The new Mediterranean-style estate in the Horseshoe Canyon community of Silverleaf has five bedrooms, a great room with mountain views, a guest house and multiple courtyards The property was sold by SL 3211 LLC, which is managed by Skapa Properties, a development, design and construction company.

$2,479,000 Cheryl Sandeen,a designer and philanthropist, paid cash for a 4,257-square-foot home at DC Ranch in Scottsdale. The house, built in 2014, combines Italian renaissance and Spanish revival

architecture. It has four bedrooms, an iPad-controlled automation system and views of the McDowell Mountains. Cypress Development Group LLC sold the house. The Scottsdale-based luxury development company is managed by Nathan Day and Tanner Luster.

$2,200,000 Dr. Laine Keahey, an allergistimmunologist, bought a house in Cudia City Estates in Phoenix. The 5,293-square-foot, five-bedroom house, built in 2014, features floor-to-ceiling windows and European oak wood floors throughout. The house was sold

by Arash Hoss of Two Hawk Designs, a design and development firm specializing in new builds and large-scale remodels.

$2,160,000 Simon and Honey Gould of Manchester, England, bought 2.2 acres at Martingale Farms in Paradise Valley. The couple made

Robin R. and Michele P. Yount sold the house. Robin Yount, a shortstop and center fielder for the Milwaukee Brewers for 20 years, is a member of the Baseball Hall of Fame.

$2,110,000 Anthony J. and Judith Bebbington bought a 7,289-square-foot house in Tatum Garden Estates west of the Camelback Golf Club in Paradise Valley. Anthony Bebbington is a senior vice president with USB Financial Services Inc. The house, built in 2005, features a 2,046-square-foot gym. William Hallwas the seller.

Question: When we purchased our new home in Chandler, we knew that the builder of our new house was not a licensed contractor. The builder said he built the house as a retirement home for his parents, but his parents changed their minds. We have had nothing but problems, especially with the roof and plumbing. The builder has refused to talk to us. We filed a complaint with the Registrar of Contractors but officials said they could not help us because the builder was not a licensed. Did the builder violate the law by building our home without a contractor’s license?

Answer: Probably. Under Arizona law, an owner of any land can build a home on that land without obtaining a contractor’s license — but only if the owner intends to occupy the home. If the owner sells or rents the home within one year after completion of the home, the law presumes that, unless there is a “change in circumstances,” the owner never intended to occupy it. Examples of “change in circumstances” are the owner losing his job and no longer being able to make the mortgage payments; or the owner building a home in the mountains, perhaps near Flagstaff, which aggravated a heart condition because of living in the high altitude. In your situation, the owner never even intended to occupy the home but intended for his parents to occupy the home. Therefore, your builder was required to have a contractor’s license. Contracting without a license is a crime, namely, a Class One misdemeanor. Inasmuch as your builder was not a licensed contractor, the Registrar of Contractors did not have jurisdiction to require your builder to remedy any construction defects such as the roof and plumbing problems. But even though your builder was not licensed, you can still recover damages in civil court for poor construction by your builder.

If you are buying a new home you should always confirm with the Registrar of Contractors that the builder is a licensed contractor.

She looks at changes in technology, such as plumbing and toilets, tableware and furniture, windows and window dressings, light bulbs and kitchen gadgets, as well as changes in culture, such as marriage patterns, hopes and customs. “There’s a huge disconnect between the mental construct of home and the reality, and it turns out that that’s been the case for centuries,� says Flanders, reached by phone recently in her London home.

For instance, while some might think that families and marriages used to be more stable, “broken homes were the absolute norm in most of history,� she says. “A home can’t be any more broken than if one parent is dead.�

As for appearance, “the paintings of the Dutch golden age did not depict what Dutch households of the time actually looked like,� Flanders says. While the paintings are heavy with symbolism and appear sparse and sparkling, actual homes were crowded with furniture.

She likens the disconnect to the images featured in today’s interior-design magazines, which are generally devoid of toothbrushes, electrical outlets, hampers, dish racks and other basic amenities, as well as the tchotchkes that clutter many real homes. “It really proves that our desire to believe in this ideal of home overrides everything. We don’t like to be told or reminded that it’s not true,� she says.

Something as basic today as the fork, she says, did not appear as a standard eating implement in most places until well into the 18th century. “You had a cutting and a piercing instrument in your knife.

You had a scooping implement in your spoon. You were set,� Flanders says.

comes more frequently seen on tables.

Except for the British Navy, which remarkably held out on adopting the fork until 1897,� Flanders says.

Similarly, she traces the impact on home life of glass windows, electric lighting and indoor plumbing. “The only real stability we have in the home, if one looks at the centuries of history, is the belief that home is a stable thing. Everything changes all the time,� she says.

The shift to computers and then to individual handheld devices is similarly changing social norms at home, she notes; it’s much more rare now to see everyone sitting together around a radio or TV. “The reason the idea of ‘home’ survives is because it’s so fluid that it can encompass rapidly changing social customs,� says Flanders. “It’s a nice warm quilt to wrap ourselves in to keep out the cold that’s outside.�

Answer: That depends. The itemization is one part of the statute but not all of the statute. It depends on whether or not the landlord owed any of the deposit to you after deductions were made for any amount due. If there was money owed and you received the itemization even fifteen days after termination, delivery of possession and demand, then the landlord would owe you three times the amount of the security deposit. If there was no money due based on deductions, then the landlord would not owe you anything, even though the itemization came after the fourteen days.
