‘People’s Food Drive’ is delayed Freeport pantry needs donations amid outbreak By RoNNY REYES rreyes@liherald.com

For nine years, Rob and Mary Hallam, members of the Community Presbyterian Church in Malverne, have held a food drive from their Lynbrook home for people in need. It usually takes place in February and March, and the collection is donated to the Long Island Council of Churches’ food pantry in Freeport, which serves more than 2,500 people a month

from across Nassau County. The Hallams had planned to join about 200 volunteers this Saturday for “moving day,” when the collection is sent by a Nassau Window & Door truck to the pantry. The coronavirus outbreak, however, forced them to delay those plans. “We’re kind of at a standstill at the moment,” Rob said. “The only thing we do know for sure is that there’s going to be a greater demand at the food pantry.”

Need is still here Yolanda Murray, 58, the Long Island Council of Churches food pantry manager, said federal funding for the pantry usually runs out by the end of March, so it needs donations to feed the hungry this spring. T he pantry nor mally serves 75 people a day, but that number has dropped in half because of the COVID-19 pandemic. The need for food Continued on page 3

remains, but people are afraid to leave their homes, Murray said, adding that demand for food rose after schools closed earlier this month. The LICC is allowing only five people at a time to enter the pantry to ensure social distancing. “We’re now seeing people from other places that go to a regular church pantry, but now they’re closed down, too,” Murray said. Rob explained that older-adult volunteers run many pantries, and because they are more susceptible to the coronavirus, they are staying home. “We’re sanitizing three times a day, so once they come to the door, they feel comfortable because they smell how clean it is,” Murray said of the pantry. Murray and Anthony Achong, LICC’s director of administration, urged anyone who feels sick to call the pantry and list all needed items so a pantry employee or volunteer can fill a cart and meet the person outside. The pantry needs donations of cereal, soup and personal hygiene products. To reach the pantry, call (516) 565-0290.

‘The People’s Food Drive’

T h e f o o d d r iv e , Ro b H a l l a m explained, started small in 2011 at the Community Presbyterian Church in Malverne. That first year, the Hallams collected about 980 food items. Over the years, hundreds of residents and several local businesses got involved. Last year, the drive collected more than 20,000 donations of food and money. “It’s amazing to have seen it grow so

much,” Hallam said. “There were so many people helping out last year that I got asked, ‘Just whose food drive is this?’ But this doesn’t belong to any one entity. This is the People’s Food Drive.” Rob Maeurer, 43, of Elmont, met the Hallams three years ago at Community Presbyterian. Last year, Maeurer created a GoFundMe page for the People’s Drive that raised $530. It went to purchase food. This year, the GoFundMe

raised nearly $3,500. “I figured that there would be people who wanted to give but may not be able to go out to the drop-off locations,” Maeurer said. Donations allow LICC to purchase food during the pandemic, Hallam said. Separately, he also raised $4,000 with a 50/50 raffle, which will go to purchase an industrial refrigerator for the pantry. Hallam said he is concerned about

people with low incomes. “Most of the people that utilize the food pantry are working people,” he said. “But a lot of these people are going paycheck to paycheck. Any disruption in their paycheck, they’ve got to decide what to pay for. Hallam said he hopes “moving day” will take place April 25, but if not, he is prepared to move the food collection discretely.

Restaurants, stores support the community port Medical Supply, said he saw an initial surge of customers in the days immediately after the pandemic outbreak, but it dropped off over the past week. With many doctors’ offices closing, he said, fewer people are coming in to fill their prescriptions at the pharmacy. Madu, who has operated the business since 2006, said he might have to lay off his five employees if business continues to drop. He added the store would try to stay open at least six hours a day, from 10 a.m. to 4 p.m., so people can get what they need. The pharmacy is also providing up-to-date information on the virus to anyone who visits. “We want to be here for everyone,” Madu said,” but sometimes you’ve got to know when you need to pull the plug.” Madu said he hopes to restock his supply of medical masks, but the cost charged by vendors is too high now. Rising prices from vendors also worries Jenny Jorge, vice president of operations at Gala Foods Supermarket. Jorge said the grocery has been accused of price gouging when the cost of an item goes up. “But that’s not what’s going on,”” Jorge said. “Vendors are raising prices because there’s few supply and great demand. We have to raise prices because of that.” Gala Foods has cut back store hours, and now is open from 8 a.m. to 8 p.m. It is disinfected from 9 to 10 p.m. Gala Foods opens an hour early, at 7 a.m., for seniors only. The supermarket, he said, needs to be safe for older adults. “We still have hundreds of people coming through our doors, so this helps them shop in a calmer atmosphere,” Jorge said. Community support is vital for local small businesses, according to Sayles. “We depend on our local customers, and we want to continue business for as long as we can,” he said. “We’re thinking of anything we can do to help, but I know we can get through this together.”

