Besides raising three children of their own, Bethany and Micah Hutchison foster two boys ages 4 and 6 in their Gilbert home.

For the Hutchisons, who are on a single income, Christmas poses a challenge.

“When you have five children you’re trying to buy some gifts for, that can really add up quickly,” said Bethany Hutchison, who last year received help from the Salvation Army.

The Arizona Friends of Foster Children Foundation also had covered airfare for the boys to visit Disneyland. The 30-year-old organization pays for social, athletic and educational activities for children in foster care that are not paid for in any other way.

“The amount that we get from the state, it’s a reimbursement for just daily living expenses like clothing, food, shelter; it really doesn’t even cover everything, although it certainly helps,” Hutchison said. “For anything extra that you do with the children, definitely having those other organizations (is) a huge help.”

Around the Southeast Valley, agencies, churches, non-profit organizations and even municipalities provide help to foster families.

But the rising need makes it difficult to keep up with demand.

Each day in Arizona, an average of 31 children come into foster care, according to Kris Jacober of the Arizona Friends of Foster Children Foundation.

“They come with nothing. A CPS worker comes, they pick them up and take them out of their home in the clothes that they are wearing,” Jacober said.

“They end up with their relatives with no resources or in a family foster home or in a group home.”

To accommodate the children, the state and its contractors license more foster homes.

Maricopa County has about 2,000 licensed family foster homes, and 843 of them are in the Southeast Valley, according to Jennifer Bowser-Richards, spokeswoman from the Arizona Department of Child Safety. This number does not include unlicensed kinship providers that are generally short-term arrangements.

“Despite the continued increase in the number of foster homes, the department desperately needs more foster families to care for the increased number of chil-

dren in need of out-of-home care,” she said.

The state pays about $19 a day per child to caregivers in licensed foster homes, while kinship caregivers are paid $1 a day. This pays for food, clothes and schooling. Often, the children have been neglected or abused, are traumatized and lag educationally, thus they need counseling and extra tuition to catch up in school.

Some foster parents have the financial wherewithal to go beyond the basic comforts. Others find it difficult to even offer the basics.

Wendy Esquibel opened Jose’s Closet from her Queen Creek garage five years ago. She accepted donations of clothing and shoes and gave them to about 25 needy foster families.

Today, Jose’s Closet operates out of a church in Apache Junction and serves more than 600 children, mostly from the Southeast Valley.

For a $40 annual fee, foster families

receive clothes, shoes, toys, Christmas gifts, backpacks and the like. What sets them apart from Helen’s Hope Chest, a Mesa-based United Way-run outfit that serves foster children, is that Jose’s Closet does not exclude biological children in the foster family. Additionally, most clients at Jose’s Closet have several foster children.

“There’s less resources, there’s less money. So, of course, the need is rising,” Esquibel said. “We’re taking more children; we know more children are in the system, so families have more children now than they used to.”

Esquibel, a 12-year foster mom who’s working on her sixth adoption, said she understands the challenges. “I have had many foster parents tell me that they could not continue to do foster care if it wasn’t for places like Jose’s and Helen’s because it’s too cost-ineffective,” she said. “You don’t make money if you’re doing foster care well.”

Pearce has four children of her own, is a foster mom to two and serves as a Foster Care Review Board volunteer. Pearce said the needs keeps growing.

“It’s like receiving a new baby into your life,” Pearce said.

But there are no baby showers when gaining a foster child, she said.

Beyond items in the house, there can be other items needed such as pool fences outside, and the non-tangible needs such as time to work through individual education plans so that foster children can perform better in school.

Municipalities offer some help. In Mesa, Tempe, Chandler and Gilbert, those on a low income (not just foster families) may receive discounted fees for some recreational activities and even scholarships. In addition, most municipalities allocate funding to foster agencies that provide services to their residents.

Aid to Adoption of Special Kids is one out of 20 licensing agencies in Maricopa County. It has locations in Phoenix and Peoria and plans to open a location in Chandler by September.

