Imposing old on new

L

ast year, Canadian Prime Minister Justin Trudeau was quick to shoot down a proposed tax on internet service providers to fund Canadian news media. This year, there’s a serious push to institute the same type of tax, this time, to fund the production of Canadian entertainment media.

Radio stations and cable providers over a certain size have to pay into the Canadian Content Development Fund and Canadian Media Fund. These organizations provide money to help fund the production of Canadian television, film, music and digital media. Canadian broadcasters have complained that it’s hard to compete with international streaming services that don’t have these extra costs. It’s a legitimate complaint as many Canadians abandon cable and satellite TV. Meanwhile fewer paying subscribers are resulting in a smaller pot of money to distribute.

Earlier this month, the Canadian Radio-television and Telecommunications Commission (CRTC) released a report about the future of programming distribution in Canada. The report’s goal was to look at a future environment that will support a vibrant domestic market that will remain competitive in the new global environment.

Among their recommendations was the need to impose a levy on online music and video services to help fund the creation and promotion of Canadian content. The CRTC has said that the proposed levy won’t result in more money, just a redistribution of where it comes from.

Essentially, this would apply the old rules to new media.

Kate Jackman-Atkinson When broadcasters had to create physical infrastructure to reach Canadian consumers, it was easy to charge levies and enforce Canadian content requirements. But today, we are consuming media from too many sources for that to be feasible. How could the government go about charging all of these companies to build the Can Con slush fund? They can’t, instead, they’ll charge internet service providers and it’s impossible to see how that won’t increase the already high prices Canadians pay. The problem is that not everyone is using the internet to stream movies and music and for many, it makes up a small part of what they do online.

The question of how to get international media companies to pay for the creation of Can Con ignores the most important question, do we still need to be paying for the creation and dissemination of Canadian content?

A century ago, Canadians worried that American radio was an imminent threat to Canadian culture, leading to the creation of the Canadian Broadcasting Corporation and the Canadian Broadcasting Act, which became the

CRTC. Are these fears still valid? Have we developed a robust enough industry over the last century that it can stand on its own?

The Canadian Media Fund, which deals with film, television and digital media, distributed $361 million in funding to 1,500 productions in 2016-17. Among the big funding winners were the popular show Heartland, which received almost $10 million for its tenth season, and Alias Grace, a miniseries based on Margaret Atwood’s 1996 novel of the same name, which received over $4 million.

I think they would have been made even without this funding; they, and many others, are popular and good programs can stand on their own. Of the other funded programs, I’d be hard pressed to find 20 familiar titles.

If our concern is telling Canadian stories and maintaining our culture in an increasingly globalized world, news media is doing this far more effectively than a 30 minute sit com on CBC ever could. When the government has already said that supporting news media in the face of international competition this is not worth funding, how can entertainment be? Forcing an unwieldy regulatory regime on international companies or Canadian internet service providers isn’t going to make Canadians watch shows they don’t care about or music they don’t like. Maybe Can Con’s days are over.

Shaped by hardship

I

f you are old enough to have been born in the Great Depression, you are now 80 years old. Few people alive today have adult level memories of those terrible years, 1929-39, when jobs were scarce, farm prices low, crop yields very poor and the combination of heat, dust and despair permeated every pore. Called the Dirty Thirties, that decade was as bad as all that was written about it and probably worse.

The grandchildren of the Depression are now aging as well and the traits that the Depression etched into the hearts, minds and souls are fading as well. It used to be taken for granted that you saved everything, from newspapers to cardboard and wooden boxes. You made everything last by repairing and patching. Fine china was saved for special occasions. Clothing, even socks, were mended, pants and overalls patched, sometimes patches on patches. Although always a reality, scrap quilts thrived in the Depression and the years that followed it.

When people got a bit of money, they bought “nice” things to have and to keep. It might be better cookware, china, a newer car, better farm machinery. And they saved things, stored them, hoarded even.

It is out of the Depression that hoarding was born. “You might just need it some day” went to such extent that it became an obsession. I have been on countless yards and in innumerable

As we run out of Depression-era inf luence, not all the changes are good.

We used to save stuff, now it is pitched out and often not to recycle or re-use, but straight to the garbage bin. Landfills are accumulating at an alarming rate. People are becoming painfully aware of plastic debris in our oceans.

Strangely, nobody is asking how all that plastic junk got into the oceans.

It wasn’t carried to the ocean’s edge by little kids throwing away their candy wrappers at the seashore. It was dumped there by cities and municipalities simply loading barges of garbage and dumping it into the ocean. This is pollution at its very worst.

People used to save to buy stuff. Now everything can be, and is, financed.

Few pay cash for cars, homes or household furniture. People used to grow their own gardens, today, few even know where food comes from.

The Depression cast a long shadow, shadows that we have all been affected by. As we outrun and outlive those shadows, darker shadows of debt, a loss of self-help and self reliance and a sense of happiness with our blessings are being cast across our lives, our thoughts, our very souls.

Why did I write this? It is so I will remember, we all will remember what shaped us and continues to shape us.

The Depression made us what we are and it’s important to remember the past. To know from whence we have come. It’s even more important to know where we are going. In spite of the depths of despair the Depression caused, it also built in a determination and self-reliance that has become more scarce today than it should have become.

The secret is to glean the good parts of the Depression era-infused traits and cast aside the bad ones. Knowing the difference is the trick.

