For the second straight Christmas, eight-year-old Dawson and seven-yearold Blake turned their Christmas ornament crafting skills into fundraising efforts.

Last year, the girls

raised approximately $1,500 for Nackawic’s Meals for Seniors program.

With the meals program no longer operating, the girls hope to meet or surpass last year’s total as they raise funds for Christmas Daddies.

“Because it is a nice thing to do for people in need,” said Dawson.

“I like helping others,” added Blake.

The girls’ effort last year and this year is only the beginning of their plan to make a Christmas tradition.

Dawson and Blake have a central role in picking the charity to support.

“We wanted to keep the money local, and we talked about all the charities around and then picked one,” said Dawson.

Blake agreed their goal is to help people in their community.

“We looked at charities that are local,” she said.

Erica said they also made a few sea glass ornaments for some who

didn’t get them last year.

Erica explained the ornaments are not priced but sold for a donation.

The girls’ proud grandfather Mike MacFarlane said Dawson and Blake built quite a following in the community.

MacFarlane said the girls’ project even has a corporate sponsor who agreed to match whatever the girls raise by selling the ornaments.

“So whatever they make, the sponsor will double it,” he said.

Dawson and Blake were among the many vendors at the Nackawic Christmas On the Bend Craft Sale at My Gym in the Nackawic Mall on Saturday, Dec. 4.

The demand for the Pollock girls’ ornaments appears to be growing.

MacFarlane said orders and donations have rolled in from well beyond the Nackawic area.

Erica said she and the girls recently delivered ornaments purchased by the local pub.

While there, she explained, pub patrons asked to buy some, so she made a trip home to get more.

“Blake, the youngest, asked if we could go sit at the pub and sell ornaments every night,” Erica said.

“I said I don’t think we’re supposed to do that.”

Erica said Dawson and Erica are selling at a pace that should meet or surpass last year’s total.

She said the girls are already seeking ideas for next year’s Christmas fundraiser.

“Pinterest is our friend,” Erica said.

The combination of crafting and charity appears to be a winning formula in the Pollock household and seems set to become a long-running family tradition.

“The girls love it,” said Erica.

RCMP continue Bulls Creek homicide investigation

Police confirm 35-year-old woman shot to death on Nov. 14

A

s of Dec. 11, New Brunswick RCMP offered no updates in the RCMP Major Crime Units homicide investigation surrounding the death of a 35-old-year woman on Sunday, Nov. 14, in Bulls Creek.

On Monday, Nov. 15, RCMP Sgt. Nick Arbour confirmed that Christine Thibodeau died at the scene of gunshot wounds early Sunday morning.

A large contingent of police officers remained on the scene at 1428 Route 165 in Bulls Creek for several days after responding in the early morning hours of Sunday, Nov. 14.

With a command post established, dozens of officers and others searched the property, with numerous scrapped automobiles surrounding the house.

The RCMP said officers responded to a report of a woman shot outside a home on Route 165 at approximately 2 a.m. Sunday.

Arbour said police arrested a 50-year-old man at the scene but later released him.

RCMP spokesperson Sgt. Hans Ouellette told the River Valley Sun on Friday, Dec. 11, the investigation remains ongoing, adding these cases can

take a long time.

A neighbour said he woke Sunday, Nov. 14, to find the adjacent property cordoned off with police tape and more than a halfdozen RCMP vehicles in the yard. He said he heard little overnight except the sounds of sirens driving past around 2 a.m. Sunday.

The neighbour said when he approached the police at the time, asking if he or other neighbours had a reason for concern, the officer responded, saying no.

Woodstock mayor says health announcement ‘wonderful news’

Health minister announces pilot project to tackle addiction/mental health issues

ew Brunswick Health Minister Dorothy Shephard visited Woodstock Friday afternoon, Nov. 19, to announce a proactive project to tackle addiction and mental-health issues, especially among the community’s youth.

As the minister stood at the podium at the AYR Motor Centre’s Gallery Room, Woodstock Mayor Art Slipp and Deputy Mayor Amy Anderson sat in the front row intently listening.

“This is wonderful news,” said Slipp, following the announcement.

“This is what we’ve been pushing for as a result of the eight needs identified in the Carleton County Health Needs Assessment.”

He said mental health, primarily geared towards youth, was a priority in that report.

“We’ve been working on this through our two MLAs in this area for quite some time and are pleased to see today’s announcement,” Slipp said.

Shepherd said the pilot project drew inspiration from a successful program in Iceland that began almost 20 years ago, which, over the years, significantly reduced the consumption of drugs and alcohol by the nation’s youth.

A central part of the Icelandic model used youth surveys to determine what

drove youth towards bad decisions, then enact measures to address those issues. Those measures included providing youth with more options and better help.

Shephard said New Brunswick’s pilot project requires a community approach, utilizing elected officials, government structure, municipalities and the entire community working to detract youth from using substances.

“It’s an evolution,” she said, following her presentation to a small gathering.

“It doesn’t happen quickly, but if we put supports in place that give children and youth an alternative, then we can see the model working over a period of time. It’s about healthy communities. It’s about investing in our youth. It’s about providing options.”

Like the mayor, Anderson sees the pilot project as a positive step towards tackling addiction and mental health challenges. She said she heard about the Icelandic model and wants to learn more about it. She believes the Carleton County community will step up when needed.

“Awareness is high,” said the deputy mayor.

Shepherd said the fiveyear pilot project would launch next fall in several New Brunswick communities.

“We need to address high rates of substance use among our youth,” she said. “This is an important project that will allow each participating community to develop a unique response based on its specific challenges and needs.”

The minister said the project involves collaboration between experts in preventing substance abuse. She said teams of community stakeholders, health promotion partners, volunteers, youth, school community members, researchers and policymakers would identify core issues related to youth substance abuse to develop solutions and action plans.

Slipp has no concern about buy-in and support from the Carleton County community.

“It’s already there,” he said.

Slipp cited several effective organizations in the greater Woodstock area already devoted to mental health issues.

“This will complement programming already in place,” he said.

The mayor said a measuring stick of the project’s success over time would include a reduction in the Woodstock Police Force calls related to mental health and addiction issues. Woodstock Police Chief Gary Forward attended the minister’s an-

He said the announced pilot project addresses the types of partnerships police have long pursued through the Association of Chiefs of Police.

Forward said the success of the project requires “due diligence” on everyone’s part.

“But if everybody’s pulling in the same direction, I think we stand a real chance of seeing something good here,” Forward said.

Carleton MLA Bill Hogan — who attended the Woodstock announcement with Carleton York MLA Richard Ames and Carleton-Victoria MLA and Agriculture, Aquaculture and Fisheries Minister Margaret Johnson — likes

the Icelandic model and believes it could tackle one of the key planks in his election platform.

During his election campaign, Hogan cited local crime and addictions as a significant concern.

“It remains that,” he said. “And it ties in nicely with the Icelandic model.”

Shephard said the province would fund the projects through the budget as the programs progress.

“It’s about building resilience within the actual communities,” she said.

“So what we have to do is see what each community needs and then put the support behind it.”

Shephard said measuring success would mean looking at how many children attend classes, reduc-

ing mental-health issues, and checking substance abuse data.

She said the pilot project is one of several initiatives directed towards mental-health services across the province outlined in the government’s recently released new health plan.

“Fifty-one per cent of New Brunswickers have indicated they are at risk of experiencing negative mental health issues due to social isolation, stress and economic hardship caused by the COVID-19 pandemic,” said Shephard.

“We are taking action now to address those issues and ensure residents have better access to the addiction and mental health services they need.”

Rural health care ‘really important’ says health minister

Shephard says rural NBers can’t feel like they’re in a ‘two-tiered system’

uring a visit to Woodstock on Saturday, Nov. 19, New Brunswick’s health minister committed to delivering excellence in health care, including rural health care.

Health Minister Dorothy Shephard made that commitment in the wake of Horizon Health Network interim CEO John Dornan’s surprise announcement on Nov. 6, then reversal less than 24 hours later of the permanent closure of the Upper River Valley Hospital’s labour and birth unit.

While not explaining how the shocking developments occurred two weeks earlier, Shephard said she was happy to see the interim CAO found a different approach than the unit’s closure.

“Sometimes I think what happens is that an easy solution to a hierarchy seems like the right thing to do,” said Shephard.

The minister was at Woodstock’s AYR Motor Centre to announce an addiction and mental-health pilot project in her govern-

ment’s recently released health plan.

“And,” she added, “we have made a commitment as a government that rural health care is really important.”

Following her announcement in Woodstock, the minister said she planned to travel to Waterville to talk to the staff at the Upper River Valley Hospital.

Staff from the hospital told the River Valley Sun the minister didn’t talk about the closure announcement and reversal but told them about the government’s provincial plan and toured the birth and delivery unit.

The Nov. 6 announcement took everyone in the region, including the two government MLAs and local mayors, by surprise.

Angry community backlash rose immediately after the River Valley Sun reported Dornan’s visit late Friday afternoon, Nov. 6, to inform the URVH staff about Horizon’s decision.

At the time of the an-

nouncement, the URVH unit was closed because of staff shortages as the New Brunswick health system dealt with COVID-19 pressures.

The URVH birth unit reopened on Nov. 15.

During the debate on the unit’s future, the Waterville hospital’s obstetrics staff wrote a detailed letter to Dornan, Shephard and others explaining how its operations meet national standards for rural health care. While URVH’s labour and birth unit is the only one of its type in New Brunswick, staff provided the minister with a list of more than 50 hospitals that successfully use the system nationwide.

Asked if the URVH model could serve other New Brunswick rural areas, Shephard responded, “I don’t see why not.”

She said the recently released health plan set priorities to provide access to essential health services in all province areas.

“We made a commitment with this health

plan that over the next 24 months will prioritize five things, and rural communities are as much a part of that as urban communities,” she said.

Shephard said those priorities include access to priority care and access to surgery.

She added the plan also sets improving connectivity as a priority.

“My goodness, we have nearly 10,000 fax machines still in operation in our medical system,” said Shephard.

The minister’s Woodstock visit also highlighted the health-plan priority to improve treatment of mental health and addictions.

The fifth priority in the plan calls for improvements in senior care.

Shephard cited a plan to establish “nursing homes without walls” as part of that effort. The program extends some of the services available in nursing homes to seniors who are still living at home.

announcement on Nov. 5, Woodstock Mayor Art Slipp and Hartland Mayor Tracey DeMerchant expressed concern about being blindsided. Both mayors and others said consultation with local communities should be a central part of the decision-making process.

Shephard committed the government to community consultation as it moves forward on its plans.

“Rural health care is really important, so they can’t feel like they’re in a two-

tiered system,” she said.

“There are always challenges, but we must meet them together,” During the debate which followed the Nov. 6 closure announcement, Slipp said he continually must remind health officials that the state-of-the-art URVH opened in 2007, designed to be a centre of excellence in rural health care.

Shephard said the government strives to create the entire health-care system as a “network of excellence.”

URVH Labour and Birth Unit welcomes first baby after reopening Young family thrilled to welcome first baby close to home

Woodstock family is celebrating the birth of their first child and the ability to give birth close to home.

Aaron and Kristin Young welcomed their son Brooks on Nov. 17.

Their son is the first child born in the Labour and Birth Unit of the Upper River Valley Hospital (URVH) in Waterville after

it reopened Monday, Nov. 15.

“The entire staff have been so incredibly great,” said new dad, Aaron. “The care is so great. Our community is so incredibly lucky to have each and every single one of them,” he said. “Kristin and I are thrilled to have had him at our hospital.”

Young said the day was

emotional for his family and the staff who helped his wife give birth.

“There were lots of tears all around,” he said.

“We couldn’t be luckier having such a great staff and facility.”

The Labour and Birth Unit at URVH was temporarily closed in September so staff could be redeployed to deal with

the hospital’s overcapacity due to COVID-19 patients.

On Nov. 5, Horizon Health CEO Dr. John Dornan announced the unit’s permanent closure, only to reverse the decision 22 hours later after a huge public outcry.

