SITE INTRODUCTION.

Castle Ward The location of this urban design thesis is around the Leicester railway station in the castle ward. Castel ward is a ward in Leicester that has the highest population of students and HMOs (house of multi-occupancy) than other areas. It is because there are two universities which are the University of Leicester and De Monfort University are located in the castle ward. Thus, up to 30% of all properties are used as students accommodation. The next highest population in this ward are the transient community who live in houses of multi-occupancy (HMOs). They are single people or couples and mostly under di age of 25.

The presences of students in this location bring a positive impact on the local economy. They are purchasing local goods, services and also providing local companies with skilled graduates and part-time workers. Moreover, the increase of student brings significant several new construction projects of student accommodation that create employment and often deliver regeneration on disused buildings or sites. However, the high concentration of students could also create negative impacts such as late-night noise and nuisance in the environment.

The castle ward is also situated in the city centre, which makes this project have a massive potential in location. We can easily find retails, shopping centres, business area, leisure facilities and public services around this area which could increase the value of this project due to its prime location.

Leicester Train Station The location of the project is also near the Leicester railway station (formerly Leicester Campbell Street and Leicester London Road), the central train station in the city of Leicester. it was originally opened in 1840, and rebuilt in 1894 and 1978. Today the station is managed by East Midlands Trains and owned by the network rail. The Leicester railways station has a character in its architectural. The facade is a victorian style with noticeable four entrance archways and also remains well-preserved since it is included in a listed building. However, the interior of the booking area and the platform's structure were reconstructed in 1978. There is also a unique spot on the outside of Leicester railways station which is a commemorative statue of Thomas Cook was placed in 1991 to mark the first railway tours to Loughborough and doing so made him one of the first travel agents in the world.

As we can see from the picture below that, there are two indoor car parks and one big outdoor adjacent to train station. These car parks could be redesign to be underground to create the new urban park and public realm. This area would be the new main attraction in the city centre providing mixed-use activity where people could live, work, shop and socialize in one place within walking distance and connect to the public transport system.

Lack of good visual quality and “WOW-factor” are things we can describe as we arrive at the gate of Leicester. There is only small welcoming signage inside and groups of traffic light outside with an old-fashioned office building. These images are a lack of a big city like Leicester. There is no strong character and imageability that should appear when the visitor arrived.

This is a section from London road to the Leicester railway station, as we can see here that the pedestrian way is monotone with lack of greenery and street furniture such as a bench. The only sitting group in this area is on Granby Street.

The pedestrian and cycle circulation do not ow smoothly as sharing the space with cars and other vehicles in the junction in front of the Leicester railway station. It needs three traďŹƒc light stops to Leicester station when you walk from across the street. This area needs to be intervened by creating a car-free zone to make easy access to pedestrian and cyclist and encourage people to walk, cycling or using public transport rather than using their private vehicles.

Moreover, the pedestrian is wide enough but still feels dull and empty due to lack of greenery, street furniture and have a monotone paving.

Lack of greenery we can find in this area, the existing is not well maintained, and the landscape is very poor. There is no water element here. The existing area was not a brownfield site. Thus, it does not need special and costly treatment to redesign this site. The topography in this area is a relatively flat surface. However, the slope becomes a bit steep towards the London road.

The location of this project is very strategic with the city centre only minutes away and adjacent to the transit station. This site also has several captive markets which are students, particularly international students from two universities in Leicester (the University of Leicester and De Monfort University), the presence of oďŹƒce complex surroundings and residential market from HighďŹ eld area in the southeast of this site.

With the prime location making this site to be potentially recreated into the new centre of attraction and landmark in the city and most importantly visible in business as well.

Opportunities 1. High speed train 2 is in the stage of construction, which could make a better and faster access within cities across UK and create more jobs.

Threats 1. Global pandemic such as covid-19 could decrease the traffic of local or international tourism which mean would be hitting so hard in economy, particularly in retail or business sector.

TRANSIT-ORIENTED DEVELOPMENT. Transit-Oriented Development (TOD)

Urban TOD & Neighbourhood TOD

TOD stands for Transit-Oriented Development, Calthope (1993) revealed that TOD is a mixed-use area within an average of a 2,000-footstep (around 600 m²) walking distance from a transport station and commercial core. Thomas and Bertolini (2015) added TOD could be recognised as a reasonable solution for urban development and compact sustainable transport (public transport, cycling, and walking), creating an efficient infrastructure in transport and controlling urban growth.

