The purpose of Braking News is straightforward: to enhance communication and collaboration among our transportation platform. Communication and collaboration create avenues to sharing resources and industry knowledge that can move us in the best direction for our firms and the Transportation platform.

In many of our platform leadership discussions, we talk about the vision we have for the Transportation platform, which is to be a diverse family of consulting firms that come together to provide sustainable solutions for our people, clients, and communities.

Can you imagine having more resources to grow your careers and bringing on more clients to better service our communities? That’s the vision, and we have what it takes to accomplish it.

Starting with this inaugural issue, we will learn about each other’s capabilities. Each firm will have a feature section in the newsletter that highlights its services, projects, and other relevant industry news.

I’d like to personally welcome RKA who recently became a part of the DRMP family, and our newest partner firms HMB and Horrocks.

Each Transportation platform partner firm brings its own strengths in expertise and innovation to the table. And we are just scratching the surface of what we can accomplish together.

CEO’s Message

by Brett Hondorp PhD, PE, PTOE, RSP1, JD As we head out of summer we enter a traditionally very busy time at Alta – our work involves substantial community engagement and during Fall many of our teams’ calendars are filled with public workshops, charettes, and community events to support our projects. Our Safe Routes to School team is particularly busy leading walk audits and safety education events.

As a transportation professional (and a parent), I find the opportunity to visit a school, hear directly from parents about traffic safety challenges, and help develop solutions to be one of the most rewarding aspects of Alta’s work.

Even more rewarding is the chance to implement those solutions almost immediately – our “Quick Build” team has been busy installing demonstration projects using inexpensive paint and plastic bollards – curb extensions, crossing enhancements, protected bikeways – that allow our clients to quickly test design options and gather public feedback prior to a full buildout.

With the support of a Trilon investment, Alta’s footprint has expanded in the

Midwest as we recently welcomed a new leader for Ohio and Michigan who is co-locating with our partners at Mannik Smith Group in Columbus. This area is part of Alta’s North Central region linking with our existing staff in Minneapolis and Chicago. We’re grateful for the warm welcome we received and are already pursuing multiple opportunities with our Trilon partners in the Midwest platform.

Some of you participated in Alta’s webinars on the USDOT Safe Streets for All and Reconnecting Communities grant opportunities (more on Safety below).

Another important Federal funding opportunity relates to climate change with the recent USDOT PROTECT grants.

The core of Alta’s work is climatefocused as we support transportation options that reduce vehicle trips, but increasingly we look to center resiliency in our work, a need driven home by this summer of extreme heat in much of the United States. We see tremendous opportunities to include more holistic design solutions in our projects such as urban cooling, green stormwater and climate friendly materials, expertise that spans multiple Trilon platforms. We see a strong future of Trilon collaboration supporting sustainable, climate-friendly infrastructure, and will look for future opportunities for knowledge sharing.

Jeremy Chapman Joins Alta as National Roadway Safety Lead Jeremy Chapman has joined Alta’s Safety practice as National Road Safety Lead. He transitions from Ramey Kemp Associates, a fellow Trilon partner, and brings extensive expertise in traffic and transportation safety, vulnerable road users, and emerging transportation technologies.

Chapman has spent the past two decades as a consultant, researcher, and educator in transportation engineering and engineering ethics. His experience leading safety reviews of existing and proposed designs, completing traffic impact analyses for developments of all sizes (in excess of $100 million), and serving as an expert in both governmental and legal settings will complement Alta’s Safety practice and benefit the communities we work with.

The USDOT recently announced $1.5 billion in funding granted through the 2023 Rebuilding American Infrastructure with Sustainability and Equity (RAISE) discretionary grant program.

Some partner firm projects are underway and have been completed.

Over the last several months, I’ve had the opportunity to connect with fellow Trilon platform presidents to get to know them as people and leaders, their culture, and the specialized services each one has to offer.

But, we know the true work in streamlining collaboration between our firms starts with you all, those who work directly with our clients every day. And the collaboration is well underway.