On Monday, Nov. 8, Dr. Dornan met with staff and announced the unit would reopen Monday, Nov. 15.

Woodstock budget: tax rate unchanged, capital budget restored

Council approves $8 million 2022 budget, including a half million for capital purchases

W

oodstock residents’ property tax rate will remain unchanged in 2022, although the town will collect more tax money thanks to a $35.6 million increase in assessed property value in 2022.

The tax rate will remain at $1.45 per $100 assessment in Woodstock inside — fully serviced — area and $1.40 for the outside area and the western end of the town’s industrial park.

Through the combination of town growth and assessment increases to existing property, the assessment value jump will deliver an additional $516,249 to town coffers.

Woodstock, however, loses $171,658 of that extra revenue because of the reduction in the equalization grant from $880,163 in 2021 to $708,505 in

2022.

After the Tuesday, Nov 23, council meeting and approval of the nearly $10.6 million budget, Mayor Art Slipp welcomed the tax base increase, saying the town needed the additional revenue.

“That prevented us from having to deal with a potential tax increase,” he said, “but that revenue was eaten up very, very quickly because of increases in wages and other things.”

Slipp said the council members are most excited about returning to a reasonable capital budget, which last year dropped to just over $1,300.

“That’s why we borrowed for the first time ever,” he said. “Council went into the discussions this year saying we’re not going to borrow any more money. If we didn’t have

the assessment increase of between six and seven per cent, we would have still been in a very difficult position.”

The mayor said Woodstock historically budgets between a half million and a million dollars for capital projects.

The 2022 budget set aside more than $561,000 for capital purchases.

While the council earmarked a portion of the capital towards purchasing a fire truck, new police cruiser and paving, a large part of the budgeted capital funds remains unattached to a specific project.

Slipp said department heads, other staff, and council members would decide where to direct the remaining capital funds in December or January.

“The town’s priorities will be looked at and dealt

with first, so there may be some departments that don’t get any capital projects this year,” he said.

With the town’s new well site about to come online, Slipp said, the town would have to look at installing a manganese treatment system similar to the one at its existing wellhead. He noted that town engineers are already developing cost estimates.

The mayor said the town also has gas-tax funds available for capital projects next year, noting a portion of those funds will cover the town’s share of designated highway upgrades.

“We have a list of four or five gas-tax projects next year, too,” he said.

While pleased with the increase in the town’s tax base, Slipp said the town still has limited funds to

deal with a long list of needed projects.

“We have more longterm needs than we can probably fund in the short term,” he said. “The key is to set our priorities, so we know what we’re going to have.”

In addition to approving the general fund budget for 2022, council also approved the utility budget.

While the water and sewer rates remain unchanged, acting CEO Andrew Garnett said estimates see utility revenues increasing from $1.312 million in 2021 to $1.345 million in 2022.

“This is a sign that Woodstock is growing,” he said.

The 2022 Woodstock budget again shows as the Woodstock Police Force continues to eat up the most significant share of

town expenditures, with the town projecting to spend just over $2.6 million to deliver policing services in 2022, an increase of 1.56 per cent.

The AYR Motor Centre operations are second with $1.76 million in projected expenditures, down 6.73 per cent from 2021.

Other recreational and cultural services will jump by 20 per cent to $840,135 in 2022. However, AYR Motor Centre and recreation costs will be partly offset by a projected $826,000 in revenue.

The budget will see the town’s transportation costs decline slightly to $1.553 million in 2022, while the fire department also dropped a small amount to $906,825.

Woodstock’s entire budget grew by 5.82 per cent.

First decisions in Woodstock off-road-vehicle debate coming soon Council hopes to pass resolution setting stage for pilot project to test street access next April

oodstock council added the long-debated off-road-vehicle issue to its Dec. 15 council meeting agenda in hopes of giving town staff the goahead to prepare for a pilot project in April.

Discussion surrounding plans to provide off-roadvehicle riders access to some Woodstock streets was the only item on the agenda for the councilin-committee meeting at the AYR Motor Centre on Tuesday evening, Dec. 7.

Deputy Mayor Amy Anderson chaired the Dec. 7 meeting as Mayor Art Slipp had to leave after only a half-hour to attend another meeting.

Before departing, Slipp said he hopes council discussions at the council-incommittee meeting prepare it to officially take a big step forward at the Dec. 15 regular council session.

“I’m hopeful as a result of the meeting tonight, we can have on the agenda for the Dec. 15 meeting a resolution to authorize both of the two pilot projects,” said Slipp.

Slipp explained that

council’s passing of the resolution would allow it to direct staff to do what’s necessary to complete all the background and legal work required to set dates and prepare for the pilot project.

One pilot project involves providing limited access to Main Street, Connell Street and Deakin Drive so off-road riders could reach businesses within town limits. Council must also address the future use of the Trans Canada Trail from downtown Woodstock to the old train bridge in Upper Woodstock.

Following the meeting, Anderson explained the use of streets would be the focus of the upcoming resolution. She said off-roaders’ access to some streets removes any immediate need for the use of the trail, which remains blocked to motorized traffic.

Anderson told council a resolution to move forward on next spring’s pilot project to provide street access to ATVs and quads is just a first step. She said the pilot project would require by-

law amendments approving the use of Deakin Drive and approval from the provincial government to use Main and Connell Streets, both provincially designated highways.

In addition, the deputy mayor explained that council members want staff — through the ad-hoc committee created to study the issue — to find answers to their still unanswered questions.

Woodstock Police Chief Gary Forward, acting CEO Andrew Garnett and Tourism Director Tobi Pirie sit on the ad hoc committee. Council and committee members agreed with Coun. Trina Jones’ suggestion that one or more council members join the committee to better coordinate the search for required information.

Forward and Garnett attended Tuesday’s meeting, while Pirie joined by phone.

The police chief reminded everyone the town created the committee after Woodstock Police Force faced a significant rise in complaints about off-roadvehicle riders illegally using

the street and trails. He explained many of the complaints focused on noise and speed.

At the same time, Forward added, off-road groups approached the town, asking for a route to town businesses, similar to those provided by numerous other New Brunswick communities.

He said the issues at the heart of the committee’s report involved public safety, economic benefits and the environment.

Forward explained a six-to-eight-week pilot project, tentatively scheduled to begin in April 2022, would provide more accurate information than basing policy solely on theory.

“Everyone can see what is happening,” he said.

Forward warned no decision would end all offroad vehicle problems, noting some people break laws, just as car and truck drivers speed, go through red lights and violate other traffic laws.

“If it proves to be dangerous, I’d be the first one to recommend shutting it down,” he said.’

Coun. Mark Rogers expressed concern about insurance coverage, saying he wanted to ensure the town didn’t become liable in the event of a severe accident involving an off-road vehicle on a town street.

Bob Stokes, who attended the meeting as a representative of Quad NB, said off-road vehicle owners must meet the exact requirements as car owners, including a driving license, registration and insurance.

Jones said she needs more information about Trans Canada Trail options as it explores a leasing agreement with the N.B. Department of Energy and Natural Resources Development, including costs going forward.

sions with the province are ongoing.

At the beginning of the Dec. 7 meeting, Anderson identified two recent submissions which would be added to the committee’s file. She said one submission came from off-road groups urging council to make a decision and the other was a detailed report on the history and potential future of the Trans Canada Trail submitted by town resident Jennifer Campbell.

Following the meeting, Campbell said she supports giving access to off-road vehicles to town streets but sees excellent economic opportunities in improving and enhancing the Trans Canada Trail to non-motorized traffic only.

Council approves first and second reading to give ATV and Quad riders access to Otis Drive

ust one step remains before off-road-vehicle riders can legally travel along Otis Street in Nackawic.

At the Monday, Nov. 15, regular meeting, Nackawic council passed the first and second reading of the proposed “T-3 Bylaw Designating Portions of Roads Accessible to All-Terrain Vehicles.”

Council voted unanimously to support the new bylaw. Deputy Mayor Greg MacFarlane and Coun. Brian Toole were absent from Monday’s meeting.

The bylaw would provide access to ATV and Quad riders to the entire length of Otis Drive. It would also maintain access to portions of Routes 105 and 605 through previous agreements with local ATV clubs.

After the meeting, Coun. Bob Simpson said council’s support for the bylaw follows a successful public meeting where representatives of local and provincial off-road clubs, including Quad NB director Bob Stokes, delivered informative presentations.

Simpson believes offroad tours are a growing tourism opportunity for New Brunswick, and Nackawic can benefit by working with them and welcoming riders to the community. The councillor specifically noted Stokes’ outline of efforts to connect the province’s trail systems to those in Maine.

Stokes welcomed the news of the bylaw passing first and second reading.

He agreed with Simpson that the public-information session went well.

Stokes also confirmed Quad NB’s efforts to connect New Brunswick and Maine trails.

“I am chairing a committee with some fellow Quad NB board members on an N.B.-Maine ATV Agreement,” he said.

Stokes said a proposal now sits in the Maine Legislature in Augusta for review.

“We are hoping to have a response soon,” he said.

Stokes said Quad NB already has agreements with similar groups in the other Atlantic Provinces and Quebec for the shared use and access to trails.

“With the rapid growth in this sport and tourism, I felt we should explore a possible working relationship with Maine,” said Stokes. “We will see what happens.”

He said trails in both New Brunswick and Maine run close enough to the border to make for an easy potential connection.

“The Maine ATV trail is very close to the Houlton airport and just a short connect to the border where it would link with the trail proposed by the River Valley ATV Club,” said Stokes.

The current agreement between Nackawic and ATV groups allows off-road riders to exit the trail system and travel Routes 605 and 105. It permits ATVs and Quads riders to travel Route 105 as far as the gas station in town.

If it passes third reading at a future council meeting, the bylaw will maintain the current agreement and add access to Otis Drive, which runs through Nackawic’s business district and the town’s growing waterfront tourism project.

Otis Drive connects to the portion of Route 105 where off-road vehicles have access. Otis then reconnects with Route 105 near the Hawkshaw Bridge, beyond the point where off-roaders have access.

Stokes previously acknowledged off-road clubs’ are pursuing provincial government approval to access the remainder of Route 105 and the bridge to reach trails on the south side of the bridge. He said that is the next step in completing a province-wide system of connected trails.

Stokes explained Otis Drive provides a safer route through Nackawic than using the entire length of Route 105, which is used heavily by commercial trucks, including log trucks travelling to the AV Nackawic pulp mill.

With Nackawic on the cusp of providing a route through the town for offroad travellers to reach local business and connect with other parts of the trail system, Stokes said the next step is to secure similar bylaws or agreements in other communities.

One such community is Woodstock, where council is currently debating ATV and Quad access to town streets and the Trans Canada walking trail.

While Woodstock council is close to approving a pilot project in the spring to provide off-road traffic on designated streets, its plans for the Trans Canada Trail remain undetermined.

Stokes said Woodstock currently poses a roadblock to the off-road sporting community’s efforts for a completely interconnected trail system throughout the province.

Stokes said the River Valley ATV Club’s original proposal to Woodstock called for access to the Trans Canada Trail from Wright’s OK Tire on the town’s southside to Station Street at the north end.

From there, he said, offroad drivers could seek the right to travel along Station Street to Upper Main Street to Deakin Drive to Connell Street, through the business district to the western town limits and another trail system.

Woodstock’s proposed pilot project would allow off-road traffic on Main Street, Connell Street and Deakin Drive, with limited access to other streets. It has not yet decided on the trail system but is studying the possibility of widening the trail to provide parallel motorized and pedestrian traffic routes.

Municipal reform is a regional opportunity

ow that Minister Daniel Allain has released the government White Paper on municipal reform, the vital work on implementing these changes will begin early in 2022. It’s now time for municipalities to seriously think about how we can work together to seize the opportunity to modernize and improve our local municipal structure.

The most significant change resulting from the White Paper is that most New Brunswickers will be taking responsibility for electing municipal representatives regardless of the type of municipality or political entity in which they reside – referred to as the “municipalization” of the province.