Director of Recruitment Russ Funk said the number of children coming into the foster-care system is increasing at a rate faster than state regulations will allow people to be processed. Licensing takes at least six months and he noted that there is a 20 percent annual increase in licensed homes via the agency.

“Our community is great and there are people who are open to helping,” he said. “But they just can’t respond fast enough and get licensed fast enough to keep up with the growing demand.”

Jacober calls the children “the most vulnerable.”

Mesa to pilot iSave health-care program Maria Polletta The Republic

In 2009, Mesa announced it would participate in a National League of Cities program that would slice prices for prescription drugs not covered by insurance.

The program, administered by CVS Caremark and free to the city and its participants, was heralded as a simple, effective cost-cutting solution in the recession-ravaged Valley.

Five years later, Mesa has agreed to pilot another optional NLC health-andwellness program, which again will be managed by CVS Caremark and geared toward residents without insurance.

But iSave’s applications are much broader — and it comes with a price tag for Mesans who choose to participate.

Residents who enroll in iSave once the pilot begins, tentatively Monday, July 28, will pay $12.95 a month or $129.95 a year for individual coverage and $16.95 a month or $149.95 a year for family coverage. In return, they’ll receive discounts on dental, vision, hearing and chiropractic services, diagnostic and lab tests, gym memberships and a nurse hotline.

Discounts range from 15 to 75 percent, depending on the service and provider.

“One of our (City) Council’s strategic initiatives is related to improving the quality of life for our residents,” said Natalie Lewis, assistant to Mesa City Manager Chris Brady. “Another one is geared toward economic development and a third toward financial sustainability. For us, it makes sense to do all we can, especially when programs are free to the city, to help our residents improve their quality of life.”

Lewis said the NLC and CVS Caremark historically have provided all publicity materials — such as posters, cards and monthly updates — plus data collection related to program usage. Mesa’s role involves getting the word out, so residents know the initiatives exist.

Councilman Dennis Kavanaugh, who served on the NLC’s board of directors for four years and brought both the prescription-discount and iSave pilots to the city’s attention, said Mesa is uniquely positioned to test such programs.

The NLC looks for cities of various sizes with diverse populations and a will-

ingness to experiment, he said. As a sprawling southwestern city with a large minority population, Mesa fits the bill.

“Almost all of the pilots we have participated in have become national programs available for participation by member cities,” he said.

Mesa saw the best participation rate of the 22 Arizona cities using the NLC’s prescription-discount program, for instance, with almost 5,000 users who had filled nearly 10,000 prescriptions and saved more than $78,000 as of May. “The cost savings to residents and value of benefits provided to residents often far outweigh the annual dues cities pay to be members (of the NLC),” Kavanaugh said. The iSave pilot period, which involves three cities besides Mesa, will last a few months, according to NLC spokesman Greg Minchak.

“At (that) point, we will sit down and see what each of the cities thought of the program, its pickup and whether or not residents felt they received value from it,” Minchak said. “If the pilot project is successful, we anticipate rolling it out to our membership at large.”

Gilbert reinstates teacher who sued district Karen Schmidt The Republic

A former Gilbert Public Schools teacher who sued the district for racial discrimination in a lawsuit that ended in a settlement this year has been reinstated at GPS. Gladis Mopecha, who taught English at GPS from 2005 to 2010, accused the district and six GPS employees of racial bias in a 2012 lawsuit.

Mopecha is a Black woman from Cameroon. She resigned from the district in December 2009, effective May 2010, because her “race, country of origin and accent became a point of contention with the district,” according to the suit.

The case was settled in February, with both sides paying their own attorney fees. Mopecha had asked for compensatory and punitive damages and attorney’s fees.

According to the suit, Mopecha received satisfactory evaluations until

2008 when the immigration issue began heating up in Arizona.

The suit alleged that “an atmosphere of public resentment against immigrants inundated all (English-language learners) teachers in August 2009.”

After receiving an unfavorable evaluation, Mopecha was placed on a professional improvement plan that required videotaping lessons and testing, summary e-mails of meetings, weekly detailed summaries, attending Toastmasters meetings and studying mock ELL audits.