Many of you have gained ground in learning about the different, but complementary ways that we can work together to better serve our clients. We also have new opportunities on the horizon in the merger of RKA and DRMP. I look forward to working with our new DRMP family to further strengthen our presence in the Mid-Atlantic region. Lastly, I’d like to welcome our newest partner firms HMB and Horrocks who are serving clients in the Midwest and western United States.

I am excited about the innovative ways DRMP has provided support to partner firms through our Mobile LiDAR services, an effort led by our Geospatial Services Division Manager Brent Bass, PE, PSM. In 2018 we started offering Mobile LiDAR services, with a major investment in people, equipment, and technology to keep up with the pace of the industry.

The investment has paid off and has since evolved and expanded into an innovative solution for our clients.

We see the same possibilities for our collective client base under the transportation platform.

Partnering in the Expansion of Mobile LiDAR Technology

LiDAR for Stormwater Modeling - USF Utility Field Collection

With the steady growth of Mobile LiDAR services being used in innovative ways, now is the time to educate partner firms and market to our clients about its benefits and integrate the service into our projects effectively. Although Mobile LiDAR has been a part of the surveying and mapping/ geospatial industry for several years, a good amount of our partner firms’ client base has yet to realize the technology’s full potential for their projects. Our 8

aim is not only to support partner firms but to educate their staff on the collection, processing, and review of data to build their own Mobile LiDAR services.

Since officially launching our Mobile LiDAR services in 2018, DRMP has provided services to several clients, including municipalities and departments of transportation, in collecting precise and accurate data with improved efficiency at cost savings, among other benefits.

There have already been great opportunities to partner on projects with CPH and Mannik Smith Group (MSG).

Project Update Kirby Smith Road and Narcoosee Road Force Main Project Client: Orange County, Fl. Partner firm CPH was tasked to perform a 3D design survey, utilizing a combination of terrestrial LiDAR and conventional surveying. The topographic survey data will be used to support future engineering designs inside the project limits. Due to the length of the project, heavy volume of traffic, and safety concerns, CPH asked DRMP to perform Mobile LiDAR services for this corridor. DRMP’s assignment was to deliver a certified point cloud to CPH surveying staff for data extraction.

US 19 Corridor L Signing 01 – Traffic Engineering Services Client: West Virginia Department of Transportation, Division of Highways Mannik Smith Group (MSG) was asked to perform the study, design, and preparation of construction contract plans and related documents for the renovation of all regulatory, warning and guide signs on US 19 from I-79 to the Fayette County Line. DRMP’s Geospatial Services team performed a full corridor Mobile LiDAR scan and provided imagery and 360-degree video to assist the traffic engineers at MSG in evaluating the existing conditions of all signage. They will also extract asset inventory information for each sign and provide GIS field collection procedures to MSG staff for onsite QA/QC. Instead of collecting information by hand, like conventional methods, DRMP proposed a faster, more accurate, and safer way to collect the data.

DRMP came together with our Trilon family partner firm, CPH, to conduct a Charity Bike Build on July 28 to benefit The Howard Phillips Center for Children and Families in Orlando, Fl. More than 50 employees from both firms took part in the event to assemble 50 new bikes for Central Florida children, teens, and adults in need. As part of our firm’s DRMPCares program, DRMP donated 50 new bikes. CPH generously donated locks and helmets for all bikes.

Our DRMPCares program provides resources to support community involvement initiatives that generate positive lasting changes for STEM education, health, and children. It is also a way to empower our employees to give back to charities they care about.

“The nature of our civil engineering work enhances the communities we serve by providing transportation solutions and infrastructure design,” said DRMP President Glenn Lusink, PSM. “We believe it’s our responsibility to go beyond our work and make a social impact by improving lives in the communities we serve through 10

charitable involvement initiatives so we can thrive as a community together.”

DRMP Administrative Assistant Jenny Jagmohan, who participated in the bike build, said volunteering not only benefits the recipients but also brings employees together as a team, fostering a strong sense of camaraderie and shared purpose.