The plan should give rural residents and voters greater control over decisions that impact their home community.

The White Paper identified four pillars critical to the reform process: structure, regional collaboration, land use planning and finances. The province will be appointing transitional leaders to develop a process to

gradually implement change around each of the four pillars. The process will begin by preparing for a new municipal election to be held in November of 2022. Still, the transition timeline will see most major changes after January 1, 2023.

The province has developed clear public interest statements for land use planning and statements to protect agricultural land and natural resource development.

Policy statements will also be set to control settlement patterns (limit urban sprawl) and mitigate climate change. These statements are designed to protect the primary mineral resource base of the province, agriculture, and forestry. These industries are critical to the future prosperity and rural lifestyle of Carleton and Victoria counties.

The boundaries of the new municipal entities in this region were drawn to respect traditional communities of interest and preserve our rural lifestyle. Since several existing municipalities have been expanded and have added significant population and territory within their boundaries, the next election will require a ward system. Dividing local governance into wards will ensure that the new areas and citizens from neighbouring local service districts will have representation on the new councils after the next election. The mayor will be elected “at large,” meaning every voter gets to vote for mayor regardless of what ward they reside.

The current Local Service District Chairs will have a vital role during the transition. The White Paper clearly states in terms of taxation, residents in the local service districts will only be taxed on and pay for the services which they receive. The province will continue to be responsible for road maintenance. The RCMP will contin-

ue to police the local service districts and the portions of LSDs that have been added to municipalities. Many questions remain unanswered at this time, but between now and the November 2022 election, the specifics around taxation will be discussed during the transition process.

The mandate of the Regional Service Commissions (RSCs) will be expanded to add the following six responsibilities: Economic development, Tourism promotion, Community development, Regional transportation, Recreational infrastructure cost-sharing and Social focus. In addition, the RSCs will also be required to establish a Public Safety Committee to oversee policing, fire protection, and emergency measures planning. The fundamental role of the RSC is to promote regional collaboration and land use planning within the region. However, several municipalities have expressed a concern that the costs associated with the new mandates (formerly a provincial responsibility) will be indirectly downloaded to municipalities through the RSCs. Unfortunately, the implementation timeline will delay most key municipal finance and fiscal reform decisions until 2024. The changes in community funding and the equalization grant are supposed to be in place for the 2023 taxation year. Still, the more challenging decisions around “Phase Two-Finances” will not be considered until 2024. These changes will impact a municipality’s ability to find new, additional revenue streams. At present, property tax revenue provides the largest source of income for municipalities.

While it is recognized that the financial pillar is the most challenging, perhaps it is wise not to rush this critical policy work.

Most municipal leaders consider the financial package and tax reform the highest priority, and the delay is certainly unwelcome.

Land-use planning decisions will also be delayed through 2026. Although regional land-use planning will begin in 2022, it won’t be completed until mid-2024. The local land use planning requirements will continue to be delivered through the planning services of the regional service commission.

Overall, the White Paper has been favourably received by the four (4) provincial, municipal associations. The key to success will continue to be open, transparent consultation, particularly on the tough financial questions around tax reform. Our area municipalities are hoping to begin the discussion around re-organization as soon as possible after the regional team leader is appointed. Preliminary talks are already underway, and we anticipate that a cooperative, collaborative consultation will allow our new municipal entities to work through a transition that will result in a more significant regional perspective.

Although boundaries may have changed and new entities have been formed, we all share the same political traditions and the new boundaries now better reflect our current provincial constituencies.

He’s been a member of the Western Valley Regional Service Commission since it started in 2012, served three, oneyear terms as UMNB President, and is currently a member of the UMNB Board of Director’s executive, sitting as Past President.

It was beyond thoughtful that you recognized him by name in the River Valley Sun word searches. He was very worthy of the fame and attention each publication brought to him.

For Christmas last year, I drew his name as one of the Neighbours to buy a Christmas present for. I’ll never forget

his wish list: a pillow, some pop, and a bag of chips.

Before COVID, Charlie loved when the bus went on trips to Tim Hortons - he even had a Tims card. During COVID, he would come out to the lobby and wave his card around. I would let him know that because of COVID, we had to stay inside for a while.

I remember mentioning this to Robin LaBillois, our accountant. When she re-

turned from her lunch, she brought him back a coffee.

I delivered it to him, and boy o’ boy, did that ever put a smile on his face! He slurped and enjoyed that coffee like no one else ever could.

For the life of Charlie Sterling and for Theresa and her paper, I am thankful.

Nackawic fire chief says blaze remains under investigation

A

n early-evening fire on Dec. 7 destroyed an older mobile home in Central Waterville on Route 595 near Nackawic.

In an interview shortly after the fire, Nackawic Fire Chief William Hopkins said no one was living in the structure at the time, but a family of five was planning to move into the home before Christmas. He said the home

was moved to the site just two weeks prior to the fire, and electricity had not been hooked up to the home.

A relative of the people who own the home later told the River Valley Sun the family had recently moved into the home with their belongings, and lost everything, including a family pet, in the blaze.

Chief Hopkins said his department was aided by the North York Fire De-

partment, with firefighters and trucks coming from both stations in Millville and Keswick Valley. He said firefighters were on the scene for approximately two hours.

Nackawic firefighters contacted the Red Cross, but he’s not sure what’s being done for the family, who he said were staying with relatives at the moment.

The fire remains under investigation.

Kettle campaign offers ‘The Spirit of Giving in Difficult Times’

Woodstock Mayor Art Slipp and wife Lynn help Salvation Army kick off vital Christmas fundraiser

hat’s become part of Woodstock’s Christmas tradition, two prominent local couples met Thursday morning, Nov. 25, to kick off the 2021 Salvation Army Christmas Kettle Campaign.

Majors Angel and Marlene Sandoval, Corps Officers of the Salvation Army’s Woodstock Community Church, welcomed Mayor Art and Lynn Slipp to the Atlantic Superstore to help launch this year’s campaign, which the Sandovals called “The Spirit of Giving Through Difficult Times Christmas Campaign 2021.”

With COVID struggles for almost two years adding to the typical daily struggles of many people in the area, Angel Sandoval said the kettle campaign takes on even greater importance.

He said they set a goal to raise $50,000 to be shared with families in need in Woodstock and surrounding communities.

Angel said last year’s campaign fell a little short of its goal in the heart of the COVID-19 shutdown, but he hopes with more peo-

ple on the move this year, they’ll meet or surpass this year’s target.

Marlene echoed Angel, noting the need is growing, and they expect the traditionally generous Carleton County people to contribute whatever they can.

“Our mission is to help anyone in need,” she said.

Slipp said he and Lynn look forward to throwing their support behind the Christmas Kettle Campaign.

“I don’t think I missed a year since becoming mayor,” he said.

Slipp said he participates in the campaign launch each year because he believes it is essential to recognize the Salvation Army’s crucial contributions to the community and the campaign’s vital community support to those struggling through the Christmas season.

The Slipps remained at the Superstore to oversee the kettle for the rest of Thursday. Noting his busy schedule, Mayor Slipp said it was easier to block out a whole day than to find blocks of time over several

days.

“I enjoy the time to socialize and catch up with people as they drop by,” he said.

The Salvation Army have the kettles onsite at five locations in Woodstock. In addition to the Superstore, they will set up kettles daily at Sobeys, Canadian Tire, Walmart and the New Brunswick Liquor Store.

The Sandovals said the kettles are onsite between 10 a.m. and 6 p.m. from Nov. 25 through Dec. 16 and from 10 a.m. to 8 p.m. from Dec. 17 through Christmas Eve. They said finding volunteers remains a challenge, explaining anyone willing to oversee the kettle can add their names to the schedule by calling 328-8276.

Marlene expressed her appreciation to those who helped out during the kettle schedule over the years.

“Our volunteers are very, very dedicated people,” she said.

Angel said businesses or individuals could add to the campaign’s success by agreeing to match the

amount raised by a kettle on a specific day. For example, he said, the Scotiabank already committed to matching collections at the Superstore on Dec. 11.

While always important, the Sandovals said this year seems particularly challenging as families face various problems, including the rising cost of food, rent and other necessities.

“Christmas is a time of excitement and joy,” the Sandovals wrote in a letter distributed to area officials, business and others before the campaign kick-off. “It’s the thrill of anticipation and comfort of spending time with those you love. Sadly, there are families who have no one to love and nothing to look forward to. Joy and excitement, crucial parts of families, just aren’t a part of their lives.”

This season marks the sixth Christmas Kettle campaign for the Sandovals since arriving in Woodstock in November 2016. Coming from Italy, Marlene said, Woodstock offered a significant culture change. One which they have embraced.

Industrial corporations named in new Wolastoqey title claim

Claim will not impact homes/farms, targets Crown lands and forestry corporations Wolastoqey Nation in New Brunswick

T

he six Wolastoqey communities in New Brunswick today (Nov. 30) filed a new version of their title claim in New Brunswick’s Court of Queen’s Bench, focusing on major industrial corporations that occupy its traditional lands.

Some of the largest industrial corporations across what is known as the Province of New Brunswick are named as defendants, including J.D. Irving, Limited and 18 of its subsidiaries or related entities; NB Power; Acadian Timber; Twin Rivers Paper; HJ Crabbe & Sons; and A.V. Group.

These companies operate on about 20 percent of the more than five million hectares identified in the claim as the traditional lands of the Wolastoqey in New Brunswick.

The corporations are named in addition to the governments of New Brunswick and Canada, which hold another 41 per cent of the land included in the claim.

These lands were occupied since time immemorial by the Wolastoqey people, who, in addition to traditional, cultural, and spiritual practices on the land, have used it to sustainably hunt, fish, harvest and trade.

The new claim was announced Tuesday by the chiefs of all six Wolastoqey communities: Matawaskiye (Madawaska Maliseet First Nation); Neqotkuk (Tobique First Nation); Wotstak (Woodstock First Nation);

Pilick (Kingsclear First Nation); Sitansisk (Saint Mary’s First Nation) and Welamukotuk (Oromocto First Nation) during a virtual press conference on Nov. 30.

“Today is about addressing 200 years of land and resource theft authorized and overseen by the New Brunswick Government. Instead of protecting the rightful holders of the land, the provincial government lets corporations run amuck on it,” said Chief Patricia Bernard of Matawaskiye.

The claim reaffirms assurances the chiefs of all six Wolastoquey communities have provided to New Brunswickers: litigation asking the court to confirm Aboriginal title on the traditional lands described by the attached map does not seek to displace regular New Brunswickers from their homes and farms.

It specifically names major forestry corporations, who are the registered owners of land handed over by the Crown either for free or at a very discounted rate.

From these defendants, the Wolastoqey Nation is seeking a declaration of Aboriginal title to their traditional lands along with compensation from the Crown for allowing commercial operations on their traditional land, including through profit-driven resource extraction businesses.

“It has never been in the public interest to give away land for free to large corporations,” said Chief Ross Perley of Neqotkuk.

A ruling in favour of the Wolastoqey would allow forestry to continue, as long as corporations had an agreement with the Nation over activities

on their land.

“Let me speak directly to regular New Brunswickers: The Wolastoqey Nation has never had an interest in evicting regular New Brunswickers from their homes or their farms we know that you or your forebears paid value for your land,” Pilick Chief Gabriel Atwin said.

Between 1725 and 1778, the Wolastoqey Nation negotiated and entered into treaties with the Crown, known as the Peace and Friendship Treaties.

The Wolastoqey never ceded ownership of their lands, and those treaties explicitly recognized that if settlers were to live on Wolastoqey lands, they needed to follow the legal process for settling on these lands.

The Crown broke its word and failed to live up to those treaties in the intervening decades, pushing the Wolastoqey people into six small communities along the river.

“The provincial government’s rejection of a key principle in the Peace and Friendship Treaties that New Brunswick sits on unceded and unsurrendered territory - is a clear demonstration of why this court process is necessary,” said Chief Tim Paul of Wotstak.

