Rising home prices and interest rates didn’t knock metro Phoenix off a new top 10 list of most affordable big cities for homebuyers. • The Valley ranked No. 7, up a spot from last year, on a list from national mortgage research firm HSH.com. • A homebuyer needs to earn about $46,000 to afford a median-priced home in the Phoenix area. • That’s up about $1,785 from a year ago due to a more than 6 percent jump in Valley home prices and a 0.4 percent increase in interest rates. • The formula is based on buyers using a 20 percent down payment, which can be tough to come up with for many. To afford a $236,000 house in the Valley with a 10 percent down payment, a buyer needs to earn $54,000 a year. See PRICES, Page 3R

Metro Phoenix is one of the most affordable big areas for homebuyers, according to a new study.

Sunshine and affordable homes have long spurred metro Phoenix’s growth.

On the downside, Phoenix has also long been known as an area with inexpensive labor and warehouses for call centers and distribution hubs.

But at least part of the Valley’s original growth formula is now helping a number of startups bring coveted tech, automation and software-engineering jobs to the area.

Metro Phoenix is no mini Silicon Valley yet, but Greater Phoenix Economic Council CEO Chris Camacho and representatives from a group of venture-capital-funded Phoenix startups said the area is near a “tipping point to become a tech hub.”

They made that prediction to Arizona’s top real-estate and growth executives at Urban Land Institute Arizona’s annual forecast on Thursday.

The audience of hundreds listened closely as they described what could be a huge growth shifter for the Valley.

Camacho kicked off the panel called Phoenix Beyond the Tipping Point: More Than Sunshine and Cheap Labor by citing metro Phoenix’s techjob growth last year: 58 percent.

Brenda Schmidt, CEO of the health-care tech firm Solera Health based in downtown Phoenix, said thanks to Arizona State University and other universities in Arizona, the state has the tech talent but is having a hard time keeping those people here after they graduate.

Ori Eisen, who founded Scottsdalebased ID authentication firm Trusona, said the deterrent for the Valley becoming a growing tech hub isn’t attracting venture capital. It’s attracting enough engineers.

“We are paying $150,000 for jobs that we can’t fill,” he told the crowd.

That’s where the Valley’s affordable home prices come in.

Eisen said one of the first things he shows engineer and developer job candidates is a picture of a beautiful Phoenix home with a pool.

‘Wrap around’ mortgage wraps in underlying loan Question: I want to sell my Scottsdale condominium and move back to Iowa to be closer to my children. It is worth $220,000 and the Wells Fargo mortgage is now only $65,000. My son in Iowa is a real estate broker and says that I should be able to sell my home quickly using a “wrap around” mortgage. When my son tries to explain what a “wrap around” mortgage is, I become confused. Can you tell me what a “wrap around” mortgage is?

Would a “wrap around” mortgage help me sell my Scottsdale condominium?

Answer: A “wrap around” mortgage is a new loan from the seller to the buyer that “wraps” the underlying loan.

Most “wrap around” mortgages are for all or most of the sales price of the home, with little or no down payment from the buyer. In other words, you could sell your home for a $220,000 sales price with a $220,000 “wrap around” mortgage from you to the buyer that would “wrap” the existing $65,000 mortgage.

After the close of escrow, the buyer would make the monthly mortgage payment on the $220,000 “wrap around” mortgage to a servicing agent of a title

company that, after first making the payment to Wells Fargo on the $65,000 Wells Fargo mortgage, would then pay to you the remainder of the monthly mortgage payment.

Many buyers with credit problems and little or no funds for a down payment may want to buy a home with a “wrap around” mortgage. A seller may also be willing to take the risk of selling to this type of buyer if the seller has been having trouble selling the home for fair market value. Therefore, the use of a “wrap around” mortgage could make your Scottsdale condominium more marketable.

