AAM Goodfellows raise over $15,000 in newspaper sales

The AAM Goodfellows were selling newspapers last Friday and Saturday on the streets and at businesses within Amherstburg. By Ron Giofu The AAM Goodfellows looked for financial support in their newspaper sales drive, and the community provided it.

AAM Goodfellows president Rick Murray said they raised in the area of $15,700 in this year’s two-day campaign.

“We did good, around the same as last year,” he said. “A little over $15,000.”

Murray said the volunteers raised approximately $8,700 Friday evening and another $7,000 or so Saturday morning. The Goodfellows raised roughly $16,000 last year.

“We still have people who want to drop off money or donate,” he said.

There were around 25 volunteers last Friday in two shifts, Murray added, as they were able to cover off 10-12 places where they ask for donations. A number of current Amherstburg firefighters helped Friday

evening and some were able to assist Saturday, but Murray said they didn’t have as many volunteers Saturday.

“We’re always looking for Saturday help,” said Murray. “On Saturdays, we always seem to be short.”

There were some new volunteers each of the two days, he stated.

The focus now turns to packing the food baskets, which will start today (Dec. 17) at the Columbus Community Hall at 190 Richmond St. in Amherstburg.

That starts at 4 p.m. and new people are welcome to assist, but Murray said they usually get a goodsized group of volunteers to help do all the work that is necessary that day.

The newspapers are produced with the support of the River Town Times and Huron Web Printing & Graphics.

The food baskets will be distributed Thursday (Dec. 18) starting at 9 a.m., also at the Columbus

Community Hall. That is where getting new volunteers would be especially helpful, noting that younger volunteers come in handy to assist with carrying the heavy boxes. He indicated that high school students are welcome to come and get some volunteer hours.

While they advertise that food basket distribution will last until 12 noon, Murray said the sooner the boxes are picked up, the better. The Goodfellows have to be out of the hall by 12 noon as other functions will be held there that day.

Sobeys is helping once again this year with the food, which is a long-standing partnership between the store and the AAM Goodfellows.

“So far, baskets are down,” said Murray.

Murray said as of Sunday afternoon, they had 73 requests for baskets. Last year, there were 89 baskets given out, with Murray taking that as a good sign that there may not be the same level of need in the community.

Policing options dwindling as joining with LaSalle not likely

More information is anticipated to come before the public in the new year on the future of policing in Amherstburg, but options appear to be getting fewer.

The latest option that looks to be going by the boards is a partnership with the Town of LaSalle. Amherstburg Mayor Michael Prue told the public, as part of the report out from an earlier in-camera meeting, that LaSalle has cited numerous factors as to why they don’t feel they can be a partner at this time.

Prue said those factors include cost, staff resources, and a lack of adequate time to get things ready for the end of 2028. Regarding the latter, that would include the hiring and training of new officers, with training costs being paid

while Amherstburg is still paying Windsor for policing.

Meetings were held with the mayor, CAO and police chief of LaSalle, Prue said, but they have indicated they can’t make a partnership work at the present time.

“They dealt with us very fairly and very nicely,” said Prue.

Prue told reporters after the meeting that the most recent meeting with LaSalle officials was in November and they informed Amherstburg they would not be able to accommodate Amherstburg with policing services.

“It just became very difficult,” he said of the factors that led to the decision.

Despite that, Prue said the LaSalle option and the Windsor option will still be in a report that will be issued publicly early in the new year, likely in February.

The Windsor option saw the city look for an increase in fees, Prue said, but that option went off the rails when Windsor balked at the town’s request to have a voting member on the Windsor Police Services Board (WPSB).

“That was the end for me, and I think for council,” said Prue.

Those options will still go to the public, he added, as he added the town wants to show where they are at on the issue and how they got there.

The Ontario Provincial Police (OPP) and re-starting the Amherstburg Police Service are still on the table, he added.

Prue said they can’t wait much longer than February to start moving on the issue, as 2026 is a municipal election year and the contract with Windsor is up at the end of 2028.

In order to keep the available options

on the table, the town has to move early in 2026, he said. Public consultation will be had, with the public able to delegate on the report.

The town had previously tried to get a regional service with other municipalities in Essex County, and Prue said there is a county report which supports such a service. Despite presenting that earlier this year, there was no appetite at the county level to go that route and municipalities opted to stay with their own policing options..

“I couldn’t get any support,” he said.

“To this day, I can’t understand why.”

Cost will be a big factor when it comes to policing as will the ability to set up a service, Prue added, and he stated he is willing to hear all opinions on the subject.

“I will listen to every word,” he said.

Leardi announces over $52,000 in Fire Protection Grant for Amherstburg

By Ron Giofu Amherstburg has received over $52,000 in a provincial Fire Prevention Grant with a formal announcement coming Monday night.

Essex MPP Anthony Leardi announced the grant in the council chambers, just prior to Monday night’s town council meeting. Flanked by Amherstburg fire chief Michael Mio, Leardi said the grant will help protect firefighters from hazards they face while fighting blazes.

Leardi said there are often chemicals that are emitted into the air during a fire and that the grant is helping fire departments and municipalities protect their firefighters.

Mio said the money will be used on new equipment to protect firefighters. Upgraded washing facilities will also be purchased with the grant funding to ensure firefighters become free of toxic chemicals when they return from

decontamination of personal protective equipment, as well as renovations to the fire station to improve decontamination shower facilities, helping reduce occupational exposure to harmful contaminants.

Prue said Amherstburg is very appreciative of the funding. He said the town received the grant but not all municipalities in Ontario will be able to say the same, giving credit to Mio and his department for writing a successful grant application.

“We will spend it wisely,” Prue said of the grant.

The announcement is one of five Leardi is making this week. The announcement in Amherstburg was the first with Leardi making a similar one in Kingsville Tuesday.

A third grant announcement is scheduled for today (Wednesday) at noon in Lakeshore and a fourth in Essex later today. Leardi is planning to cap the week with his fifth announcement Friday afternoon in LaSalle.

More funding allocated for H. Murray Smith Centennial Park

By Ron Giofu Town council has nearly doubled the amount earmarked for upgrades to H. Murray Smith Centennial Park as part of the 2026 budget, with the aim to improve the park next year.

There was already over $500,000 from the 2025 budget that, thanks in part to the town not getting a provincial grant, went unused. Thanks to a pair of motions to redirect money from other capital budget items, $450,000 were put towards H. Murray Smith Centennial Park.

Another $50,000 will come from AODA compliance funding.

Councillor Peter Courtney worked with administration on the issue and came to the second day of budget deliberations with a motion to take $200,000 that was identified in the budget for an enhancement to the Libro Centre trail and redirect it to H. Murray Smith Centennial Park.

Courtney told the River Town Times the park has always been important to him.

Between the funding unused from 2025 and the new funding redirected towards the park, he said $1,030,000 are now earmarked for park redevelopment.

“It’s a good move,” said Courtney. “It’s a feel-good thing.”

Courtney recalled the private sector and community as a whole helping to build the park to begin with. He believed things are coming full circle. While not wanting to overstep any procurement process that may have to take place, Courtney envisioned “history repeating itself” when it comes to the park.

“It’s kind of like a phoenix rising from the ashes,” he said.

While a report is coming back from

director of parks, facilities and recreation Heidi Baillargeon, Courtney noted the Russell Renaud Hill will stay “in all its glory.” He added there was no impact to the 2026 budget, which came in with a 2.86 per cent tax rate increase, as it was redirecting money already pre-committed in the capital budget.

During last Tuesday’s budget deliberations, Courtney noted council held on to the funding from last year once the town’s grant application came through.

Baillargeon said there was $530,000 approved last year and she noted money could be moved around this year.

Baillargeon said there was $15,000 left over in a parking fund and $50,000 for AODA compliance in the budget.

Baillargeon said sports courts could be added, and possibly a trail system.

Courtney called H. Murray Smith Centennial Park the “epicentre” for many kids growing up through the years, adding he vowed to get amenities back there.

“This is just doing the right thing to this park that has offered so much to so many families. It’s centrally located, it was heavily used,” he said. “We’ve done many things at the Libro (Centre) and that whole sports complex is built on certain sports. This one will bring something to so many within walking distance.”

