You can move in sooner than you think! The best time to buy a condo or townhome might be right now By Debra Gelbart

f you’re looking for a brand-new condo or townhome, you may also be eager to move in quickly. That’s where move-in-ready units come in — those already built but still unsold.

Because construction has been completed — and in many instances countertops, cabinets and flooring installed — closing on a new purchase can occur in as few as 30 days. And November is an ideal time to buy a new condo or townhome for a host of reasons, including tax advantages, say real estate experts. “If you are purchasing a home and are obtaining a mortgage, your property taxes and interest plus any points (additional charges, such as an origination fee) paid for your loan are usually tax deductible,” said Sue Goodrich, vice president of sales and marketing for Cachet Homes, stressing that every buyer’s situation is different and that only an accountant can tell you for sure whether you are eligible for these tax benefits. Goodrich said move-in-ready units are available at Cachet at the Wigwam in Litchfield Park (a collection of condos, townhomes and single-family homes) and at Monterey Ridge, a collection of singlelevel condos within walking distance to Scottsdale shopping and dining.

Low prices, big selection “The condominium market has been one of our strongest real estate markets this year,” said Melanie Sanders, associate broker and team leader with RE/MAX Platinum Living. She also serves as the sales manager for Aderra Condominiums in Northeast Phoenix. “Condominiums provide a carefree resortstyle lifestyle with the ease of little to no maintenance and the ability to literally lock and leave at your discretion. You can still find pricing lower than the overall market — from the $100s or even lower,” she said. With more than 2,000 condominiums and townhomes on the market today, Sanders said that November is a great time to buy a condo for several reasons. “First, the peak season for condos is just beginning which means many winter visitors MOVE-IN-READY CONDOS; continued on page CL4

Are property taxes different for condos? How are they determined and collected? By David M. Brown

Y

our home value determines property taxes — not whether your home is a single-family residence or a condo.

How taxes are calculated Property taxes are calculated by multiplying the assessed home value by the appropriate tax rate, said Cari Sparks, senior account manager at Pioneer Title Agency. A majority of local governments, such as cities and towns, impose a property tax as a principal source of revenue, based on the “full cash value” (FCV) or fair market value of your property. In most of the Valley, excepting the Pinal County areas, the Maricopa County assessor determines all property taxes (including those by the cities and towns) and sends property owners an updated assessment. The Maricopa County treasurer bills for, collects and distributes the property taxes, Sparks said. “Limited Property Value” The property tax amount depends on your home’s “limited property value” (LPV), a value based on the Arizona Constitution and related statutes. Calculated by the county assessor, the LPV may increase but never exceed the market value of your home or its FCV, said Adam Buck, a Certified Real Estate Specialist and partner at Scottsdale’s Radix Law, formerly The Frutkin Law Firm. Buck said that through computer analysis, the assessor’s office assembles information to determine assessed value using standard appraisal methods. This value is established on equal terms for single-family homes and for condos. Assessment ratio He also explained that the assessment ratio in Arizona for residential property has been set at 10 percent. That means assessed values are equal to 10 percent of the LPV. The Arizona Property Tax Assessed Valuation Amendment, Proposition 117, approved by voters Nov. 6, 2012, placed a 5 percent annual limit on how much the LPV can rise from the previous year.

“So, if the assessor determines that the LPV of your house is $300,000, then the assessed value of your home would be $30,000,” Buck said. The average property tax assessment rate in Arizona is between 8.7 and 15 percent of the assessed value, which would be between .87 and 1.5 percent of LPV. The assessed value divided by 100, times the tax rate, which is set in August of each year, determines property taxes.

“The total amount of your property tax depends on where you live because local cities, schools, water districts, community colleges and bond issues all factor into your specific tax rate.” —Adam Buck, Radix Law

Other important factors But, Buck said, “The total amount of your property tax depends on where you live because local cities, schools, water districts, community colleges and bond issues all factor into your specific tax rate.” Thus, whether the actual taxes are higher or lower for a particular property will depend on the value of the property and where it is geographically. You can question the assessor’s value, Buck said, but you must appeal the valuation to that office within 60 days from the day you receive the Notice of Valuation.

hicagoan Donna Stone enjoyed a second home in Arizona for 30 years, but the older she and her husband got, the more work it became. “We had the pool, landscaping, maintenance. Every time we came out we were doing something instead of enjoying the house,” she said. After Stone’s husband passed away, she sold their single-family home in Paradise Valley and opted for condo living at The Enclave at Borgata. Now, her to-do list is much different. She spends her time walking to nearby restaurants, exercising at the on-site fitness center and hopping an Uber to go shopping. “It was a really good decision,” she said.

