H

ome prices went up in March.

That was the news Tuesday from S&P/Case-Shiller; all indications are that April was an up month too, and that this summer’s “selling season” will see continued price increases. Bit by bit, prices are regaining the ground lost during the long collapse from 2006 through early 2012.

In some ways this is great news. It means fewer underwater mortgages. It means better times for lenders, real estate agents and builders. It’s a sign of broader economic health.

Still, if there’s one thing we should have learned from the housing bust, it’s that rising home prices aren’t an unalloyed good. Rapid price increases in the early 2000s directly led to the subsequent crash. Sale prices lost all connection with both rents and incomes; after a certain point they were going up mainly just because they were going up, and buyers feared missing out. That couldn’t go on forever.

Question: We live in the Rio Verde Foothills area of Maricopa County.

Our next door neighbor has a corral in his backyard that 2-3 times a year for a month or two is used as a cattle-roping arena. Although these cattle are extremely smelly, the main problem is that the cattle constantly bellow throughout the night. Maricopa County has no ordinance prohibiting in a residential community the owning and maintaining of cattle and other livestock. Is there anything that we can do?

Answer: Although there may not be a violation of a law or ordinance, a neighbor conducting an activity on his property that adversely affects the neighboring property owners’ use of their property has caused a legal nuisance. The neighboring property owner could be required to abate that legal nuisance.

Cloud Springs Plaza sold CHATTANOOGA TIMES FREE PRESS, TENN.

A Baltimore investment firm has purchased the Cloud Springs Plaza, a neighborhood 113,000-square-foot shopping center located in Fort Oglethorpe, Ga, for $3 million.

American Realty LLC, bought the 12-acre property at 1503 Lafayette Road in Fort Oglethorpe. John Tennant and Bryan Belk of Franklin Street represented the seller, Cloud Springs ACD, LLC, in the transaction.

“The buyer was able to acquire this property below market, which will give them a higher degree of success maximizing their return upon redevelopment,” Tennant said. “The buyer plans to add value through lease up of vacant space as well as potentially adding an additional outparcel.”

Tennant said the upside in the deal attracted multiple buyers for the asset.

“There is a large pool of buyers who continue to look for value-add opportunities through redevelopment and releasing well positioned older assets in secondary markets.”

The deal closed in less than 90 days.

Built in 1968, the center is anchored by Big Lots, Badcock Furniture and AutoZone.

Even short of a bubble, though, higher home prices can be problematic. As economist Matthew Rognlie reported in a famous paper last year, the rising value of housing has been a major driver of income inequality in the developed world. It has also, economists Peter Ganong and Daniel Shoag found in another paper, caused incomes to diverge among regions in the U.S. And it doesn’t really take an economics degree to understand that when homes get more expensive, housing becomes less affordable.

Home prices rose at about the same pace as median incomes in the 1990s. In the early 2000s, as already noted, the two became completely disconnected.

During the real estate bust the two lines came closer together, now they’re diverging again. Housing is a lot more expensive, relative to income, than it used to be.With pretty much any other good or service, higher prices are something to complain about. And yes, there are those who complain about high housing prices.

But even with the big fall in the homeownership rate since 2006, 63.5 of American households live in owneroccupied housing. For homeowners, housing isn’t just something one consumes; it’s an investment. And when your investment rises in price, that’s a good thing.This simple truth explains a lot about public policy surrounding housing in the U.S. The home mort-

gage interest deduction is a subsidy for the affluent that serves no discernible economic purpose, but is almost impossible to get rid of because removing it would (1) raise taxes for those with mortgages and (2) depress home prices across the board. Zoning and other land-use regulations have been accused (and to some extent convicted) of segregating Americans by income and slowing U.S. economic growth, but it’s almost impossible to get rid of them because they raise the price of existing homes. (Full disclosure: I have been a big beneficiary of both the mortgage interest deduction and land-use restrictions in New York City.)

So no, I don’t see my nation suddenly embracing the idea that rising home prices are a terrible thing. But it seems like it’s worth the effort to try and at least sow a little doubt.

LAS VEGAS - Real estate agents say median home prices in southern Nevada topped $229,000 in May. The Greater Las Vegas Association of Realtors reported Tuesday that the median sale price of existing single-family homes was up 8.5 percent, from about $211,000 a year ago.

Condominium and townhome prices were up 5.4 percent from a year ago, at a median price of $118,000 last month.

SEATTLE - Seattle-based real-estate information website Zillow is paying $130 million to settle a lawsuit brought by rival Move Inc. Silicon Valley-based Move, which is owned by News Corp., said it was seeking as much as $1.8 billion in damages. Move alleged that Zillow hired two of its executives, who provided Zillow with trade secrets that helped Zillow acquire another rival, Trulia, in 2014 for $2.5 billion.

The biggest difference between buying a condominium and a single-family home is the land. When you purchase a condo you don’t own the land — just the airspace located within your individual unit along with a fractional ownership of the rest of the property. Builders like Cachet Homes — which has several single-family communities across the Valley as well as condominium properties in Litchfield Park and North Scottsdale — are very clear when disclosing this information to prospective buyers. “A potential buyer should read the CC&Rs to fully understand what is being covered by the HOA and what is the responsibility of the property owners,� said Sue Goodrich, vice president of sales and marketing for Cachet Homes. “These areas of responsibility can vary by community, so it’s important to review all the documents prior to making a purchase.�

For example, while the exterior landscaping in front of the building is typically covered by the HOA, maintenance of individual patios or balconies is more than likely the responsibility of the individual unit’s owner.

Answer: It depends. Does the landlord have a policy concerning disqualification of an applicant who has a felony conviction? While white-collar crime may not seem to directly affect the health and safety of other residents, it could affect the successful completion of the residency agreement. Having a felony conviction could in itself, be a basis for rejecting the rental application since convicted felons are not a protected class under fair housing laws.

recently sold a McIntosh MC2205 for $950 at auction that the owners had slated for the dumpster. An old pair of Lansing speakers, very unassuming, realized $750 at one of our auctions last summer.

I have heard these serious collectorsâ&#x20AC;&#x2122; sound systems, and there is a huge difference. Itâ&#x20AC;&#x2122;s not just nostalgia for the old, but it does sound better and they can back it up with scientific evidence.

But in todayâ&#x20AC;&#x2122;s world of convenience, we just pop in our ear buds and enjoy our inferior music reproduction.