The Crown carved up Wolastoqey land and gave it to private landowners, keeping for themselves all benefits in the form of taxes, royalties, leases and fees.

“We’ve identified these lands, and these corporations, because they did not pay fair value for land that remains rightfully ours,” said Chief Shelley Sabattis of Welamukotuk.

government’s unwillingness to seek fair market value from forestry companies getting rich off a booming world market,” Chief Allan Polchies Jr. of Sitansisk added.

Like most New Brunswickers, the Wolastoqey are deeply concerned that reckless resource extraction through profit-driven activities like forestry has left our rivers, forests, and lakes on the brink of decimation.

Christmas boxes help struggling family during holidays Valley Food Bank, Kin Club Christmas Miracle provides food, gifts, and joy for many

wo local organizations are once again producing Christmas boxes for local families in need during the holiday season.

The Valley Food Bank in Woodstock donated Christmas boxes to families from Nackawic to Riviere de Chute for more than 15 years. The Kin Club of Florenceville has supplied Christmas boxes to families in their area for almost a half-century.

The food bank staff and volunteers work tirelessly throughout the fall months, accepting donations for items to fill the boxes. Local individuals, organizations and businesses donate food, various articles, money and gift cards for grocery stores to help make the holiday season brighter for local families.

There’s always a need to help families, said Executive Director Monica Grant, but the need is even greater this year.

“With everything going

on, COVID, people quarantining, the strike, lack of jobs, and the cost of groceries, there is such a great need to help people in our community,” she said.

The Christmas boxes contain enough food for all three meals plus snacks for Christmas day, pet supplies, toiletries, some chocolate treats, and at least one toy for each child in the home.

Grant described the boxes as a great way to alleviate parents’ worry about food on Christmas day so that they can enjoy the day with their families.

The Valley Food Bank’s annual turkey drive to accumulate turkeys proved a success this year, gathering 540 turkeys.

The food bank makes two types of boxes available for families. The first accommodates one to two people, and the second, three to four. Grant said they would donate more than 300 boxes to families once all is said and done.

She said families can

pick boxes at the Valley Food Bank’s new location at 162 Houlton Road, Monday to Thursdays from 10 a.m. to 1 p.m. until Dec. 22, on a firstcome-first-serve basis, with identification through Medicare.

The Kin Club of Florenceville provided struggling families with the basics needed for an enjoyable Christmas for at least 49 years. They are back at it in 2021.

The club’s Christmas Miracle boxes will benefit more than 175 families in Florenceville-Bristol and surrounding communities this year.

Like the Valley Food Bank, Christmas Miracle Boxes contain required food for Christmas day and a toy for each child, thanks to the generous donations of local people, organizations, and businesses.

“We have some great partnerships who help us achieve this,” shares Kim Foster, co-organizer of the Christmas Miracle Boxes.

“Kim and Brent Pearson, Brennan’s Home Hardware, the Red Apple, Hart Store, Mountain View Packers, and Brennan’s Agromart are all very generous. From having toy runs, donating money and gift cards to purchase groceries, to donating food and other items, none of this would be possible without our partners.”

Foster said the goal of club members, volunteers and supporters is to provide all the food needed for breakfast, lunch, dinner, and snacks for a stress-free Christmas Day. Like the food bank, the Christmas Miracle boxes include treats like chocolate.

The Kin Club relies on applications from families and referrals from local schools and churches to determine the need for the boxes, which can be picked up at either the Kin Club in Florenceville or the Knights of Columbus Hall in Woodstock on Dec. 18, from 9 a.m. to noon.

COVID-19 forces Florenceville Rotary to take auction online again Club’s flexibility delivers another successful fundraising event despite challenges

F

or many years, the Florenceville Rotary Club hosted its annual dinner and auction as one of its most important fundraising efforts. Funds raised at the event go towards many of the club’s community service projects.

Last year, with COVID-19 protocols making social gatherings impossible, the Rotarians opted to cancel the dinner and take the auction online.

Carol Brennan, the Florenceville Rotary Club’s fundraising co-chair, said members believed the online auction, while successful, would be a one-time event.

In August 2021, she said, Rotarians began planning the return to the dinner and auction format.

However, Rotarians again adjusted their plans back to the online model when the

COVID-19 fourth wave hit New Brunswick, including sending northern Carleton County into short-termed circuit-breaker restrictions.

Unlike last year, when the online option proved new and untested, the Florenceville Rotarians entered this year’s planning with valuable experience in hand.

“With the experience gained last year, it was easy to transition to the online format again,” said Florenceville Rotary Club president Tony Trafford.

He credited the work of Sunset Auction Sales Inc, which facilitated the online event with more than 200 items up for bids.

Brennan said both years’ events proved equally successful, raising similar amounts of money. She said this year’s event, held from Nov. 9 to 12, raised

approximately $14,000 to go to local projects.

“There was definitely a learning curve last year that we didn’t have to face this year,” said Brennan.” In terms of financial success, the net return was almost identical both years.”

She said the success of these events reaches beyond the financial gains for the club.

“The camaraderie and goodwill that club members experience working with the donors and each other to make this fundraiser happen is also a feeling of success,” said Brennan.

She said the Florenceville Rotary Club members come from Florenceville-Bristol, Bath, Centreville, Hartland and surrounding communities.

“The business community that serves these areas is very supportive of

this event,” said Brennan.

“Local businesses and individuals generously donate the many items.”

Trafford said the auction would not be possible without the committed community support.

“Buyers were from as far away as Sainte Annede-Madawaska, Nashwaak Bridge and St. George,” she said.

Brennan said the Florenceville Rotary’s local projects focus on youth, literacy, health, the elderly and food security. She added that the club also

supports global initiatives such as eradicating polio, clean water solutions, safe stoves, and shelter boxes for areas struck by natural disasters.

Brennan and Trafford aren’t ready to predict what 2022 will bring regarding auction plans.

“Rotarians and the local community had enjoyed a dinner auction for many years,” said Bren-

nan. “One thing the pandemic has taught us is to be flexible and look for new ways to serve the needs of our community. We feel fortunate that as one door closed, another opened and allowed us to continue to raise funds for community projects.”

At this point, she said, the Florenceville Rotary Club can only wait to see what next year brings.

Poppy Fund, Carleton County kindness at work in Hartland Legion Branch no. 24 steps forward to install needed ramp in veteran’s home

hanks to the Royal Canadian Legion Poppy Fund, a Hartland-area veteran now has a more accessible home.

Gloria Foster, secretary of the Hartland Legion Branch 24, said someone approached the branch on behalf of a local veteran who needed a wheelchair ramp at his home in early November.

“He was having significant issues getting in and out of the house without the benefit of one,” Foster explained.

She said branch members immediately set out to help in any way they could, knowing they could access Poppy Fund money to cover part of the project costs.

Foster said the Hartland

Legion approached some local building supply operators seeking support for the project.

She said one business owner, who asked to remain anonymous, quickly stepped forward, donating all the lumber required to complete the job. The generous donation meant significant savings for the Poppy Fund.

“The Poppy Fund paid all hardware, incidentals, and the labour of the local carpenter contracted to complete the work,” Foster said.

She said it took two days to complete the ramp for the “ecstatic” client, who expressed gratitude for the timing of the project, the generous donation of ma-

terials and the quality of the work.

“This project came to us the first week in November and was completed a few days after Remembrance Day,” Foster said. “Very fitting, we think.”

She said the ramp project showcases the generosity of Carleton County residents and business people and the importance of the Poppy Fund.

“Carleton county has a proud history of taking care of our own, and projects like this funded by our neighbours through the Poppy campaign have once again proved Carleton County does indeed care very much,” Foster said.

people donate and wear a poppy, they honour those veterans who served their nation while helping improve the lives of veterans within our communities.

I have been very scared about writing you.

I have noticed that my handwriting does not look like the other kids in my class, and often I can not even read what I wrote.

I only hope that you

can read my letter with your magical powers.

This Christmas, Santa, I want to be like everybody else.

You see, Santa, I think I have dysgraphia and dyslexia, like Sam in my class.

Sam’s parents recently bought him an iPad, keyboard, and headphones, and he is doing much better.

He speaks to it, and it writes for him, and it reads to him. It’s amazing!

Sam seems so much happier at school.

I wish I could be happy like Sam, but I feel like I am just disappointing people every day, even though I

am trying so hard.

This year I know my report card has not been good, but I try to be good in other ways, like being kind to others and helping my Dad at home.

Santa, I know this is a lot to ask for, but I know my Dad can’t afford it, and I just want to make him proud.

Juniper Community Centre celebrates accessibility

Community says thank you to those who helped with $26,000 upgrade

ince taking over the 72-year-old school building several years ago, the Juniper Community Centre board members and volunteers, with the support of good friends, have worked tirelessly to improve the structure and make it inviting to everyone.

On Nov. 20, the centre celebrated the completion of its latest $26,000 project, which added a ramp and larger deck leading to its front entrance and a chair lift on the inside stairway to its main floor.

“It looks great and has already made it possible for people with mobility issues to come to the centre for meals and to take part in small gatherings,” said Juniper Community Centre board president Barb Somerville.

She and other board members and volunteers gathered at the centre on Saturday to welcome and thank those who made the most recent project a reality. In addition to showing the visitors what their donations accomplished, the event provided the special guests with a lunch and tour.

Somerville thanked benefactors on hand for the event, including Woodstock businessman Eric Cummings, owner of E. Cummings Contractor, and his father, Glen Cummings.

The elder Cummings, who depends on a walker, could attend the event, thanks to the new ramp and chair lift.

Somerville said Eric

provided unsolicited financial support for the project.

While not having direct ties to Juniper, the Woodstock businessman said he’s long been familiar with the community, the centre, and the project’s importance to make the building accessible to everyone.

Jason Limongelli, vice president of J.D. Irving, Limited Woodland Division, and Scott Carpenter, Juniper Tree Nursery manager, attended the event, as they have had many of the centre’s celebrations over the years.

Somerville described J.D. Irving, the N.B. business giant with a strong presence in the Juniper area, as a “constant friend” to the centre since its early days.

She said JDI companies, management and employees provided generous financial support, labour and equipment to the Juniper Community Centre in its efforts to update and upgrade the building.

Limongelli said Irving Woodlands are large employers in numerous small communities like Juniper and does what it can to support the people who live and work there.

He said his company has a close bond with the centre’s board and volunteers and often uses the building for company functions.

A consultant for the Sports and Recreation Branch of the New Brunswick Department of Tourism, Heritage and Culture,

Kent Kuhn joined the small group.

Somerville said Kuhn proved instrumental in helping the board file applications for available government funding grants. She said the province provided a $10,000 grant to support the project to improve accessibility at the centre.

Somerville said McCain Foundation, another great friend of the centre, contributed $10,000 to the project.

She said the centre’s board and volunteers are grateful for the strong support of individuals and businesses over almost a decade. Two plaques hanging in the centre’s second-floor main hall attest to a large number of benefactors.

She pointed to the upgraded sound system, large screen television and other items donated by friends of the centre. Looking through the window to the former school’s backyard, Somerville said financial and inkind support provided playground equipment for the old playground.

Beyond the playground, she said, a walking trail through the woods adds to the experience of centre visitors.

Inside the centre, visitors can browse the History Room, full of photos, artifacts and information about the old school and community heritage.

They can shop in used clothing and knick-knack stores. From early spring through fall, the centre serves home-style lunch between 11 a.m. to 2 p.m.

on Thursdays and Fridays and breakfast from 8 to 11 a.m. on Saturdays.

Somerville said the centre would serve its last meals before closing for the season this Saturday, Nov. 27.

Thanks to provincial and federal youth-employment programs, the centre employed four young people to allow the centre to open daily between June and September.

Somerville said the centre is furnished to host various shows, seminars, meetings and special events.

While COVID-19 eliminated almost all the centre’s activities last year, it rebounded somewhat this year. It was able to open to the public, but Somerville said the centre maintains COVID protocols, including a mask mandate and proof of vaccination.