Courtney said “this seems very doable” and it was be another thing “that we’ve accomplished.”

Baillargeon said the $200,000 that had been previously budgeted for the Libro Centre trails was to be for a boardwalk out into Big Creek, but she said that wasn’t a high priority right now as there is a deficiency in sports courts in Amherstburg.

“The trail around the Libro Centre has been hugely successful as people use it all the time. In terms of priority, now that the (parks) master plan has been completed, I think the sports courts and addressing some things in H. Murray Smith Centennial Park would be prudent in terms of addressing accessibililty. It’s in the centre of the community. I think it’s money well spent,” she added.

Councillor Molly Allaire said she was proud to support the motion, and asked about the report. Baillargeon said estimates and additional planning have to be done, and a report will give council an idea of what the money will cover.

Allaire said Jack Purdie Park is busy even in the winter, and envisioned the same thing at H. Murray Smith Centennial Park. She said the latter is near schools and said students, including her own children, walk through town on field trips and use the parks.

“We’re making decisions for future generations,” she said. “I think this is the best bang for our buck.”

Councillor Diane Pouget said she appreciated the plan, adding an original recommendation to put off funding until 2032 would have meant “14 years of neglect” for the park. She said homes are nearby as well as three schools.

“This was promised to the school board when they purchased property and also to the public that we would put back things that were lost in that park,” she said.

Pouget said this funding is a good showing the town is going to restore the park. She also suggested sponsors could be obtained for the park, adding seniors could use the park as well.

“It benefits all ages,” said Pouget. “Most

of all, I think it is a show of co-operation with the school board and our community at large.”

Councillor Don McArthur thanked Courtney for bringing the motion forward, stating he didn’t believe they were taking from the Libro Centre as the trail system is “fantastic” and the amenities there are transformational.

“What we do need right now is recreational amenities in the core of town, next to the school,” he said. “I know we’re not deciding it today, but I truly hope they can play basketball there. I think it would be kind of a slight-of-hand a real rug pull if we put two courts there and they couldn’t play basketball.”

Trails could be used every day of the year, he said, adding it would be transformed from a traditional park to a linear park.

“It was a beautiful park but it lost that lustre for a few years but it’s going to be a beautiful park again,” he said.

Deputy Mayor Chris Gibb opposed the motion, citing concerns he said he regularly hears about the town’s ability to afford what it has right now.

“I just can’t support adding a new piece of infrastructure when we know we’re in a massive deficit with the infrastructure we already have,” he said.

Gibb added he thought it was a good idea to start upgrades to H. Murray Smith Centennial Park “but I’d prefer to get a handle on what we already have and get ahead of the 8-ball so that we can afford to maintain our current assets rather than add new assets. That would be across the board for me. I’m going to be opposed, but it is what it is.”

Town council opts to keep considering community grants

A motion to get a report on the possible phasing out of community grants in Amherstburg will not go forward.

Town council rejected a motion from Councillor Molly Allaire that would have seen administration be directed to prepare a report outlining options for phasing community grants out of the municipal operational budget over a five-year period, including proposed timelines, financial impacts, and a communications plan for informing previous and current grant recipients; and that this report be brought back to council for consideration.

(The notice of motion was originally raised during the Dec. 9 budget deliberations. See related story on Page 17.)

Allaire said she donates to many of the charitable causes and non-profits that the town gives community grants to and said if people want to donate, they can do so as well. She said the community grant program as part of the annual budget deliberations are using taxation dollars, and that requests have been getting larger.

Allaire said she understands many groups have had difficulties and that phasing out grants over five years would lessen the impact. While there

are people in need, Allaire added only one group got their request in on time during budgets and the other requests came in after the deadline.

Not every municipality has community grants, she added, and non-profit organizations still find ways to operate in those communities.

“I’m just asking for a report,” she said. “It’s not a debate we need to do right now.”

Councillor Diane Pouget opposed the motion, stating the town should support people in need in Amherstburg.

“We’re talking about our most vulnerable people in our community who have a great need,” said Pouget. “We are known as a loving and caring community.”

Food bank visits have grown, she added, and so have requests for service at the Amherstburg Food and Fellowship Mission. She also pointed out the work of Christ Church in maintaining a local cemetery as well as the work of others in serving the town.

“I would not agree to take money from these valuable groups,” said Pouget.

Councillor Peter Courtney said he understood where Allaire was coming from with her motion but ultimately opposed it.

“I think when the town uses taxation dollars, it becomes part of the business

model,” he said.

Courtney added he also understood Pouget’s concerns, and that it was roughly $50,000 out of the budget of millions. He also pointed out only one non-profit group actually met the deadline to apply, and hoped they would “make sure they followed the rules and procedures” in the future.

Deputy Mayor Chris Gibb asked how this fits in with a “Strong Mayor” budget, with clerk Kevin Fox stating that while the mayor has the power under provincial legislation to put things in and out of a budget, town council can still make recommendations.

“I’ve never been comfortable with municipalities making charitable donations,” he said.

Gibb added that he also was not comfortable telling the next council what to do, when this council completed its final budget and it didn’t claw back on community grants.

“I don’t see the value of getting a report when we’ve completed our last budget of the term,” said Gibb, who opposed.

Councillor Don McArthur was also in opposition, stating while there is debate on community grants each year, it is still a smaller portion of the overall budget.

He said there are choices with taxpayer

dollars in every decision town council makes.

The community grants help organizations keep functioning, he said, and those organizations serve the town.

“Do other municipalities do it? No. Does Amherstburg do it? Yes. I’m proud Amherstburg does it,” said McArthur.

Mayor Michael Prue noted the County of Essex is funding the new megahospital and also works to alleviate homelessness, both things the province looks after overall. He believed such contributions are “a part of being in office” and that while he hears from some about giving taxpayer dollars to charity, it is a good thing overall.

“I also believe you should lead with your heart before you lead with your head,” he said.

The amount of the budget that would be saved by eliminating community grants would be roughly 0.16 per cent, and Prue said he would rather find savings elsewhere than cutting community grants.

“I’m not willing to save the money there,” he said.

The motion to get a report to see what phasing out community grants failed 5-1, with only Allaire in support.

Councillor Linden Crain was not in attendance at the meeting.

Concerned citizen awaiting public consultation on town policing issue

I am writing to follow up on my letter dated Sept. 17, regarding the Town’s decision-making process in selecting a policing service provider for Amherstburg.

My original correspondence expressed concerns about the transparency of the process and the need for meaningful public consultation to ensure that all options, including the potential re-establishment of the Amherstburg Police Service, are evaluated with the community’s best interests in mind.

I had anticipated that, as stated by Mayor Prue, there would be proper public engagement and an open dialogue with residents before any decision is made.

However, as of today, no substantial public consultation has been conducted nor has there been further communication on this critical matter.

This raises concerns about the town council’s commitment to transparency and its willingness to meaningfully consider the feedback of Amherstburg residents on such an important issue.

The selection of a policing service provider is a decision that will profoundly affect our community’s safety, finances, and autonomy for years to come.

Opting for one provider over another, or deciding to re-establish the Amherstburg Police Service, requires comprehensive evaluation and input from all stakeholders’, a.k.a.

Amherstburg residents.

Failing to engage the public undermines the accountability that should underpin this process and risks alienating residents, who deserve a voice in decisions that directly affect them.

As a concerned citizen, I respectfully request that town council fulfill its Member of the

commitment to public consultation by hosting community forums, surveys, or other accessible platforms where residents can express their opinions and learn about all viable options being considered; that all potential options — including the possibility of re-establishing the Amherstburg Police Service — be thoroughly evaluated and presented to the public with adequate detail regarding benefits, costs, and long-term implications; that the timeline and criteria for decisionmaking be clearly communicated to residents, ensuring that the process is fair, transparent, and free from undue bias.

Finally, to further ensure transparency and accountability, I strongly encourage the Town to appoint a citizen “member-at-large” to serve on any committee or evaluation team created for this decision.

This individual should possess a strong working knowledge of policing and serve as a neutral, communityfocused representative who can advocate for a fair and balanced evaluation of all options.

Including a citizen representative in the process will help build trust within the community and encourage open, informed dialogue.

