Phoenix’s historic Coffelt-Lamoreaux Homes were going to be shuttered in 2012.

The state’s first affordable housing project built in 1953 for veterans returning from the Korean War had become too run down and unsafe for its 800 residents. Industrial developments around it were encroaching on the project.

If the 301 apartments closed, it was likely the nearby Hamilton Elementary School would close, too. About 75 percent of its students live in Coffelt-Lamoreaux, near 19th Avenue and Pima Street.

But the homes on the National Historic Register were saved, renovated and reopened to renters last month.

Rapidly rising apartment rents and home prices in metro Phoenix have made it more difficult for many to afford a roof over their heads.

In many parts of the central Valley, older affordable apartments have been torn down to make way for much pricier ones.

Phoenix landed on a list of the top 10 U.S. cities where it’s the most difficult to afford the average rent while making the average wage. Thankfully, Phoenix only ranked ninth, with San Jose, San Francisco, Los Angeles, Boston, New York and Denver ranking higher. But it’s not a list metro Phoenix wants to be on.

Leaders, housing advocates and homebuilders are growing increasingly aware that the area needs more affordable housing.

Saving Coffelt-Lamoreaux was an important step, but it wasn’t easy.

Coffelt is the first public housing project in Arizona to use the Rental Assistance Demonstration program from HUD. It allows government-owned public housing sites to do public/private ownership deals to leverage more money for projects, said Rebecca Flanagan, former Arizona director of HUD. Residents pay based on what they can afford. It could be the first of many similar projects because Arizona needs

Villalpando and many other residents agree, and they and housing advocates wonder where the 800 people living there would have moved if Coffelt-Lamoreaux had been shut down instead of renovated.

In my recent divorce, I was awarded sole custody of my 12-year-old son and my 11-year-old daughter. My ex-husband was awarded our home.

My two children and I have been temporarily living with my girlfriend, but we have to find some place to move. I have located a beautiful two-bedroom apartment in the Arcadia area, which I can afford, but the landlord is an old man who angrily refuses to even let me submit a rental application.

The landlord says that my son and daughter are of different sex, and children of different sexes should not share the same bedroom. Although my daughter will be staying with me in my bed-

room, shouldn't I have the right to rent this two-bedroom apartment even if my son and daughter would be sharing the same bedroom?

Answer: Probably. The Fair Housing laws generally protect families with children from discrimination. If the landlord still refuses to rent to you because of a possible discriminatory reason, you can file a complaint with the Arizona Attorney General’s Office (civilrightsinfo@azag.gov) and with the Phoenix Neighborhood Services Landlord Tenant Program (landlord.tenant.nsd@phoenix.gov).

The landlord could defend your complaint on the ground that his refusal to rent was in good faith because, for religious or any other good faith reason, he was opposed to two preteen children of opposite sexes sharing the same bedroom.

Key mortgage rate remains steady at 4.55% ASSOCIATED PRESS

WASHINGTON – The key long-term U.S. mortgage rate held steady this week, providing a lure for potential homebuyers as the spring buying season goes forward.

Mortgage buyer Freddie Mac said Thursday the average rate on 30-year, fixed-rate mortgages was 4.55 percent, unchanged from last week. The benchmark rate rose steadily for most of April, reaching its highest level in more than four years. By contrast, the rate averaged 4.05 percent a year ago.

The average rate on 15-year, fixedrate loans declined slightly to 4.01 percent from 4.03 percent last week.

Despite higher borrowing costs and home prices, demand for home purchases has grown in the spring buying season as the economic outlook has continued to improve and bolstered consumer confidence.

Homes sold at a solid annual pace of 5.6 million in March, the National Asso-

ciation of Realtors reported last week, even though the number of houses for sale has plunged. As a result, average home prices are rising at more than twice the pace of wages.

The tight job market, solid economic growth and restrained inflation have kept mortgage rates steady, Freddie Mac chief economist Sam Khater suggested. “As we head into late spring, the demand for (mortgage) credit remains rock solid, which should set us up for another robust summer homesales season,� he said.

To calculate average mortgage rates, Freddie Mac surveys lenders across the country between Monday and Wednesday each week.

The average doesn’t include extra fees, known as points, which most borrowers must pay to get the lowest rates. The fees on 30-year and 15-year fixed-rate mortgages were unchanged from last week at 0.5 point and 0.4 point, respectively.

Big city apartment-dwelling can be a financial and emotional drain, but the growing trend of co-living can soften the blow.

Co-living comes in many varieties, from shared houses to luxurious miniapartments. But the basic premise is the same: Renters can save money and expand their social circle if they’re comfortable with smaller digs and shared common spaces.

Co-living properties also tend to have more flexible lease terms and no broker fees.

Take Carmel Place, an apartment building in the Kips Bay neighborhood of Manhattan. It opened in 2016 and is run by Ollie, a 6-year-old co-living startup.

The building has 55 studio apartments that range from 260 to 300 square feet, about the size of a one-car garage. The apartments come with bed linens, towels and furniture designed for tiny living. Residents share a lounge, laundry facilities, a gym and a rooftop terrace.

Apartments at Carmel Place start at $2,775 per month, which includes cable and Wi-Fi, regular housekeeping and access to social events. One block away, an unfurnished, 510-square-foot studio in a building with a gym is listed at $3,150 per month.

Matthew Alexander has lived at Carmel Place for almost two years. He had been living with roommates but wanted a place of his own, and he liked Carmel Place because it was new and offered amenities like grocery delivery.

