Before 1949, the villages of Old Brookville, Matinecock, Mill Neck, Muttontown, Brookville and Upper Brookville depended on the Nassau County Police Department, which provided seven officers. Then former Old Brookville Mayor Shields pushed for a new law in Albany that would permit one village to establish a police department, and contract its services to the neighboring villages.

The Village of Old Brookville formed the first police department, which oversaw the five villages, and Gordon Hurley served as its first chief. The cost of the department was divided among villages in proportion to their assessed valuation. An advisory committee was formed, which included one member of each village.

Then, in 1968, the Board of Police Commissioners was appointed, with one member chosen from each of the four villages.

Muttontown left the Old Brookville department in 2011. Today, the police department serves Brookville, Upper Brookville, Cove Neck, Matinecock, Mill Neck and Old Brookville,
