Nearly three-quarters of people who are repaying student loans say their debt is hindering them from buying a home, according to a survey released Monday. • Although a college degree significantly enhances a person’s chances of gaining stable employment and earning enough for a down payment, the survey found that many would-be homeowners are increasingly burdened by student debt. Most agree Donald Trump’s plan to deport 11 million immigrants living illegally in the U.S. would have a big impact on metro Phoenix’s housing market.

The dispute is over whether it would hurt or help the market.

Many housing experts think the mass deportation would hurt home prices and rents. But at least one prominent Arizona politician and Trump supporter thinks it would lead to more affordable housing for new workers coming to the Valley.

About 190,000 metro Phoenix residents aren’t in the U.S. legally, according to national research. That many people translates to about 100,000 Valley households.

Basic math: A drop in the number of people living in the Valley means fewer homeowners and renters.

Basic supply and demand: An increase in empty homes because of foreclosures usually leads to a drop in overall values. Higher rental vacancies mean lower rents.

I asked a few housing analysts to project what the impact of Trump’s deportation plan would be on Phoenix’s housing market. All said it would be a hit to a market finally about to fully recover from the last crash.

None of the housing experts wanted to go on the record because the issue is so politically divisive. I understand their position. So please send angry emails to me at catherine.reagor@arizonarepublic.com.

One analyst looked at Pew Research Center data on the number of people living in the Phoenix area illegally and said a mass deportation handled in a short time frame would lead to 1in every 9 Valley homes becoming empty.

And the biggest impact would be on rentals and homes priced below $500,000.

On the other hand, state Sen. John Kavanagh, R-Fountain Hills, sees the Trump deportation plan as a benefit to metro Phoenix. “It’s a solution to getting more affordable housing,� he told me. “The argument suggests that if people here illegally left, no one would take their place. I don’t think that’s true.�

Answer: You are correct that a new Arizona law prohibits CC&Rs of homeowners’ associations from regulating public roads. This new Arizona law, however, generally only applies to homeowners’ associations formed after Dec. 31, 2014.

Therefore, the CC&Rs of your homeowners’ association formed in 2005 prohibiting overnight parking on the roads should still be enforceable.

The National Association of Realtors joined with the nonprofit American Student Assistance to conduct a survey of only those student loan borrowers who are current in their repayments and therefore mostly likely to be financially ready to make a home purchase.

Seventy-one percent of those surveyed said their student loan debt is delaying them from buying a home. More than half said they expect that delay to last longer than five years.

“Americans are concerned about this widening inequality” of wealth, said Lawrence Yun, NAR chief economist. “One of the contributors is that the homeownership rate is at a 50-year low. For most middle-class families, they have always perceived housing equity as their main source of wealth building. But fewer people are participating in home ownership, particularly among the younger generation, and that is tied to student debt, at least according to our survey.”

With 43 million Americans carrying nearly $1.3 trillion in student debt, the burden is affecting all parts of the economy, not just the housing market. But the housing market has felt its effects keenly. The homeownership rate among the 35-and-younger crowd has plummeted from 44 percent at the height of the housing boom to 34 percent today.

Forty-three percent of those polled carried between $10,001 and $40,000 in student debt, while 38 percent owed $50,000 or more. The most common debt burden was between $20,000 and $30,000.

Because of their student debt, 69 percent said they don’t feel financially secure enough to buy a home, while 80 percent said they can’t save for a down payment. Student loan debt isn’t just affecting first-time buyers, although that group’s participation in the housing market is at historically low levels. Yun said he was surprised to see that move-up buyers also were being hampered. Nearly a third of those surveyed who are current homeowners said they can’t afford sell their current home and buy another one because of student loan debt. Among the reasons cited were the expense of moving to a new home, credit problems caused by student loan debt and owing more than their home is worth.

Some have suggested that these student loan-burdened borrowers have been scared off by the negative media reports and could qualify for mortgages if they tried.

“It’s certainly possible,” Yun said.

“But one looks at also the hard data, and the hard data is showing home ownership is low. The people that are qualifying for mortgages, their credit scores are way, way up there. People that are younger, they have yet to develop their credit. Other indirect data supports the attitudinal, emotional responses [of this survey]. It’s a consistent story with other hard data that is out there.”

The 33-question survey was sent to 75,000 student loan borrowers, of which 3,230 responded. Among the respondents, 67 percent attended a four-year college and 27 percent attended a graduate/post-graduate school. Two-thirds went to a public institution. Seventy-one percent are employed full time while 14 percent are part-time but seeking fulltime employment.

Many real-estate agents disagree.

Hispanics are now the fastest-growing group of homebuyers in metro Phoenix.

Most are in the U.S. legally but could still be deterred by another illegal-immigration law like Arizona’s SB 1070, agents say.

Glendale HomeSmart real-estate agent Martha Navarro told me some Hispanics are still leery about buying in Arizona because of bad feelings from SB 1070.

Nate Martinez, owner of Glendale’s Re/ Max Professionals, called Hispanics a huge economic engine for Arizona.

“And if you don’t believe it, just look at how the economy was hurt when so many left Arizona because of SB 1070,” he said.

SB 1070’s impact on metro Phoenix’s housing market is difficult to separate from the housing crash brought on by Wall Street speculation in subprime mortgages, since they happened about the same time. But at least 100,000 Valley homes and apartments were left empty between 2007 and 2010 because of Hispanics leaving.

That many homes and apartments emptying out quickly in the Valley again would lead to investors selling, homebuilding slowing and a “negative equity becoming a serious problem” for recent homebuyers once again, according to the housing analyst.

Use caution, set off your fireworks safely this summer Parking lot tents with fireworks for sale have begun to rise around the state of Arizona during these first few summer weeks. In our state, certain fireworks can be sold to the public May 20-July 6 and can be used from June 24- July 6.

munities have rules about lighting fireworks on property, even in parking lots.

The fines from cities range but they have been hundreds of dollars to $1,000 in Phoenix.

Novelty items like sparklers, smoke devices and poppers aren’t regulated in the same way and can be used more widely. However, these still require that you use proper fire safety rules. Sparks can cause damage and burn skin.

Aerial fireworks like firecrackers, bottle rockets and roman candles are expressly prohibited and illegal in Arizona.

Ground based sparklers, spinningwheel devices and other consumer fireworks that are legal in this short season may appear to be harmless. However, they emit sparks and could easily start a fire. It’s important to keep water close by and watch where you light fireworks, especially as we enter peak fire season in

our state.

It’s important to pick up and safely discard used fireworks, making sure they are completely extinguished.

Fireworks in the summer can be an especially fun activity at night for celebrations, but it’s important to know the rules around what’s allowed in your apartment community and how to use them safely.