According to the suit, a district supervisor asked Mopecha to minimize her accent and Mopecha paid $1,000 for lessons but they were not effective.

The suit alleged that parents and colleagues treated Mopecha differently because of her race.

Some parents did not like Mopecha helping their children out of cars when they were being dropped off at school so Mopecha was removed from that assignment, according to the suit.

Mopecha resigned from the ELL de-

partment and applied for other positions at GPS but was not hired, according to the suit. She also applied for teaching positions in other districts but was not hired because GPS had marked on her file that she was ineligible to be rehired, according to the suit.

Mopecha also was denied unemployment benefits.

An administrative law judge, during a hearing at the Arizona Department of Economic Security, found that the district had violated the Civil Rights Act of 1964 by engaging in “unlawful employment practices,” and had discriminated against her “and (was) harassing her on the basis of ... national origin,” the suit says.

The judge also found that Mopecha’s daughter, who attended school in the district, had been bullied, according to the suit.

The GPS school board on July 8 voted, 3-2, to reinstate Mopecha. Board President Staci Burk and board members Daryl Colvin and Julie Smith voted in favor.

Jill Humpherys and Lily Tram were opposed.

Mopecha could not immediately be reached for comment.

An item to reinstate Mopecha and another teacher, Sarah Green, was up for a vote in a March board meeting but the board ultimately voted to reinstate Green while tabling the vote on Mopecha.

Burk said the U.S. Department of Justice was investigating whether the board had discriminated against Mopecha when it voted in March to reinstate Green, who is White, but held off for months on a vote to possibly reinstate Mopecha.

Humpherys said she didn’t want to reinstate Mopecha because she had not completed her professional improvement plan.

Tram asked what position Mopecha would hold in the district, but that decision was not made at Tuesday’s meeting.

Propaganda distorts education debate A fierce grass-roots campaign threatening to derail the Common Core State Standards Initiative is being fueled by farright propaganda that relies heavily on distortions, outright falsehoods and demonizing conspiracy theories promoted by anti-government extremists.

Now being implemented in 44 states, including Arizona, Common Core consists of standards that students should master at each grade level.

But to Christian right, “tea party” and anti-government activists, the state-driven effort to lift student achievement is actually “Obamacore,” a left-wing plot to wrest control of education from local school systems and parents.

Instead of the “death panels”

of “Obamacare,” the fear is “government indoctrination camps.”

Many Christian-right activists claim Common Core will indoctrinate young children into “the homosexual lifestyle” and instill anti-American, antiChristian values.

Their fight has been joined by radical anti-government groups like the John Birch Society, which claims the standards are part of a global conspiracy to create a totalitarian “new world order.”

Glenn Beck, meanwhile, describes Common Core as “evil” and “communism.”

U.S. Sen. Rand Paul has called it “dangerous.”

What’s more, it’s clear that some of the opponents, includ-

ing national groups associated with the billionaire Koch brothers, are exploiting Common Core in their broader fight against the public-education system in an effort to promote school-privatization measures.

The 50 million children in our

nation’s public schools, and the dedicated educators who serve them, deserve better than a debate that focuses on falsehoods and demonizes the very idea of public education.

There are legitimate concerns about Common Core, but

those very real issues are being obscured and distorted by the claims of extremists.

Despite the claims of many critics, the standards do not mandate the use of any particular book or course of study.

Those decisions remain with individual teachers and school systems.

The standards were developed under the auspices of the National Governors Association and the Council of Chief State School Officers.

Before people start condemning something, they should do their homework and not rely on hearsay or publicservice announcements paid for by skewed opinions.

DiCiccio’s hypocrisy

The hypocrisy coming out of Sal DiCiccio’s mouth is astonishing.

As the councilman representing Ahwatukee, DiCiccio condemns Wilson Gee for purchasing the Lakes Golf Club and allowing it to fall into disrepair. All as part of a grand plan to force change to deed restrictions that would allow Gee to sell the property to Pulte Homes and reap a tidy profit.