“Seeing everyone come together as a team to make a positive impact on the lives of children in need fills me with immense pride and admiration,” Jagmohan said. “The joy and excitement on the faces of those children when they receive these bikes will be immeasurable.”

“Participating in the Bike Build for The Howard Phillips Center for Children & Families was truly fulfilling,” said CPH Communications Coordinator Renee Woulard. “Volunteering alongside DRMP brought our team closer, and knowing we made a positive impact on the community makes it even more special. I’m looking forward to more opportunities to give back together.”

The Bike Build was an environmentally friendly opportunity to not only provide Central Florida Families in need with a

transportation solution, but also support academic success as many children and teens rely on bicycles to get them to and from school.

“I made many childhood memories riding my bike,” DRMP Project Engineer Matt Scales, PE, said. “I hope the bike I assembled creates the same fond memories for a kid as it did for me.”

Bikes are transformative gifts for some children and families supported by The Howard Phillips Center since they may be their only means of transportation, said Maria Martinez, Director of Operations for The Howard Phillips Center for Children and Families.

“There is truly no more coveted gift for the kids we serve at The Howard Phillips Center than bicycles,” Martinez said. “We love them because we know they will help the kids get fresh air and exercise. What makes these gifts even more special is that DRMP and CPH so thoughtfully included helmets and locks for the bikes to help safeguard the children and prevent their new bikes from being stolen.”

I am excited about the new strategic partnership between Horrocks and the Trilon Group because I feel confident we will build upon the things that make this company great.

In selecting the right partner, we carefully considered several factors that would provide the best fit for the future of our firm and people. These factors included strong cultural alignment with Horrocks, a complementary set of core values, an expert understanding of our industry, access to additional growth capital and strategic resources, and a partner that would support Horrocks’ continued strategic growth.

My goal moving forward with Trilon is that we preserve those key parts of our culture that make us Horrocks. There will be some changes, but the changes we make will be about making Horrocks a better place to work and providing more stability for our staff. The employees of this company are what has brought us to this point, and we have worked hard to make Horrocks a place that would attract and retain the best talent in our industry by putting our people first.

Employee Spotlight: Brian Atkinson serves as Chief Operating Officer responsible for Transportation and Public Works. Brian has been with Horrocks for 26 of his 28 years of experience in the transportation engineering industry. His primary focus lies in ensuring the impeccable execution of Horrocks’ transportation projects across all phases: planning/ environmental, design, and construction management. Brian is a seasoned Project Manager and Design Specialist known for his ability to overcome unique design challenges and has served as Design Manager on many of Horrocks’ largest, most complex projects.

Service Spotlight: Construction Information Management System™ (CIMS) Data collection is a vital part of the construction management process.

However, data is often not analyzed in time to catch and correct failures or to improve ongoing construction processes. Horrocks’ Construction Information Management System™ (CIMS) is a suite of tools designed for complex construction management projects. It incorporates testing and inspection tools, automated analytics, and tailored project 14

dashboards to bridge information gaps and streamline data collection and analysis for all users.

The CIMS mobile app provides a more efficient, digitized way of reporting construction data in the field and automates tasks, such as test randomization, computations, and user geolocation. Daniel says, “From the first day I entered the heavy civil industry, I was asking questions: Where is the evidence? What can we do to verify that the materials

and workmanship will perform as designed and that there are no latent defects?” Ultimately, CIMS was created with the belief that the best projects are projects done right.

Project Update USA Parkway Design-Build Reno, NV Horrocks was the lead designer for the USA Parkway Design-Build project built in conjunction with the development of the Tesla battery Gigafactory near Reno, NV. The roadway provides a new 19-mile transportation link between I-80 and US-50 at Silver Springs — the longest new alignment developed by the Nevada Department of Transportation in several decades.

The project had a significant number of cuts and embankments, requiring careful consideration of roadside safety, including barrier/guardrail, cable rail, rock fall catchment, and roadside ditch geometry. It also included 80 culvert crossings, requiring significant hydraulic design and hydrological analysis. Other features included rockfall protection areas, channel armoring to protect from erosion, wildlife crossings, rock staining, artistic rock formations, and metal sculptures.

