NYCHA expands city resident outreach Five additional “NYCHA in Your Neighborhood” forums will be held across New York City this fall, bringing senior city and housing authority officials directly to public housing residents in all five boroughs. The meetings, scheduled from September through December, will give residents an opportunity to discuss concerns ranging from apartment repairs and pests to mold, elevators, lead, public safety and tenancy issues. Three forums held in May and June, drew 446 New Yorkers and generated 151 issues that received follow-up, according to city officials. “NYCHA residents deserve a government that treats their concer ns with urgency and respect,” Mayor Zohran Kwami M a m d a n i s a i d i n a n ew s release. “They deserve to be heard directly by the people responsible for delivering the services they rely on.” Mamdani said the city is making a $5.6 billion capital investment in NYCHA while working to improve communication between residents and government leaders. The upcoming forums will cover all NYCHA developments within each borough rather than focusing on a single property. Residents can participate in small-g roup discussions with NYCHA and City Hall leadership and visit resource tables staffed by agency representatives. The events will also include representatives from the Mayor’s Office to Protect Tenants and city agencies including the Department of Social Services, Department of Health and Mental Hygiene, Department of Youth and Community Development, De par tment for the Aging and NYC Parks. NYCHA Chief Operating Officer Eva Trimble said residents have shown a strong interest in speaking directly with executive and specialty staff. “T he first three events showed that residents are eager to connect directly to executive and specialty staff and that NYCHA’s leadership always has more to learn about the resident experience,” Trimble said in the release. Frank Skelly, a leader with Metro IAF, said the events could help address longstanding frustrations among tenants seeking information and assistance from the authority. “This kind of outreach event is one piece of helping tenants connect with the parts of the Housing Authority they need to get their issues resolved,” Skelly said in the release. Lucy Newman, supervising attorney in the Public Housing Unit at The Legal Aid Society, said the forums bring residents, agency leadership and service providers together in one place. “NYCHA in Your Neighborhood is a great way to help
address that problem,” Newman said, referring to residents who often must navigate serious housing issues with limited assistance. Bishop Mitchell G. Taylor, co-founder and chief executive of Urban Upbound, said direct access to senior leadership could help strengthen accountability and trust. The organization aims to stop what they termed “cycles of poverty” in city public housing and lowincome neighborhoods. “Residents are not merely looking for another forum,”
Taylor said. “They are looking for responsiveness, accountability, and results.” NYCHA residents can register for the upcoming events through the authority’s NYCHA in Your Neighborhood page. When Scouts BSA Troop 20, of the Five Tow n s, h e a d s t o t h e Onteora Scout Reservation in Livingston Manor e a c h s u m m e r, i t ’s a chance for troop members to go beyond their comfort zone. From July 12 to 18, when the troop visited this year’s summer camp, in upstate Sullivan County, nine scouts completed the requirements for a total of 45 merit badges, ranging from swimming to automotive maintenance. There were also activities such as riflery and blacksmithing. In the evenings, the troop gathered at their campsite for card games and songs. “It was almost like something out of ‘Stranger Things,’” Eugene Corless, Troop 20’s scoutmaster said, referring to the Netflix series. “It’s always fun to see the kids unplugged because at camp, we have very little to no cellphone service. Just an awesome week of fantastic adventure.” Troop 20 has attended the camp seven times since 2019 — one year was virtual due to the coronavirus pandemic. For the third time, the g roup earned an Onteora Scout Reservation elite award, scoring perfect marks on campsite cleanliness and scout spirit, and completing pioneering projects using rope and wood to create tools. “One day it was a bear alarm and the next it was a towel rack,” Corless said. “So, every day they created a pioneering project, and had our site pristine looking, with zero litter and everything stowed away, and so we were very proud to ear n that award.” One highlight of the trip, Corless said, was the c a m p ’s s p a c e - t h e m e d escape room. He watched some of the troop’s quieter members come to life socially, leading the quest to escape. “For the ones that insisted that [others] hold the flashlight and that they were going to take the lead,” he said, “it was interesting to see them get humbled, and other