While I agree it is an unscrupulous act, it is exactly the kind of free-market capitalism right-wing extremists like DiCiccio advocate. And no stranger to shady land deals in the area, he is rightly upset. But probably because he didn’t think of it first.

Incumbents out of touch I attended Monday’s (July 7) Tempe City Council ccndidate forum sponsored

by The Arizona Republic and the Tempe Chamber of Commerce.

I also watched it again online at Tempe 11. It’s amazing how out of touch both incumbents, Robin Arredondo-Savage and Shana Ellis, really are. Most of their answers to the questions were falsehoods at the most or flat-out lies at the least.

According to the Arizona Tax Research Association, Tempe has one of the highest property taxes in all of Maricopa County and possibly Arizona.

In fiscal 2010-11, both incumbents and (former Mayor) Hugh Hallman pushed for a new variable property-tax rate system. You told the citizens of Tempe it would be a “fair tax” and not to worry because Tempe only needed a fixed and level amount of property taxes every year so the property-tax rate would be adjusted up or down.

The total property-tax rate in FY 201011 was $1.40 and has increased every year. The total property-tax rate in FY 2013-14 is $2.4882, a 77.73 percent increase over FY 2010-11 and third-highest in the Valley, according to ATRA. My city property taxes have increased every year. It’s also been reported that Tempe’s cost of living is extremely higher because of the high sales taxes, property taxes, utility rates and fees.

Another example is both of you told the audience and the viewers at home

that Tempe doesn’t have a crime problem. Guess what: Tempe was just ranked one of the most-dangerous suburbs in America.

This outrageous and sad distinction is totally unacceptable and is the result in part of the progressive socialist policies of both incumbents, the mayor, City Council and city staff.

Neither Arredondo-Savage nor Ellis deserves to be re-elected.

Farmhouse Village noteworthy I would like to add to Allyson Alberty’s comments about downtown Gilbert, but for another reason.

As a Mesa resident, I find Gilbert has more variety when it comes to food and retail. My husband and I have eaten at most of the restaurants in the area described in the original article.

Recently, we went farther south and discovered Farmhouse Village. We’ve tried both restaurants there and both were very good.

Another gem here is the Gilbert Olive Oil store, which sells high-quality oils and balsamic vinegars. Since there is nothing like this in Mesa, we are thrilled to find this store, saving us longer drives to Queen Creek or Scottsdale.

With additional locally owned stores, I think the Farmhouse Village deserves as much notice as the area north of Elliott.

Where is accountability?

Congress left out “accountability” in its Policies and Procedures to most departments and offices of our government.

It is running on our money and there is no recourse when things go wild. Letting the IRS get by with its “I don't know and don't care” attitude will have very bad effects coming down the pike.

No accountability is just appalling.

It took three weeks to get a report of how bad it is at the VA system. What is worse, the entire government system is this way, not just three or four departments.

The waste here can be in the billions of dollars. When is the public going to wake up?

Flancer’s healthful menu rocks regulars Shelley Gillespie Special for The Republic

How does a Culinary Institute of America graduate utilize his training? If you are Jeff Flancer, you open your own “eclectic American rock and roll”-themed restaurant in Arizona, after several unusual stops along the way.

Flancer landed in Arizona after nine years in Santa Fe, where he owned the Rambling Chef restaurant, which operated out of a synagogue for three of those years. He was part of the Los Angeles restaurant scene in the 1980s, but family ties brought him to Gilbert, where he took over a failing restaurant in 2000 and repurposed it as “Flancer’s Incredible Sandwiches and Pizza.”

Using his Santa Fe menu, Flancer’s Gilbert restaurant kitchen was large enough so he could bake his own bread, which he features. Building his clientele slowly and working six-day weeks, 10 hours a day, Flancer’s good fortune struck in November 2000.

“Howard Seftel ( The Arizona Republic restaurant critic) wrote a story, a pretty spanking good story (that) put us on the map,” Flancer said.