I urge council to honor its promise to engage the public and to demonstrate a commitment to democratic principles by allowing residents to participate in shaping the future of policing services in our community.

This decision is far too important to be made behind closed doors or rushed without proper consideration of all options.

Funding for policies to implement Official Plan questioned

By Ron Giofu A collection of policy updates that would help implement an Official Plan update and the funding thereof were the topic of debate during budget deliberations.

Town council agreed on a 2.86 per cent tax increase when the budget deliberations were complete, including $44,000 for policy matters. A breakdown of that is $10,000 for environmental impact assessment guidelines, $10,000 for drivethru restaurant and drive-thru business guidelines, $10,000 for noise and vibration study guidelines, $10000 for agricultural impact assessment guidelines and a requested ten per cent contingency of $4,000.

Councillor Diane Pouget questioned some of the numbers, with the $10,000 for drive-thru restaurant guidelines being a focus.

“Why do we need that when we already have so many drive-thrus?” she asked. “Wouldn’t we already have guidelines for that?”

Deputy CAO/director of development services Melissa Osborne said the town does not have specific guidelines for what is required for a drive-thru. She said currently, the town’s Official Plan has to go through an OP update and a zoning bylaw.

“This would give specifics around if they want a drive-thru, how it must be built to accommodate the community,” said Osborne. “There are some drivethrus that, had we had such policies in place, would have had to be designed differently.”

Pouget stated five new drive-thru

restaurants have been added in recent years, and no question came before council. She recalled one plaza where there were concerns over how busy it could be with a traffic engineer saying “everything is fine.”

“If it’s a concern now, why wasn’t it brought forward to council then as a concern?” she asked.

Aspila said there have been some Official Plan and zoning bylaw amendments regarding drive-thru proposals.

He said as part of those developments, traffic impact studies were required and they were deemed by a professional to address legislative requirements on the town.

The guidelines would allow for more formalized detail about what council is seeking for the primary corridor of Sandwich St. “Right now, we have no ability to push back on any studies that come from another professional designation saying this is sufficient for what the developer is bringing forth in their application,” added Osborne. “These guidelines are going to help this town push back where we feel we need to push back.”

Councillor Peter Courtney said guidelines should be standardized either regionally or in the province.

“To have our own specific guidelines, to me it’s going to be project-specific. It’s going to be based on size of the land, it’s going to be based on location, it’s going to be based on whether it’s next to residential,” said Courtney.

Courtney added other municipalities would have come up with similar guidelines, citing noise and vibration as an example, and why is Amherstburg going

to “recreate the wheel” coming up with studies of its own.

“Why can we not grab these guidelines from another source?” he asked.

Osborne said there are provincial guidelines, but that doesn’t stop municipalities from creating their own guidelines specific to what the town wants.

“These guidelines are required at the local level to inform this community how they want these things to happen,” she said. “If we don’t want to be specific about it and allow just the high-level guidelines, we can. But project-specific is informed by these guidelines. If these guidelines are not in place, then at best, it’s whatever exists out there or they can pretty much do what they want if we can’t give them a specific answer.”

Manager of planning services Chris Aspila said if there are no policies calling for what the town specifically wants, proponents of drive-thrus will be put through Official Plan and zoning bylaw amendments “at pretty substantial costs.”

Courtney wanted to know who does the policy updates and wondered how it makes Amherstburg better. He wanted to know if other municipalities do this.

Aspila said many other municipalities across Ontario have guidelines and policies specific to their municipality, adding he recommends it would be in the town’s interest to prescribe what the town is looking for so there is a policy calling for a design for the town’s main street.

“It will set the bar for what proponents are bringing forward for Sandwich St. in Amherstburg and remove uncertainty on what the town is looking for,” he said. “The work would be prepared by

a consultant in consultation with myself and our heritage planner.”

In response to further questioning from Courtney, Aspila said individual firms would be engaged to provide specific consulting services.

“Is this truly a need and is this truly going to be compromising to the municipality if we don’t do this, or is this a want?” Courtney asked.

Osborne said the question is best answered by council, stating when a planning file comes forward, without guidelines, the proponent may bring something council doesn’t like, there is no way for the town to refuse or ask for changes.

“It is up to this council to decide whether or not you want that level of guidance provided when these sorts of investment are made in this community or not,” she said.

Councillor Don McArthur wanted to know if there is a one-time cost that would have an impact on the tax levy.

Osborne said there is no impact on the tax levy as the funds would come from a planning studies reserve.

McArthur asked why it came up as a capital budget item and not operations, Osborne said because the money comes from the planning studies reserve, this is a “strategic” approach that includes other studies that can be classified as capital investment.

Christmas concert at St. John the Baptist Church

A fundraising Christmas concert was held at St. John the Baptist Church last Saturday night. Among the performers were the St. Thomas of Villanova choir (above) and Carina Evon (below).

By Ron Giofu The Christmas spirit was alive and well at St. John the Baptist Church last Saturday night.

The Amherstburg-Harrow Catholic Family of Parishes hosted a Christmas Concert at St. John the Baptist Church, with four groups or individuals performing plus a singalong of Christmas music with the audience at the end.

Among the groups or individuals that performed for the large crowd were St. Michael’s Schola, the St. Thomas of Villanova Secondary School choir, Carina Evon and the

Holy Harmonizers. The latter two are regular performers at St. John the Baptist Church.

“We have an outreach committee here,” explained Father Paul Kim. “We were discussing what to do here for the Christmas season.”

They came up with the idea of a fundraising concert to “bring people from around the area and join their voices.” Those who attended were encouraged to bring a canned good or non-perishable food item for the Society of St. Vincent de Paul food pantry. A free-will donation was accepted at the door for the church’s building fund, with Father Paul noting that will be put towards ongoing maintenance of the building.

Members of the St. John the Baptist Church outreach committee include Sandi Villeneuve, Eleanor Renaud, Gabriella Marano and Lynn Bellefleur. Villeneuve was pleased with the turnout Saturday evening, stating it was “a very nice crowd.”

“We’re pretty blessed,” said Father Paul.

Villeneuve added other events the outreach committee puts on includes a tour of historic churches in the area. That takes place during Lent. This past year, it included St. John the Baptist Church, St. Clement Church in McGregor and St. Anthony Church in Harrow. They hope to expand to more churches, including those in the River Canard and LaSalle areas, with St. Joseph Church, Sacred Heart Church, St. Paul Church and Mount Carmel Church among those they are interested in visiting.

“It was really well received last year,” she said.

The outreach committee is also planning other events, such as a movie night and other family gatherings.

They also hope to make the Christmas Concert an annual occasion.

Lighthouse Church hosts Christmas meal

By Ron Giofu Lighthouse Church opened its doors and welcomed the community to a meal Dec. 7.

The King St. church hosted 60 people for a meal in the church’s sanctuary. Pastor Adrian Ninaber said the church welcomed everyone from the community to the dinner and wanted to meet new people and families as well as parishioners.

Ninaber stated they are using the sanctuary now more than the community space, as there are stairs to get to the latter and they want people with accessibility issues to better enjoy services and community programming.

“By getting rid of the pews, it makes it more of a multi-purpose room,” he said. “It’s much nicer.”

There are other benefits as well, Ninaber indicated.

“The sound is so much better,” he said of the sanctuary, compared to the community room.

To convert the sanctuary into a multi-purpose space, Lighthouse Church sold the pews and Ninaber said they will use the proceeds to donate to Matthew’s House in Windsor.

“We thought it would be a great way to bless that ministry,” said Ninaber.

The conversion from pews to chairs had to take place quickly, as Ninaber and other church volunteers had to act quickly and unbolt the pews and transport them out to make room for the chairs. The chairs arrived about one week before the dinner.

In addition to dinners, Ninaber said they can use the sanctuary for seminars, events and other purposes.

“Breakfast with Santa” draws big crowd to Legion Br. 157

By Ron Giofu Royal Canadian Legion Fort Malden Br. 157 opened its doors to not just the public last Sunday, but to Santa and Mrs. Claus as well.

The Amherstburg Legion hosted its annual “Breakfast with Santa” event last Sunday morning with a large crowd filling the hall right at 9 a.m. and continuing for

much of the morning.