Alexander has befriended his neighbors through Ollie-planned events like a mixology class in Soho and a tour of a Brooklyn chocolate factory. He doesn’t mind his apartment’s small size, but thinks it would be too small for two people. “I like the concept of the micro-studio and minimalist living,� said Alexander, 27, who works in human resources at Citigroup.

Rooms at co-living spaces are in high demand. Common, a co-living

startup with homes in New York, San Francisco, Chicago and Washington, says it’s getting 1,000 applications a week for its 500 bedrooms.

Co-living is such a new trend that no one company has perfected it yet, says Bob O’Brien, the global real estate sector leader for the Deloitte consulting firm.

He expects a lot of experimentation over the next five to 10 years.

But he thinks the trend could be here to stay, in part because it appeals to so many people. Even if millennials form families and move to bigger homes, there are plenty of transient contract workers and empty nesters who might fill the void.

Ollie will expand its offerings this month in Long Island City, a neighborhood in Queens, New York. It’s opening two- and three-bedroom furnished apartments with kitchens (but no living rooms) on 13 floors of a 42-story highrise. It will help match roommates who can pay as little as $1,393 per month for a small bedroom with a shared bath. Residents have access to an indoor lap pool and a gym.

In the same neighborhood, Craigslist is advertising a bedroom in a two-bedroom apartment for $2,021 per month. “What we’re trying to do is create Class B pricing for a Class A product,� said Christopher Bledsoe, Ollie’s cofounder and CEO. Ollie brings down costs by fitting a lot of people into its buildings and negotiating with furniture suppliers and other vendors.

Bledsoe says two-thirds of Ollie’s renters are under 35. But most of the rest are over 50.

WeLive — which spun off from WeWork shared office spaces — is another co-living option, with buildings in Arlington, Va., and New York that have 200 apartments each plus shared office space.

The fully furnished apartments are a little larger than Ollie’s, but there’s a similar focus on big common areas and amenities like housekeeping. A WeLive studio apartment in Arlington starts at $1,500 per month, or about $100 less than a nearby unfurnished studio listed on Apartments.com.

                                           For background, what is a “condominium” vs a “complex”?

A condominium is a complex, portions of which are designated for separate ownership and the remainder of which is designated for common ownership solely by the owners of the separate portions.

A complex is not a condominium unless the undivided interests in the common elements are vested in the unit owners [*A.R.S. 33-1202(10)]. In a condominium community, each unit owner owns an undivided percentage ownership of the common area.

What state legislation governs these?

The creation and management of condominiums is governed by A.R.S. 331201. The statute governing condominium bylaws is A.R.S. 33-1246. These condominium statutes govern matters such as the penalties an HOA may impose; meeting and record requirements; liens and more.

As an owner, why should I thoroughly understand the bylaws?

The bylaws are legally enforceable and can impact you both in lifestyle and financially.

For example: pet limitation, common ground usage, rental restrictions and special assessments.

How can bylaws be changed?

The revision process is defined in the current bylaws. The typical process is that the board of directors will initiate a bylaw change and the owners are notified in writing of the proposed change. A defined number of condo owners — the shareholders — must agree for the change to take effect.

Answer: If there are problems with the apartment when you first move in you should make sure that each matter is set out on the move-in inspection form. Some of the items you have mentioned should readily be addressed by the landlord shortly thereafter which involve maintenance matters such painting, inoperable faucets and window seals. For such matters, if the landlord doesn’t respond, a 10 day noncompliance should be served upon the landlord.

As for items which involve more extensive work such as replacing the appliances, that wouldn’t necessarily be required unless they were inoperable.

Exams are finally over and students are looking forward to graduation or summer getaways. One thing nearly every student shares is the move-out.

From dorms, apartments, and rentals near campus, students are packing up and moving their belongings to the next place.

Most universities and colleges offer an articulated plan on how to move out of campus housing, including checklists and a final walk through. Some students may be in a hurry to get packed

and move their belongings out, but it’s a process that can cost you money if you don’t follow the rules.

Return your home and mailbox keys. You may have paid a deposit on these keys. If they are not returned, there’s almost certainly a fee to re-key your room/apartment and/or mailbox.

Clean your rental home. It doesn’t need to be ready for another move in, but your room/apartment must be clean enough for a crew to come and in and do a deep clean before turning the unit to another. A fee will be assessed or a security deposit held if there’s too much trash, personal belongings or if the unit is a mess.

Clear out the fridge. Throw away all items in the refrigerator, even if not per-

ishable. Wipe the unit down and leave it clean. There’s nothing worse than food accidently left in a fridge over time.

Donate items in good working order or throw away things you don’t want to move. Don’t leave furniture on sidewalks, outside or in dumpsters.

Some schools partner with nonprofits who will take goods or you can contact local charities for donation centers; some will even pick up your items.

Forward your mail. You are responsible for your bills and mail once you move out. Be sure to sign up for permanent or temporary forwards through USPS so you continue to get your subscriptions and bills.

Respect the road. You’re trying to move out at the same time as hundreds

of others. Don’t park in no-parking areas or double park on the streets. Enforcement tends to be stricter during these times because blocking traffic is more problematic during move-outs.

No one wants to accrue fines or lose deposits when moving out of a rental.

Make time for your final walk through with the on-site team. This will ensure that you address any potential concerns and the on-site team will receive all the information they need, saving you time and money.
