 to about 2.5 percent early this year, said Daren Blomquist, a vice president at RealtyTrac, which tracks housing data and trends.

Wynkoop, LLC, which owns about 1,000 homes in Arizona and Florida, including some in Piedmont Park, has been winding down its Phoenix acquisitions as the supply of low-priced homes has dwindled. But it plans to buy about 200 homes in central Florida this year to serve of newcomers, said Brandon Jundt, who runs the Denver-based investment firm.

“At some point, you’re going to have a normalization between rents and home values,” Jundt said. “And once things get back to normal … I’ll probably move on.”

The rise in prices might be tied to fewer lots available in popular neighborhoods for new homes.

More than half of metro Phoenix's 10,000-plus square miles of land is vacant, but that doesn't mean that it can all sprout homes anytime soon or ever.

Many acres in the Valley are on Native American reservations and can't be developed into new neighborhoods. The region also has big swaths of preserve land, which hopefully will never be built on. Huge chunks of federal and state land surround the Valley, some of which could become new communities but not anytime soon.

And builders are not only paying more for land, their labor costs are up, too. A shortage of construction workers has led to higher wages and signing bonuses for some trades.

The dearth of Valley construction workers means it takes longer to build homes.

Nathan told me the average time to construct a home in metro Phoenix has gone from 90 days to almost six months.

If builders don’t have enough workers or land, it could slow metro Phoenix’s long-awaited homebuilding recovery.

Good thing new condominiums on Valley infill sites are drawing more homebuyers now.

Answer: Yes, subject to a few restrictions. Generally, your landlord can limit the number of pets, prohibit them altogether or impose weight, size and breed limitations. Many liability insurance companies require restrictions on animals in order to provide coverage.

If the landlord changes the rules, he normally cannot enforce the revisions against a resident who is in compliance with the old regulations. For example, he cannot convert to a no-pet community and then make everyone get rid of their animals. If a resident with a handicap requires an animal to assist him or her, and the animal would violate the landlord’s pet restrictions, the landlord will need to make an exception for the assistive animal when reasonable to do so. For example, a no-pet community would need to waive the rule to allow a blind resident to have a seeing eye dog.

Younger people and renters tend to vote in lower numbers. I urge all eligible voters to get involved in the electoral process. As a former councilman in Phoenix, I can tell you local and state elections impact you most directly. Offi-

cials make decisions that affect you every day.

It’s easy to register to vote online at servicearizona.com, if you have an Arizona driver license or ID card. Click “Begin/Update your Voter Registration.”

The site will help you verify your eligi-

bility and update your information. You can request an early ballot.

While there were a variety of issues that combined to make lines long, one of the biggest issues was a misunderstanding by voters over whether independents could participate.

Independent voters who go to the polls on election day will be given an op-

tion to choose a party ballot according to the Secretary of State’s office.