Laura Lucier was one of the Legion members helping to run the event, and she stated people could just walk in without registering.

“This is my third year doing it but they’ve been doing it (at the Legion) for a long time,” said Lucier.

Children and their parents and grandparents could enjoy bacon, scrambled

eggs, pancakes, sausages, hash browns and more as part of the morning’s festivities. In addition to visits with Santa and Mrs. Claus, there were opportunities for children to colour and there was also face painting thanks to Patty Ciphery and Gracey Foster.

Lucier also pointed out there were gift bags for the children who turned out. Kids also received a scarf when they came in, with the scarves being created by Legion member Deborah “Pinky” Barnett with locally donated yarn.

“It’s a way to get people into the holiday spirit,” said Lucier.

Those in the kitchen helping to prepare the breakfast also got into the spirit.

“We try to dress up in the kitchen with our (Christmas) hats,” she added.

The “Breakfast with Santa” event wasn’t just for Legion members, but the community as a whole, Lucier said.

“I see a lot of new faces,” she said. “I see a lot of children. That’s what it’s all

Santa and the Mayor host annual breakfast at the Libro Centre

By Fred Groves The Libro Centre in Amherstburg was bursting with activity on Sunday morning with hockey games, Tots on the Turf and a visit from a couple of very special guests.

It was the annual Breakfast with Santa and the Mayor and for dozens of children and their families it was a time to get in another visit with the Jolly Old Elf. Josh Lenz and Lisa Wright of Amherstburg brought their four children including three-month-old twins, Atlas and Lovely who joined their siblings, River and Jack.

“They are three months old and this is their first Christmas. This is pretty special and we have family visiting from out of town so we wanted to show them what Amherstburg has,” said Lenz.

There were two breakfast sittings, one at 9 a.m. and another at 10:30 a.m. which were cooked up by Tim Stanley.

Pancakes and sausages were a big hit. Prior to Santa joining in the fun, there was a lot of work to be put in colouring Christmas-themed pictures.

“Christmas is a very special time for everyone. It’s a time for peace and love,” said Mayor Michael Prue.

“It was a place I heard about where people had a lot of experiences,” said Miceli.

And she is approaching this book just like she did with “Tales of Texas Road” and “Tales of Sandwich Town.”

“I interview people and search out stories that they have from there.”

Two Christmas events hosted at the Park House, another to come

A pair of events were held at the Park House Museum last weekend with both having a Christmas theme.

“Dickens and Delights” was presented last Friday night with a sold-out crowd filling the small parlour and overflowing into the dining room and hallways of the museum.

Storyteller Olwyn Coughlin performed “A Christmas Carol” by candlelight in the Victorian parlour, with musical interludes by board member John McDonald. Both were in period costume.

Schlarbaum has written a detective-style series about character Steve Cassidy and regularly includes local people in places.

However, his latest book which he sold and signed on Sunday is a little more personal and looks back when he was a young teenager.

It’s called “Music Virgin No More” and are confessions of a young record collector from 1979 to 1982. This is a trip down memory lane for the author who hopes other music lovers will look back and remember some oldies but goodies.

“It’s for readers of a certain age. I did this a week before I started high school,” explained Schlarbaum.

When he was 13 years-old, he would listen to musicians such as Bob Seger, Bruce Springstein and Tom Petty, charting their progress and coming up with his own great play list.

“I really enjoyed the charts. I had a hobby of making my own play list,” he said.

The book is appropriately dedicated to anyone who has ever placed a needle into the grooves of a vinyl record.

And as far as what is next for him, Schlarbaum, whose books have been on the Amazon best seller list, might just have another mystery or two in the works.

His advice to aspiring authors, “you can get your story out there.”

On the matter of stories, Santa and Mrs. Claus are visiting the River Bookshop this Sunday at 11 a.m. and besides reading the classic, “A Night Before Christmas” will read from local author Nathan Christopher’s, “When Santa Wrote Back.”

The intermission saw the crowd enjoy hot mulled cider and traditional Victorian treats made on the hearth, in the Park House kitchen.

“Christmas at the Parks” was held during the day Saturday, allowing people to check out and learn about past traditions and celebrations. That included 19th century cooking demonstrations, where a chicken, ham, biscuits, soup and mashed potatoes were made in the Park House fireplace.

Curator Kat Schryburt said the “Christmas at the Parks” saw more people than in 2024.

“It’s better than last year,” said Schryburt. “It’s been pretty steady throughout the day.”

The day featured not just the cooking demonstrations, but popcorn stringing, readings of “T’was the Night Before Christmas,” tinsmithing demonstrations and descriptions of what it was like when the Park family lived there as well as the house in the Victorian era.

“We’re stepping back in time and seeing the origins of our favourite holiday traditions,” said Schryburt. “A lot of people don’t know where they come from.”

The “Dickens and Delights” events was well attended, she added, and was happy with how it turned out. She believed people like traditional events and storytelling they might not experience often.

It was a “theatrical event” that helped get people into the spirit of Christmas, she added.

“When I get opportunities to get people into the spirit, it also gets me excited,” said Schryburt.

“Christmas at the Parks” returns this Friday and Saturday nights with candlelight tours of the museum. Council puts $200,000 into capital budget for Lowes/Sandwich intersection

By Ron Giofu Town council put $200,000 into the capital budget prior to budget deliberations concluding to look at a local intersection.

Budget deliberations wrapped up Dec. 9 with council landing on a 2.86 per cent tax rate increase. The intersection at Lowes Side Road and Sandwich St. S. will see the work have the funds drawn from the reserve.

Councillor Diane Pouget said she still gets complaints on a regular basis of people trying to cross the street in that area.

“It’s very dangerous,” said Pouget.

“It isn’t an even crossway. If you are coming from Dalhousie and entering onto Sandwich St., you have to make a wide bend in order to get to that stop sign. If anyone is trying to turn left onto the road, there’s people trying to cross from the man-made lake there and they can’t get across. They’re waiting for a long period of time. When they think it’s safe to cross, there’s already cars coming around the bend they can’t see.”

Most people living in the nearby Blue Haven Motel have accessibility issues, she said, whether it be hearing, walking, or vision.

“There are so many accessibility issues in that area,” said Pouget. “They are trying to get across to go to the pharmacy or health centre.”

Pouget noted the County of Essex

understood the need of reducing the speed limit in that area, as it has been reduced from 70 km/hr to 50 km/hr in the area of the intersection. There are five driveways in that section where the speed was reduced, she said.

“They understood the need of reducing the speed limit in that area but there’s no way the people can still get across safely,” said Pouget. “To be honest, I don’t know where we can get that money. I was just asking for administration to look into it.”

Mayor Michael Prue said there are two ways of getting the money, either creating a new item and draw from reserves or cut something else. Deputy CAO/director of legislative services Melissa Osborne said the reserve projections have been updated, and she recommended a new capital project be created for the crosswalk at Lowes Side Road and Sandwich St. S. and that come from the new capital reserve.

“It’s a very, very busy corridor.

Sandwich always has cars,” said Councillor Peter Courtney. “If you think about safe crossings, the next one is Pickering Dr.” Courtney added there are a lot of residents who reside out there, including at Seasons, the Blue Haven Motel and a nearby subdivision.

“It gives an access point to services across the street,” he said. “I will support this. It gives another option for people to cross the street in that

end of town safely.”

Councillor Don McArthur was also supportive of Pouget’s motion, crediting her “for fighting for this one.”

McArthur said he crosses the street in that area regularly.

“It’s a very significant link in our active transportation corridor,” said McArthur. “It is dangerous as it is. We want to promote walkability in this town. Building safe infrastructure is essential to do that.”

McArthur noted LaSalle has added numerous crosswalks along Front Road for pedestrian safety. He also pointed out the nearest light in which to cross is at Pickering Dr. and “it’s a long walk” for some residents. He also thanked administration for coming up with a plan to fund the next phase of the project.

Deputy Mayor Chris Gibb voted against, citing concerns over being able to afford another town asset.

“I cannot support spending $200,000 on a new intersection when we have roads that are crumbling in this town,” said Gibb. “This just makes it $200,000 harder to fix the 6th Concession, it makes it $200,000 harder to fix all the other roads in town.”

Gibb also questioned the choice of words when characterizing the intersection.