Somerville said it was particularly significant welcoming Glen Cummings to Saturday’s event, noting he

is the type of person who will benefit from the centre’s latest project.

She said the board deemed it essential that people with mobility issues have access to the centre’s social events, shows, and other assets.

While the ramp and chair lift provides full access to the centre’s main floor, the narrow stairs leading to the third floor make it impossible to install a lift. Still, Somerville said, most of the centre’s public events and social gatherings occur on the second floor.

In addition to the ramp, larger deck and chair lift, the project provided new front doors to insulate the old building better.

“This is part of our ongoing effort to make this 72-year-old building more energy-efficient and easier to heat,” she said.

She said the board previously replaced the back door for the same reason.

Other significant projects included a new roof and in-

sulating the basement.

She said the next step is to get mini-splits for the basement.

“Then we will look at what we might be able to do to support the community during weather-related power outages,” Somerville said. “Meanwhile, we are having fun and feel very grateful for the support we receive.”

In addition to thanking those donating to the project, Somerville thanked her fellow board members and many volunteers who make the centre a vibrant part of the Juniper community.

She specifically thanked board member Raymond Rouselle for his pivotal role in the completed project.

“He was our general contractor of sorts,” Somerville said.

Joining Somerville and Rouselle as board members are Larry Myles, Barb Myles, Kelly Brown, Marcianne Brown, Rosanna Mazerolle, Lawrence Sweet and Pam Laing.

eduxnekeag River Association hosted an event Saturday morning, Nov. 27, to help attendees discover the value of becoming an MRA member and explore its newly acquired trail.

The MRA held an inperson membership drive at its new property at the end of Searle Street, behind the Dairy Queen, in Woodstock.

Holly Melanson, MRA’s marketing and outreach coordinator, described the event as the association’s first drive promoting annual memberships. She said MRA supporters could purchase the membership for $25 in-person at the event.

She said the event included prize draws and giveaways.They met at the parking lot of the newly acquired property located at the end of Searle Street (behind DQ) in Woodstock.”

Melanson said supporters could purchase memberships from the MRA website’s online shop at www.meduxnekeag.org.

She said each member would receive an MRA 2022 bumper sticker.

Melanson said MRA’s new 49-acre unique riv-

erside property inside Woodstock town limits follows a recent partnership agreement with property owner NB Power.

She said the agreement would see MRA manage the property through a conservation easement to ensure protection from future development in perpetuity.

MRA administrator George Peabody said MRA officials are excited by the potential of the property.

“It is our only property within the town limits and also has the potential for a fully accessible trail,” he said. “In addition, part of the easement agreement is for us to consult with the Wolastoqey community on management of the property.”

Peabody said the property provides new opportunities for MRA, adding they are looking forward to working with the Wolastoqey community on the new project.

Melanson said a key feature of the property is a well-maintained 1.2-kilometre linear trail that provides beautiful views as it runs parallel to the Meduxnekeag River.

She said the property

includes an extensive wetland and a forested area that provides essential habitat for various birds and small animals such as squirrels and snapping turtles.

“It is an easily accessible shared space where everyone can enjoy the magic of nature,” Melanson said.

She said the trail is open for walking, running, birding, biking, and snowshoeing.

Melanson said the town of Woodstock previously maintained the trail, adding the MRA is currently in discussion with town officials in the hope it will continue to support conservation and maintenance of the property.

The newly acquired property inside town limits adds to the more than 1,000 acres of MRA’s nature preserve located outside Woodstock. Most of the MRA-protected land sits in the Meduxnekeag River watershed.

Melanson said the new trail is unique to MRA as it doesn’t own the land but protects through the conservation easement.

is one of several maintained trails throughout the Meduxnekeag Nature Preserve.

Melanson said MRA operates six marked trails along the Red Bridge Road, west of Woodstock. Three of those run through the Wilson Mountain site, beginning at 260 Red Bridge Road. Users can access three trails to the Vandine Falls site nearby at 200 Red Bridge Road.

MRA also operates a marked trail off Plymouth Road and another off Bell Settlement Road.

Melanson said MRA’s Bell Forest doesn’t offer a marked trail, but a woods road allows people an opportunity to walk through the forest all the way to the Bell Settlement Road.

Melanson said the MRA hopes to add more land to the growing preserve in the future, but it remains un-

clear whether that means additional trails. She said the board would make that decision following the acquisition of any new properties.

Melanson explained that the membership drive and other MRA fundraising efforts help it protect this land, maintain the current trail systems, operate guided school tours and workshops, and add more protected land.

Ribfest inspires young Woodstock ‘ribber’ to host family event Nearly $200 raised for River Valley Cancer Support Group

hen 8-year-old Gabe Gionet was at RibFest in Woodstock last July, he asked his mother why they were fundraising.

Kate Gionet explained the purpose behind River Valley Cancer Support Group and how important the organization is to cancer survivors. His mother said Gabe spent some time quietly processing the information.

“It was a few days or a week later when I asked mom if we could do a Ribfest, too,” said Gabe, who was keen to donate to the group.

Gabe told his 10-yearold cousin, Silas Hiltz, about his plan, and soon the two were planning their own Ribfest. The boys then Facetimed

their grandmother in Bridgewater, Nova Scotia, to enlist her as chief rib-griller.

With her commitment locked in, the boys set their plan in motion for their special event, which was held at their grandparents’ home on July 31.

Gabe is a student at Meduxnekeag Consolidated, and said movements like “Be More Like Evan” and “Becca Told Me To” provided the inspiration.

“Plus,” he added, “ribs are really good, and I like them a lot!”

The fundraising meal consisted of ribs, different salads, and chocolate cake for dessert.

“The ribs were amazing,” said Gabe, giving kudos to his grandmother and her ribbing abilities.

To ensure their event

was as close to Woodstock’s Ribfest as possible, Gabe and his cousin, Silas, also provided entertainment.

“My cousin and I set up a soccer game with a couple of other kids, and our dads and grandfather joined in the game.

We charged $5 a ticket to watch the game while you ate.”

For Gabe, the best part of his Ribfest was raising money for a good cause, but he and his cousin’s team winning the soccer game came a close second.

“See, my cousin was just in front of the goalie,” Gabe explained, “and I was all set to kick him the ball for the goal. But my dad got in between us!

A roundup of cases processed through Woodstock Provincial Court

By Judy Cole-Underhill due to his drug addiction,” Woodstock man sentenced to federal prison Nathan Aaron Sewell, 35, of Woodstock, was sentenced Dec. 10 to 33 months in jail, minus time already served, for a total of two years in federal prison.

Sewell appeared in court in custody for sentencing after changing his plea to guilty on a number of charges laid by RCMP. Sewell pleaded guilty to two counts of unsafe storage of a firearm (a loaded .22 calibre rifle and a loaded, sawed-off pump-action shotgun), possession of a prohibited firearm while prohibited from having it, possession of a prohibited firearm with ready ammunition, and breach of probation in connection with the execution of a search warrant at a residence in Rockland on July 11.

He also pleaded guilty to possession of stolen property and breach of probation involving a stolen dump trailer towed by his pickup truck on Beardsley Road on April 21. Police arrested Sewell and another individual at the scene. The trailer had been stolen from a job site in Hartland.

In passing sentence, Judge Brian C. McLean ordered Sewell to register with the federal DNA database and imposed a lifetime prohibition on firearms. He was also ordered to seek counselling and rehabilitation for drug addiction during his incarceration. Sewell told the court he wanted a federal prison term to access the help he needs.

Defence Counsel George Kalinowski told the court Sewell had a positive work record but struggled in school throughout his youth until finally quitting in Grade 11 at the age of 17.

His other efforts to obtain a high school diploma (GED) had not been completed.

Kalinowski said Sewell suffers from an anxiety disorder and left work to eventually apply for a disability pension. His situation grew worse when he began using meth and fell in with the wrong crowd.

“These are very serious offences,” Kalinowski told Judge McLean. “There is no doubt.”

McLean noted Sewell had a “short but significant criminal record” that began when he became addicted to drugs.

“Mr. Sewell was offending in a significant way

McLean told the court.

“This was not a man out partridge hunting. These are serious offences involving prohibited firearms.”

The judge said Sewell had a good work history and, if able to overcome his addiction, he should be capable of reintegrating into society after his release.

Sentencing set for arson Tyler Allen Dyer, 25, of Jacksonville, will appear for sentencing in provincial court on March 3, 2022, at 1:30 p.m. At a court appearance on Dec. 10, he changed his plea to guilty of indictable arson with disregard for human life. The charge was laid by RCMP following an early morning fire at a dwelling on Bear Trap Road in Maxwell on Nov. 1, 2020, when gasoline was used to set a house on fire while there were people inside. Dyer was released on an undertaking until his sentencing.

A co-accused, Hailey Lenehan, 19, of Dead Creek, will appear in provincial court for sentencing on Jan. 20, 2022, at 1:30 p.m. on two charges related to the same house fire in Maxwell. She appeared in court on Nov. 19 for a decision on her sentencing, but the matter was adjourned. Judge Brian C. McLean told the court further submissions were required from both the Crown and defence counsel before a sentence could be imposed. Lenehan pleaded guilty to arson and reckless endangerment for her part in setting the fire.

Perth-Andover man sentenced to federal prison Geoffrey Adam Cudmore, 42, of Perth-Andover, was sentenced Dec. 9 to two years in federal prison after pleading guilty to a series of charges laid by RCMP. He appeared in provincial court in custody by video for sentencing and had been in custody since August when he waived his right to a bail hearing.

Judge Brian C. McLean said the two-year prison term would not include any time Cudmore has already spent in custody. The judge also ordered the accused to register with the federal DNA database and imposed a 10-year prohibition on firearms. Cudmore must also make drug rehabilitation a priority while in jail.

“Crystal meth did what it does best – destroy lives,” Judge McLean said in summing up the case.

Cudmore was charged

with two counts of assault and one count of assault with a weapon involving a female victim, stemming from an incident on Feb. 21 at Perth-Andover. He was also charged with fraudulent impersonation and obstructing a police officer on July 10 and breach of an undertaking for an incident on April 3.

He pleaded guilty to more charges, including two counts of assault on a female victim, mischief causing property damage to a vehicle, uttering threats, two counts of possession of stolen property and theft of a licence plate, stemming from incidents in Perth Andover and Red Rapids in October and November 2020. The court heard Cudmore had been living in a stolen camper trailer in a junkyard and was also found in possession of a stolen Dodge half-ton.

At his court appearance on Nov. 8, Crown Prosecutor Bronwyn Mooney said Cudmore was requesting a federal prison term. Defence Counsel Ed Derrah said his client once had a good job as a supervisor and drove a company vehicle, but drug addiction took over his life and led him into criminal activity.

The offences before the court included several incidents of domestic violence involving a relationship where both Cudmore and his girlfriend were using meth. Cudmore headbutted her, and the woman retaliated by hitting him on the head with a hammer during one incident. He fell to the floor and had a seizure.

“Mr. Cudmore said if the relationship and drugs had continued, one of them would have ended up dead,” McLean told the court. “I agree with him.”

In passing sentence, Judge McLean said Cudmore’s pre-sentence report revealed a “horrific childhood,” estrangement from his family for the past 15 years, and a life of battling drug abuse. His criminal record showed a history of violence and time he served in federal prison.

The supervisor’s job Cudmore once held proved he has potential if he can overcome his drug addiction, McLean stated.

Sentenced for dangerous flight from police Wesley Holmes, 21, of no fixed address, was sentenced Dec. 9 to 12 months in provincial jail, minus 208 days already served in

custody. He appeared in provincial court in custody by video for his sentencing after changing his plea to guilty on four charges laid

by RCMP. Judge Brian C. McLean also placed Holmes on 12 months of probation upon his release and ordered him to seek counselling for drug addiction. The judge also prohibited Holmes from driving for three years and ordered him to stay away from others involved in drugs and crime in the local area.