There are two kinds of TOD, Calthorpe added (1993): urban TOD and neighbourhood TOD. The urban TOD is defined by its location on the trunk-line of the transport network, such as light rail, heavy rail, or express bus stops. This concept is really good for job-generation, as the urban TOD creates highintensity use, namely retail centres and offices. It also provides easy access to the transport system without requiring passengers to transfer, thus moderate- to high-density housing becomes suitable in this area. Secondly, the neighbourhood TOD is located on a feeder bus-line and is within 10 minutes' travel time from a transport stop. It provides a variety of housing to meet the needs of a diverse population and increases affordability in that area. Moreover, the neighbourhood TOD can also offer local needs such as public facilities or parks and can limit traffic through the residential zone.

there are three elements that could create a good TOD which are :

PROJECT OBJECTIVES Create the new landmark in Leicester that apply the concept of TOD with a sustainable approach to enhance the economy as well as overcome the urban issues in the community.

URBAN DESIGN STRATEGIES

PROJECT OBJECTIVES & URBAN DESIGN STRATEGIES.

Intervene in traffic by providing a car-free zone area in this site and divert the traffic in front of the Leicester railway station to the underpass.

Create a comfortable walking area in this site to encourage people to walk and using public transport or their bicycle rather than a private vehicle.

Provide more green area in this site to create a good ecosystem and high quality of living environment.

Sustainable concept applied by collect the greywater and recycle it to watering the landscape and also supply the electricity by providing wind power and solar panel.

These efforts can reduce the maintenance cost.

Create the new landmark to increase the imageability, which is a lack in Leicester, while still preserving the listed building. Those combinations between the new and old building perhaps could elevate the value of this city.

This area accommodates all families which there is no gated community to provide a suitable environment in society

The mixed-use area offers inhabitants with the range of shop, workplace, leisure area, school, and public amenities where people can access in walking distance.

High density in housing and workplace to compensate for the high price of land in the city centre and the limited availability.

Create more public space to bring more people to the street and providing active surveillance to make the neighbourhood safer. .

All places in this area should have direct and easy access to transit to allow people to commute with public transport.

I do the intervention in the street by changing the Granby street and part of the road in front of the Leicester railway station into a car-free zone to accommodate pedestrian and cyclist, also provide them with easy access between the city centre and Leicester railway station. Moreover, this section could provide more public space and the public realm where people can live, work, play and socialize.

CONCEPT & DESIGN.

However, there is still access to vehicles from London rd to Charles street by providing an underground in front of the Leicester railway station. This intervention is intended to minimize the traďŹƒc of private vehicle to access the centre and encourage people to walk, cycling and use public transport, that is the critical success factor in the TOD.

The fact that there is lack of green area and street furniture in this site, thus I will create this location to be an Urban park that provides a massive green oasis in the city where people can socialize, and conveniently do their activity. And offer more street furniture, good access for pedestrian, cyclist and disable people. Furthermore, provide children playground in a particular area, especially near the residential area in Highfield.

This location perhaps could be the new destination in the city centre that provides a strong character and imageability for the city and give more benefits to inhabitants.

One of the vital success of TOD is to provide a mix-used area. In this site, I try to create a location where people could access to work, live, shop and play in walking distance within 2000 footsteps (roughly 600 m2) from the train station.

Moreover, in the ground level, there are more public space and commercial area to provide more people to the street level and create an active surveillance “eyes on the street” that would be safer to the neighbourhood.

This is the giant LEICESTER letters in a public space to create a strong unique character and signage in front of Leicester railway station and fountain area where potentially could be a recommended spot for outsider or inhabitants as well.

There are 3 ways to access the first floor in TOD Leicester, first via stairways near St Georges entrance and Granby entrance, second via ramps particularly for disable people and cyclist are available near St Georges entrance, Granby entrance, Waterloo entrance and Highfield entrance. Lastly, via escalator and elevator inside the retails building or commercial area.

There are four giant artworks in the first floor that will be a landmark in this location. this is the spot where could be described as “instagramable” place. besides its aesthetic look, each artworks also have important function as windmills and solar panels which can support the electricity in public space. moreover, this artworks also serve as a grey-water and rain-water collection that can be reused to watering the entire parks. all of this sustainable concepts could reduce the high cost of maintenance and support the green building policy in UK.

The big plaza in the centre of this project can hold various activities such as outdoor exhibition, art performance, or community gathering. this plaza could be the central activities as well as the new landmark in Leicester. there is a stage that could support all of those activities and surrounded by the tree pot, sitting area and commercial area. all retails area have direct access and view to the plaza to increase the value. morover, there is also a good accessibility from the train station to this plaza, to encourage outsider to come here with walking or cycling.