“I would never say an intersection is dangerous because it opens the municipality up to huge liability issues,” he said. “Could it be improved? Yes. Do

we need to spend $200,000 to improve it? I don’t think so.”

The deputy mayor pointed out the reduction in the speed limit, the paved shoulders on both sides of the road and there is “no action” currently on the southeast quadrant, where homes are planned for in the future.

“I think we could improve that corner significantly for $2,000, $3,000 or $4,000,” said Gibb.

Prue supported Pouget’s motion, calling it “absolutely essential.”

“We, all the time, come in here and talk about AODA issues, accessibility issues and making sure everyone is treated the same way,” said Prue. “I do recognize the Blue Haven, and also what Councillor Pouget has said, about the medical facility across the street and Seasons.”

Prue also noted the park at the southern gateway near the electronic sign and pond, and pointed out features it offers.

“The $200,000 I know can be spent many ways. Council has to make choices and sometimes the choices are not easy. For me, this is an easy choice,” the mayor said. “People need to feel safe. The roads need to be safe.

People need to have an opportunity to enjoy what we have and this will help a great deal.”

Pouget thanked council “for seeing the need for this,” and administration “for taking this very seriously. I really appreciate it.”

The River Town Times will be printing a Dec. 24 issue but there will be no issue Dec. 31.

Nearly 200 enjoy turkey dinner thanks to Encounter Church

By Ron Giofu The community got a chance to enjoy a dinner and some live music thanks to a local church.

Encounter Church presented its second annual “Christmas in the Burg” Sunday evening featuring not only a full turkey dinner with all the trimmings and dessert, but live music, a Christmas story and even door prizes for a lucky few. Two seatings were held – one at 4 p.m. and the second at 6:30 p.m. - and organizers were pleased with the amount of people that attended.

Police investigate crash between SUV, ambulance

“The turnout was really good,” said Pastor Brandon Cousineau. “We had close to 200 people between the two seatings. About 180, I’d say.”

The dinner was free for the community, but the public had to pre-register.

Cousineau believed there were a number of reasons they had such a good amount of people attend the dinner.

“I think it’s because of the atmosphere. It is an opportunity to come out for a meal and have some family time,” said Cousineau. “Feeding Windsor provided the food and they did an excellent job.”

The Windsor Police Service states it is investigating a serious motor vehicle collision involving an ambulance and an SUV. Shortly before 2:30 p.m. Dec. 9, police say officers responded to a report of a collision at the intersection of Alma St. and Concession 5 North. Officers arrived to find an SUV and ambulance in a roadside ditch, with the SUV overturned. Both vehicles were heavily damaged, police say.

According to police, a preliminary investigation indicates the SUV was allegedly travelling southbound on Concession 5 North at a high rate of speed and failed to stop at the stop sign at Alma St. Police add the SUV subsequently collided with an ambulance

While this was the second year for the “Christmas in the Burg” turkey dinner, it likely won’t be the last.

“I’m hoping to have many more to come,” said Cousineau.

There were 40-50 volunteers help out with the dinner, from setting up tables and chairs, to washing dishes and setting the church back up into its usual configuration inside the sanctuary. Not only did members of the church attend, a lot of others from the town came out as well.

“We saw a lot of new faces,” said Cousineau. “People came who are new to our community or new to the church.”

Cousineau said “the church does this because we want to be an example of Christ in our community. He gave of Himself, his time and resources. We want to do the same. We want to share God’s love and the church loves the community. We want to help the community in any way we can.”

The church’s motto is “Love, Equip, Go” and Cousineau added the dinner was a way to live up to that.

Encounter Church is hosting a Kids Christmas Concert this Saturday at 6 p.m. The church’s children’s choir will be performing and there will be a reading of the Christmas Story. Admission is free and the church will be offering a bake sale and refreshments after the performance.

Christmas Cantata

St. Andrew’s Presbyterian Church held their annual Christmas Cantata last Wednesday night with another being held as part of last Sunday morning’ service. Under the musical direction of Matthew Kulbacki and accompanied by Rev. Olwyn Coughlin’s narration, the choir and Rev. Shirley Carleton entertained the crowd with Christmas music. The theme was “Tonight.”

St. Andrew’s will be hosting a Christmas Nativity play this Sunday at 10:30 a.m. as well as a candlelight service Christmas Eve at 7 p.m.

Stuff-A-Fire-Truck toy drive helps more families this year

The Amherstburg Firefighters’ Association held its annual “Stuff-AFire-Truck” toy drive and it concluded over the weekend.

Members of the association collected the new, unwrapped toys and pajamas from participating businesses last Friday and spent Saturday morning at Amherstburg fire station #1 packing the boxes. Families that had registered came to the fire hall last Sunday to pick up their boxes.

“We’ve got 91 families and 246 children this year,” said Amherstburg Firefighters’ Association (AFA) vice president Cameron Arksey. “That’s more than last year.”

Arksey said the 91 families in 2025 was an increase of 18 families over 2024.

“The need is growing,” said Arksey.

“The number of applications are growing.”

Donations every year are always needed and appreciated, said Arksey.

Arksey said everything was raised in-house by the local firefighters this year. He said there was a lot of local support within Amherstburg this year.

Councillor Linden Crain said Courtney has been “a strong advocate” for the park. Crain said he liked the fact it would have a trail system as it would have “a big impact” on people of all ages.

“It’s really going to be a facility that is going to be used,” said Crain. “We’re not increasing the tax levy in any way.”

Mayor Michael Prue supported Courtney’s motion, and noted “it’s been a long fight” to save it and restore it. He recalled a previous concept to sell part of it and added his position “I will never sell parkland. It is too valuable to the community.”

Prue added he met with members of the Smith family and promised him that H. Murray Smith’s legacy would be maintained in that park.

“This is the park of the inner town. This is not a big sports complex, although there will be some sports and opportunities taking place,” he said. “I see it more, like in many small towns and small cities, it’s an inner park which is a gathering point in the town that people would gravitate to. It would be a signature park, just like the waterfront park is a signature park.”

Prue recalled a petition with 3,000 signatures to save the park and wanted those signatures respected.

“I still think it’s important today. When we build this, this will be one of the signature achievements of this town during this term of council,” said the mayor.

A second motion, put forth by Councillor Don McArthur, had $250,000 that was in the 2025 budget be redirected to H. Murray Smith Centennial Park. That funding had been for a pump track near the current skateboard park, but it will now go towards H. Murray Smith Centennial Park.

McArthur said some money was raised for a pump track “but the groundswell wasn’t there” in terms of major fundraising for a pump track. He pointed a bike skills park is planned but given that and the trails, the $250,000 earmarked could be reprioritized.

“Could we take the $250,000 and funnel it to Centennial Park and get four courts instead of two so

then we don’t have to do it twice and we actually save money? Is it a new park development DC’s (development charges) can be used for because there is nothing there now? If it is, I can support that,” said McArthur.

Deputy CAO/director of development services Melissa Osborne said the DC’s could also be transferred to H. Murray Smith Centennial Park.

McArthur pointed out H. Murray Smith Centennial Park’s central location, and hoped partnerships could be found for sponsorships and donations for that park.

He cited donations and sponsorships that were secured for the pickleball courts at the Libro Centre, and wanted similar for H. Murray Smith Centennial Park.

“Do it once, do it right. There are economies of scale if we build four courts instead of two,” he said.

McArthur added he didn’t want to have to decide between tennis and basketball courts.

“I just think there are opportunities to achieve economies of scale, to right a historical wrong and to create a jewel we can all be proud of in the centre of town, all without raising the tax rate. We’re shuffling the cards to give this town a winning hand,” said McArthur.

Courtney added he appreciated the rationale behind McArthur’s motion, and believed things could “snowball” in terms of getting support. To Gibb’s point, Courtney said he understood what Gibb was saying but the Centennial Park assets were “lost assets.”

“I really think there’s going to be a lot of interest,” he said. “I’ve heard vibes from that side they are waiting and wanting (to invest). It’s not replacing the S. Ralph McCurdy track, the appetite is gone for that. To that point, where the S. Ralph McCurdy track is, there will be a new passive trail system. There will be updated courts for new generations to use.”