Holmes was charged with dangerous driving, flight from police, driving while prohibited and breach of probation following an incident in Florenceville-Bristol on July 23. He first appeared in court in custody on July 24 and waived his right to a bail hearing. The Crown withdrew an additional charge of possession of stolen property, a 2007 Dodge Ram. During the sentencing hearing, Crown Prosecutor Bronwyn Mooney told the court about a wild flight from police last July that started with a stolen vehicle report. Holmes was first spotted sitting in a stolen truck parked on a snowmobile trail near Potato World. When police approached, Holmes took off and drove across a field, spinning in the mud. He then drove onto Route 110, “completely sideways,” Mooney said, and flew down the road, reaching speeds over 135 km per hour. Other vehicles were forced off the highway during the mayhem, and two motorcycles were almost hit. More vehicles pulled over as Holmes continued racing across a bridge in Florenceville-Bristol.

Holmes was then spotted again in a field off the Greenfield Road. He fled once more and headed toward the Trans Canada Highway, where he crossed a median, went into the wrong lane and drove into oncoming traffic.

“This kind of driving is through the roof,” Mooney said in describing the various highway scenes.

“There was tremendous risk to the public.”

Members of the community got into their vehicles and went out looking for Holmes in an attempt to assist the police, who had to abandon the chase.

where he was found travelling as a passenger in another vehicle.

Defence Counsel Doug Smith said Holmes was young and remorseful for his actions, blaming his erratic behaviour on meth use. He said Holmes had a positive upbringing, finished high school, and trained as a diesel mechanic. Smith explained that the accused was gainfully employed when his life went off the rails due to drug abuse. The defence lawyer asked for time served for his client since he had been in custody since July.

From jail via video link, Holmes apologized to the court, saying he is trying to get his life straightened out and wouldn’t mind getting help with drug addiction.

In passing sentence, Judge McLean told the court Holmes’ actions behind the wheel were “shocking, outrageous, horrific, but not surprising,” with the level of crystal meth use in the river valley.

McLean noted Holmes just got out of jail for the same offence when he went on to re-offend “in a big way.”

“This manner of driving was unreal and dangerous,” McLean said. ‘It’s miraculous this didn’t result in a crash. It’s amazing some loss of life didn’t occur.”

McLean said Holmes caused “such an uproar” that a group of local men went out looking for him, noting the accused should “maybe count his blessings” that the police found him first.

“People are sick and tired of stunts like this,” McLean said. “People (like Holmes) are routinely running from the police. There is no respect. Mr. Holmes said in court back in February that he didn’t stop for police. He didn’t get the message. He was just out of jail, and off he goes again. Now he says he realizes he has a drug problem. He didn’t say that the first time.”

As the sentencing hearing closed, Holmes asked: “Is that it?” and then stood to return to his jail cell.

Belyea sentencing delayed again At the Crown’s request, the sentencing of 25-yearold Wyatt Mark Belyea of Woodstock was adjourned until Dec. 14 at 2:30 p.m.

Crown Prosecutor Bronwyn Mooney wanted further submissions to be obtained from the victim’s family for their victim impact statements. Defence coun-

sel Brent Dickinson agreed to the request, which Judge Brian C. McLean granted.

Belyea pleaded guilty to impaired driving causing death and breach of a court order, and has been in custody since his arrest in May. On Oct. 27, he also pleaded guilty to assault with a weapon via a court appearance by video. RCMP charged Belyea after a fatal accident on May 27 on Route 540 in Maxwell that killed 24-year-old Abigail McArthur of Woodstock.

Gunshots fired during incident in Clearview The trial of a Carleton County man will continue on Jan. 21, 2022, at 9:30 a.m., after one full day of testimony revealed gunshots were fired in a dispute about a stolen dirt bike.

Jarrett Lunn, 24, was remanded into custody at provincial jail following the incident on Oct. 10, 2020, in Clearview. He appeared in provincial court in custody for his trial before Judge Natalie H. Leblanc on Dec. 3. Lunn was charged by RCMP with uttering threats, discharging a firearm while being reckless as to the life or safety of another person, pointing a gun at another person, and careless use of a firearm.

During the first day of testimony, Gary Williams of Upper Knoxford testified he saw Lunn shoot at him from a gravel pit, with gunfire hitting his new pickup truck as he drove along Route 130 on a Saturday morning.

Williams’ dirt bike had been stolen before the incident, and he had been asking questions around the community about the theft.

“He (Lunn) was holding and pointing the gun like this,” Williams testified as he stood up in the witness stand to demonstrate the position of the shooter.

Williams sat down and turned toward Lunn seated in the prisoner box. He said (to the accused), “It didn’t work, did it?” Lunn smiled back.

Judge Leblanc warned Williams not to direct his comments toward the accused.

Under cross-examination by Defense Counsel George Kalinowski, Williams remained firm about his evidence.

“I saw his car, and I saw his face,” Williams said.

“I’m telling you the truth.”

COURT cont’d decided to exercise a “little bit of Carleton County justice” instead of leaving it to the police to investigate the theft of his dirt bike.

Williams told the court Lunn fired several shots and then jumped in a white car and sped away from the gravel pit. Williams followed Lunn home and rammed his truck into the house’s deck upon arrival.

Lunn then jumped onto the hood of his truck and pointed a gun at the windshield, threatening to shoot him, Williams said, and then moved to the driver side door and banged on the window with a gun butt.

Williams pulled his truck away from the house and fled the scene only to be pursued by Lunn’s stepfather, Galen Smith, who rear-ended him, causing a collision between their two pickup trucks on Route 130.

The court heard another physical altercation allegedly took place between Williams and Smith before police arrived at the accident site around 10:45 a.m. in response to a 911 call.

Later that morning, police found tire tracks, two empty shell casings and one live round from a .22 rifle on the ground in the gravel pit.

Other forensic evidence revealed Williams’ truck had been hit and damaged by gunfire. As a result of the incident, Williams told the court he lost his job and his new truck, and he no longer feels safe in his home due to criminal activity in the area.

Woodstock woman appears in custody Erica Ann Trecartin, 26, of Woodstock, appeared in provincial court in custody on Dec. 10 after being arrested on warrants issued in Fredericton. She is scheduled to return to provincial court in Woodstock on Dec. 13 at 9:30 a.m.

Trecartin and Darcie Marie Cole, 39, of Woodstock, face stolen property charges laid by Woodstock Police. A new date for their trial is expected to be set during their Dec. 13 appearance. The pair were charged in connection with the theft of a Dodge truck in Woodstock on Jan. 8.

Trecartin will also return to court to continue her trial on other matters on July 22, 2022, at 9:30 a.m.

She was charged with possession of stolen property, flight from police, dangerous driving and possession of a firearm without a license following a March 16, 2020, incident involving a stolen car in Woodstock.

After finding the stolen ve-

hicle abandoned on Strong Road, RCMP apprehended her and another individual at Richmond Corner. Police followed footprints in the snow and found Trecartin and a man hiding up a tree in the woods. Trecartin pleaded not guilty on Sept.

23 and represented herself during the trial proceedings.

Sentencing set for Clearview man Clay Nicholson, 25, of Clearview, will appear for sentencing in provincial court on Jan. 17, 2022, at 1:30 p.m. He pleaded guilty on Dec. 8 to charges of fleeing police and the dangerous operation of a motor vehicle following an incident on Dec. 9, 2020, in East Centreville. RCMP laid the charges. Nicholson was also found guilty after a trial in July on three more charges, flight from police, speeding and driving while suspended, stemming from an Aug. 5, 2020 incident at Hay Settlement. He will also be sentenced on those charges at his court appearance in January.

Sentencing set on theft charges Jonathon Daniel Stockford, 34, of no fixed address, will appear for sentencing in provincial court on Jan. 27, 2022, at 1:30 p.m. after changing his plea to guilty on 10 charges laid by Woodstock Police and RCMP. The Crown will withdraw several other charges during his next court appearance.

Stockford appeared in court in custody video on Dec. 10 to make his change of plea. He pleaded guilty to four counts of possession of stolen property, a utility trailer, various tools and tires; two counts of possession of instruments for the purpose of break and enter, breaking and entering at a Woodstock business, flight from police, and two counts of breaching a court order in connection with incidents between May 5 and Aug. 10 in Woodstock.

He waived his right to a bail hearing and has been in custody at provincial jail since August 10.

Arrest warrant issued, man apprehended Marc Morin, 23, of Aroostook Junction, was arrested on a warrant and brought into custody on Dec. 8 after he failed to appear in court for plea the day before. Morin was then remanded into custody for a bail hearing by video on Dec. 13 at 1:30 p.m.

He was first released from custody on strict conditions, including house arrest, following an earlier bail hearing on Nov. 23. Judge Brian C. McLean issued

the warrant after trying to contact Morin on Dec. 7 by teleconference. Morin called court staff earlier that morning and left his telephone number, saying he was sick and could not attend court to make his plea.

However, there was no answer when the judge tried to call him back to confirm this information.

Morin and MacKenzie O’Keefe, 24, of Tobique Narrows, face charges of armed robbery, theft of a motor vehicle, assault, possession of a firearm without a licence, and being the occupant of a vehicle knowing it carried a gun. Morin is also charged with indictable breach of probation.

O’Keefe appeared in court in custody by video for his bail hearing on Dec. 1 and was denied bail. On Dec. 7, he appeared in court in custody by video and will return to court for plea via video link on Dec. 21 at 2:30 p.m.

RCMP laid the charges after a man driving a pickup truck on Access Road was confronted by two individuals in a second vehicle. The two individuals exited their car, discharged a firearm (a shotgun) at the pickup, and then assaulted the driver before stealing the vehicle.

The driver of the truck suffered minor injuries.

Remanded for plea following vehicle thefts Brandon Travis Schriver, 20, of no fixed address, will appear in provincial court for plea on Dec. 22 at 9:30 a.m. He appeared in court in custody by video on Dec. 7 after being denied bail.

RCMP arrested Schriver after a series of thefts in Holmesville, Glassville and Arthurette between Oct. 26 and Nov. 4.

Schriver appeared in court in custody by video on Nov. 10. He faces two counts of stealing gas, two counts of driving while prohibited, breaking and entering at a cottage, wearing a mask during the commission of an offence, and two counts of possession of stolen property (a 2015 Dodge Caravan and a 2007 GMC Sierra). Another stolen vehicle (a Dodge Jeep) is still under investigation. On Nov. 15, the court heard Schriver is also facing charges of possession of methamphetamine, possession of ammunition while prohibited, possession of a prohibited device (a set of brass knuckles), and breach of probation.

On Dec. 7, another charge of breach of probation was laid for failing to report to police between Oct. 15 and Oct. 28.

Sentenced to jail on four charges

Wesley Robert Geneau, 40, of Anfield, Victoria County, was sentenced Dec. 6 to a total of 13 months in provincial jail, minus 149 days already served in custody. He was also placed on 18 months of probation upon his release. A lifetime prohibition on firearms was also imposed.

Geneau was charged

by RCMP with uttering threats against another man, possession of a weapon dangerous to the public peace, a knife, carrying a concealed weapon, and possession of ammunition while prohibited from having it, following an incident on Aug. 29 at Anfield.

He pleaded guilty to these offences, and a sentencing date was set.

Three other charges were set for trial. Geneau pleaded not guilty to two counts of uttering threats on Oct. 1, 2020, in Perth-Andover and one count of conveying a threat by social media on Aug. 9, 2020, at Plaster Rock. Both of those incidents involved female victims. Trial dates were set for Feb. 14 and March 4, 2022, at 1:30 p.m.

Bail hearing rescheduled Ryan Andrew Purvis, 45, of no fixed address, will appear in provincial court for a bail hearing on Dec. 16 at 9:30 a.m. He was arrested on a warrant on Nov. 16 and brought into custody to face several charges laid by Woodstock Police.

A bail hearing was first set for Nov. 25 but was adjourned to allow the accused more time to secure legal counsel. The hearing was rescheduled again during his court appearance by video on Dec. 9.