2018 Tribute to Tourism Award Winners

Submitted Rivers Banner The 15th Annual Tribute to Tourism Awards was held on the evening of June 13th, 2018 at the Gladstone & District Community Centre in Gladstone, MB. The event had over 135 people in attendance and leading everyone through the presentations was Mark Humphries, owner of Westwood Ranch Garden Centre. The recipients of the awards were: Ma rket i ng E xcellence Brandon First – Collaborative Online Marketing Initiative Through their interactions with partner organizations, this group identified a fractured event community which segregated audiences and planners from valuable sources.

By integrating their website and existing social media, adding Instagram and moving their newsletter format from an emailed PDF with a low click through rate to an online blog version, they were able to achieve measurable results; well over a 30% increase year over year in their global Facebook likes, annual trending of over three times previous year on website traffic to their website as well as thousands of ad impressions on behalf of several Westman events recruiting volunteers, which in turn generated hundreds of total confirmed volunteers for those events!

than 20 hunters has grown to 50-70 hunters per season; a short 5-week window from the last week of September until the end of October. They lead a group of American hunters on prescouted fields each day of 3-5 day-trips, running three different rigs pulling trailers loaded with gear and equipment, continually rotating and resting fields to ensure they are hunting fresh fields daily, and use the latest tools available to increase their success and comfort, adding to the quality of the hunt. This group works together as a team every day of the season, making each venture a memorable experience, which leads to 90% of their clients being repeat customers!

Volunteer of the Year Muriel McPhail, Carberry Spending most of their free time volunteering, this individual spends countless hours in the effort of making the community be and look its best for residents and visitors. In addition, she is a member of the local IOED group, which organizes events to bring visitors into the community and increase opportunities for those less fortunate.

Over the years, she has been a dedicated member of numerous clubs and organizations, including the Ladies’ Curling Club, Ester Star Lodge, Hospital Aid and many more. She is a wonderful influence to both youth and the young at heart alike and is continuously donating so much of her energy to volunteer projects throughout the community, making it a

better place. This person truly is a matriarch figure for the Town of Carberry and her sense of pride in her community radiates throughout her!

Aspiring Youth Rayna Topham, Minnedosa This young woman went above and beyond her daily required tasks in her hired position at a local museum and took it upon herself to initiate a variety of other activities throughout the summer, including the implementation of multiple educational scavenger hunts, creating new museum displays, building a Heritage Village Float for a local parade and helping to execute Heritage Days; the museum’s annual showcase event. While working there, she also acted as an ambassador for the community, promoting attractions, events, restaurants and shopping without any request or obligation to do so, and has requested a copy of the training manual for the local visitor information centre to improve her knowledge about promoting the area. A member of the Minnedosa 4-H Group, she has won many trips, awards and public speaking competitions. She has also travelled to Ottawa for a Global Youth Summit, and travels to Winnipeg to participate in Model United Nations Assembly. She is a passionate volunteer; actively involved in numerous clubs and organizations and is a shining example of how our youth can make a difference and be a positive influence in the world!

Rivers Sports Dinner a huge success

The Riverdale Community Hall was at capacity to hear Coutts and Lawes regale the crowd with stories from the curling world.

Coutts, who is chair of the Board of Governors of Curling Canada, said he began his curling career in the Elva Curling Rink.

furthering the curling movement. Coutts provided some interesting insights from his travels.

“Serena Williams (tennis star) loves curling. Curling is gaining interest in many countries including Brazil, Mexico and the U.S Virgin Islands.”

It taught me how to win and lose Lawes, who is a two time Olympics gold medal winner, spoke of her experiences. Lawes and John Morris won gold at the Olympics mixed doubles and Lawes is member of the gold medal Jennifer Jones tea m. “Curl ing doesn’t def ine me, it’s the experiences and the people. It has taught me how to win and how to

lose.”

Lawes paid a big tribute to her late father and that her first bonspiel was with her dad and when was she was only four years old.

One of Lawes’ memorable stories was not directly curling related but about a trip with the rest of the Jones team to a Turkish bath while on a pre-Olympic trip to Turkey. The experience brought roars of laughter from the crowd.

A silent auction took place and a live auction was conducted by Gene Parks.

The sports dinner was a partner effort of the Rivers Curling Club and R iverdale Community Centre.

We are seeking an individual to work day shifts, Friday 8 hours, Saturday and Sunday 12 hours each, Monday 8 hours or work a 12 hour shift rotation which will require both AM and PM shift coverage from 5 - 5. The Millwright is responsible for the installation, maintenance and repair of industrial machinery, refrigeration, heating and air conditioning equipment, in the maintenance and repair of transportation and heavy equipment, in the installation and repair of telecommunication and power cables and in other repair and service work settings. The successful candidate will also be required to perform maintenance duties and other tasks assigned.

This position will include the following responsibilities and day-to-day functions: • Must be able to install, troubleshoot, and repair complex production equipment with minimum supervision • Enhance equipment performance, recommending improvements and implementing.

• Works from drawings, written or verbal instructions and sketches • Must be able to troubleshoot and identify mechanical/electrical problems • Operate production equipment and check performance as required • Strong on PM (preventative maintenance) procedures in a 24 hour/day operation • Proficient in use of computerized maintenance management system.

• Ensure all job-related operations are in compliance with GMPs, HACCP, WHMIS and health & safety requirements.

• Perform other duties as assigned The successful candidate should possess the following qualifications: • Must have valid Red Seal Millwright license • Experience in a manufacturing environment would be an asset • Must have a full complement of personal/professional hand tools • Sense of urgency and attention to detail • Ability to work independently and in a multifunctional team with minimal supervision • Ability to work well in a team environment • Basic computer ability • Highly motivated • Knowledge of conveyors, industrial pumps and compressors, grinders, welding equipment, electrical and electronic controls, lathes and machining tools, power tools, fans and blowers, hydraulic systems and high speed packaging equipment.
