The devil’s in the details when it comes to campaign-finance reports.

In Tempe, as in cities across the Valley, the public reports are a valuable window into who is funding the campaigns of candidates seeking public office. Seven candidates are running for three seats on the Tempe City Council in the Aug. 26 primary election.

Campaign-finance reports detail candidates’ fundraising, loans and spending to date. Cash on hand indicates how much money is available for the primary at the close of the reporting period. The latest Tempe report, which was due June 30, covers May 9 through 31.

Financial contributions often are considered a measure of how well a candidate can connect with voters and sway supporters to donate to the campaign.

This election has seen some socialmedia-savvy candidates take to Twitter to tout their robust fundraising efforts.

But the numbers aren’t always what they seem.

For example, Matt Papke, Tempe’s current fundraising frontrunner, leads the pack because he gave himself a hefty loan, not because he secured the most financial support from individual donors.

Papke is making his first bid for a council seat. He has raised $67,343.

Papke is a director at an online admarketing business, a former Marine and a political activist. A chunk of his fundraising total includes $51,030 in loans he gave his campaign. Papke has raised about $13,492 from individual donors.

Papke said he is opposed to the 2010 U.S. Supreme Court decision in the Citizens United vs. Federal Election Commission lawsuit, which said businesses and unions have a First Amendment free-speech right to spend money on campaigns.

He said he had this case in mind when he adopted a fundraising strategy that includes not accepting contributions from political-action committees or independent expenditure committees. He said he knew he would have to invest his own money if he wanted to meet his fundraising goal of $50,000 to $75,000.

“I’m not looking for handouts from someone who is going to be asking for favors later,” Papke said. “I don’t think companies should be able to donate to a campaign. The only people that should be able to donate to a campaign are citi-

At the close of the reporting period, Papke had $49,557 cash on hand.

Lauren Kuby, also a first-time candidate, trailed Papke’s fundraising total.

The longtime political activist and Arizona State University employee raised $46,458. Unlike Papke, the bulk of Kuby’s contributions came from individual donors.

Kuby has lent her campaign $311. She has about $41,607 from individual donors, nearly double the amount of any other Tempe candidate. She had $34,540 cash on hand.

Kuby had $550 from political-action committees, which included the Arizona List Political Action Committee and the East Valley Breakfast Club.

Kuby credited her success in gaining financial support from individual donors to her longtime involvement in charity organizations and events.

As a first-time candidate, she said she is focusing on grass-roots fundraising efforts that allow her to meet personally with voters.

“Like Harry Mitchell always said, ‘You don’t succeed in politics unless you

have a whole lot of people who want you to succeed,’ ” she said. “I’ve made that my mantra.”

Robin Arredondo-Savage, an Army veteran and one of two incumbents in the race, has raised $40,773. She came into the election with $9,046 from her past campaign and has raised about $21,926 from individual donors. She works at her family’s Tempe insurance business.

Arredondo-Savage’s contributions from political-action committees totaled $9,150, eclipsing her challengers’ similar donations. Several Valley firefighter unions as well as Salt River Project, Southwest Gas and Pinnacle West were among the committees that gave to her campaign.

She said she has proved that she would never allow a contribution from an individual or a political-action committee to influence her stance on the council.

“If you look at my past voting record, it’s about doing what’s best for Tempe,” she said.

Arredondo-Savage said her fundraising strategy is based on voter outreach.

“I’m really proud of the diverse sup-

port that I’ve been able to receive,” she said. “It’s really true that it’s really important that we knock on doors and talk to as many people as we can face to face.”

Shana Ellis, an incumbent seeking her third term, has raised $36,937. She came into the election with about $18,877 from her past campaign and has raised about $16,691 from individual donors. Ellis works for the Centers for Habilitation, which serves people who have disabilities.

Ellis’ contributions from political-action committees totaled $1,150 from Salt River Project, Pinnacle West and Southwest Gas Arizona. She had $28,918 cash on hand.

She said her financial strategy will include traditional efforts, such as voter outreach and fundraisers.