Courtney added “this could be a really good highlight” for this term of council and even the previous term of council. Crain said he would support the motion as well, believing he’d like to see the funds utilized at H. Murray Smith Centennial Park.

Crain added WEBC is using their funds to create features at the Libro Centre and he would rather the town create such things as courts at Centennial.

Pouget stated she fully supported McArthur’s motion as well, and wanted to know the plan in terms of features and number of courts at H. Murray Smith Centennial Park. Baillargeon said she will come back with a report on that in the first quarter of 2026.

Like he did with Courtney, Prue thanked McArthur for his motion. Prue cited how strongly McArthur believes in the pump track and fought for some funding.

“To make this motion today, pretty amazing,” the mayor said.

McArthur’s motion also passed with the same 6-1 vote.

Diageo retirees help out Toy drive assists 91 families Amherstburg Community Services (ACS) was pleased to welcome Paul Pouget (left), vice chair of the Diageo Retirees, and chairperson Nikki Dufour (right) as they delivered a generous donation of canned goods along with a monetary contribution of $687. These donations were collected during their annual Diageo Retirees Luncheon and raffle held the week prior. ACS said with this latest contribution, the Diageo Retirees have now donated a total of $8,500, along with numerous non-perishable food items over the years. ACS added their ongoing support continues to make a meaningful difference in the community and the agency is thankful for the retirees’ continued support. There were over 25 volunteers helping pack the boxes at fire station #1 last Saturday morning, between fire department members, their families and volunteers from within the community.

“It’s a good mix of families, firefighters and the community helping out,” said Arksey. “We really appreciate them helping out.”

The AFA has been doing a toy drive as a standalone campaign for roughly the last several years, though toy drives date back farther than that in town.

Osborne said this issue is different, as it has to do with industrial development that is suggested for sensitive areas. She said those guidelines would set policies around locating industrial sites in town, as the town has no policies right now around that. She used an example of an industrial site wanting to locate near a residential area.

Pouget asked why the town wouldn’t use its own people to develop its own guidelines and use other municipalities as a resource, instead of paying $10,000 for each guideline.

“Although there may not be any financial impact on our budget for 2026, if we don’t we use $20,000 in our reserves, can we not use that for something else?” she asked.

Osborne said the town needs specialized skills they currently don’t have, adding the town is already using “significant hours, including overtime” to keep up with planning files.

Deputy Mayor Chris Gibb supported the administrative budget request, stating he doesn’t want to rely on the province to make decisions for Amherstburg.

“It’s our responsibility to make decisions for Amherstburg,” he said. “I certainly don’t want to see

more congestion on Sandwich St. because we already hear enough about that. We do have to have an Amherstburg solution to an Amherstburg issue.”

Gibb believed the town would save more in costs than “future battles with developers.”

McArthur said he was sold when Osborne stated the town would be able to push back where needed.

He said Amherstburg is a “special historic place” and council has voiced concern when powers were taken from them.

“We need to avail ourselves of every opportunity to protect this town and its heritage and things we agree we value,” he said. “This is a reserve that is specifically set up for this purpose. It will have no tax impact.”

On the issue of congestion, Pouget alluded to the issue of Open Air Weekends.

“If council is so concerned about the issue of congestion on Sandwich St., why do we shut down our streets for three days a week for 14 weeks and cause nothing but traffic jams on Sandwich St. during that time?” she asked.

Councillor Linden Crain said current policies are “outdated and ineffective,” and new guidelines would be cheaper than having to defend the town in appeals to bodies like the Ontario Land Tribunal.

Town hands out community grants to non-profit organizations

By Ron Giofu Town council has allocated its community grants for 2026 and spent the same amount of money as last year.

There is also a chance community grants could be phased out entirely, but that depends on what happens with a notice of motion put forth by one of the councillors.

As noted in last week’s River Town Times, the town is still dividing the $51,547 that was spent in 2025 among the same groups in 2026. With $2,000 already having been pre-committed to 2nd Amherstburg Scouting, it meant slight reductions to most of the others.

Amherstburg Community Services (ACS) will go from $15,000 in 2025 to $13,612.50 in 2026. The Amherstburg Food and Fellowship Mission will drop from $20,000 to $18,150, the Amherstburg Freedom Museum will drop from $8,500 to $7,713.75 and the Park House Museum will go from $10,000 to $9,075.

Christ Anglican Church will get $1,000 for maintenance of the historic cemetery that surrounds the church, up from $547 last year.

Mayor Michael Prue noted they received applications from all groups, but also pointed out all but one missed the deadline. All did receive consideration for funding.

Councillor Molly Allaire said she did not want to raise the base budget, questioning using tax dollars to help the groups.

Deputy Mayor Chris Gibb said during the first night of budget deliberations,

the town made difficult decisions and this was another difficult decision.

“We need to keep this budget as affordable as possible,” said Gibb, saying $51,547 should be the “upper limit.”

Gibb called Allaire’s motion to keep the donations $51,547 “responsible, but it is also compassionate.”

Councillor Peter Courney said every group is worthy, and made a suggestion on how to divide the cash. Allaire said she wanted Christ Church to get $1,000 so they can maintain a historic asset, adding her own suggestions to reduce the total.

Town council would agree on proportional reductions so the remaining groups that applied last year would get funding this year only at an equitable rate.

“We would reduce everything in a percentage so it’s equal across the board,” said CAO Valerie Critchley.

Councillor Diane Pouget said she didn’t want to take money away from places like the mission, ACS and others.

“They are in desperate need for it,” said Pouget. “People that have never, ever used the food bank before are now using it. The same thing with the mission. Those people are desperate. I can’t take any money away from community services and the mission,” she said. “Those are two I really don’t want to touch.”

Pouget also wanted Christ Church to get what they asked fulfilled.

Councillor Linden Crain made the motion during the community grant debate to reduce the amount for most of the organizations by the same percentage.

“I think it’s fair,” said Crain. “We’re

using taxation dollars to provide funding for non-profits and charities. They do great work in our community. They are receiving a significant amount of funds so we can work within the base budget. I think it’s a fair request.”

Bryerswood Youth Camp will not get funding this year and that caught the attention of Councillor Don McArthur.

“We’re basing our decision on who got money that year? Is that correct? Just because Bryerswood didn’t get it last year means they’re not worthy of getting it this year without looking at their business case and their request? We’re not even considering it because they didn’t apply last year,” he said. “That doesn’t seem like good governance. That doesn’t seem like a fair program because it means the die has already been cast and they had no chance. We’re not even looking what they’re asking for.”

Prue said it was his understanding, when the community grant program was started, it was designed for community services like places that give out food or for historical causes. He didn’t recall giving money to recreational activities, but he did remember giving money to Bryerswood one year to help cover their taxes.

Clerk Kevin Fox said there was an administrative policy recommendation not to fund recreational programs.

He said the town supports recreation program in other ways, adding the town has also supported gymnastics and cycling causes in the past.

organizations.

“I do believe people have a responsibility, whether it’s in this budget or otherwise, to fund them. I do know all of these organizations do pretty good fundraising on their own,” said Prue.

The mayor added “the question comes down to Bryerswood,” noting he has given them money personally.

“I think that’s a responsibility I have, not the town,” he said. “If people want them to have some money, the people around this table and people in the community can certainly donate. I know they’re happy for any donation, no matter how small.”

Prue said they are all charities. He asked if it is the town’s responsibility, and said he still thinks it’s a good thing to do.

Allaire said people can easily make a donation to all of these causes, and the charities make it easy with websites and opportunities to donate.

“I have no shame in our decision tonight and I do want to look at it in the future,” she said.

Allaire put forth a notice of motion near the end of budget deliberations that would have administration prepare a report on the possible phasing out of community grants from the budget over a five-year period, including proposed timelines, financial impacts and a “community plan” for informing previous and current grant recipients.

That motion was debated Monday night and rejected. See story on Page 4.

The House Youth Centre continues sponsoring families at Christmas

By Ron Giofu Four of the families being helped this Christmas by the Amherstburg Food and Fellowship Mission also have The House Youth Centre to thank.

The House Youth Centre, represented by program director Morghan Shearon and board chair Brendan Clouthier, dropped off a large quantity of gift bags at the mission last Thursday afternoon.

