Battery swap cabinets aim to reduce fires
New York City launched a public portal for New E-bike battery-swapping cabinets to provide safe charging stations where electric micromobility users can plug in dead batteries and pick up full ones.
The infrastructure, which is available to all New Yorkers, is essential for delivery workers, who — without access to battery swapping — often have to carry multiple heavy batteries to last a full shift.

“These e-bike battery swapping cabinets are about supporting workers, making our city safer and embracing the kinds of transportation New Yorkers are already turning to in growing numbers.”
The battery swapping cabinets are designed to mitigate the risk of fires caused by lithium-ion e-bike batteries, which are often linked to the use of uncertified or low-quality batteries, improper charging in residential buildings, lack of safe storage spaces and educational gaps around safe battery handling
Each cabinet will include batteries that meet the highest fire safety standards set by the city’s fire department, encourage the use of certified batteries and build confidence in the safety of e-bike charging across the city.
Cabinets will be weather-resistant, theft-proof and fireproof structures as well as include battery health monitoring and fire suppression systems.
“E-bikes are an efficient, sustainable way to get around the city — and thousands of delivery workers rely on them every day,” Department of Transportation Commissioner Mike Flynn said in the release. “These battery swapping
cabinets will make charging safer and more accessible on the job. We’re also inviting New Yorkers to weigh in through a new portal to help us place them where they’ll work best and have the biggest impact.”
The city’s DOT and fire department will work together to ensure all cabinets and batteries are properly certified to applicable UL standards and that all sites meet required clearances prior to installation.
To support the effort, the FDNY is extending the filing deadline for the outdoor installation of grandfathered charging cabinets under the Letters of
No Objection program through September.
The extension gives more time for cabinet installation application submissions and allows more Nationally Recognized Certified Labs to come online for UL 1487 testing.
“Public safety is at the core of everything the FDNY does,” FDNY Commissioner Lillian Bonsignore said in the release.
In 2024, DOT conducted a successful six-month public e-bike battery charging pilot, which concluded that the cabinets were safe, wellused and convenient for delivery
workers. Pilot participants reported that the battery-swapping services allowed them to complete more deliveries during a shift.
The battery-swapping cabinets will be owned and operated by a vendor, or vendors, selected through a frequest for proposal process later this year and accessed by users through that vendor’s membership program.
The new battery swapping cabinets are part of DOT’s Public E-Bike Charging program. The city identified a focus area of Manhattan, Inner Queens, Inner Brooklyn and the South Bronx, the areas having the highest concentration of delivery activity and with a large portion of those delivery trips made on e-bikes.
City DOT will review the public’s comments on the preliminary sites, refine the list of locations based on this input and develop a prioritized list of roughly 25 locations to initiate the project’s design phase.
The city aims to bring power to the finalized locations with cabinets available for use starting in 2028.
“[NYS Energy Research and Development Authority] has provided support for flexible, accessible and affordable mobility choices throughout New York City,” the authority’s president and CEO Doreen M. Harris said in the release.
“NYC DOT’s new online portal will allow residents to submit recommendations on where they think safe, effective battery charging should be located in neighborhoods — which is essential to ensure that e-bike use is as effective as it can be for those living and working each day in those communities.”