However, she said, the campaign culture has changed since she last ran in 2010, so she’s trying something new. Ellis said she hired HighGround as a campaign consultant to help her with aspects that are difficult for her to manage with a full-time job. The high-profile agency’s clients have included Gov. Jan Brewer.

“I think everybody invests differently. I don’t have a (campaign) sign service like some candidates. I’m doing all my signs myself,” she said. “I don’t think you can find one candidate that can do everything themselves. It (hiring a consultant) has a lot to do with (help with) social media.”

David Schapira, the assistant superintendent of the East Valley Institute of Technology, has raised $13,424. About $8,801 was from individual donors.

Although Schapira has never run for a council seat, he might have the strongest name recognition among voters given his tenure in the state Legislature. He also is a governing-board member for the Tempe Union High School District.

Schapira came into the race with about $3,998 from his past campaign. He had $7,092 cash on hand and has not received donations from political-action committees.

He said his fundraising strategy includes getting his message to Tempe’s diverse electorate through door-to-door campaigning and mailers.

Schapira said he had a lower fundraising total on the latest finance report compared with what he currently has because it covered a period when EVIT was in session. Schapira said fundraising is important but he does not believe the largest pot of cash will win the Tempe See CAMPAIGN CASH, Page 4

“The candidates who are going to win are the ones who have existing relations with the community and who have spent the time building bridges and working with the broad community,” he said.

Dick Foreman, who ran unsuccessfully for a council seat in 2012, reported raising $6,556, including $2,656 in loans to himself. Foreman is the director of corporate public affairs and a registered lobbyist for Southwest Gas Corp.

Foreman has raised about $3,150 from individual donors. He had $750 from the Arizona Chapter Associated General Contractors political-action committee.

He had $6,286 cash on hand.

Foreman said his fundraising numbers have increased since the latest report. He said he lagged then because he came into the race late, adding that he decided to run when Councilwoman Onnie Shekerjian told him she would not seek re-election.

Foreman said he does not believe the candidate with the most cash will win the race.

“Tempe doesn’t connect to the candidate that spends the most. Tempe connects with the candidate they believe in the most,” he said.

Foreman said he has no issues with candidates accepting money from political-action committees because there is a transparent public record of each person who donates to such groups.

“I’m extremely proud to be probably the only candidate who is going to get support from business and labor and teachers and administrators,” he said.

“The magic is that you appeal to a broad section of Tempe and you are willing to listen to a broad section of Tempe.”

The Republic was unable to calculate contributions by Ernesto Fonseca, a political newcomer, because of inconsistencies in his campaign-finance reports.

Inconsistencies included placing an expense on a section of the report that should track contributions and not listing spending in the report summary that he included in the expenditure section.

Fonseca, a small-business owner and a revitalization manager for Avondale, told The Republic that he is unfamiliar with how to file campaign-finance reports but that he sought guidance from the Tempe City Clerk’s Office. He said he was referred to the Secretary of State’s Office and he has a meeting next week with an official there who will answer his campaign-finance questions. He said he plans to amend his reports after that meeting.

Fonseca said he has raised about $600.

“I think that it’s quite unfair that everything boils down to money,” he said.

“It limits people who want to run.”

Fonseca acknowledges that he has a tough road ahead given his lack of funds and because he is running against candidates with name recognition who have raised thousands of dollars. However, he said, he is learning fast and recently had a fundraiser to boost his donations. He said he wants his run to inspire others who care about their community and believe they have good ideas on how to improve city government, to seek public office even if they are political newcomers.

Fueling the fundraising Candidates could top fundraising totals in past elections. With about six weeks before the Aug. 26 primary, Papke, with $67,343, has surpassed the $63,409 that Councilman Kolby Granville, then the top fundraiser, reported for the 2012 primary election.

Tempe candidates have spent their money on mailers, signs, websites and other campaign standards.

Granville said he expects the cost of this election to skyrocket because of a state campaign-finance law passed last year that allows individuals to donate $2,500 in the primary election and the runoff, for a total of $5,000, compared with the previous $450 contribution limit.

Critics are concerned the higher caps will give wealthier donors greater influence in elections.