“This is our fifth year of getting grant funding from Enbridge,” said Shearon.

“Because of the grant, we took on large families.”

The House received $5,000 to help purchase gifts for the families in need.

The youth centre then reached out to the mission, got a list of families in need and the Grade 9, 10, 11 and 12 groups went to Walmart and fulfilled the shopping lists.

The students were each given a budget and went around and bought gifts up to the amount budgeted. Those who came under had their bags topped up with gift cards to No Frills so the families could get additional food

Kanwischer said the mission is grateful for The House taking on the four families they did, as it is often hard to find individuals or organizations willing to take on large families.

“It’s amazing,” she said of The House’s contribution.

The bags are filled with clothes, shoes and fun gifts, with all gifts being valued.

“We do appreciate the things we get year after year as it is to help local families,” said mission vice president Zainia Brockett.

Essex Region Conservation Authority approves 2026 draft budget priorities Special to the RTT The Essex Region Conservation Authority (ERCA) board of directors has approved its draft 2026 Budget for circulation to member municipalities. “Total municipal funding for 2026 remains consistent with the 2025 level, thanks to the previous year’s surplus,” announced Tim Byrne, ERCA CAO.

Some projects for the year ahead that have been highlighted by ERCA include updating flood hazard mapping, GIS updates to the Limit of Regulated Area and continuing to promote a planningfirst approach to watershed protection.

Restoration and climate resiliency works to Hillman Marsh will continue, as will management planning for the new Collavino Conservation Area and

CASO Greenway.

More than 50,000 trees will be planted and 70 acres of habitat restored.

ERCA will also continue to sample watercourses throughout the region to measure watershed health, while collecting data for the KingsvilleLeamington nutrient research study and delivering a comprehensive agricultural incentive program for best

management farming practices.

In addition, it will deploy a cloudbased backup and disaster recovery solution to enhance data integrity, ensure business continuity, and mitigate risks associated with ransomware attacks, malware infiltration, and inadvertent data loss.

ERCA announced via press release the 2026 draft budget totals $13.9 million and will be funded with approximately $3.5 million from current year cost apportionment. Approximately $6 million is federal funding and $347 thousand will come from provincial funding sources. ERCA says $3 million of the budget represents self-generated funds, about $375,000 is from previous years’ revenues, and $759,000 will be transferred from reserves. Of the municipal cost apportionment, $3 million is required to fulfill the Authority’s mandatory obligations.

ERCA added year over year budget pressures for mandatory programs and services total $455,803, offsetting items result in a net increase in mandatory cost apportionment of just $83,143. This increase will be funded with the unrestricted accumulated surplus to ease one budget pressure source for ERCA’s municipal funders.

“The benefit of the locally-based decision making model upon which Conservation Authorities were founded allows ERCA to be nimble in decision-making, focusing on local watershed priorities while being able to respond to emerging municipal priorities,” said Molly Allaire, ERCA Chair.

In October 2025, the Province of Ontario introduced significant amendments to the Conservation Authorities Act through Bill 68 – Plan to Protect Ontario Act (Budget Measures), 2025 (No. 2). These changes established the Ontario Provincial Conservation Agency (OPCA), a new provincial oversight body tasked with providing centralized governance, setting performance standards, and managing the transition to a regional watershed-based framework and the proposed consolidation of 36 Conservation Authorities into seven regional authorities.

“While these changes identified by the Province represent a major shift in oversight and governance, this budget was prepared prior to the release of Bill 68,” said Byrne. “However, the Province has provided no information about the potential impacts these legislative changes may have, and as such, no estimates to

Amherstburg player part of tournament winning team in Nashville

By Ron Giofu A “Smashville” hockey tournament in Tennessee saw a team from the region win it all.

The Southpoint Stars U18 girls hockey team competed in the Smashville Girls Hockey Showcase earlier this month in Nashville, Tennessee.

The girls competed in the U19AA division and won the championship, with the players and coaches getting cowboy hats for prizes and the trophy being a guitar.

The team featured a player from Amherstburg – Aria Pare – and she said they battled significant challenges but still got the tournament win.

“We played really good and hard. We fought through a lot of hard things,” said Pare.

Pare said they weren’t expecting to win the tournament championship, noting it was a showcase tournament.

She believes it was the team’s biggest win to date.

The team, coached by Diane Peters, played well, Pare added.

“We have a good team. We came together very well,” she said. “That was a big tournament. We just played really well.”

Stars coach Diane Peters said they trailed 2-0 in the championship game but came back to tie the game and eventually win it 4-2.

her team. “They gave everything they had.”

The Stars are a young team and they play well as a unit.

“They’ve come together so well,” said Peters. “It’s pretty amazing to watch them. They’ve come together so quickly. It’s amazing.”

The Stars weren’t expecting to go so far in the tournament, but Peters said they wanted to win it all once they got to the semi-finals and finals.

“I don’t think anyone expected us to be in the championship game and take

the championship,” said Peters. “They all showed up for the entire weekend.”

Southpoint played six games in total and won four of them.

They overcame several challenges, including having players battle illness and injury, but they got what Peters said was their biggest win of the season so far.

“We were playing teams with players that are 20-years-old,” said Peters. “We’re only 15, 16. It’s a huge accomplishment.”

Future goals include improving their

place in their league standings and to play well in upcoming tournaments.

“Our goal is to be number one in our division by the new year,” said Peters.

“Our season is going really well. The players have been really good so far.

The girls have been doing the work.

That’s the biggest thing.”

Wolves boys hockey team splits games

The goals came early and often for the North Star Wolves last Tuesday afternoon at the Libro Centre as they defeated Herman 17-3. The Wolves lost 5-0 to Tecumseh Vista last Thursday.

By Ron Giofu The North Star Wolves boys hockey team played twice last week and had vastly different results.

The Wolves entered the week after losing their first game on the road 6-1 against L’Essor but had two home games. The first was against the Herman Green Griffins at the Libro Centre, and the result was decided early.

North Star scored frequently in that Dec. 9 game and ended up with a 17-3 victory.

The Wolves led 9-0 after one period and 13-0 after with North Star scoring four more times in the third period to Herman’s three.

Mason Long scored three goals for North Star while Hunter Savard, Ryan Reid, Nick Gray, Luke Mailloux and Griffin Hansen scored twice. Owen Mongeau, Dallas Dumouchelle, Beau McGrath and Ty Crawford also scored for the Wolves.

“It was good,” Crawford said of the win. “We played pretty good.”

Crawford said they want to focus on positional play going forward and playing their game. They also want to work on penalty killing.

“It was a good game. We passed the puck and worked really hard,” added Hansen.

Hansen also said working on their penalty killing is needed, as is working on break-outs. He believed their positional play was good and that the Wolves played hard.

Dumouchelle thought the game was slow paced. He wanted to see his team play faster with and without the puck.

“We played alright,” he said.

“We got pucks deep and passed it around.”

Goalie Cage Rainville agreed it was a slow-paced game. He said he didn’t face a lot of shots but was happy his team won the hockey game.

“It was a fun game to watch,” he said, adding he thinks they can go “pretty far” this year.

Mailloux added the game was slow.

“We did pretty well. We kept possession of the puck,” said Mailloux. “We had good puck movement.”

North Star head coach Glen Holden noted it was a fun game for his players, noting many were Grade 9 players. It was the first win for Rainville, one of the Grade 9 players.

“It gives them a taste of high school hockey,” said Holden.

The L’Essor game saw them face a

tough goalie and they came away from that game needing to win more puck battles and to finish at the net better.

“They finished, we didn’t,” Holden said of the L’Essor game.

The Wolves returned to the ice at the Libro Centre last Thursday (Dec. 11).

After the 17-goal performance against Herman, North Star could not find the back of the net in this game, losing 5-0 to Tecumseh Vista Academy.

The Wolves don’t play again until after the Christmas break. Their next game is Jan. 6 at home with it being a rematch with L’Essor. That game is scheduled to start at 3 p.m.

Newcomer Vaillancourt nets OT winner for Admirals

By Fred Groves Trailing by a couple of goals in the third period, the visiting Amherstburg Admirals battled back, picking up their tenth win of the season Friday night, a 5-4 overtime victory over the Dresden Kings.