Military housing complex in Inwood

A decades-long vision rooted in service, faith and military sacrifice is becoming reality as a new housing complex geared toward veterans prepares to open in the heart of Inwood.
The Moultrie Grey, developed by Inwood Property Development, was built to address a growing need for affordable, stable housing, particularly for those who have served the country and older residents struggling to remain in the community they helped shape. The building, on Russell Place, is designating 48 units for veterans.
Beyond affordability, the one-, two-and threebedroom apartments are designed with modern amenities intended to offer residents comfort and independence. They feature open floor plans, updated kitchens with stainless steel appliances
and granite countertops, washers and dryers, central air conditioning and smart-home technology, as well as private balconies, spacious closets and large windows.
“Not only are we from Inwood and the Inwood area,” Ericka Moorer, a broker at Moorstone Real Estate, in Valley Stream, and an Inwood native, said. “For us, this is the best part, to put something back into your community. We’ve offered jobs to people in the neighborhood and are offering a place to live.”
The building includes a range of shared amenities including a rooftop terrace, a fitness center, a landscaped courtyard, package lockers and onsite maintenance, along with parking.
“There’s been a lot to get to this point, and the goal from the beginning was to designate a certain number of units for military housing,” Moorer said. “There’s no mili-
tary housing on Long Island, and this will be the first building that will offer it.”
At the center of the project is Bishop Isaiah Moultrie, of the former Moultrie Temple Church of God and Christ, a 91-year-old Marine Corps
veteran whose life story is deeply intertwined with the land now transformed into housing. For more than 50 years, Moultrie served as a pastor in Inwood and South Carolina, while also operating a food pantry and church on the site where the apartments now stand.
“We started a religious church here in 1973, and my wife and I had always bought property and invested in other people who needed places to live,” Moultrie recounted. “We started a church with housing, and when we relocated to South Carolina our son, Isaiah, took over doing this wonderful work here.”

Moultrie envisioned the land first as a place of service through ministry, and now through housing. The transition from church and pantry to residential complex represents not a departure, but an expansion of that mission.
Eulah Moultrie said they also own land in South Carolina, and plan to build military housing there too. “We’re hoping when this is finished, our son will focus on South Carolina,” she said.
Under the leadership of Moultrie’s son, Isaiah Jr., Inwood Property Development is committed to responsible development and communityfocused growth. “We’re looking forward to catering toward the veteran community first along with first responders,” Isaiah Jr. said.
A dedication ceremony is scheduled for May 14, and the building is expected to open on June 1.
What began decades ago as a ministry to feed and support neighbors has evolved into a broader mission: to provide them with long-term housing security. The idea for the development, conceived by Moultrie and his wife, Eulah, reflects a lifelong commitment to uplifting the community, especially veterans and seniors, who are often priced out of the region.
“We’re always looking out for somebody besides ourselves,” Moultrie added. “I’m very dedicated to veterans, because we get out of the military and there’s not enough help for veterans. Housing for veterans is very important, and I hope

I don’t have a permit yet, but I do have an impatient contractor
Q. I have been through a year of permits. My architect warned me it could take this long, but I didn’t believe them. My neighbor did the same addition and told me it would only take a few weeks for a permit, but then I learned they didn’t even get permits, and I’m really wondering if I should have done the same thing. I follow your column and can now attest to what you’ve been saying. We had to get a zoning variance, and it took many, many months certainly not a few weeks. Now we’re right at the end, and I’ve been assured by the building department that we’re “almost there.” Funny thing is, I still don’t have a permit, and my contractor is ready to move on to another project if we don’t start now. Should I just get started, to keep my contractor, knowing I’ll have the permit soon, or will there be problems if I do?
A. Getting started ahead of having a permit in hand is problematic. A licensed professional should never advise someone to deviate from an ordinance, law or building code. This issue ties directly into my last two columns about the New York state campaign to “Let Them Build.” Delays are costly. Between fuel increases and tariffs, every day makes a difference when it comes to the cost of construction.

Building authorities won’t directly tell you that you could start without your permit, even if the permit is almost there. They do, however, have a method referred to as a “maintain” permit, where they recognize work that was already done and review it with an increased fee, in most cases. By doing so, they’re accommodating people to start construction without permits, even if they wouldn’t say so. It’s understandable that you feel you’re doing everything right, and shouldn’t be penalized for having done so, and therefore want to just start, already.
When you look over at your neighbor’s home, you may be compelled to follow their example, but remember, they, or some owner of that property in the future, will still have to file with building plans, even after the fact. When that happens, the building codes may have changed, or things that they did may not be compliant and will need reconstructing. This isn’t always the case, but when a professional is called to figure out what someone constructed and then to draw plans, after the fact, they find things that don’t always work out smoothly. It isn’t uncommon, when plans haven’t been reviewed and permitted, to find structure undersized, room sizes and ceiling heights smaller than allowed, not enough windows or the wrong-sized windows to meet light, ventilation and fire escape requirements, and more.
You’re doing this project the right way, and even though nobody will tell you that you can just start, there seem to be ways to condone your doing so.