“It’s not going to be about who has the best ideas for Tempe,” Granville said.

“It’s going to be about who can spend the most on ads that all say the same thing: ‘I support education. I’m against crime.’

Think of it like Coke and Pepsi drowning out smaller competitors that can’t pay for air time.”

voters would worry about big donors swaying an election. However, she said, the majority of her contributions from individual donors are less than $500.

“Where you might see a difference is with the PACs. ... Some candidates have had some larger donations from these groups,” she said.

Foreman doesn’t believe that this year’s election will cost more than the average of past elections unless a candidate’s strategy is to focus on being the top fundraiser and spending the most.

Attorney and election-law expert Andrew Gordon said it’s too early to say definitively whether the state’s new contribution caps will allow special interests and rich donors to carry more weight in local elections, as critics have charged.

Either way, he predicts municipal campaigns in major Arizona cities will become increasingly pricey.

“Running for office here has been a little bit of a bargain in the past, and I think the new limits are going to change that,” he said. “The moment one candidate gets in and starts to raise more money, the other candidates feel like they have to raise more money.”

That said, Gordon believes other factors ultimately hold more sway at the municipal level.

“Generally, I think that organization and actually getting to know the voters on a personal basis makes a lot more of a difference in local races,” Gordon said.

New date for elections Ellis believes the biggest change affecting local races is a state law that required cities to move local elections to coincide with statewide elections, which are in even years during the fall.

Tempe used to have a March primary and a May general election. The law, signed by Brewer in 2012, took effect this year.

Candidates in local nonpartisan council races might have to spend more money than in past elections to distinguish their message from a sea of political signs and ads in partisan races. Ellis said expenses for postage will increase, too, as Tempe candidates target their mailed ads to the larger voter base that participates in statewide elections.

“There’s more people out there asking for money so it’s going to be harder,” Ellis said. “We have to compete with candidates running for state office in some pretty high-profile races.”

Proponents of the calendar shift have argued that candidates should welcome the improved civic engagement seen in cities that have moved to the fall evenyear election cycle, which statewide and presidential elections run on.

Scottsdale voter turnout, for example, increased to 85 percent in the fall 2008 general election compared with a 15 percent voter turnout in the spring 2006 general election. In 2012, the mostrecent fall general election, Scottsdale’s voter turnout remained high, at 83 percent.

An angry audience member fed up with Tempe public safety sparked a fiery moment at the two-hour Tempe City Council election forum Monday.

A crowd of more than 100 had filled City Council chambers to capacity for the evening of civic engagement.

The clock registered just before 9 p.m. Time was running out on a forum that had kicked off two hours earlier.

The seven candidates running for three seats looked a bit peaked after being quizzed on a myriad of city issues that measured their stance on taxes, public transportation, business and development, Town Lake’s dam and candidates’ conflicts of interests. The decorum that had marked the mostly congenial candidate forum was disrupted when two spectators began calling out their questions, competing for the last chance to grill the politicians seeking to represent them on the Tempe City Council.

As would-be voters angled for a chance to be heard, a man in the front row who did not identify himself shouted louder than the rest.

“Are we not going to talk about Tempe PD wasting money on anti-terrorism …

ASU PD running rampant through our neighborhood beating up professors?” he yelled. “What are you going to do to rein in the police here?”

Despite the ticking clock, the candidates seemed eager to take on the publicsafety issue. Policing in Tempe has made headlines as recently as last week when a viral video of Ersula Ore, an Arizona State University English professor, being arrested by a university police offi-

cer sparked national outrage.

The controversy comes in the wake of a string of high-profile violent crimes in Tempe and the real-estate website Movoto ranking Tempe as the eighth-most dangerous suburb in America based on FBI crime data.

The majority of candidates advocated for police officers using body and vehicle cameras to record law-enforcement interactions. All of the candidates except Robin Arredondo-Savage and Matt Papke stressed the need to improve the relationship between the Tempe Police Department and ASU police.