The USA Parkway project was designed on a fast-track, 7-month schedule to accommodate increased truck traffic, improve mobility and safety for the public, and support regional economic development.

I-84; Franklin Road to Karcher Road and I-84; Karcher Road to Franklin Boulevard Idaho Spanning from the I-80 junction in Echo, Utah, to the city of Portland, OR, the I-84 corridor is a transportation lifeline for Idaho. It weaves through the heart of the state, serving as one of Idaho’s busiest corridors. Projects along this vital route require meticulous planning to minimize disruptions for the traveling public. With a portfolio that includes more than 40 projects along the I-84 corridor, Horrocks has been a driving force in enhancing Idaho’s transportation infrastructure.

Among the many sections of this corridor were the I-84; Franklin Road to Karcher Road and I-84; Karcher Road to Franklin Boulevard projects.

These undertakings focused on expanding the I-84 mainline to accommodate a third lane in each direction, coupled with the addition of a fourth auxiliary lane. Horrocks introduced a state-of-the-art Single Point Urban Interchange (SPUI) at Northside Boulevard, all while implementing strategic ramp modifications at key interchanges like the Franklin Boulevard interchange, Franklin Road interchange, and Karcher Road interchange.

Meet the Leaders: Rob Dowler began his transportation engineering career with the Kentucky Transportation Cabinet. He has experience working in the Divisions of Planning, Environmental Analysis, Design, Materials, Traffic, Operations and Construction. Dowler also served as Resident Engineer in the Scott County Construction office where he gained considerable experience that has helped him become a better roadway designer. Prior to joining HMB’s Roadway Design Division in 2003, Dowler worked with various engineering consulting firms as both a Project Engineer and a Project Manager on a number of roadway planning and design projects. Throughout his career, Dowler has worked on all aspects of projects, from design to cost estimating.

As a Project Manager and as Division Manager for HMB’s Roadway Design Division, Dowler has effectively managed a variety of projects, from large interstate projects to small rural roadway projects. Dowler received a civil engineering degree from the University of Kentucky and is a registered professional engineer in Kentucky and Tennessee.

Merging Two Partners to Strengthen and Grow Mid-Atlantic Region Interim Leader’s Message

by Jeff Bragdon, PE, PMP In order to enhance our professional offerings and improve service to our clients, RKA and DRMP are joining forces to strategically grow our presence in the Mid-Atlantic region. I genuinely believe the merger with DRMP is the best path for Ramey Kemp Associates (RKA) moving forward. We are joining a

firm known for its excellent reputation of technical expertise, work ethic, and history of investing in its employees.

The merger will benefit both groups in many ways. RKA staff will now have the chance to work on larger high-profile projects, which will provide opportunities for our staff to expand their technical skillsets while growing professionally.

DRMP’s expertise in designing highways, ITS, structures, utilities, and other diverse types of projects will give our staff a new area of expertise into which they can grow.

RKA Joins Forces with DRMP for Strategic Regional Growth Raleigh, NC – Ramey Kemp & Associates (RKA) is merging with DRMP, Inc. (DRMP) to broaden transportation engineering service offerings to our growing client base in the Mid-Atlantic region, including the Carolinas and Virginia.

By streamlining operations, we will create a united critical mass of over 175 staff within the Mid-Atlantic region, allowing us to better serve our clients by providing more resources and capabilities as a blended company.

Additionally, the merger provides RKA’s team with access to DRMP’s business operation resources allowing enhanced opportunities for career growth, work sharing, and greater access to investment in tools and training.

The merger is anticipated to be complete by January 2024. Jeff Bragdon, PE, PMP, RKA’s Chief Operating Officer, will be the interim RKA leader helping to facilitate a smooth transition into DRMP. “I’m encouraged as we initiate the merger between RKA and DRMP,” said Bragdon. “We are taking this opportunity to significantly increase the opportunities for our staff and will work together with DRMP leadership to make a smooth transition.”
