The coronavirus crisis that erupted in March and carries on to this day in New York shook all of us to our core. Franklin Square and Elmont, however, remain strong. They are communities full of fighters. Superstorm Sandy and now Tropical Storm Isaias, which ravaged the area, proved that. The storms pummeled our shores, but they never defeated our indomitable spirit to survive and thrive. Just as we saw in Sandy's wake, neighbors Stuart have helped neighbors through the Covid-19 Richner crisis and Isaias, delivering food and medical supplies to vulnerable residents, providing meals for the jobless and just checking in on one another. Thankfully, as of this writing in early September, the coronavirus infection rate had dropped to about 1 percent in New York. Let us hope and pray it remains at or falls below that level so people stay safe, and we can continue the successful reopening of the economy in Franklin Square and Elmont and soon begin reopening our schools. That will depend on all of us doing our parts — wearing our facial covers, maintaining social distance — not only today and tomorrow, but also likely for months to come. Throughout the crisis, the Franklin Square/Elmont Herald continued to provide invaluable news to the community, including information on institution closings, new safety protocols and, unfortunately, remembrances of lives lost. I want to thank our journalists for their commitment to the Franklin Square and Elmont communities. Our staff, categorized as essential workers by Governor Cuomo, were out in the field regularly, even during the height of the pandemic, to ensure people who work and live in Franklin Square and Elmont had access to the best and most up-to-date information. Additionally, Richner Communications, the parent company of the Franklin Square/Elmont Herald, was proud to provide $500,000 in small business marketing grants to entrepreneurs across the South Shore, including many in the area. lmont was first settled in the mid-1600s by Dutch settlers. The community remained primarily a loose collection of farms until the late 19th century. In 1898, the community’s borders were finally settled on. The Belmont Racetrack, a centerpiece of the hamlet, opened in 1905, and it has attracted visitors from near and far ever since. Its most prestigious race is the Belmont Stakes, an internationally acclaimed horse-racing competition. Like so many Long Island communities, Elmont underwent a housing boom in the post-World War II era. The Elmont School District includes six elementary schools: Dutch Broadway, Clara H. Carlson, Gotham Avenue, Covert Avenue, Alden Terrace and Stewart Manor. Nearly 2,000 students attend Elmont Memorial High School and Sewanhaka High School, part of the Sewanhaka Central High School District. Elmont also has a volunteer fire department and is served by the Nassau County Police Department’s 5th Precinct. Paul Sapienza leads the Elmont Chamber of Commerce. There are a number of civic associations, such as the Parkhurst Civic Association, that are dedicated to helping residents express their views. Elmont has about 33,200 residents living in about 10,300 housing units. One of the most prominent features of the community is the Elmont Memorial Library. A beautiful building and venue for a variety of events and entertainment series, the library boasts an auditorium and large space for meetings. Thousands visit the library every month for a truly interactive media experience. Notable natives of Elmont include WNBA President Donna Orender, author Nelson DeMille, comedian Andy Kaufman (buried at Beth David Cemetery), magician Christopher Sarantakos of “Criss Angel: Mind Freak,” and trainer Cara Castronuova, who has appeared on “The Biggest Loser” television show.

hat is now Franklin Square was originally used as grazing land and farmland by settlers near the center of the Hempstead Plains. By the 1950s, homes started to encroach on farmland. Franklin Square was a major beneficiary of the migration of people from New York City. The Franklin Square Union Free School District is consists of the Polk Street, John Street and Washington Street elementary schools. The nearby Willow Road Elementary School is in Valley Stream District 13. The high schools in the area are Valley Stream North and H. Frank Carey. Franklin Square has a volunteer fire department and is served by the Nassau County Police Department’s 5th Precinct. Its most notable park is Rath Park, which includes a pool, basketball, handball, tennis, football and baseball fields and a playground. Local organizations include the Franklin Square Chamber of Commerce, currently led by President Bruno M. Caracciolo; a historical society; youth football and soccer programs; and Franklin Square Little League. One of Franklin Square’s oldest and most notable restaurants is Plattdeutsche, which hosts many community events. Franklin Square has about 29,320 residents living in about 9,600 housing units, according to the 2010 census. Notable natives of Franklin Square include the artist and author Barbara Rosenthal, who wrote for the Franklin Square Bulletin in 1959 at age 11; novelist Alice Hoffman; radio personality Rich Davis; country singer Lisa Matassa; “Jersey Shore” reality television show star Jenni “JWoww” Farley; music journalist and award-winning author Jeff Tamarkin; radio and television host Sean Hannity; NASA astronaut Michael Massimino; professional football player Vinny Testaverde and Major League Baseball player Al Weis.