Kuby said Ore’s arrest hit home given that they both work at ASU. “Thank you for bringing up Professor Ore. I was horrified like many of you to see the video and the police brutality that we witnessed,” Kuby said. “ASU police are about to hire a new police chief. We need to make sure that ASU police works really well with our city of Tempe Police Department.”

Kuby was the only candidate to offer suggestions to improve Tempe’s policemanagement system. She said Tempe should adhere more closely to the CompStat policing model. Short for computer statistics, the system includes the use of

crime mapping and data to focus police on proactively fighting crime in communities, rather than just reacting to it.

Kuby said that the model would “engage the community in a lot of police monitoring and decisions.”

Papke, whose father is a retired Tempe police officer, focused on Tempe leaders taking greater responsibility for the city’s crime problems.

“We have the highest violent and the highest property (crime) rates in Tempe,” he said. “They say, ‘It’s ASU fault, it’s ASU fault.’ We need to stop pointing fingers. It’s Tempe’s problem, Tempe needs to answer it.”

Arredondo-Savage reminded residents that Tempe officers face the added difficulties of policing in a city that sees a huge population spike from residents who visit for work or school.

“I think we can all agree that any crime is really too much crime, but overall in the city of Tempe our crime has actually reduced,” she said. “I know you want to compare us to other cities but the one thing you need to compare then is our daytime population increases. We have a population of165,000 but daily our population increases up to 240,000.”

“I will put our police force up against any police force. Those men and women are out there on the streets every day risking their life to protect us,” she said.

Schapira advocated for changes to better serve residents and officers.

“Our city of Tempe Police Department needs to work more closely with ASU,” Schapira said. “I think a great addition to our repertoire of law enforcement is having the cameras on each and every police officer because that will record each and every interaction that happens in greater detail than the on-thehood cameras.”

Fonseca said “technology will play a role to bring better accountability in place.”

Foreman said dashcams are a “a very logical, good way to protect both the citizen and also the law-enforcement community to get as good and accurate a record as possible.” Ellis took credit for the Tempe cameras.

“I was the one that asked that it be put on the (budget’s) funded list,” she said.

“When body cameras were implemented in Mesa, ASU came in and did a study and complaints were reduced by 50 percent.”

The Kyrene Elementary School District governing board has accepted the resignation of a Centennial Middle School eighth-grade science teacher who had been accused of sexual harassment of a student and other policy violations.

The board voted, 4-0, on July 2 to accept the resignation of Brandon Brothers, 24, of Tempe. Board member Bernadette Coggins was absent.

Brothers could not be reached for comment and has not appeared at three board meetings at which his employment was discussed.

Brothers was a first-year Centennial Middle School eighth-grade science and sex-education teacher at the Ahwatukee school until May, when he was suspended with pay. He was accused of violating state and district policies against sexual

Volunteers can help end senior hunger Submitted by Thomas Hulen, volunteer recruiter for East Valley Adult Resources, Inc. One in seven of Arizona’s senior citizens is suffering from hunger, according to St. Mary’s Food Bank Alliance.

Our state ranks below the national average for food security. It is heartbreaking to think that seniors, after contributing a lifetime to our society, face the prospect of going to bed and waking up hungry. Shame on us for letting this happen to some of our most venerable neighbors.

Retired Senior Volunteer Program (RSVP) and Assistance for Independent Living (AIG) have teamed up to help end the crisis of senior hunger in the East Valley. To accomplish this task, RSVP is recruiting volunteers for its new Nutritional Assistance Navigator Program (NAN). NAN navigators will work with staff and volunteers of AIG to help seniors determine their eligibility for Supplemental Nutrition Assistance Program (SNAP) and other benefits they deserve. NAN navigators will be stationed at East Valley senior cen-

Phoenix and Tempe police say Brothers was not arrested and there is no indication in Maricopa County court records that any criminal charges ever were filed against him.

Mark Knight, the school district’s assistant superintendent for human resources, said Brothers was suspended after a student complained about the teacher’s behavior during a class.

Superintendent David Schauer has called the charges against Brothers “very serious.”

Last month, Brothers requested that the governing board grant him a hearing on his employment. But in early July, he submitted his resignation.