The Abramovs live in Hewlett, and Azar said he wanted his son to learn practical skills, which was why Jacob was enrolled in Cub Scouts. “I grew up without any par ticular guidance,” Azar said. “I figured things out on my own, but I wanted him to actually be guided on tools and surviving outdoors.” The beginning of the week, Azar said, was challenging. Jacob had to adjust to wearing boots instead of sneakers on the trail for safety, and the two were unaccustomed to sleeping outdoors and walking long distances. “We didn’t plan to stay the whole week because we weren’t sure what to expect,” Azar said. “But once we got settled in, we kind of got into the flow, which took a while to really get into.” Jacob said that the escape room, in which the group had to decipher no fewer than 10 puzzles to break free, was his favorite part of the experience. He also earned several merit badges, including
wood carving and using tools such as a pocketknife, a saw, and an ax. He also took part in the Dan Beard, a camp experience designed for new scouts that teaches beginning outdoor skills and helps them integrate into troop life. “I got more comfortable sleeping outside,” Jacob said. “We have a tent in our backyard now, and I keep asking my dad to sleep in there.” Some of the scouts sur prised their peers, with their personal growth. Eamon Tedesco, who turned 16 on Aug. 18, started as a Cub Scout e i g h t ye a r s a g o. H i s
father, Rich Tedesco, said that he and his wife enrolled Eamon to help him navigate his attention-deficit/hyperactivity disorder. Rich, who served as t h e t ro o p ’s a s s i s t a n t scoutmaster, said that he and Corless saw a different side of Eamon during the week at camp. He c o m p l e t e d f ive m e r i t badges and became a senior patrol leader. One night, he even got up on a table in the camp’s dining hall and sang karaoke. “ I s aw t h e b i g g e s t jump in his maturity, and his personality really came out,” his father said.
Troop 20’s ultimate test came in the form of an unexpected visitor. While Corless left briefly to find a portable charger, a bear wandered into the campsite. On his way back, he could hear shouting and whooping from the campers and chaperones. “They all were quite brave and used the training that we gave them to respond appropriately,” Corless said, noting they were loud and stayed in a group. “I gave them a lot of credit, as I do the other adult volunteer leaders, who took charge when I wasn’t there. They acted very admirably.”

Sixth annual Garlic Festival in Atlantic Beach

The Village of Atlantic Beach celebrated its sixth annual Garlic Festival on Aug. 6 at the A.B. Village Garden, bringing residents, families and neighbors together for an evening of food, music and community spirit. The event featured several varieties of garden-grown organic garlic, onions and shallots, along with gardenmade dried herbs and seasonings available for purchase. Attendees enjoyed complimentary tastings and live music with Sophie. The Village Garden, on Plaza Boulevard across from Village Hall, is an all-organic demonstration and learning garden that grows a variety of vegetables. Produce from the garden is donated weekly to local soup kitchens and food pantries serving neighbors in need. Q. We have been told that when we add to our second floor, over our one-story garage, we will have to change every window in the house so we can meet the “egress” code. This is going to make our project out of budget, so we have to ask somebody else to know whether this is the case, and whether there’s any way we can keep the windows we have. There is nothing wrong with them, and it seems like a lot of cost when, if we left everything alone, we apparently wouldn’t have to do this. Can you explain this?
A. You don’t need to change every window in your home. You got the easy, simple answer, which was wrong or, at best, only partially right, and misleading. If everything could be explained with a simple answer, like the black-and-white, all-ornothing answer that you received, the world would be a simpler place. But nothing is simple, and, onte eeper unfortunately, regulations on windows, which make sense, were not explained to you correctly. First, the building codes exist for occupant and public safety. You need to be able to escape in an emergency, and you also may need to be rescued. Picture a big firefighter with his equipment strapped to him, trying to get in to save a child who is huddled, as many will do, in a closet. Window size regulations in the building codes for escape and rescue were changed with the issuance of the 2003 version. In that updated code, the previous clear opening size was 4 square feet, but it was changed to 5.7 square feet for floors above or below the first floor. The first-floor windows for habitable spaces were then upgraded to 5 square feet clear opening from 4 square feet. This became required if more than 50 percent of the building was being physically altered, or if the occupancy use of a room changed, such as changing a den to a guest room. All bedrooms are now required, in new construction, to have 5.7-square-foot openings with a minimum height of 24 inches and a minimum width of the clear opening, with the window in the open position, of 20 inches. Now that you have processed that information, the key is “habitable” versus “non-habitable.” Your bathrooms, laundry room and kitchen are not habitable rooms and are not sleeping rooms. The windows in those non-habitable rooms do not have to comply, and need not be changed. Rooms like your dining area, living room and family room may have access to the outside by doors, so those windows do not need to be changed. This leaves the bedrooms, which may need to be changed, but if the area you are adding over your garage does not constitute 50 percent of the dwelling, the new windows need to be 5.7 square feet, but the ones in the old bedrooms do not. Appendix J allows for the existing windows to remain. Calculate the new areas and compare. Good luck!