The throngs that came after the review were the best and the worst, with the resultant running out of food, but Flancer’s

Solidifying a longtime commitment to healthful food choices, Flancer’s recently joined the “Healthy Dining Finder” affiliation, with both adult and kid’s menu items designated as healthful options, with calorie counts and nutritional analysis available for the entire menu. If Flancer’s had 20 locations, they would be required to provide the nutritional content, but they do so voluntarily. Gradually, Flancer’s has been reducing sodium and lowering fat, and had previously eliminated lard from its cooking. Local and organic options are sourced whenever possible.

“We don’t want you to notice it (any change in flavor due to reductions in sodium, fat and lard,)” said Flancer, who has a personal commitment to eating healthfully and exercising.

Flancer’s customers have favorites to which they are loyal, whatever the nutritional content.

Local resident Jackie Vandemark recently enjoyed “the best BLT in the world. I never have anything else when I eat at Flancer’s,” Vandemark said.

She says maybe the sandwich’s sauce contributes to the special flavor. A friend visiting from California joined her happily with her own BLT.

Pizzas, available with traditional (made daily on premises), gluten-free or whole-wheat crusts, offer an array of toppings, including local fennel sausage, caramelized onions and exotic options. Hamburgers and other sandwiches are served with the usual suspects — fries, coleslaw, fresh fruit and sweet-potato fries — but the mac and cheese includes green chile.

Another popular option is the Chile Verde Birdie, houseroasted turkey with provolone, tomato, lettuce and New Mexican green chile mayo. Wine and beer are available, including local brews and California vintages.

With a nod and chuckle to rock and roll, menu items have names like “Spinach Wheel, got to go round,” “Wild Child,” “Light my fire, and “Everybody was Kung Fu fighting.”

Flancer’s might joke about the names, but the attention to detail, great food, attentive service and inventive combinations have earned Flancer’s many regular customers.

“It’s all about the value. ... If (the customers) are not feeling the value, they’re not coming.

We like to give,” Flancer said.

“Most menu items average about $11 with drink.”

The fried cheese curds ($9) were addictive little golden cheese balls that yielded a buttery center beneath the soft exterior crust. It’ll be impossible to have just one, or two or three.

The Nabers Ale-battered green-bean fries ($9.50) helped us believe we were eating somewhat healthy. Thick green beans held most of their crunch inside the crispy, non-greasy coating, which was a perfect foil to its vegetable companion.

Burger and sandwich fans will face a tough decision. The B.M.F. ($11) — which stands for burger made fresh — would be a good place to start, especially for purists. A half-pound freshly ground Angus beef patty is topped with iceberg, tomato and red onion enveloped in a brioche bun. If you wish to build on that, there are nearly two-dozen toppings ($1$1.50) to choose from, including nine cheeses, roasted peppers and a fried egg.

disk that is as palate-pleasing as Styrofoam, or a patty that’s salty and over-seasoned, usually with cumin or another warming spice, in an effort to camouflage the fact that it’s not meat. Here, the garden veggie burger ($10) surprisingly and deliciously defies both. Black beans, lentils, wild rice and a bevy of vegetables make for a substantial and flavorful combo in this house-made patty. Not only does it pack a true vegetable freshness, but chunks of carrot, corn and green veggies are visible with each bite.

For sides, we chose the fries with sea salt, which were basic but not oily or over-salted, and the cinnamon and sugar sweet potato tots. The tots boasted a crunchy coating and moist and soft center, but it was difficult to wrap my head around the cinnamon and sugar taste in a tater tots delivery system. It gets creativity points, but the duo combined with the sweet potato profile resulted in a soft vanilla flavor that didn’t quite work.

Dessert: After deliberating between the French baguette-based cinnamonapple bread pudding ($6) and the Guinness triple chocolate pretzel brownie ($8), we chose the latter — and the 20minute wait was more than worth it. This ooey gooey chocolate fantasy is made to order and emerges warm, dense and loaded with chocolate chips.

Owners of American Taphouse in Gilbert are hoping to tap into the North Dakota oil boom.