SNAP is a federal program administered in Arizona by the Department of Economic Security. It was created to provide supplemental nutrition assistance for people living in poverty and struggling to make ends meet.

NAN navigators must have good customer service, communication and computer skills. They will be working with diverse people. Patience and an enthusiastic and positive attitude are essential.

Additional requirements: NANRSVP volunteers must be 55 or older, be a U.S. citizen, national or a lawful permanent resident, complete a training program, commit to serving four to eight hours per week and pass a background check. Bilingual skills (English and Spanish) is a plus, but not required.

Remember when a state-ofthe art cellphone required a bag just to hold the battery?

John Gordon recalled those days, circa mid-1990s, not to mention his office phone’s hefty price tag — about $2,000 — and its equally pricey 50-cents-aminute calling plan. Like many professionals today, the associate broker and assistant manager of Coldwell Banker Residential Brokerage on East Brown Road in east Mesa has seen his indusJohn Gordon try be impacted by, and adapt to, of Coldwell advances in Banker technology.

If he had to pinpoint three

ways technology has changed the way he and his colleagues do business, Gordon suggests they would be: » Improved accessibility.

This works both ways: clients accessing an agent, and an agent accessing a client. Realestate agents have often worked long hours and weekends, but technology has stretched those boundaries further. Although Gordon said clients are generally respectful of an agent’s time and private life, they also expect constant access to agents and, often, very rapid feedback and results.

He has had potential clients call out of the blue while standing in front of a currently listed home, and more or less demand that he show up immediately to show the home. If he’s able, he’ll gladly do that, but he’s also frequently occupied with other work and even after he explains that, a caller might respond that he’ll just find another agent who can show the home now, then hangs up. It’s also not unusual to hear of an agent compiling and forwarding closing documents to a homebuyer on the evening before a big holiday or being available at most hours of the day — on a weekend.

with one exception.

“The thing that does get a little difficult for me is the response time that clients expect of you whenever they send a text,” he said. “I can’t always respond quickly to text messages because I might be out showing a home or driving, so it might take me a half hour or 45 minutes to get back to them. And a lot of times, with text messages, you do expect to get a text back from someone right away.”

Although he’s easy to reach most of the time, he also has made it a point to carve out time for both his work and personal lives. The married father enjoys traveling with his family to

northern Arizona, for example, and tries to make those trips “unplug times.” That means no phones, no computer, no Netflix.

“Sometimes, we go where there’s no service and we’re totally ‘disconnected’ from technology,” he said, sounding pleased. “You have to have balance.”

As for the accessibility that agents have to the public, Gordon says his company’s specially designed computer system, HomeBase, tracks potential clients when they make an inquiry and inputs their personal information on any number of realestate websites, such as Realtor-

.com, Trulia or Zillow, alerting Gordon’s office with an e-mail and a phone call. Plus, with the advent of smartphone technology, which typically displays a caller’s phone number, agents rarely have to ask a would-be client for a phone number anymore. » Enhanced marketing efforts. From using a computer to analyze and compare homes for sale to using a digital camera to snap hundreds of photos of a listing and then upload the best shots onto the MLS website, Gordon says technology has made marketing homes more complex in some ways but also vastly easier in others. Yet, he added, for all the ways technology has streamlined efforts, it has not speeded up the amount of time it takes to buy a home.

That’s for the best, he noted, as hurrying the process only invites errors. » Made business a bit more impersonal. With everyone connecting with each other via cellphone or computer and exchanging information via emailed scans or faxes, that, of course, means less face time.

It’s one change Gordon hasn’t welcomed so much.

“This still is, and always will be, a person-to-person business,” he said.

The East Valley has had its fair share of culture and entertainment, especially when it comes to rock music. Homegrown local music has played a huge role in the cultural landscape of Tempe, Mesa, Gilbert and Chandler, and the region has been the birthplace of some of Arizona’s most recognizable acts, including the Gin Blossoms and Jimmy Eat World.

None of this would have been possible if it weren’t for the slew of area music venues that contributed to the East Valley’s history.

