Metro Phoenix has its share of famous residents who buy one of the area’s million-dollar homes.

Some, like rockers Alice Cooper and Jimmy Adkins, are well-known and longtime Valley residents. Others, like music superstar Alicia Keys, can be spotted at their Paradise Valley or Scottsdale retreats on weekends.

Many pro athletes such as Steve Nash buy pricey homes when they play for Arizona teams but sell when they move on.

Boxer Mike Tyson called the Phoenix area home for a while, too.

Other legendary athletes, like Randy Johnson and Muhammad Ali, buy and stay in the Valley. Swimming legend Michael Phelps bought a home in Paradise Valley right before the 2016 Olympics.

Metro Phoenix has also attracted a famous porn star or two.

Homeowners, not tenants, on the hook for HOA fines Questions: I am the president of our HOA in Chandler. One of our homeowners has rented her home to a young ASU student. He has a motorcycle that he drives at dangerous speeds in our community, and he has ignored the complaints from other homeowners. We have contacted the elderly lady who owns the home, and she said that there is nothing that she can do. Our CC&Rs authorize us to fine homeowners who drive at dangerous speeds in our community. Our written fine schedule says that the first fine can be $50 and the second fine can be $100.

We are concerned that these small fines will be ignored, and we want to have an immediate fine of $500 to protect the safety of our community. Can we fine the tenant, or do we have to fine the homeowner? Can the fine be $500 to protect the safety of our community?

Answer: First, the homeowner, and not the tenant, agreed to be governed by the CC&Rs. Therefore, the homeowner is generally liable for any failure of the tenant to comply with the CC&Rs, and the homeowner is responsible for any fines. Second, under Arizona law before a fine can be imposed by an HOA, there must be a written schedule of fines. Therefore, at this time your HOA can only fine the homeowner $50 for a first violation of the CC&R's.

Alicia Keys The Grammy-winning “Girl on Fire” superstar had listed her 7,881-squarefoot house with panoramic views of the Valley for $3.85 million in early 2016. But she took the house she bought in 2009 near Camelback Mountain off the market this year.

She posted an Instagram photo in January at the house striking a cool pose on the hood of a vintage Mustang with views of Camelback Mountain and Praying Monk in the background.

Michael Phelps Swimming legend Michael Phelps bought a lush Paradise Valley home for $2.53 million in late 2015.

He was able to relax after winning his 28th Olympic medal in Rio at the Santa Barbara-style house with wife Nicole Johnson and his first baby, Boomer Robert Phelps.

The 6,010-square-foot house has five bedrooms, six-and-a-half bathrooms, and, of course, a great swimming pool.

Alice Cooper Rock legend Cooper moved to Phoenix when he was young and is a graduate of Cortez High School.

He and his wife, Sheryl, bought a Paradise Valley home decades ago. No price for their house is listed in property records.

But he also bought a central Phoenix condo for $350,000 last year.

Jim Adkins The front man for the melodic rock bank Jimmy Eats World grew up in Mesa.

He lived there with his wife Amy before they bought a historic central Phoenix home in 2011 with their three sons.

The couple paid $700,000 for their midcentury modern 4,306-square-foot Palmer Estates house built in 1956.

Randy Johnson The baseball Hall of Famer recently dropped the price on his Paradise Valley mansion to $16.5 million.

The 6-foot-10-inch former MLB pitcher, who is nicknamed “The Big Unit,” put the 25,000-square-foot Tuscan-style house near Mummy Mountain on the market for $25 million in 2014.

He moved to another house in north Scottsdale a few years ago.

Muhammad Ali Considered one of the greatest heavyweight boxers of all time, Ali moved to Paradise Valley in 2005 and lived here most of the time before he died in 2016.

The former fighter and his wife, Yolanda, paid $1.6 million cash for their 6,000-square-foot home.

Charles Barkley NBA Hall of Famer Charles Barkley bought a metro Phoenix house when he was with the Phoenix Suns in the late 1990s.

“Sir Charles” paid $2.2 million for his house in Scottsdale’s Gainey Ranch. He and wife Maureen have upgraded and expanded the house since they bought it in 1998.

Barkley is often sighted in Scottsdale.

Emma Stone The Academy Award-winning actress grew up in Scottsdale, but property records don’t show she currently owns a Valley home.