In Arizona because deeds of trust, rather than mortgages, are commonly used, an “all-inclusive deed of trust,” rather than a “wrap around” mortgage, is the actual name of the document used to “wrap” the underlying mortgage. In addition, title companies that insure a “wrap” transaction require acknowledgement by the buyer of certain disclosures, such as a disclosure that a dueon-sale clause could be enforced by the underlying lender to accelerate the entire amount of the underlying mortgage.

Pittsburgh is the U.S.’s most affordable big housing market. There, a buyer only has to make about $32,000 to purchase a house.

Phoenix ranks right below Atlanta and above Tampa for housing affordability.

The least affordable city is San Francisco, where a buyer must earn more than $160,000 to afford a house for $837,500.

WASHINGTON - Americans bought more new homes in January after a steep fall-off the previous month, a sign the housing market is healthy despite higher mortgage rates.

New-home sales rose 3.7 percent to a seasonally adjusted 555,000, the Commerce Department said Friday. That is 5.5 percent higher than a year ago.

Solid job gains and some signs of rising wages have driven up consumer confidence, which has also risen since the presidential election. More-confident consumers are more likely to buy

homes. Sales of existing homes jumped to their highest level in a decade, according to data released earlier this week.

The solid sales have occurred despite — or perhaps because of — a jump in mortgage rates since the fall. Many buyers could be accelerating purchases to get ahead of any further rate increases.

Financial markets expect faster growth and higher inflation will flow from President Donald Trump’s tax cuts and deregulation initiatives. That has pushed up interest rates on both the 10year Treasury note and mortgages.

The average 30-year fixed mortgage rate was 4.16 percent this week, little changed from the previous week. Still,

that is up sharply from an average of 3.65 percent all last year.

Low mortgage rates and a steady job market have helped the housing market recover from its bubble-and-bust cycle a decade ago. By some measures, average home prices nationwide have returned to their pre-recession peaks.

Yet homeowners are carrying less debt and have more equity ownership of their homes now than during the bubble, reducing fears of a repeat.

A limited supply of homes available has helped push up prices, but there are signs that in the new home market, builders might be addressing the problem.

There were 265,000 new homes for sale at the end of January, up nearly 11 percent from a year earlier and the most in nearly eight years.

These homes near East Hashknife Road and 42nd Place are in north Phoenix’s Desert Ridge, a suburban area with an urban feel.

The neighborhood boasts resorts, golf and the Mayo Clinic Hospital. Its popular shopping center functions as its downtown.

She said more big tech firms are adding other operations and hiring developers here because the Valley has

the right conditions for their growth.

Those conditions, including affordable home prices, helped bring tech pioneer Motorola to the Valley in the 1950s and later chip-making giant Intel, which recently announced a $7 billion expansion of a Chandler plant.

Affordable homes and sunshine brought many of us to the Valley, or at least made us want to stay.

Be smart, safe about how many people live in apartment When you are renting a home or apartment to live in, you have to be careful how many people are living in that home. Some families or groups of friends may try to crowd into an apartment to save money; but this can create a dangerous or even illegal situation.

There are guidelines that govern the rules around occupancy in apartment and rental homes. There are rules and regulations issued by the Department of Hous-

ing and Urban Development, and the Fair Housing Act which are intended to prevent overcrowding and health code violations. A lot of information is online on this topic and your manager will also have this information for you, if it applies.

Renters must also comply with state and local fire and health codes to ensure the safety.

HUD offers broad guidelines about the size of habitable rooms and suggests that no more than two people should share a room of at least 70 square feet (a bedroom

of at least 10 feet by 7 feet). Individual communities may also have restrictions on how many can live in an apartment or rental home, based on the size of the home.

Generally, you should look at the guidelines in your lease. Usually, a tenant can have “2+1,” meaning there can be two persons per bedroom plus one. Infants and teens are generally considered in a different light as they may not require as much living space.

As we all learned from tragedies in Chicago and Oakland, it is also extremely dan-

gerous to overcrowd a building or apartment.

If you suspect someone in your community isn’t complying with the rules, approach your manager with your concerns.

Operators have a responsibility to provide safe and healthy, habitable living environments for those in their community and they will help address any issues that you see.