Sail Inn, Tempe Original location: 26 S. Farmer Ave. Opened: 1990.

Notable acts: White Denim, A Tribe Called Red, Tempe Art A Gogh-Gogh.

While Mill Avenue was the home base for Tempe bands in the 1990s, many of the music venues were replaced by nightclubs and posh bars, leaving the Sail Inn as the closest thing you could get to a concert near Mill. The venue closed June 27 with a three-day music fest. It will be replaced by the Lodge, a Scottsdale-based cocktail lounge. Sail Inn owner Gina Lombardi recently announced that her venue will merge with Cactus Jack’s Bar & Grill in Ahwatukee on Friday, July 18. According to Cactus Jack’s owner Art Perez, he and Lombardi intend to keep the Sail Inn’s local-music feel.

“We’re planning on keeping most of the bands that you guys are used to at the Sail Inn,” Perez said. “So a lot of those bands are gonna be transitioning and coming down and playing their regular time slots.

Long Wong’s, Tempe Original location: Mill Avenue & Fifth Street.

Opened: 1989.

Anyone who spent their 20s in Tempe during the 1990s can tell you that Long Wong’s was the place to experience local music. Opened by husband and wife Scott and Cheri Magill, the bar became the epicenter for Tempe’s golden age of local music. It was where the Gin Blossoms began their risea to musical star-

dom, and it gained such notoriety that it was highlighted by TV networks such as MTV. The original Long Wong’s closed April 3, 2004, and six years later it reemerged near Apache Boulevard and McClintock Drive under the ownership of Avi Sadote. The new location once again saw the creation of notable local acts such as Playboy Manbaby, but after four years, Long Wong’s legacy in Tempe finally came to a close. Sadote is reopening in the same building, but this time as a vegan restaurant called “Long’s Cafe.”

Josh Roffler, who is curating an exhibit called “Tempe Sound” at the Tempe History Museum, said Long Wong’s is probably Tempe’s most-iconic music venue ever.

“More than any other venue in Tempe, that’s the one people point to as the most important,” Roffler said.

being a bit of a dive bar, but it was known for its dedication to local music. Nita’s owners, Mark and Abby Covert, built long-lasting relationships with local musicians, and it was where bands such as Jimmy Eat World began to set their musical paths in motion. As Mark Covert said in a 2007 interview with The Arizona Republic, “We did a lot of local showcase music and we tried to do that with some dignity.”

When Mark Covert needed a liver transplant, the music community put together a benefit show to raise money. It was these close-knit relationships that made Nita’s Hideaway memorable, even when it had to move to Southern Avenue and Loop 101 in 2002 after being pushed out by the development of Tempe Marketplace. Financial problems closed the venue in 2004, but some of the memories will remain at the future “Tempe Sound” exhibit at the Tempe History Museum.

Nile Theater, Mesa Original location: 105 W. Main St., Mesa.

Opened: 1924.

Notable acts: Marilyn Manson, Eroticide.

While the Nile Theater has had its fair share of local and national musicians come through to perform, it has hosted a flurry of entertainment and community events. It originally opened as the “Valley’s largest movie palace” until 1951.

For the next 40 years, it took on several roles, such as a dinner theater and a restaurant. The Nile reopened in 1994 as a music venue and was considered the home of the Valley’s punk scene.

Of course, this came with some consequences, including a pornographic performance, a fight with a female kickboxer and even drug busts and murder. The drama caused the venue to close in November 2002 and it was temporarily taken over by a church. The Nile Theater opened again in 2010 under new ownership, with a coffee shop occupying the main floor and the basement acting as the music venue, called “the Underground.” Everything seems to be going swimmingly with the Nile thus far. According to owner Erin Peters, the Nile team is making sure that everything runs smoothly.

“This is not going to be the kind of thing where we’re going to need armed guards,” Peters said in a 2010 interview with The Arizona Republic. “It’s a much different situation than it was.”

Mezona, Mesa Original location: 250 W. Main St, Mesa.

Opened: Feb.14,1908, as Vance Opera House.

