About Splash Safely at Home Splash Safely At Home is RLSS UK’s national campaign helping parents and carers keep babies and young children safe around water. This year’s campaign focuses on bath time safety and the everyday distractions that can interrupt supervision. Research found that most parents do not intentionally leave a child alone. Instead, everyday interruptions such as answering the door, responding to another child or fetching a towel can create risk. By working together with healthcare professionals, family services, early years settings and parenting organisations, we can help families build safer bath-time habits. 88% of child drowning incidents involved a lack of adult supervision.*

Context & Insight
Official Source Verification
88% of child drowning incidents involved a lack of adult supervision
Analysis by the National Child Mortality Database (NCMD) found that 88% of child drowning deaths reviewed occurred when the child was not under adult supervision, highlighting the importance of constant, close supervision around water.
National Child Mortality Database (NCMD) Drowning Report England, 2019-2025.
82% of infant bath drowning deaths involved a bath seat and/or the child being left alone
Analysis by the National Child Mortality Database (NCMD) found that 82% of infant bath drowning deaths where bath-seat use was known involved a bath seat. Bath seats are not safety devices and do not replace active adult supervision.
National Child Mortality Database (NCMD), England, 2019-2025.
72% of parents believe bath seats are designed to keep babies safe
Research reveals a significant perception gap. While bath seats may provide convenience during bathing, they are not safety devices and do not prevent drowning. This misunderstanding can lead to reduced vigilance and increased risk.
Royal Life Saving Society UK (RLSS UK) National Consumer Survey.
Drowning can happen silently and within seconds
Contrary to common media portrayals, drowning is often quiet and difficult to recognise. Children may slip beneath the water surface without splashing or calling out for help, making continuous supervision essential.
HSC Public Health Agency (PHA) Safety Advisory. Royal Life Saving Society UK (RLSS UK) Water Safety Guidance.
Infants can drown in as little as 2cm of water
Very small amounts of water can present a fatal risk to infants and young children. This reinforces the need to never leave a child unattended around water, including baths, paddling pools, buckets, and water containers.