John Carman and the Rev. Robert Fordham traded with four local Indian tribes for approximately 64,000 acres of what became the towns of Hempstead and North Hempstead. The purchase price: approximately $100 in modern money.

•1664

The area passed into English control, becoming part of the colony of New York.

•1790

George Washington passed through on his tour or Long Island. Writing in his diary, he noted that the area was entirely treeless, except for a few “scraggly fruit trees.”

•1851

Bernard Rottkamp and Caroline Engle married and moved to Foster’s Meadow. They were to have 14 children, 10 of whom survived infancy.

•1853

Louis Schroerer built a hotel near a tollgate on what is now Arden Boulevard. The hotel attracted a large number of visitors, especially Germans, many of whom were interested in moving from New York City.

•1867

Ruthless, a 3-year-old filly, won the first Belmont Stakes horse race at Jerome Park in the Bronx. The race was named for Wall Street mogul August Belmont Sr. It moved to Elmont in 1905.

•1887

St. Boniface opened a four-room school, with an auditorium. Nuns of the Dominican order were invited to teach and built a convent on land donated by the parish.

•1650

Christopher and Thomas Foster bought land from the Dutch, intending to raise cattle and sheep. They named the land Foster’s Meadow. The name stuck for the next 200 years.

•1683

The area of Elmont and Franklin Square became part of Queens County under a three-part division of Long Island.

•1840

Walt Whitman served for three months as schoolmaster in the Trimming Square school district, located at the juncture of Franklin Square, Garden City South and West Hempstead.

•1902

Perhaps the most significant milestone in the development of modern Elmont, Belmont Park was opened. A turreted neogothic mansion on the property belonging to William de Forest Manice served as the Turf and Field Club headquarters until 1956.

•1910

Orville and Wilbur Wright staged an aerial competition — the first air race ever held in the U.S. — from Elmont to the Statue of Liberty and back. The crowd drew 150,000 spectators.

•1919

Sir Barton became the first Triple Crown winner.

•1852

The Church of the Nativity of Our Lord Jesus Christ was consecrated. It was reconsecrated in 1857 and dedicated to St. Boniface, the patron saint of Germany.

•1923

The Franklin Square Hose and Chemical Company was formed.

The Rev. Peter Hartraub was appointed the first pastor of St. Boniface.

The Franklin Square National Bank opened; it would eventually become the 18th largest bank in the nation.

•1929 •1882

The area was subdivided into the areas of Alden Manor and Locustwood. Foster’s Meadow was renamed Elmont.

•1899

Elmont and Franklin Square became part of the newly formed Nassau County.

•1907

The Franklin Hook & Ladder Co. No.1 was formed in Munson.

•1918

The U.S. Postal Service inaugurated airmail service between New York City and Washington, D.C. Belmont Park was designated as the terminus for New York deliveries.

•1920

Man O’ War, one of the great thoroughbreds of all time, won the Belmont Stakes by 20 lengths.

The cornerstone of the new Plattdeutsche Park Restaurant was laid. Originally the Plattdeutsche Volksfest Vereen of Brooklyn, its sister organization, the Plattdeustsche Home and Enhanced Living Apartments, bills itself as “one of the finest senior living complexes on Long Island.”

The Franklin Hook & Ladder Co. and the Franklin Square Hose and Chemical Company merged to become the Franklin Square & Munson Fire District.

The Elmont Fire Department was established.

•1937

The Franklin Square Free Library Association was formed.

•1939

The large number of soldiers returning from military service combined with easy access to New York City helped Franklin Square become one of the fastest growing areas on Long Island. Farmland was almost completely transformed into residential developments.