Notable acts: Francis Gilbert and his American Jazz Band The Mezona is a Mesa legend. Opened in 1908 by Mormon farmer John T. Vance, the venue was a popular dance hall for East Valley residents before Arizona was granted statehood. On the opening night of the dance hall — Valentine’s Day — an estimated 2,500 people came to have a romantic dance with their significant others. The Mormon Church didn’t approve of Vance’s dance hall. So after a few years, Vance sold his opera house to the church, until 1929, when the Stake Relief Society redubbed it the Mezona, a splice of Mesa and Arizona.

The dance hall finally saw its end in 1972, due to problems with the infrastructure. The space now is inhabited by the Best Western Mezona Inn.

Compton Terrace, Tempe/Chandler Original location: 56th and Washington streets, Tempe.

Opened: 1979.

Notable acts: Bob Dylan, Fleetwood Mac, Lollapalooza.

Like anyone dedicated to their hometown, Arizonans will tell you about the famous people associated with their state. And one name that comes up more often than not is Stevie Nicks, who was born here. Although Stevie may be the most recognized Nicks family member, she was not the only one involved in the music scene. Her father, Jess Nicks, played a pivotal role in music, as he was the owner of Compton Terrace, one of the Valley’s earliest amphitheaters.

Jess Nicks opened Compton Terrace in 1979 next to the now-defunct Legend City amusement park, with a capacity of 20,000 people. In 1984, the venue moved to Firebird International Raceway in Chandler, and remained there until 2010.

Now that Firebird is no longer in operation, there is no trace of the venue, where some of rock and roll’s biggest acts played.

After Jess Nick’s death in 2005, Valley concert promoter Danny Zelisko of Evening Star Productions talked with The Arizona Republic about the effect Nicks had on the music scene.

“He was a pioneer,” Zelisko said.

“Compton Terrace was one of the first ‘sheds.’ When Jess opened it, there weren’t many venues like it. No one thought to dig a hole in the ground and hold concerts outdoors. Now there are 50 or 60 across the country,” Zelisko said.

TEMPE HISTORY

eBay discovery has tantalizing ties to city’s story Jay Mark

For most, it’s just another old piece of paper. But for an historian, it is an incredible, one-of-akind document that reveals an intriguing bit of Tempe history.

The inspiration for today’s story comes from a recent eBay auction. Up for sale was a tantalizing piece of Tempe’s past — a 1901 Arizona Territory National Guard discharge certificate issued to a young Tempe man who would later play important roles in the community.

An admitted eBay addict, I couldn’t let this rare historic record slip from my grasp. It needed to ultimately reside at the Tempe History Museum.

It’s such a meaningful document because it helps add more

information about the people whose names appear on it.

When you hold in your hands the same piece of paper that its recipient did 103 years ago, you are magically transported to that time.

The document was issued by the National Guard of Arizona to one William Goodwin, who was 17 when he enlisted in the Guard in 1893.

“To all whom it may concern,” it reads. “This is to certify that Wm. Goodwin a private of Company C of the First Regiment of Infantry who was enlisted the 24th day of April one thousand eight hundred and ninety-nine to serve three years is hereby discharged from the service of the Territory in consequence of having served continuously since April 24, 1893.”

signed by H.F. Robinson, adjutant general. A civil engineer in Phoenix, Robinson was Arizo-

na’s last territorial adjutant general.

A part of the discharge document is an assessment of the individual’s character. Goodwin was judged to be of “very good” character, as determined by Capt. Curt W. Miller, who also happened to be publisher of the Tempe News.

William arrived in Tempe in 1884 with his mother and five brothers — James, Robert, Thomas, Garfield and Edward — to live on James’ ranch 7 miles south of town.

The Goodwin family was a significant contributor to Tempe’s growth and development.

James started the town’s first transit system in 1895 — a mule-drawn streetcar.

Garfield ran the Wells Fargo office and later opened a longrunning curio shop in a building

he erected on Mill Avenue.

After his discharge, William joined his brother Tom opening the Goodwin Brothers Grocery Store at Fourth Street and Mill opposite the Casa Loma Hotel.

