In metro Phoenix, teacher salaries haven’t come close to keeping up with the area’s rising home prices.

Arizona is among the lowest in the nation for teacher pay. Teachers are struggling to afford homes. Many who can buy have to purchase houses far from their schools.

In Maricopa County, there’s help for teachers trying to buy.

The Home in Five Advantage program helps K-12 teachers with a 4 percent grant to help cover a down payment and closing costs, two big hurdles for first-time homebuyers.

Since late 2015, more than 430 Valley teachers have been able to buy by tapping the program, which is not funded by taxpayers.

Russell Arnold and his fiance, teacher Tamika Wilson, worked with Home in Five to buy a West Phoenix home last year.

“Being first-time homebuyers, we were worried about putting too little down and putting

too much pressure on ourselves and our monthly budget,” Arnold said. “This program allowed us to make a significant down payment.”

Home in Five is for buyers earning less than $93,000 a year and purchasing houses priced below $372,000.

Teacher pay ranges in metro Phoenix. But in Arizona the median teacher pay is $46,949, according to the Arizona School Boards Association.

The Valley’s median home price, close to rebounding to 2006 boom levels, is now about $253,000. Home in Five recently raised its home price level max from $300,000 due to rising prices.

Mortgage rates highest since 2013; 30-year at 4.58% ASSOCIATED PRESS

WASHINGTON – Long-term mortgage rates continued to climb this week, reaching their highest level in more than four years and denting prospective home purchasers’ prospects amid the spring buying season.

It was the third straight week of increases for long-term mortgage rates.

Mortgage buyer Freddie Mac said Thursday that the average rate on 30year, fixed-rate mortgages jumped to 4.58 percent from 4.47 percent last week. The benchmark rate averaged 4.03 percent a year ago.

The average rate on 15-year, fixedrate loans rose to 4.02 percent from 3.94 percent last week.

Spiking interest rates on U.S. Treasury bonds, driven by rising commodity prices that boosted inflation expectations, helped lift long-term mortgage rates to their highest level since August 2013.

The interest paid by the government on its debt has been rising. The yield on the key 10-year Treasury note reached its highest level since January 2014 this week, blowing past 3 percent to 3.03 percent. In addition to influencing home borrowing costs, the 10-year rate also is tied to auto loans and other consumer credit, and the breach of the significant 3 percent level sent shock waves through financial markets. utive director of the Maricopa County IDA. That’s when the Phoenix and Maricopa industrial development authorities teamed up to create a fund to help mostly first-time homebuyers get 30-year government-backed mortgages with up to 3 percent in grants for down payments and closing costs.

The program was expanded a few years ago to offer teachers, police, firefighters and military personnel a higher grant. Now, borrowers from those groups can receive as much as $7,200 in assistance.

That compares to $5,400 for other borrowers tapping the program.

To receive the Home in Five buying help, borrowers need:

424 points, or 1.7 percent, on Tuesday to 24,024.

The yield on the 10-year note fell back to 2.99 percent early Thursday.

People shopping for homes are dealing with higher mortgage costs and fewer properties for sale. Rising rates could further erode inventories as existing homeowners renovate homes rather than put them up for sale to avoid a more expensive mortgage that would come with a new house. If higher loan rates lead to fewer homes on the market, it could push prices higher and further squeeze would-be homebuyers.

Despite the increase in mortgage rates, homebuyers have snapped up newly built houses as the economic outlook has continued to improve in recent months. Sales of new U.S. homes jumped 4 percent in March, propelled by a surge of buying in the West, the government reported Tuesday. Sales last month showed a seasonally adjusted annual rate of 694,000. For the first three months of 2018, sales ran 10.3 percent higher than a year earlier.

Still, the solid sales growth for new homes also shows that many would-be buyers can’t find existing homes to purchase. Listings for existing homes sank to the lowest levels on record for March, the National Association of Realtors reported Monday.

To calculate average mortgage rates, Freddie Mac surveys lenders across the country between Monday and Wednes-

day each week.

The average doesn’t include extra fees, known as points, that most borrowers must pay to get the lowest rates.

The fees on 30-year and 15-year fixedrate mortgages were unchanged from

â?š A minimum FICO score of 640. â?š A debt to income ratio up to 45 percent. â?š Complete a homebuyer education class. â?š Move into the home and make it their main residence within 60 days of closing.

More than 17,000 families have been able to buy homes via the program since it was launched. The Phoenix and Maricopa IDAs sell bonds to investors and lenders to fund the aid to homeowners.

Teachers able to use the program have taken out government-backed mortgages for an average of $188,000. The program’s average loan is $180,000. “Homeownership gives individuals, families, and communities measurable financial and social benefits —from the equity they build in their new home to improved educational futures for their children,� said Phoenix IDA CEO Juan Salgado.

Every spring we start to see more tragic drowning accidents on the news.

These incidents are especially heartbreaking because they are preventable.

Children and adults can be at risk of drowning; in fact, more adults drown each year than children. The Arizona Multihousing Association and our members are proud to support the Coalition on Drowning Prevention.

Young people love to get out and enjoy the pool when the weather heats up and apartment communities that offer pools and spas see a spike in usage as

soon as the temperatures rise. It can be tempting to send kids down to the pool to get out of heat and let off some energy, but it’s critical that young people are supervised around water. Even those who can swim should have a buddy or an adult for supervision, depending on their age and swimming ability.

Most communities post pool rules including how old children need to be if they are unsupervised. But it’s always best to have someone with them who can swim and knows CPR. There are no lifeguards on duty so it’s up to residents to watch their own children and guests.

Even hot tubs with more shallow water present a drowning threat and need to be monitored as closely as the pool.

Here are a couple of simple tips to prevent an accident around water:

Designate someone to watch children. Always keep a cell phone nearby in case of emergencies. However, the designated “water watcher” should not be on their phone or distracted.

Take turns watching the kids around the pool. Everyone should be watching, but there needs to be one designated person who is focused on the water.

When you arrive for an afternoon of fun, take a minute to check out where the safety gear is, just in case.

Flotation devices in the pool can be fun, but they are not a substitute for supervision. Be sure to put them away when you are done swimming to keep the deck clear.

Keep pool gates closed and locked. In apartment communities, and in many homes, there are fences around pools to

keep kids out and help to prevent drownings. Don’t prop open doors or leave gates unlocked.

For those families with young kids, there are numerous affordable and some free resources to teach your kids how to swim and stay safe around water. You can locate these resources through the Red Cross, your city’s parks and recreation, the YMCA and more.

Children who can swim still need to be watched around water, but teaching them how to turn over, float and swim to the edge could help to prevent a drowning accident.