Purvis was charged with four counts of breaching a release order between Aug. 23 and Oct. 22.

He was also charged with assaulting another man, breach of a contact order, and two counts of unlawful entry at a dwelling house stemming from incidents on Aug. 23 and Oct. 11 in Woodstock. At an earlier court appearance, Purvis pleaded not guilty to two of the charges, and a trial date was set for March 14, 2022, at 9:30 a.m.

He appeared in court in custody and was remanded for another bail hearing on Aug. 26 when he was released with conditions.

He failed to make his next court appearance, and an arrest warrant was issued.

On Nov. 25, Purvis appeared in custody by teleconference and two more charges of breaching an emergency intervention order were laid by Woodstock Police under the Intimate Partner Violence Act. Awaiting sentencing for sexual assault Tyler Owen Johnson, 22, of Canterbury, will appear for sentencing in provincial court on Jan. 26, 2022, at 10:30 a.m. after being found guilty of sexual assault.

RCMP charged Johnson in connection with an incident in August 2017 at Meductic. He pleaded not guilty and appeared in provincial court for trial on Sept. 8. Judge Natalie H. Leblanc reserved her decision after hearing one day of testimony. On Dec. 1, Judge Leblanc delivered her verdict and found Johnson guilty of sexual assault involving a female minor.

During sentencing, Johnson was present in court and told the judge he disagreed with the verdict and wanted a retrial. Judge Leblanc told the accused he had the right to appeal if he so wished.

During his trial, Johnson represented himself and questioned a police witness about DNA evidence.

The RCMP officer testified it was a historical case, and DNA couldn’t be collected.

However, in addition to testimony from the victim, there was an eyewitness who testified seeing Johnson sexually assaulting the girl in a bedroom.

On Nov. 25, Johnson was sentenced to two years in federal prison for a separate incident involving the severe beating of a man on a street in Woodstock on Sept. 8. He pleaded guilty to indictable aggravated assault and breach of probation. He will return to court in custody by video for sentencing on the sexual assault conviction.

Woodstock man facing three charges Christopher Joseph Lozier, 34, of Woodstock, will appear in provincial court on Dec. 14 at 9:30 a.m. for plea on three charges laid by Woodstock Police. Lozier was charged with dangerous driving, flight from police and driving while suspended regarding an incident on July 18 in Woodstock. He made his first court appearance on Nov. 23.

Remanded following a

bail hearing Corey Andrew Lane, 36, of Woodstock, will appear in provincial court on Dec. 21 at 1:30 p.m. for plea on charges laid by Woodstock Police. He was remanded into custody to provincial jail on Nov. 19 after waiving his right to a bail hearing.

Woodstock Police charged Lane with breach of probation, unlawful entry at a dwelling house and assault causing bodily harm to his father concerning a Nov. 16 incident in Upper Woodstock. He first appeared in court in custody on Nov. 17. The judge imposed a no-contact order with the victim. On Nov. 30, Lane appeared in court in custody by video and the matters were set over for plea.

Woodstock woman in custody awaiting trial Laurie Ann Fleming, 37, of Woodstock, will appear in provincial court on Jan. 5, 2022, at 1:30 p.m. to answer charges laid by RCMP and Woodstock Police. On Dec. 1, Fleming appeared in court but did not proceed to trial. The court heard she needed more time to consult legal counsel. She has been in custody since Aug. 19.

Fleming pleaded guilty to flight from police, break and enter at a dwelling house and one count of assault. She pleaded not guilty to all other charges.

She was taken into police custody only a couple of days after being released from jail on strict conditions.

She was charged by Woodstock Police with breach of a court order and was remanded back into custody for another bail hearing on Aug. 23.

At the bail hearing, RCMP and Woodstock Police laid more charges against Fleming, including theft of a motor vehicle, flight from police, dangerous driving, obstruction, and possession of stolen property (a 2001 GMC Sierra) related to an incident in Woodstock on Aug. 18.

She faces other charges of break and enter at a dwelling house, two counts of assault, two counts of committing mischief, breach of a court order, taking a vehicle without consent, and resisting arrest concerning a series of incidents on Jan. 15 at Upper Brighton; on March 6 in Woodstock, and on May 5 and Aug. 11, and Sept. 25 in Grafton.

he 4th annual Carleton Victoria Outstanding Citizen Awards was held on Nov. 19, at the Western Valley Multiplex in Centreville for recipients in the Bath, Florenceville-Bristol, Centreville and surrounding areas.

In keeping with Covid protocol, this year’s awards were held in three separate locations, Centreville, Perth-Andover and Plaster Rock.

Help put a book in a preschooler’s hand

Imagination Library delivers a book a month to more than 300 northern Carleton kids

bility to make a positive difference to society in the future. That’s a viewpoint shared by one of country music’s greatest superstars and several educators in northern Carleton county.

Understanding the power of books in early childhood, northern Carleton resident and educator Jean Reed said she instantly became intrigued when she learned about a literacy program launched by country music idol Dolly Parton through her Dollywood Foundation.

Reed believed the Dolly Parton Imagination Library, which delivers free books to children from their birth to age five, would work well in her rural part of New Brunswick.

“I heard about the program on and off over the years and thought it would be something that would really be useful in this area in particular,” Reed said.

However, Reed’s conversation in early 2015 with another local educator,

Valerie Carmichael, who currently serves as Anglophone West community coordinator for Northern Carleton High School and its feeder schools, planted the seeds which turned Reed’s dream into a reality.

Plans for the Carleton North Imagination Library began in the spring of 2015.

Reed said Carmichael and Lorena Green, utilizing their vast connections to the community, put together the organization’s first board of directors, with Reed as chair.

In October 2015, the Carleton North Imagination Library (CNIL) officially became a chapter of the Dolly Parton Imagination Library, establishing its boundaries to the feeder communities for the Carleton North High School. It started with a limit of 50 children.

Under the program, a registered child receives a new book each month from birth until five.

Catherine Brennan said the library now distributes books to approximately 340 children.

Brennan and Reed explained that delivering a book a month to the children runs approximately $45 per year. Brennan said the program depends on the support of various benefactors.

As an example, Brennan thanked the New Brunswick Children’s Foundation for its recent $7,500 grant.

“The CNIL is grateful to the New Brunswick Children’s Foundation for their continued support of early literacy in the Northern Carleton County area,” Brennan said.

Reed said CNIL benefits from the strong support of service organizations.

From the program’s beginning, the village of Bath helped by accepting donations in their name to ease the issuing of a tax receipt to donors.

Retired CNHS teacher Trish Foster, who replaced

Reed as board chair this year, said it’s important to spread the word about the program to area parents and the greater community.

“We would like to make people aware that CNIL exists and that children ages birth to five who live in the CNHS catchment communities are eligible to register,” said Foster. “Most importantly, we would like to encourage local citizens, businesses, organizations, etc., to make a donation to CNIL.” CNIL’s current registra-

tion levels require more than $15,000 to meet the demand, with hopes to add more children.

Foster said parents could register children to CNIL online or pick up a registration form at the Andrew and Laura McCain Public Library in Florenceville-Bristol.

Big Brothers Big Sisters of Carleton York mapping out a youth-group plan for 2022

ig Brothers and Big Sisters of Carleton York (BBBSCY) are looking to do more than just pair youth with mentors.

The organization hopes to start a youth outreach program to give young people struggling with isolation and mental health challenges a safe place to go.

“We want to be welcoming, no stigma, just a place people can come to and feel like they belong,”

said Big Brothers Big Sisters of Carleton York Executive Director Brittney Toner.

“Really, we want to have another place for youth to feel connected and safe,” said BBBSCY volunteer Becky Webster-Snoad.

The women say they’ve already been offered a space but are looking at rotational location options.

“We’d like to have a drop-in space that is convenient for everyone,” added Webster-Snoad.

“We’re also looking at

bringing in other organizations that could offer talks, and presentations, service clubs, Rotaract, and Sanctuary House, MACC, organizations that can give kids a wider scope, some education, information,” said Toner.

The target age group would be high school kids, but they would open their doors to kids on the cusps of those ages. Both women feel this age group seems to have the most significant gaps in services.

“Right now, there’s so

little for them to do with COVID. There aren’t dances, a lot of the school clubs aren’t operating, classes are split, and they are missing those connections,” said Webster-Snoad.

They are looking for ideas, space, and people interested in helping organize the group right now.

“We’d like to have a team so we could rotate responsibilities,” said Toner.

Apollo 8 Christmas Moon Mission (1968) With that proclamation, the U.S. entered into a race with the Soviet Union to be the first to set humans on the moon. After the Mercury and Gemini precursor programs had been completed, the Apollo moon mission program initially did not go well.

A tragedy occurred in January 1967 when the Apollo 1 crew was lost in a ground mission capsule fire caused by a high oxygen atmosphere, flammable materials, and poor wiring.

Also, the giant Saturn V rocket needed for the moon missions was having serious problems, such as uncontrolled vibrations of the rocket, which led to erratic engine failures.

But time was running out to meet Kennedy’s goal.

Happily, through tremendous effort, the engineering problems of the Saturn V rocket and the Apollo space capsule were overcome in a timely fashion.

f people are asked what the first manned mission to the moon was, many may say that it was Apollo 11 (July 1969) as commanded

by Neil Armstrong. But, this is wrong. It was Apollo 8, commanded by Frank Borman. Unfortunately, Apollo 8 is not remembered for the truly ‘earth-shattering’ event that it was: people left earth orbit for the first time and went to another heavenly body, the moon, and orbited it for nearly a day before safely returning to Earth.

In May 1961, President Kennedy announced that the U.S. should pursue the goal of landing a man on the moon and return him safely to Earth before the end of the decade.

The rocket worked perfectly, and it initially put the crew into a low earth orbit as planned. But the nailbiting rocket tests were just about to start.

The third stage needed to fire exactly right to perform a “trans lunar injection,” sending the crew to the moon.

It was a success. Upon arrival at the moon, the lunar command module rocket had to fire perfectly, whilst out of radio contact with Earth on the far side of the moon, to put the astronauts in a stable orbit around the moon.

Success! None of these things had ever been done before, and failure of the smallest sorts would have led to the death of the astronauts.

The timing of the Earth launch had been planned so that the moon would be in the proper phase when the astronauts arrived so

that the planned future lunar landing sites could be carefully photographed.

But one of the more important things that emerged from the Apollo 8 mission was the view the crew had of the Earth.

It was the first time mankind saw the Earth in its fragile entirety from the dark, cold depths of space.

The beautiful singularity of the Earth was framed even more dramatically as the astronauts photographed “Earthrise” above the lunar horizon.

Please see the Apollo 8 commemorative stamp photo. Despite the Vietnam war and political assassinations that year (Rev. Martin Luther King Jr., Sen. Bobby Kennedy), people could see that living peacefully together on our shared planet was an aspiration in desperate need of realization.

broadcast live to a worldwide audience: “In the beginning, God created the Heavens and the Earth …”.

Borman finished the broadcast with: “And from the crew of Apollo 8, we close with good night, good luck, a Merry Christmas, and God bless all of you — all of you on the good Earth.”

Let it be Christmas

A

hhh, the beauty of the cold air at 5:30 a.m. always inspires me to think.

And what did I think, or more to the point, remember? It is Dec. 1, and my River Valley Sun article is due, so I started writing in my head.

The glitter of tinsel, softly falling snow, decorated trees, smiles of excitement, all the signs of Christmas surround us.

And so, Luke 1:30-31 tells us, “Don’t be afraid, Mary,” the angel told her, ”for you have found favour with God! You will conceive and give birth to a son, and you

will name him Jesus.”

There it is, the beginning of it all and, as we say, the reason for the season.

And so this is Christmas.

Amid the many faces of COVID over the past 20 months, we at MacLeod Riverside Court have seized every opportunity to make each moment special. Christmas this year for new resident Lise Fox will be her first with us.