“

“The second-home buyer typically wants all the amenities and luxuries a single-family home would offer them.” —Jack Luciano, The Agency

Loving the lock-and-leave lifestyle As the Valley’s condominium market continues to grow, communities are attracting second-home buyers like Stone who want the “lock-and-leave lifestyle.” “The majority of our second-home buyers are only in Arizona for the season — October through May — or a few months at a time,” said Jack Luciano, a partner with The Agency, which represents Two Biltmore Estates and other communities that are geared toward vacation-home buyers. “The lock-and-leave lifestyle affords them the luxury of not having to worry about yard, exterior and pool maintenance while they are not in Arizona,” he said. “Two Biltmore Estates is a gated community that adds a little extra comfort and security to clients.” Desirable amenities and features Luciano also said second-home buyers are looking for a certain lifestyle in terms of community amenities and features in their condos.

The Enclave at Borgata

“The second-home buyer typically wants all the amenities and luxuries a singlefamily home would offer them including large closets, storage spaces, large kitchens and master bath,” he said. Walkability is important Another must-have for second-home buyers: a location in the middle of it all. They want to be close to restaurants, entertainment and cultural attractions, e.g., within easy walking or driving distance. “We have communities in Old Town Scottsdale — Envy and Inspire — and walkability is very important to these second-home buyers,” Luciano said. Stone travels back and forth between her condo in downtown Chicago and her condo at The Enclave at Borgata throughout the year. She moved into The Enclave in May and already has settled into the walkable lifestyle with all that the location has to offer — from taking a stroll to the nearby Starbucks for a cup of coffee to making a quick grocery run to the Trader Joe’s just up the sidewalk. As the weather cools down, she is also looking forward to visiting the nearby ASU Kerr Cultural Center. “It’s a win-win,” she said. And (nally… Stone really appreciates the lock-andleave lifestyle she enjoys with both of her condominiums. “It’s good that I don’t have to worry about anything in between,” she said. “I walk in and everything is ready.”

Fill-ins Condo and townhome communities in established areas offer ideal lifestyle By Debra Gelbart

“I

nfill can be defined as the rededication of land within an urban environment to new construction whether that be single-family, multifamily or commercial,” explained Andy Pedersen, group vice president of marketing and merchandising for K. Hovnanian® Homes in Arizona, California and Texas. K. Hovnanian’s infill townhome communities in the Phoenix area include two in Scottsdale (Gallery and AIRE) and one in Phoenix (Pointe 16). The vast majority of brand-new singlefamily homes are built on large tracts of land where nothing has been built before. Those considered infill typically are composed of only a small number of lots because the available land is so limited. By contrast, most multifamily developments are located in populated centers and can be high-rises with dozens of units.

Shell Photographics Via K. Hovnanian® Homes

example,” said real estate specialist Dean Selvey, owner of Arizona Builder Sales. “New infill communities in this area are perfectly located within well-established residential and commercial centers with extremely convenient access to shopping, restaurants, wine bars, coffee-houses, freeways and airports.” Pedersen pointed out that infill offers those “who are interested in multifamily living an opportunity to own their own home without the maintenance of a large yard. Depending upon the community, infill projects may have small rear or sideyards,” he said. “In many infill projects, the landscaping at the front of the homes and in common areas is maintained by