It was a big difference from the previous meeting of the two teams as the Kings dominated 7-1 a couple of weeks ago.

“The game at home (7-1 loss) they scored three goals on us in four shots.

We weren’t ready. Tonight (Friday) the guys knew we were one point behind them in the standings,” said Amherstburg head coach Zack Gervais.

The Admirals were down 3-1, and 4-2 in the third period last Friday night before Jayden Seguin scored twice, just 27 seconds apart to spark the comeback.

“He put it up top for the first goal and then he blocked a shot and went down and scored. That’s 100 percent of what we want,” said Gervais.

With the win, the Admirals improved their Provincial Junior Hockey League (Jr. C) West Stobbs Division record to 10-14-2-0 Notching the winner at 6:14 into overtime and playing three-on-three was

recently acquired Zachary Vaillancourt.

It was the fourth extra time victory for Amherstburg this year.

Vaillancourt played eight games for the senior Tilbury Bluebirds before joining the Admirals. Space on the roster was made earlier in the week when Amherstburg traded assistant captain Brody Gillis to the Wheatley Sharks for a player development fee.

Vaillancourt is no stranger to putting the puck in the net as he put up 24 points in 48 games with the LaSalle Vipers Jr. B team a year ago and before that was a contributing factor in the Lakeshore Canadiens winning the Schmalz Cup. He also plays a physical game and Gervais noted he can do a lot of the work in the corners.

“He is a right-handed centreman that plays all 200 feet. He’s a pretty good player. In my opinion he was one of the better players when Lakeshore won the Schmalz Cup,” said Gervais.

Also scoring for the Admirals were Cory Leach and captain Drew Booker.

Bennett Horrocks got the win in net as he made 32 saves. Gervais praised Leach, Finningan Russett and Evan MacPherson for turning into a valuable defensive shutdown line, Dresden’s captain Cameron Graham had two goals and a couple of helpers.

His brother Colton had a goal and two assists. Both are in the top 10 in the Provincial Junior Hockey League scoring and Colton was recently named the West Stobbs Division Player of the Month.

Amherstburg has got a busy week ahead as they are in Wheatley Wednesday, host former Admirals’ Stefan Jacobs and the Blenheim Blades this Saturday at 7:30 p.m. and head back to Blenheim Sunday night.

Wolves senior girls volleyball team falls to Leamington in regular season game

By Ron Giofu The North Star Wolves senior girls volleyball team returned to WECSSAA Tier 2 action last week and ran into a tough opponent.

The Wolves didn’t play last Tuesday, though the juniors did, but when the seniors returned to the court Thursday, they fell in three straight sets to the visiting Leamington Lions.

The Lions came to Amherstburg last Thursday night and their senior team came away with the win, taking the first set 25-20.

The set was competitive and the Wolves had their chances in it, but Leamington pulled away at the end.

Leamington seized control of the match in the second set. They got out in front early and finished with a 25-10 win in that game.

North Star played better in the third set and almost won it, but the Lions held on and captured the set 27-25 to win the match.

“Overall it was a learning game for us,” said senior girls coach Mya Foreman. “Leamington is a big “AA” contender.”

Foreman said after losing the first set, the Wolves lost their energy and didn’t play as well in the second set. She said they need to work on their communication and transitional play a little bit.

The passing also has to improve.

Foreman indicated they intend to work on those aspects of their game in practice.

“More practice always helps,” she said.

In the third set, the Wolves changed up their lineup and played better.

Players who usually don’t get as much playing time got into the match and put on a good showing for themselves.

“They got in there and did amazing,” said Foreman.

The loss dropped North Star to 0-2 on the season but the junior girls improved to 2-1 with a pair of victories last week.

The juniors were in Windsor to play the Walkerville Tartans last Tuesday (Dec. 9) and won two sets to one.

North Star took the first set 25-20 but lost the second by the same score.

The junior Wolves won the third and deciding set 25-14.

When the juniors went up against

Leamington last Thursday, they also won two sets to one.

North Star won 25-13 and 25-17 in the first two sets but fell 25-22 in the third set.

The juniors hosted Kennedy Tuesday evening and travel to Cardinal Carter today (Dec. 17). They are in Windsor for a 5:20 p.m. against Catholic Central.

The seniors also hosted Kennedy Tuesday evening and have Wednesday and Thursday matches on the road against Cardinal Carter and Catholic Central respectively.

Both the senior and junior girls competed in the Black & Gold Tournament at North Star on the

weekend.

Regarding the senior team’s performance at the tournament over the weekend, Foreman said: “The North Star Wolves senior girls volleyball team competed in the annual Black and Gold Tournament at North Star on Friday afternoon and evening, facing tough Tier 1 competition against three ‘AA’ teams – Tecumseh Vista, L’Essor and Erie Migration - teams the Wolves may see again come playoff time.

The Wolves opened the tournament against Tecumseh Vista in a backand-forth battle, dropping the first set before rallying to take the second behind strong defensive and offensive efforts from Peyton Meloche, Sophie French, and Aeris Theuma. In their second match, the Wolves faced a dominant L’Essor squad and fell short, losing both sets. Closing out pool play against Erie Migration, North Star showed determination after losing the first set, with Ava Purdie leading a key 15-point serving run to secure the second-set victory.”

Foreman added: “Advancing to the bronze medal playoff bracket, the Wolves took on the Chatham Ballhawks, battling hard with strong serving and solid blocking from Chloe Pukay, but ultimately dropped both sets, sending the Ballhawks to the bronze final. Overall, the tournament was a great experience for the Wolves, allowing them to showcase their skills, adjust lineups, and give fresh faces valuable game time. The energy and support from the bench were outstanding, and a big thank-you goes to Jeff Miller for keeping the tournament running smoothly.”

Wolves boys basketball team suffers a pair of defeats last week

By Ron Giofu The North Star Wolves senior boys basketball team hit the court twice last week but didn’t get the results they wanted.

The first game of the week was last Tuesday night in Amherstburg against the L’Essor Aigles. It was a close game for the first quarter-and-a-half but the visitors pulled away and won the game going away 92-52.

L’Essor had a 14-7 lead after the first quarter but the Wolves came within four points midway through the second quarter. The visitors then got rolling

and piled up the points, expanding their lead to 30 points at the half 51-21.

L’Essor maintained their advantage in the third quarter and led 83-34 after that quarter of basketball. North Star managed to cut into their deficit in the fourth quarter but it wasn’t nearly enough.

“That was a bad one tonight,” said North Star coach Griffin Muzzin. “They were just more prepared. We were sloppy.”

Muzzin said the Wolves’ youth may have played a role in the loss to L’Essor. He said L’Essor is a good team, but sloppy passing and dribbling on the Wolves’ part didn’t do them any favours.

“I think that’s what happens when you have a team full of Grade 11 players,” said Muzzin. “(L’Essor) is one of the top teams in the league. We knew they were going to be good, but we were unprepared for them.”

North Star’s bench players played well, Muzzin added, so that ended up being a highlight of the L’Essor game.

Ashton Fevreau led the Wolves in scoring against L’Essor with 20 points.

Muzzin indicated the Essex Red Raiders would be “a good test” for the Wolves, and those two teams tipped off against each other last Thursday night in Essex.

The Essex game turned out to be a loss for North Star, with the Red Raiders winning 68-41. Fevreau again led his team in scoring, as he ended up with 17 points that evening.

The Wolves entered this week with an 0-3 record. They travelled to Windsor to play Lamothe-Cadillac Tuesday night

(Dec. 16), after this issue of the River Town Times went to press. They have one more game this week, also on the road. North Star plays at Sandwich tonight (Dec. 17) and that is the last game before the Christmas break.

The Wolves have two more road games coming out of the break, as they play in Kingsville versus Erie Migration Jan. 6 at 5:30 p.m. before going to

Leamington to play Cardinal Carter Jan. 8 at 4 p.m. Their next home game is not until Jan. 15 when Belle River comes to North Star for a 5:30 p.m. game.

The junior boys have been having a better season, starting off 3-0. They knocked off UMEI 59-20 Dec. 2 and won twice last week, beating L’Essor 44-28 last Tuesday (Dec. 9) at home and winning 55-25 in Essex.