Still, she has already experienced the welcoming “spirit of Christmas” from other residents, as have her granddaughters Macy, 10, and Lily, 12, who with mom Jill often visit.

They used the days away from school due to COVID as a field trip opportunity to visit Gram and learn to knit by joining the ladies at our knitting club. I forgot how to use my knitting loom personally and was given a quick refresher course by Macy.

We are part of a big family here at the Court,

myself included.

Christmas provides us with opportunities we need to seize for what they are, for these moments in time will pass, and we will be left wondering, ”why didn’t I?” There will be opportunities to pause and reflect, to be thankful that we gave what we could to help another, went that extra mile, and yes, like a good friend of mine tells me, he sometimes sits in the corner and eats chocolates to keep his mouth full and be sure he doesn’t say the wrong thing. Silence can be golden.

But let’s remember that Christmas can be more than one day. Every time we show love, give, and reach out in need or show compassion, there is Christmas. Sharing our time, gifts and talents is Christmas.

ur stockings aren’t hung by the chimney with care… but there’s all lot do have ready for Christmas at the Manor.

We decorated many beautiful trees. We baked plenty of cookies.

And, the most wonderful and giving Neighbours and staff donated teddy bears, warm mittens and hats to local elves who will make sure items get distributed well.

It truly is the most wonderful time of the year.

Town recreation hosts Christmas Drive-Thru COVID restrictions change plans but don’t dampen spirits

B

ecause of COVID-19 precautions, the Woodstock Recreation Department opted not to host its annual Christmas Dinner and Dance for community residents with special needs, their families and caregivers. Instead, it offered a drive-thru option.

Department staff

asked everyone to register in advance to ensure we had enough dinner boxes.

We gave out over 100 take-out orders outside the AYR Motor Centre.

It also allowed Santa to be in attendance to help give out a gift to each.

BEAUTIFUL BUMBLES

W

ith a beautiful sunrise and temperature of minus-6 C, we headed out on a beautiful fall bumble.

I was so thrilled to get a phone call from Amy and Brian, a couple we met on our Newfoundland trip, saying they would be staying at Crabbe Mountain Inn. We made plans to meet at the Millville Warming Hut, introduced them to the other 16 people in our group and set out for a day of adventures.

Friends of Amy and Brian’s, Vince and Kim, came along, making it a group of 22 people.

We bumbled to Balancing Rock, where we had lunch. And what a lunch it was, everything from Brian Mc.’s goulash to Judy’s garlic bread. No one left hungry, that was for sure.

We had the company of two curious Canada Jays that thought we had a pretty good-looking lunch and were not shy to sit in the palm of our hands to enjoy a feast.

With bellies full, we bumbled to Chimney Rock, a glacial rock formation. It is such a beautiful spot. It is a large column of rock that broke away from the wall of a small ravine and looks like a chimney. If one wants to be adventurous, one can climb down a ladder into the ravine.

The moss growing on the rocks is so luscious and green. Even with the leaves gone from the trees, the trails are beautiful and so peaceful.

While in the area, we bumbled to the airplane crash site, which took place about 13 miles east of Hartland in 1958. The pilot was spraying out of the Juniper airstrip but crashed and burned. It was a bit of a wet walk-in as the trail is like a bog, so one needs to watch their footing. Don’t step off the path, as you may find yourself kneedeep in mud. Yours truly found that out on a past trip

into the crash site.

We then bumbled to Ayres Lake Lookout. Our friends from Mirimachi loved the lookout even though the fall colours were pretty much gone.

We left Ayres Lake and bumbled back towards Carr Siding, where we loaded up and talked over the day’s events with the Miramichi group. It was such an awesome and enjoyable day. They could not thank our group enough for including them in our bumble. They loved the trails.

There was just not enough time in the day to show them everything we wanted to. They still had a bit of a journey back to the inn, and it was starting to get dark, so off they went.

“We will be back next year!” I hear Amy shout back to us.

Until we meet again on the trails. Merry Christmas and Happy New Year!

Firewood: My friend or foe?

ADVENTURES OF AN ACCIDENTAL FARMER

T

he area of firewood is not my forte. However, my desire to learn new things is endless. If you have ever had the job of cutting firewood, you might be able to relate to this story.

Recently, I was helping my friend Sue with her firewood. She did all the heavy cutting, and I did the hauling. I occasionally picked up a piece of wood with branch nubs all around it, making it awkward and hard to handle.

While you don’t want to leave those strange,

awkward pieces of wood behind to rot, you question how they will fit on your woodpile. No matter how you place that funny piece of wood, it would stick out like a sore thumb.

As I was piling wood in the woodshed, I came across a nubby piece again, thinking to myself, I’ve already handled this piece of wood three times.

Believe me. I wish it were going into the woodstove today.

I discovered the burning of wood is labour-intensive.

First, the tree had to be cut, then chucked up.

Followed by loading and unloading the chunks of wood, then splitting, loading, and piling. When you need to get wood on a cold winter’s day, it’s load, unload, put into the stove to finally enjoy that warm wood heat.

So, in this case, a person has to handle a piece of wood 10 times. Not to

mention the cleaning out of the ashes left by that nubby piece of wood I handled too many times!

Since helping with firewood, I’ve become a woodpile gawker. I’m now the type of person who notices how wood is stacked.

There are the neat four-pillar stackers, the long core stackers, the house stackers, the tin across the top stackers, the small on the end and big in the middle stackers and of course, the basement stackers.

I’ve come to realize that some people take real pride in their woodpile. When I see a neatly stacked pile of wood, I can’t help but say out loud, “That’s a nice looking pile of wood.”

But where did they put that awkward piece of wood that didn’t fit in anywhere? I bet it went in the wood stove first.

I learned that people burn different types of wood depending on the weather

— limb wood which can be used in camps for spring and fall to take the chill out on a damp morning. Hardwood is burned when one wants a lot of heat. Birchwood gives out a romantic blue flame, and a piece of rock maple is ideal on a snapping cold January day.

It will deliver the type of heat where you might have to put the butter outside to keep it from melting away.

Then, of course, the crouch pieces of wood always come in handy for holding up clotheslines and gates. Honestly, I was in need of a crouch piece of wood for a long gate that we had installed at the farm. So, as I loaded the wood to bring down over the hill, I kept an eye out for just the size of crouch wood. By the end of the day, I had found it!

A magical Christmas tale

by Kathleen “Kay” M. Palmer Hatfield in 2007.

I

want to tell you a little Christmas story. It happened the Christmas of 1927 when I was four years old, but I remember it vividly.

My mother heard somehow — probably read it in the Observer — that there was to be a Community Christmas tree on a certain night in Hartland. Santa was scheduled to be there and would have a bag of treats for each of the children.

My father had an open “Grey-Dort” car. It always had to be put in the garage and up on blocks as soon as the snow came.

The roads weren’t plowed in those days.

However, he promised that if there were no

snow, he would bring us to this wonderful event.

The day came. It was very cold, but no snow.

We had an early supper, dressed warmly, and the isinglass windows were snapped on the open car. They gave a little protection against wind and cold.

All the open cars had what were called “car robes.” They were simply woolen blankets one could wrap up in to keep warm.

We arrived in Hartland without incident and found a parking place.

It was a lifelong trait of my father that he never wanted to be late. He always liked to be at any event ahead of time. So I am sure we were there early.

We proceeded to the site of the community tree. It was found behind a stonewall, which we entered through a little stone arch, to what was then the lawn and flower garden of Mr. and Mrs. H. H. Hatfield.

Sitting in the centre of the lawn was a huge fir tree with electric lights on it. It was the first electrically lighted Christmas tree I had ever seen.

I was always a very

imaginative child, and I was sure I had just stepped into Fairyland or some Magical Kingdom.

A local minister read the Christmas story from Luke 2 and offered prayer. A group of singers sang some carols. Then, out behind the Hatfield garage, we heard a loud ringing of sleigh bells and “Ho-HoHo.” Santa appeared on the scene with a huge pack full of treat bags.

The children lined up to receive one from Santa himself. At least there was no doubt in my mind.

I was thrilled and speechless. It was a generous bag of treats, with an apple, orange, nuts, candy of many kinds, and on the very top of my bag was a candy bracelet.

For those who don’t remember them, this was hard candy fluted all around to form a circle. It contained enough candy to suck on for a month.

Then, of course, we went to our car. My father had to crank it to get it started, and it did start.

The Hartland hill was a big problem. I am sure it was steeper, and it was a dirt road with very

little gravel. The back roads were all dirt. If any car could get up the Hartland hill in high gear — without shifting into second gear — it made headlines in the Observer newspaper.

I know we had to shift gears at least once, but we did get up the hill. I curled up in the backseat with my car robe and bag of treats and went sound asleep. I’m sure visions of lighted trees and candy bracelets danced through my head.

However, even in my fanciful mind, I could never have imagined how many times in my future I was destined to go in and out through that little stone arch.

Nineteen years after Kay’s experience, a home was erected behind the colourful riverbed stone fence. Kay and her husband, Fred Hatfield, lived their entire life on the land of Kay’s magical kingdom.

At Christmas, there was always a tree, complete with electric lights.

Nackawic Curling Club: A half-century of growth

Annual Past-Presidents Dinner celebrates club’s 50th anniversary

n 1971, one year after the St. Anne Nackawic Pulp and Paper Mill opened to entrench the Community on the Bend as an important forestry centre, the Nackawic Curling Club opened in the shadow of the mill to provide the growing town with a new sport and recreation option.

On Saturday, Nov. 13, the club’s supporters and leaders gathered to celebrate its 50th anniversary at the annual Past President’s Dinner.

Current club president Robert Kitchen said the club’s first half-century provided plenty of reason to celebrate. The Nackawic Curling Club began in a small curling rink next to the mill in 1971, said Kitchen.

The current building, just up the road from the mill entrance, opened in 1982, offering a large hall, kitchen and other resources for public gatherings in addition to curling ice.

Over the years, Kitchen said, the club stayed atop maintenance needs and structural improvements to

ensure the sport grew in Nackawic.

Cecile Marshall, wife of the late Lloyd Marshall, Nackawic Curling Club’s first president, attended Saturday’s dinner as a special guest.

The club’s first president helps tie the club’s history to the opening of the mill, which, in one way or another, served as the town’s economic force for the past half-century.

Cecile, a retired school teacher, said she and her husband, an engineer, moved to Nackawic to help get the mill up and running.

She said they didn’t reside in Nackawic long, moving on to other communities opening new mills in that era.

“We left in ‘72,” she said.

While the Marshalls’ stay in Nackawic proved short-lived, Lloyd was a curling pioneer in the community.

Kitchen said it felt great to welcome Cecile to the 2021 past-presidents dinner, adding it’s great to see the curling club continue to

thrive 50 years later.

He said activities at the curling club, like almost everything, took a massive hit during the past year and a half of COVID restrictions.

Still, he added, the club used the COVID downtime and some available COVID-related funds to improve the building and the ice plant.

Kitchen said the club is anxious to throw the first rock in a new season as soon as a back-ordered part for the compressor arrives to get the ice plant running.

Nackawic Curling Club director of Little Rocks and Juniors Sam Gagnon said everyone, including the young curlers, is “ready to go” for another season.

She said the club hopes to see the needed compressor part arrive in the next three weeks, with the ice going in shortly after.

Gagnon said curling proved a popular sport for Nackawic-area youth.

“We get more and more kids every year,” she said.

She estimated close to

30 children and youth are members of the Little Rock program, 12 years old and under, or Junior program, youth 12 to 21.

Gagnon said COVID limited the number of Little Rock or Junior events last year, but the club tried to keep the young curlers active through funspiels and other events.

“We stuck between Fredericton and Woodstock due to COVID,” she said.

Gagnon said children could start at any age, but some picked up their first rock as early as four or five years. She said getting children involved early helps generate future adult members for the Nackawic Curling Club.

Gagnon said some children drift away from curling when they hit middle or high school as other sports capture their interest. Still, she added, many of them return to curling at some point.