About 1907, William Goodwin debuted the Airdome on East Fifth Street — Tempe’s first motion-picture theater. In 1909, he built the indoor Opera House with midnight showings on summer Saturday nights.

Lesser known is William and Mary Goodwin’s 1934 $500,000 court battle claiming authorship of the cowboy standard — “Home on the Range.” Ultimately, the Goodwins lost the case.

Now, with his discharge certificate, we know a little more about the remarkable William Goodwin. He died in 1939.

Lafawnda would be dynamite pet If it weren’t for bad luck, Lafawnda might have no luck at all.

The 12-year-old snowshoe cat has been returned twice, a victim of circumstance each time. She initially was surrendered by an owner who became ill. She later was returned by a family about to move.

The affectionate cat has not done well in a shelter environment. She’s thrived with her past owners, but is not the same cat when forced to share time and attention with many other felines.

Lafawnda is good with cats when she is not vastly outnumbered. It’s not known how she does with children and dogs, so a slow introduction would be best. A recent exam showed her to be in excellent health. She is spayed, current on vaccinations and microchipped.

Consequences of greed were felt in real-estate collapse This summer, I will be writing on topics concerning how people view money, manage their money, and the consequences.

The same cycle of greed and fear occurs in every market, whether it is real estate, stocks or gold. Of these two emotions, normally greed is dominant, and let me prove it. Even the most degenerate gambler knows that when you enter a casino, the odds favor the house in every game. Yet, that does not prevent millions of Americans from entering casinos.

Among other things, I was in the mortgage industry from 2001 through 2007, and so saw the rise and fall of the Arizona real-estate market. In 2001, we still had a fairly normal mortgage market, where those applying for a mortgage loan had to prove income with pay stubs and also produce the most recent two years of tax returns if self-employed. One had to prove sufficient asset reserves with bank and other financial statements.

One had to have a sufficiently high credit

score or the loan officer would not even fill out your loan application. Finally, there was the debt-to-income ratio, or DTI. The typical DTI limit in the 1970s was that monthly housing expense should be less than 25 percent of monthly income and there was no codified limit for the back-end ratio (which includes housing and all other debt). The back-end ratio limit was left to the discretion of lenders on a case-by-case basis. The rule of thumb was that one should not spend more than one week’s pay on total housing expense. Over time, this DTI ratio allowed by lenders increased.

On April 13, 2005, HUD (Housing and Urban Development, a government department) increased the allowable DTI for manually underwritten loans to 31/ 43. The first number, 31, is the front-end ratio and represents the percentage of the borrower’s income that will go to his new housing expense of principal, interest, taxes, insurance and homeowner association dues. The 43 is the back-end ratio, which is the percentage of total

monthly income that goes to total debt, including all housing, credit-card, car, student-loans, and alimony and childsupport payments. With the use of automated system underwriting approvals, a borrower’s debt-to-income ratios can exceed the guidelines and may go as high as 50 percent or more.

Around 2002, innovative products led to totally relaxed mortgage-underwriting standards. If one had a very high credit score, one did not have to prove one had a job or a specific amount of income or assets. This was called a NINJA loan (No Income, No Job and No Assets).

There were even popular negative amortization mortgages, where the true rate of interest might be 7 percent, but you had to pay only 2 percent for the first five years. The extra 5 percent interest that you owed, but did not pay, was added to your loan balance every month. So, at the end of five years, your initial $400,000 mortgage loan would now have a balance of more than $500,000.

The relaxed mortgage underwriting standards gave homebuyers this choice:

I can buy my $450,000 new dream home in a gated community, with 3,000 square feet, five bedrooms, three baths, a threecar garage and swimming pool; or I can buy the 30-year-old $225,000 home that has three bedrooms, two baths and no pool. Investors jumped in and bought houses with hopes of quick and big profits.

Greed won out and led to the big housing boom. When the value of homes started dropping in 2006, it led to massive foreclosures and more than 500 banks going under. All of this eventually led to the 2008 stock-market crash and the Great Recession, where 10 million jobs were lost.

Excessive greed always has consequences.