Franklin Square and Elmont libraries celebrated their 25th anniversaries.

Belmont Park hosted War Relief Day to benefit the American Red Cross.

The Franklin Square National Bank was declared insolvent in a scandal involving Italian financier Michele Sindona. At the time, it was the largest bank failure in U.S. history.

Local residents wondered if an Abomb had exploded or Martians had invaded, as an earthquake shook the area for nearly half a minute.

Secretariat, one of horse racing’s iconic thoroughbreds, won the Triple Crown, taking the Belmont Stakes by 31 lengths in a course record for 1½ miles that still stands.

Local residents felt the effects of a 5.1 earthquake that rattled windows and shook computer monitors.

The Franklin National Bank building was placed on the list of National Register of Historic Places.

Gov. Andrew Cuomo announced that the N.Y. Islanders hockey franchise would be granted the conditional right to build an arena on 43 acres at Belmont Park.

•2020

The worldwide coronavirus pandemic strikes, and Black Lives Matter protests are organized.

•1992

Hurricane Andrew devastated Elmont and Franklin Square, along with much of Long Island, causing hundreds of millions in damage.

•2012

Superstorm Sandy struck Elmont and Franklin Square, inflicting widespread damage costing tens of millions of dollars. The results can still be seen in zombie houses and buildings that are still awaiting repairs.

•2017

A renewed request was sent out for proposals to develop Belmont Park.

•2018

Civic associations from Elmont, Floral Park and Queens announced the formation of the Belmont Park Community Coalition to oppose the construction of the proposed arena.

am honored to be elected to serve as president of the Franklin Square Chamber of Commerce, and I am excited to lead our officers and board of directors in our mission to be a great resource for our membership, busines community and residents. Our chamber also works closely with public officials and the community by hosting ribboncutting and grand-opening ceremonies for new businesses. We donate two scholarships per

year to two local high schools. Each year we recognize one Small Businessperson of the Year at a Legislative Breakfast, we host a Business Expo, and we have an annual Getting to Know You and Business Networking Event. As a business owner for 30 years, I have found that consumers believe businesses that are involved in the community, and are members of their local Chamber of Commerce, are trustworthy, connected to the community, listen to their customers and are successful local leaders. Schools prepared to reopen amid pandemic By Melissa Koenig

S

ewanhaka, Franklin Square and Elmont school officials spent the summer developing plans to return to school for the 202021 school year, and submitted their proposals to the State Education Department in August. Under Sewanhaka’s proposal, half of the district’s more than 8,000 students were to learn in school one day and remotely the next, while the other half were to do the opposite. “With the size of our school populations, we can’t fit everyone into school every day,” Superintendent James Grossane said in a video posted on the district’s website, explaining that classrooms could only accommodate a maximum of 15 students with social-distancing measures in place. Any student enrolled in the Life Skills or specialeducation programs could attend school in person every day, and any parent who did not feel comfortable sending their child to school could opt for a full remote learning program. Students in Elmont were also to learn in school and online. The kindergartners through thirdgrade students were to attend school on Mondays through Wednesdays, under the district’s proposal, and fourth- through sixth-graders were to attend class in person on Thursdays and Fridays. On days they were not in school, they were to learn remotely. Classes were to be divided into two cohorts, with classroom teachers and special-area teachers alternating between the two groups. Pre-school students and those in self-contained

special-education classes were to attend school in person every day, and any parent who did not want to send their child to school was able to fill out a form enrolling the student in a full virtual program that “would mirror” the work being done in school, according to Superintendent Kenneth Rosner. The Franklin Square School District, meanwhile, proposed a full return to school with a virtual learning option for kindergartners through sixth-graders, and a hybrid program for preschool students. The preschoolers were to be assigned to one of two groups, each comprising nine students, and they were to attend school in person twice a week. When they were not in school, they were to be assigned activities to complete, and one day a week was to be virtual for all preschool students. All parents and guardians were required to complete a questionnaire every morning ensuring that their child did not have any Covid-19 symptoms, and every student and staff member was required to undergo daily temperature checks. No one was allowed inside the school buildings with a temperature higher than 100 degrees Fahrenheit. Anyone who did not feel comfortable sending their child back to school in Franklin Square could also sign up for virtual learning.