Lifestyle, lifestyle, lifestyle Condos and townhomes “are all about lifestyle,” said David Newcombe, a broker and co-founder of Launch Real Estate. He represents a number of condo communities in the Phoenix area including Portland on the Park — a classic example of an infill community — in Downtown Phoenix. “People usually want to live in a condo community surrounded by all of the attractions and amenities — including dining, shopping and entertainment — important to them,” Newcombe said, adding that in most situations an infill condo or townhome community will be what these types of buyers are looking for. Infill communities, he said, are often defined by “walkability” — how easily you can get somewhere without a car. “Take the areas surrounding the Biltmore and Arcadia (in Phoenix), for

the homeowners association (HOA). In addition, the HOA typically will maintain the exterior of the home as well.” An infill condo or townhome community may be ideal for you, Pedersen said, if you’re looking for access to conveniences or an easier commute. Before you buy, however, make sure you understand the amenities that are being offered in the community you’re interested in and especially what aspects of the community the HOA maintains on behalf of residents. What in,ll condos can cost You’ll probably pay more for a condo or townhome in a densely developed area compared to one in a more suburban

location, Newcombe said, because of proximity to conveniences. New infill communities in Central Phoenix can range in price from approximately the upper $200s to around the upper $500s, Selvey said. “Those located in Arcadia and Scottsdale will tend to be on the higher end of that range, with some new condos in infill developments exceeding $1 million,” he said. “By contrast, infill communities in Mesa and Chandler can range from the upper $100s to the upper $200s, and in Tempe from the $300s. What each area has in common is the proximity to established commercial and employment centers.”

“

“Infill housing provides a unique opportunity for buyers to live near the heart of a city. Infill projects can also decrease one’s commute time by often being closer to employment centers.” —Andy Pedersen, K. Hovnanian® Homes

Minimize frustration and maximize your space Keeping your condo-sized pantry organized By Susie Steckner

E

xpired spices. Hidden cans of tuna. One too many mixing bowls. And the I-know-it’s-in-here-somewhere jar of spaghetti sauce. If this sounds like your kitchen pantry, it’s time for a fresh start. Easy-to-follow tips from the pros will help you purge, sort and organize to maximize your new space. Clean slate. When you’re ready to move into your new condo, don’t simply pack up your old pantry and take everything with you. Empty the shelves, toss expired food, ditch broken items and say goodbye to things you haven’t used in a year, said Rachel Winter, founder and owner of Happy Home Organizers. “When people move into a condo or they downsize, they can get overwhelmed and panic,” she said. “You have to decide, ‘Keep or let go.’ Your stuff has to fit your space.” Too many. Do you have two blenders tucked away on a pantry shelf? Duplicates take up valuable real estate. “There is no need to have two of anything in your pantry unless it is an item that you use on a daily basis,” said Bridges Conner, founder and owner of Get Organized With Bridges and Company. Higher up. Go vertical to maximize your space. One of Winter’s go-to products is a simple riser that can be used to stack cans, spices and more. Storage bins with lids will also allow you to stack items. Think visible and accessible. Proper place. Don’t crowd your new pantry with items such as paper products that can go elsewhere. “One of my golden rules is to store it where you use it,” Conner said. Group effort. The secret to a well-organized pantry is storing “like with like” both Conner and Winter said. For example: put all of your pasta in the same bin, place oils and vinegars adjacent to each other and keep baking supplies together on the same shelf. Priorities. Keep items that you reach for all the time at eye level, whether your favorite cereal or best mixing bowl. Stow lesser-used items like cake plates up high. Stash a compact step-stool in the pantry. Organizing solutions. Retailers offer organizing containers to meet every need, from wicker baskets to door-mounted spice-racks. Before diving in, set a budget, look for inspiration online and take measurements, Winter said. And remember: a pantry makeover does not have to break the bank. Inexpensive clear plastic “shoebox” bins that are labeled can do the trick. “Your pantry can be Pinterest-perfect without spending top dollar,” she said.

single-digit interest rates, lower pricing and the additional tax benefits of ownership.” Another option: buy now, move in after the holidays “November is a good time to buy a condo because at our site (The Gardens Condominiums at Shades of South Mountain at 40th Street and Baseline Road in Phoenix), we still have a number of unit types to choose from and we start at under $200,000,” said Sheryl Frank, principal

Goodrich [of Cachet Homes] underscored the advantages of end-of-the-year buying, noting that builders typically have a good selection of inventory units. “Moving into a brand-new home for the holidays is always exciting,” Goodrich said. “And moving in the winter months vs. the summer months in the Valley is certainly a plus to avoid moving in the heat.”