Her father, Jeff Stone, president at

Edwards Communities Construction Co., sold his Paradise Valley home for $2 million last year.

Mike Tyson The former heavyweight boxing champion sold his Paradise Valley house in 2007 for $2.339 million, two years after he bought it for $2.1 million.

He moved to north central Phoenix for a few years, but then moved to Las Vegas after his daughter died at that house in 2009.

Sarah Palin The one-time Alaska governor and vice presidential candidate paid $1.7 million for a six-bedroom Scottsdale house in 2011.

In 2016, Palin sold the house for $2.275 million.

Steve Nash The former Phoenix Suns guard bought a Paradise Valley house in 2004 when he was with the team. He sold the 6,500-square-foot house, with five bedrooms, three wings and basketball court, last year for almost $3.2 million.

Jenna Jameson In 2005, the author of the bestselling memoir “How To Make Love Like a Porn Star” paid $4.5 million for a 10,000square-foot residence in Paradise Valley. She divorced and sold the house a few years later.

Frankie Muniz Frankie Muniz, who starred in “Malcolm in the Middle,” has bought and sold several million-dollar houses in metro Phoenix. Most recently, he sold a Biltmore estate for $3.2 million. The 5,300-square-foot bungalow-style mansion was built in the 1930s and is called il Segreto.

Long-term mortgage rates reach highest mark in 7 years ASSOCIATED PRESS

WASHINGTON – Long-term mortgage rates jumped this week, marking their highest levels in seven years amid the peak home buying season.

The benchmark 30-year rate pushed toward the significant 5 percent level.

Mortgage buyer Freddie Mac said Thursday the average rate on 30-year,

fixed-rate mortgages was 4.61 percent, up from 4.55 percent last week. The new average rate was the highest since May 19, 2011. By contrast, the 30-year rate averaged 4.02 percent a year ago.

The average rate on 15-year, fixedrate loans climbed to 4.08 percent from 4.01 percent last week.

Question: My tenant vacated the unit and left it in a disaster. I have a non-refundable cleaning deposit along with a security deposit.

What can I charge the resident for destroying the unit, including the carpet?

Answer: You first account for the nonrefundable cleaning deposit. It cannot be a windfall to you if there is cleaning that is needed. Even though it is non-refundable, if you use it for cleaning purposes, you must first deduct from the non-refundable cleaning deposit before you begin deducting from the remainder of the security deposit. You can charge for all damages beyond normal wear and tear. The courts are concerned that you are fair and reasonable in what you charge. For instance, if the carpet has been destroyed, you must depreciate the carpet, which means that you take the manufacturer’s warranty for the life of the carpet, deduct the value of how many months or years the resident has lived there, and if destroyed, you can charge the remaining value of the life of the carpet. The same would go for fixtures, paint and other repairs.

Moving is an extremely stressful process. One of the temptations is to leave things behind. Many renters leave personal items like clothing, food, and furniture and this has consequences for the renter.

The owner of the rental unit will likely have to pay to have the unit cleaned and sometimes items left behind have to be stored. Costs incurred by the landlord may get passed on to the renter. It is always best for a renter to leave the rent-

al in the same condition it was when a resident moved in. If a resident doesn’t want to move items they no longer want or need, they should consider area charities that will welcome these items.

Recently the Arizona legislature passed legislation to clarify a rental owner’s responsibilities related to abandoned personal property. Once the bill becomes effective on August 4, rental owners will need to hold abandoned items for a total of 14 days. If items left behind are perishable or potentially hazardous, they can be removed and disposed of immediately by the rental owner. This allows the property to continue creating a safe and healthy environment for other renters.

This legislation also provides a new framework for abandoned animals, a topic which prior to this act had no clear guidelines. After the effective date, abandoned animals can be immediately removed by the rental owner and placed in an animal shelter or boarding facility.

The rental owner must keep a record of the name and location of the boarding facility or shelter to which the animal was brought. The Arizona Landlord Tenant Act amendments will go into effect August 4.

The Arizona Multihousing Association is the statewide trade association for the apartment industry, representing more than 2,000 members in legislative, legal and regulatory matters.

Items left behind may eventually catch up to renter, and it can be costly.
