A new community is going up in north Phoenix, different from any other neighborhood in Arizona — and maybe the U.S. Luna Azul will have 30 cottage-style homes, 24-hour staff and a clubhouse for adults with special needs.

Unlike in other similar communities, these homes aren’t rentals. They are for sale, something developer Mark Roth believes makes the community unique.

Since residents will own their own homes, they will be able to customize their houses to ÿt their needs, and hire whatever level of help they need, he said.

Roth, a Seattle attorney, began working on Luna Azul a few years ago after looking for a home for his teenage daughter Emma. Emma was born with a genetic condition that impacts her physically, cognitively and emotionally.

“My wife and I would be up at night terriÿed about where Emma would live as an adult,” said Roth, a Phoenix native. “We didn’t want her to be isolated in a condo on her own and couldn’t ÿnd a group home that we felt would work.”

The community, at 16th Street and the Loop 101, will have homes with two or three bedrooms, large porches and smart-home technology. They will be priced from

Roth said he chose the Valley for its quality medical care, particularly for people with special needs, and because ÿnding available land is easier and less expensive than in Seattle and other parts of the country.

Metro Phoenix is becoming a hub for innovative housing developments for adults with specials needs, and parents looking for homes for their aging children are leading the charge in building them.

“I believe today we are with housing for special populations in metro Phoenix where Del Webb was 50 years ago with Sun City and senior living,” said Denise Resnik, a prominent Valley leader whose son Matt has autism.

She has been working with others to create First Place with 55 apartments for adults with autism. It will have a training academy and institute for medical researchers. It opens in central Phoenix this summer.

The project has been held up internationally as an innovative development and helped garner Phoenix the title “most autism-friendly city in the world.”

fusing to close on the sale of the home to us because the investor has a higher offer. Our real estate agent says that under our purchase contract we are required to mediate before ÿling a lawsuit, but the investor refuses to return any of our real estate agent’s phone calls to discuss mediation. How long do we have to wait for the investor to agree to mediate?

Answer: If a seller fails to respond to repeated requests to mediate within a reasonable time, e.g., 10 days, a buyer can ÿle a lawsuit. The lawsuit would be

Last year, Brenda and Kurt Warner, the retired Arizona Cardinals quarterback, opened Treasure House. Their son Zachary was the ÿrst resident to move into the Christian-based residential home in Glendale with studio apartments for young adults with intellectual and developmental disabilities.

Brenda Warner said the family checked out many residential places looking for an adult home for Zachary and were always disappointed.

“So many times, we came home distraught and upset that anyone had to live like that,” she said in 2016.

Construction of Luna Azul is planned to start later this month with the ÿrst residents, including 18-year-old Emma Roth, moving in during mid-2019.

“Luna Azul is a community suitable for adults with disabilities, providing them and others convenient access to services, vocational opportunities and urban amenities,” said Roth. “We have designed the community for people with a wide breadth of disabilities.”

WASHINGTON – Sales of existing homes rebounded in February after declining for the previous two months, a sign that many Americans are still looking to buy despite rising prices and a shrinking number of homes available on the market.

The National Association of Realtors said that sales rose 3 percent last month to a seasonally adjusted annual rate of 5.54 million. This increase after declining sales in January and December suggests that competition will be heated during the spring home-buying season.

“The upward trend in home sales remains intact but there are headwinds in the way,” said Jennifer Lee, a senior economist at BMO Capital Markets.

The shortage of properties for sale is creating a challenge for would-be homebuyers. As sales listings have steadily declined, prices have been climbing at the same time as a stronger job market has elevated demand – and, also, competition – for purchasing homes. Higher mortgage rates this year might also cause even fewer people to list their homes for sale, which would make the current supply squeeze worse. The median home sales price was $241,700 in February, a 5.9 percent increase over the past year.

Prices are climbing, in part, because the number of sales listings has dropped. The supply of homes for sale declined 8.1 percent from a year ago to 1.59 million. In February, sales climbed in the South and West but fell in the Northeast and Midwest.

First-time buyers appear to face the greatest obstacles from the decline in listings, according to an analysis by the real estate company Trulia. Starter homes have seen the steepest price increases as well as sharp drops in inventory – and a greater proportion of them are ÿxer-uppers that require additional investment from buyers.

Real estate experts warn that higher interest rates could prompt more existing homeowners to keep their properties o“ the market.

If you were to have a repair issue that arose during the time that the maintenance personnel were not on duty, as a tenant you would have the right to take steps so that you, or the premises, do not suffer any damages. Under certain circumstances, this could include calling out your own vendor after putting the landlord on notice and giving them the opportunity to make the repairs. The vendor you hire should be a licensed and bonded contractor.

You would have to check with that particular city to see if an actual handicap metal sign was needed to be erected or if the painting was sufficient. You could also give the landlord a 10 day non-compliance notice to correct the problem if this is considered a breach of your lease agreement.

Spring and summer in Arizona bring out a number of annoying bugs and pests. Our state sees more pests because of the mild temperature changes, climate and diverse landscapes. By far, the one we seem to dread the most is scorpions. These indigenous pests not only look scary, their sting can be incredibly painful. The most common scorpion that we see in Arizona, the Bark Scorpion, is toxic to humans and pets. The smaller the insect, the more likely it is to sting. The babies tend to strike more often than the adult scorpi-

ons.

March and April see warming temperatures here and this tends to be a time when scorpions become more active. They are looking for food and water. Many apartment communities treat their communities for pests during this season to help keep them away. These treatments may move them into your homes to escape the chemicals. They can easily slide in under doors and small cracks. Scorpions have the ability to condense their bodies down to the width of a credit card.

If you see a scorpion in your home, it’s best to try and safely kill it or ask for help from your maintenance team immediately. Relocating them outside doesn’t help to control the population. If you see more than 10 in your communi-

ty, it may be best to ask for professional help. You may also need to have the interior of your apartment home treated by a licensed applicator. Most apartment companies ask residents not to treat their own homes, as over-the-counter products may conflict with the professional treatments the community is utilizing.

Self-treatment of the exterior should be avoided since overuse of pesticides may be harmful to humans and pets.

These areas should be treated by licensed professionals contracted by the management company. Your management company may share the comprehensive treatment plan to help residents. These plans may show you where some of the high activity locations are since scorpions are very territorial.

When you are home, check where you are walking and shake out shoes before putting them on (especially if they are left outside). You are most likely to ÿnd these pests after dark, in low tra‘c areas and where other insect activity exists as their food source. If you can reduce clutter on the patio or balcony, and use a blacklight to spot scorpions, you might be able to avoid them. Scorpions are phosphorescent and glow under the ULV light. A keen eye for these light-colored pests could save you some pain and su’ ering.
