Horizon’s Labour and Birth flip-flop causes undue stress URVH unit reopened after public outcry

U

pper River Valley residents reacted quickly with shock and anger when word suddenly emerged Friday evening, Nov. 5, that Horizon Health Network planned to immediately and permanently close the Upper River Valley Hospital’s labour and birth unit. The collected anxiety eased somewhat, 22 hours later, with word Horizon flip-flopped on the stunning decision personally delivered to URVH staff by Horizon’s interim president and CEO John Dornan during his late Friday afternoon

visit to the Watervillebased hospital. While relieved, questions and concerns remain. Although the unit was temporarily closed because of staff shortages surrounding the ongoing COVID-19 crisis, everyone, including the government’s local MLAs, appeared blindsided by the news of permanent closure. The confusing mixed messages continued over the weekend into Tuesday, Nov. 9. Late Friday evening, Horizon issued a release — only after River Valley Sun re-

ported the news and the backlash began — confirming the permanent closure. On Saturday, it updated the release stating the labour and birth unit would reopen in the “coming weeks.” On Tuesday, following Dorman’s Monday afternoon Zoom meeting with URVH staff, Horizon issued a third release announcing the unit’s reopening on Monday, Nov. 15 at 7 a.m. Through all the turmoil, neither Dornan nor any Horizon official was available for comment. he Woodstock Duty Free Shop owner at the Woodstock-Houlton border crossing says the border is opened to leisure travellers in name only. “As long as the Canadian federal government requires the PCR test for travellers, the border is effectively closed for most on both sides,” said John Slipp, President of Atlantic Travel Centres Duty Free Shop. The U.S.-Canadian border, closed since

spring of 2020, reopened for leisure travellers on Monday, Nov. 8. However, the Canadian government requires returning Canadian travellers or vacationing foreigners to provide PCR COVID test results within 72 hours of arrival at a port of entry.