Belmont Stakes go on — despite pandemic By Visvajit Sriramrajan

T

he Belmont Stakes looked a little different to fans and the larger horseracing community this year, as industry officials had to alter their operations because of the novel coronavirus pandemic. Fans were not allowed to attend the Stakes on June 20 — when bay horse Tiz The Law, jockeyed by Manuel Franco, crossed the finish line to become the first New York-bred horse to win the race since 1882 — and the race was shortened from 1.5 to 1.125 miles. The pandemic even affected the coverage of the event. Adam Coglianese, the lead track photographer for the New York Racing Association, noted, “The experience leading up to the race was a little quieter than normal, but we still photographed the horses in the morning and set up our cameras around the track like we usually would to produce images for the trainers.” He added that the lack

of a physical audience meant that he and his staff had to focus more of their photography on the horses and the track. “We all maintained social distancing,” he said, “but otherwise there were no significant challenges.” The race was broadcast on NBC. With 3.4 million people watching, it marked the lowest recorded viewership for any broadcasted Belmont Stakes and for any opening leg of the Triple Crown. “The Belmont Stakes provided sports fans across the country with world-class entertainment during these challenging times,” said Patrick McKenna, the communications director for NYRA, calling the race unique but successful this year, and congratulating Tiz The Law for his win. Libraries continued offering services amid pandemic By Visvajit Sriramrajan

F

ranklin Square and Elmont residents were able to continue accessing library services from the comfort of their homes during the heart of the coronavirus pandemic. At the Franklin Square Public Library, officials expanded its digital services, developed new virtual programs, subscribed to new databases and offered virtual library cards for new patrons. Additionally, librarians called their loyal patrons to keep them updated about the library and lend an ear during the difficult time. "Even though the physical building was shut down during the pandemic, the Franklin Square Public Library never truly closed," said Nicole Cieslewicz, secretary to the board of trustees. In June, the library welcomed staff back into the building and started a curbside-pickup program. They then opened the building to patrons at the end of July. "We are offering more and more to the public this summer, such as museum passes and our Summer Reading Club programs for kids, teens and adults," Cieslewicz said, adding, "We have been working hard to make the building a safe and healthy environment for both staff and patrons.” Elmont Memorial Library officials, meanwhile, have organized several online services, including trivia nights, physical fitness classes and cooking classes. They are also offering residents a digital library card they can use to access audiobooks, digital magazines, test preparation materials, live

tutoring services and more. The library has been open for curbside pickup since June 8, and library personnel have been quarantining all materials for 72 hours after they are returned, resulting in a delay in updating the online library records. Elmont Memorial Library officials are also working to provide in-person programming, while maintaining social distancing and adhering to government regulations on mask use, according to Philip Harwood, an adult reference librarian. He said the library has opened up study tables, and has about half of the library’s usual workforce in the building.

Historic Belmont Park in Elmont is more than a racetrack. It’s also for kids and parents to picnic and play on the sprawling grounds of the 430-acre park. Rath Park in Franklin Square is the central hub for residents looking for a relaxing afternoon.

Town of Hempstead The Town of Hempstead, founded in 1644, is the largest township in the United States, encompassing 142 square miles, with a population of roughly 760,000 people. Within the town, there are 34 unincorporated areas and 22 incorporated villages, more than 65 parks and marinas, and 2,500 miles of roads. Hempstead is overseen by a town supervisor — currently Republican Donald Clavin — and a six-member Town Council. The council members are elected from one of six districts. The supervisor has a two-year term, and the council members have four-year terms of office. The supervisor is the chief executive officer of town government, presiding over all town board meetings and directing the legislative and administrative functions of that body. The supervisor also oversees the day-to-day operations of a municipal government of 24 major departments. As the town’s chief financial officer, the supervisor is responsible for the creation and the implementation of a town budget. Council members are responsible for adopting the annual budget, amending the town code and the building zone ordinances, adopting all traffic regulations, and hearing applications for changes of zone and special exceptions to zoning codes.
