April just might have been the best month for metro Phoenix’s housing market in a decade.

A look at key indicators and some national rankings show why the Valley’s housing market appears to be stronger than it’s been since the boom and crash.

Foreclosures fell to the lowest level since 2006. Homebuilding continued to rebound. Phoenix kept its spot as one of most affordable big metro areas for homebuyers. And a national moving survey shows the Valley is one of the top 10 U.S. areas where people are moving.

Also, many of the buyers needed for the Valley’s housing market to finally fully recover are here.

An April Street Scout survey of Valley homebuyers and sellers found Millennials and boomerang buyers who lost houses to foreclosure during the crash are buying metro Phoenix homes at a pace the market hasn’t seen before.  Home sales in metro Phoenix climbed to 9,041 in April, an almost 8 percent jump from last April, according to data compiled for this column

by Arizona housing expert Mike Orr of The Cromford Report. Condominium sales reached 1,637 last month, up 1,514 from April 2015.  The Valley’s median home price rose to $235,000, up from $215,000 a year ago. The median condo price reached $146,500 last month, compared with $142,000 a year ago.  Banks foreclosed on only 231Phoenix-area houses in April, the lowest level since December 2006, according to The Information Market.  Homebuilding in the Valley is up 25 percent from last year’s pace, according to RL Brown Housing Reports.  Despite home-price increases, metro Phoenix is still the eighth most affordable big U.S. metro area to buy a home, according to the latest quarterly ranking from national mortgage firm HSH.com. The Valley has held that spot for the past year.  And finally, moving company UHaul’s annual survey for the most one-way rentals in 2015 came out this week. Metro Phoenix ranked 10th nationally for the most popular place for people to move.

Question: My father and mother lived in their Glendale home for more than 30 years.

Two years ago my father moved out of their Glendale home to live with his girlfriend.

Last month my father died of a heart attack. In attempting to organize the paperwork of my father’s estate, my mother and I discovered a quit claim deed recorded two years ago transferring the Glendale home from my father to his girlfriend.

Although the Glendale home was owned by my father and mother as joint tenants with right of survivorship, the title company now says that this recorded quit claim deed legally transferred onehalf of the Glendale home to my father’s girlfriend. My father’s girlfriend said yesterday that she wants $25,000 to quit claim my father’s one-half interest back to my mother. My mother is very upset, and refuses to even discuss paying $25,000 to my father’s girlfriend. Did my father’s girlfriend get a one-half interest in the Glendale home, even though my mother had no knowledge that my father had signed the quit claim deed to his girlfriend?

Answer: Yes. If real estate is held as joint tenants with right of survivorship, either joint tenant can transfer their interest in that real estate to a third party without the knowledge of the other joint tenant. The real estate thereafter will be owned 50/50 as tenants-in-common by the third party and the other joint tenants. Therefore, because your father’s girlfriend and your mother now own the Glendale home 50/50 as tenants-in-common, your mother unfortunately may have to negotiate with your father’s girlfriend.

Note: If your father and mother had held title to the Glendale home as community property with right of survivorship, the father’s quit claim deed to his girlfriend would be ineffective because both spouses must sign to convey any community property interest in a home or other real estate.

A recent report on America’s rental housing from the Harvard Joint Center for Housing Studies details how only about 10 percent of our recently added rental apartments would be affordable to the nearly half of renter households in America who make less than $35,000 a year.

The trend is particularly visible in cities like Washington, where cranes and construction crews have been busy for several years now since the recession erecting the kind of gleaming new apartment buildings that have high-end fixtures and concierges. For rent, they advertise, at $1,850 a month for a one-bedroom. Or $2,196. Or $2,994. Rooftop pool and grilling stations included.

Rarely are the cranes building affordable housing - either of the subsidized variety or the kind that’s simply within reach of households making, say, $45,000 a year.

Developers are, in fact, responding to new demand from well-off renters. Over the last decade we’ve gained 9 million new renter households in America, thanks to demographic shifts and a falling homeowner rate. That’s the largest increase in renters, according to the Harvard report, of any 10-year stretch on record. And the growth is coming from every demographic - including, most notably, the wealthy.

The number of renter households in the top 10th of the income spectrum rose 61 percent over that decade, more than for any other group. So developers are not simply building luxe apartments no one

housing market, Orr is careful in how he describe it's current status.

He told me the Valley's housing market is a bit "complicated" now.

Orr's quick take: Âť For homes priced below $200,000, there's an extremely low supply available for sale, fast price appreciation and low sales counts. Âť For homes priced between $200,000 and $500,000, the supply of homes for sale is slightly low, there's strong growth in demand and moderate price appreciation. Âť For homes priced between $500,000 and $1 million, there's a high supply available for sale, good demand and little to no appreciation Âť For homes priced higher than $1 million, there's excessive supply, weakening demand and flat to negative appreciation except for in a few isolated fashionable spots.

Tom Ruff of The Information Market said May’s home sales and prices are likely to be higher than April’s when all are tallied.

100-plus-degree Summer’s days deter some Valley homebuyers. If home sales and prices continue to climb In June and July, it will be a true testament to the market’s strength.

If not, there’s always the fall.

wants to rent.

But they’re also responding to the worrisome dynamic that we’ve made it very, very difficult in many cities to construct market-rate housing that would be affordable to the middle class or modest renters.

It’s economically challenging for developers to create new apartments the median renter could afford - at about $875 a month - while covering the costs of constructing them.

Height limits, parking requirements and zoning restrictions all push up the cost of construction. So do lengthy design reviews and legal battles with neighborhoods opposed to new development.

Developers must also build at the densities communities allow, and in the limited places where they allow higher density.

And if a given parcel of land is only zoned for about five stories of apartments, those apartments may have to command $2,500 a month each to make the project profitable.

It has meanwhile grown much harder

to build affordable housing with public subsidies (see the ease with which Donald Trump’s father once did this in a different era). Public support has dwindled, and developers who now want to tackle such projects often have to weave together multiple complex tax credits and subsidy steams.

In total, the number of low-cost rentals from 2003-2013 increased by about 10 percent. The number of low-income renter households in search of such housing rose, over the same time, by 40 percent.

And these families have also largely missed out on the other big shift in the rental market, as single-family homes have been converted into rentals since the housing bust. Those properties are largely out of reach, too.

The end result? It may feel like we’re back to building again - and a lot of that new construction is meant for renters, not homeowners - but huge shares of low- and modest-income households are still paying far more in rent than economists think they should.

I can see her doing that if this were a motel or hotel, but it’s not, it’s a huge apartment complex. In 2 months, it will be one year since I moved in and in all that time I have NEVER received any junk mail or ads. Is that legal for her to decide what you get in the mail? Is there anything I can do to change this method of distributing the mail?

The delivery of mail is covered under Federal law, not state law. It is a crime to remove or deal with somebody else’s mail.

Certainly you have the right to receive whatever is sent to the property, including junk mail. I would put the property on written notice, under the Arizona Residential Landlord and Tenant Act that they need to deliver all your mail, not just what they this is pertinent. You may also want to talk to your mail carrier as this is something that could be investigated by the United States Attorney General’s office.