They closed the brewpub on Gilbert Road just south of Warner Road on July 2 and plan to reopen it next year near Watford City in McKenzie County, one of the centers of North Dakota’s oil production.

Tempe-based Arizona Distilling Co. bested nearly 100 gins from around the world and was awarded silver for its Desert Dry Gin at the Spirit Masters series, organized by London-based Spirits Business Magazine.

The Spirit Masters series judges one liquor at a time, the next up being whiskey in July. Each spirit is judged by blind taste testing and ranked not against other brands but against a global standard of quality. Silver, gold and master awards are given.

“Our goal has always been to showcase Arizona and highlight something that is unique about it,” co-owner Rodney Hu said in a written statement.

Earlier in the spring, the microdistillery won two medals at the San Francisco World Spirits Competition, which had 1,474 spirits from 63 countries judged in 89 classifications. The Desert Dry Gin won the silver, and the Desert Durum Wheat Whiskey won bronze.

Awesome Chicken Enchilada Dip is a spicy crowd-pleaser The name says it all: Awesome Chicken Enchilada Dip. It is a definite crowdpleaser and proof of that is that it has turned out to be one of our most popular Rescued Recipes. For a long time, Scottsdale resident Terry Erickson had been telling me about this incredible hot dip that folks go crazy over every time she makes it.

Terry works in the Scottsdale Parks and Recreation Department and is the force behind the city’s successful Mighty Mud Mania that kicks off summertime in Scottsdale each year. (Terry’s recipe for Oatmeal Cookies with Cream Cheese Frosting was so over-thetop delicious that it ended up in my second cookbook, “Rescued Recipes”.) So when she described her Awesome Chicken Enchilada Dip, she had my attention.

One day she brought the enchilada dip

— right out of the oven — to my radio show. As expected, the entire crew flipped over it. There wasn’t a chip left to dip, the entire dish scraped clean. Empty dish. Full tummies. Happy people. That’s my kind of recipe!

So with summertime parties in full swing, you now have another tried-andtrue snack favorite to bring along. The original recipe had twice the amount of ingredients and filled a 13- by 9-inch casserole dish.

Here’s a smaller family-size version, or just enough for a small crowd. For a larger group, just double the ingredients. So for the next pool party, everyone in the pool!

AWESOME CHICKEN ENCHILADA DIP INGREDIENTS: 1 lb. boneless, skinless chicken breasts 1 (8 ounce) package cream cheese, softened 1 cup low-fat or regular mayonnaise 1 (8 ounce) package sharp Cheddar cheese, grated or shredded 1 (4 ounce) can diced green chiles

1 small fresh jalapeño, chopped fine, or one small can chopped jalapeños

cheese and mayonnaise, mixing well.

⁄4 teaspoon Tony Chachere’s Creole Seasoning (optional, but delicious) 3

⁄4 teaspoon cayenne pepper or a couple of dashes of hot sauce.

DIRECTIONS: Bake chicken uncovered in 350-degree oven for about 20 minutes. Do not overbake. Chicken should be moist. Cool chicken and shred into pieces by hand. (This is the key to making the dip turn out great. Should be fairly small pieces. The chicken will continue to shred as it’s mixed with other ingredients.)

Add in Cheddar cheese and mix. Add green chiles, jalapeño, Creole seasoning and cayenne pepper. (Add more jalapeño or cayenne for more heat.) Pour ingredients into an approximately 9x12-inch glass casserole dish.

Bake at 375 degrees uncovered for about 20 minutes or until golden brown around the edges.

Serve warm with tortilla chips.

Jan’s notes: Tony Chachere’s Creole Seasoning can generally be found in the spice aisle or seafood section of grocery stores. Also, for a time-saving option, instead of baking the chicken breasts, try shredding a moist, store-bought rotisserie chicken.

Section 3: PENALTY. CIVIL PENALTIES: Any owner, occupant or responsible party who is found responsible for a civil violation of this Ordinance, whether by admission, default, or after a hearing, shall pay a civil sanction of not less than $150 or more than $1,500, per citation. A second finding of responsibility within 24 months of the commission of a prior violation of this Ordinance shall result in a civil sanction of not less than $250 or more than $2,500. A third finding of responsibility within 36 months of the commission of a prior violation of this Ordinance shall result in a civil sanction of not less than $500 or more than $2,500. In addition to the civil sanction, the responsible party shall pay the applicable fees and charges set forth in the City’s Development and Sustainability Department (Code Compliance) Schedule of fees and Charges, and may be ordered to pay any other applicable fees and charges.

The 36 month provision described above of this Section shall be calculated by the dates the violations were committed. The owner, occupant, or responsible party shall receive the enhanced sanction upon a finding of responsibility for any violation of this Chapter that was committed within 36 months of the commission of another violation for which the owner or responsible party was convicted or was otherwise found responsible, irrespective of the order in which the violations occurred or whether the prior violation was civil or criminal.

EACH DAY SEPARATE VIOLATION: Each day in which a violation of this Ordinance continues, or the failure to perform any act or duty required by this Ordinance or by the Civil Hearing Officer continues, shall constitute a separate civil offense.

HABITUAL OFFENDER: A person who commits a violation of this Ordinance after previously having been found responsible for committing three (3) or more civil violations of this Ordinance within a twenty-four (24) month period - whether by admission, by payment of the fine, by default, or by judgment after hearing shall be guilty of a class 1 criminal misdemeanor. The Mesa City Prosecutor is authorized to file a class 1 criminal misdemeanor complaint in the Mesa City Court against habitual offenders. For purposes of calculating the twenty-four (24) month period under this Subsection, the dates of the commission of the offenses are the determining factor.

Upon conviction of a violation of this Section, the Court may impose a sentence of incarceration not to exceed six (6) months in jail; or a fine not to exceed two thousand five hundred dollars ($2,500.00), exclusive of penalty assessments prescribed by law; or both such fine and imprisonment.

The Court shall order a person who has been convicted of a violation of this Section to pay a fine of not less than five hundred dollars ($500.00) for each count upon which a conviction has been obtained. A judge shall not grant probation to or suspend any part or all of the imposition or execution of a sentence required by this Subsection except on th diti th t th

Congressman and Mrs. Ron Barber made a donation this month to Boots for Our Troops Foundation, which helps pay rent and utilities when a veteran is

in need.

Barber made this donation in honor of the July 4 holiday, and as a part of his monthly Affordable Care Act contribution. Barber believes that since he has insurance, the government should not subsidize his through the federal health exchange.

The Barbers made a contribution of $984.14 to three southern Arizona charities — the amount of the government subsidy to Barber’s health insurance. In addition to Boots for Our Troops Foundation, The other veterans charities are the Comin’ Home Veterans Shelter, which has provided services for more than 3,700 homeless veterans; and Red Cross Veterans Services, a crisis-intervention, referral and direct-assistance program for service men and women, their families and veterans. Barber spreads his donations among three charities each month.

» All Desert Shield/Storm veterans, and post-9/11veterans of conflicts in Iraq and Afghanistan and deployments into Djibouti, are encouraged to log on to the VA’s new burn-pit registry. There they may report exposures to airborne hazards such as smoke from burn pits, oilwell fires, and other pollutants that occurred during deployment, or report other health concerns they believe are related to deployment.

The registry helps properly document whether such exposures harmed or caused other illnesses or diseases. VA officials acknowledge that troops may suffer from illnesses related to environmental exposures, and has established a surveillance program for service members exposed to the known carcinogen hexavalent chromium from a watertreatment facility near Basra in 2003.

But the VA also said there is not yet enough scientific evidence to prove that

exposure to burn pits causes long-term health problems.

Combat Vet Mentors will provide support Sept. 15-21, and the program is open to combat veterans of any conflict, even back to Vietnam or before. This includes food, lodging and a great time. I have taken part in some of this training and highly recommend it. There are programs for women also but at a different time.