Salons, barbershops worried over closures By ROnny ReyeS rreyes@liherald.com

Gov. Andrew Cuomo issued a directive via Twitter ordering all barber shops, nail and hair salons, and tattoo parlors to close, effective March 21 at 8 p.m., to help combat the spread of the COVID-19 virus. The governor tweeted the directive on March 20, stating, “These temporary closures are not going to be easy, but they are necessary to protect the public health.” “What we do next will have a massive impact on the trajectory of this virus in New York,” the governor had tweeted earlier in the week. “We can only maintain public health by staying apart. The decision each of us makes now will impact us all tomorrow. Stay home.” Leon Broughton, a community leader and owner of Trimz Barbershop on Guy Lombardo Avenue, said the pandemic has caused his clientele to drop by more than 50 percent in the past couple of weeks. Most other local barbershops and beauty salons experienced either similar or even more drastic drops in their regular clientele since the pandemic began. Manuel Gutierrez, of Beauty & Beast Hair Salon, said he usually saw at least 15 people stop by his hair salon every day before the pandemic. During the outbreak, however, he only saw about five clients a day, and the governor’s call made him uneasy for both himself and

lOcal BaRBeRShOpS and hair salons are worried about their livelihoods following Gov. Andrew Cuomo’s call for them to close amid the COVID-19 pandemic. his employees. Gutierrez said that as news spread about the mandatory closures, his salon got to see one last wave of income until the order to reopen occurs. “I’m not happy about this, but there’s no choice if this is what it takes to help and make sure everyone stays healthy,” he said. Although she opened her salon everyday before the call to close, Isabel Vincen-

te, of Isabel Beauty Salon, said she only had four customers throughout the week of March 16. When she heard that some place had at least five customers a day, she said she felt envious and was afraid of what the shutdown would mean for the business she has been operating for more than 15 years. “I don’t know how I’ll be able to pay rent,” Vincente said. “I’ve never experienced something like this before.”

With local businesses already hurting before the shutdown, Broughton fears some small businesses might end up closing down for good. “We’ve been through the Great Recession and [Superstorm] Sandy,” said Broughton, who founded Trimz 20 years ago, “but it feels different this time. It’s going to be rough for all of us going forward.”

All state exams suspended amid outbreak By Jeff Bessen and maTThew ferremi jbessen@liherald.com, mferremi@liherald.com

The New York State Education Department suspended all state assessment exams for students in grades three to eight for the 2019-2020 school year due to the novel coronavirus outbreak. The announcement came on March 20, only a few days after the state halted the shipping of the English Language Arts tests on March 16. In a notice sent to school districts across the state, Board of Regents Chancellor Betty Rosa and interim State Education Commissioner Shannon Tahoe wrote, “It is most important that during the time of closure, schools are able to continue to focus their efforts toward local school and community needs, as they have been doing, and not be concerned about state assessments.” NYSED has applied for federal waivers for testing, accountability and reporting requirements. “The situation is evolving rapidly, and NYSED is currently working on its plans for the state assessment,” Zachary Warner wrote in a March 17 email to district superintendents, school principals and leaders of charter school. He is the director of the Office of State Assessment for SED. “The Office of State Assessment will

continue to communicate with schools and districts as more information becomes available,” he added. “During the time of closure, schools need not focus on state assessments and can devote their efforts toward local school and community needs.” Freeport Union Free School District Superintendent Kishore Kuncham said that he had never experienced something like this in his 11 years at Freeport, but he figured the tests would be suspended because of Gov. Andrew Cuomo’s call to shutdown schools until April 1. “We could expect for schools to remain close for even longer,” Kuncham said. “We’re awaiting the state’s decision and keeping up with the COVID-19 situation.” To stay current on state decision making, go to the SED’s webpage dedicated to coronavirus: http://www.p12.nysed.gov/ sss/schoolhealth/schoolhealthservices/ coronavirus.html. The New York State United Teachers called on U.S. Secretary of Education Betsy DeVos to waive state testing mandates for the students in grades three through eight for the remainder of the school year and the duration of the outbreak with schools down to help stem the spread of the virus. “This is not the time to create more

stress for our kids,” NYSUT President Andy Pallotta said in a news release. “It is critical that the federal government step up now and waive mandated state testing for all kids for the rest of this school year and the duration of this crisis.” NYSUT officials said the organization is working with the SED and state Board of Regents to help ensure that the federal government waives testing mandates and that no school is penalized. The teachers’ union said that even if school should re-open in several weeks, there would be substantially less test preparation time, placing the students at a distinct advantage to do well and the results would be skewed. “Even worse, considering the pervasive unease and uncertainty that this global pandemic has created, it simply isn’t fair or prudent to create more stress and anxiety for our students,” NYSUT officials said. Advanced Placement exams are scheduled for May. There are also questions surrounding those exams. The College Board has created a webpage with updates related to schools impacted by coronavirus. Michael Dowling preSiDent and CEO of Northwell Health, announced on March 20 that the Feinstein Institutes was undertaking clinical treatment trials for COVID-19 with hospitalized patients experiencing moderate to severe symptoms of the illness.

Feinstein to undertake COVID-19 clinical trials By Scott Brinton sbrinton@liherald.com

The Feinstein Institutes for Medical Research, the research arm of Northwell Health, announced on March 20 that it was starting three large-scale clinical treatment trials to combat COVID-19, the novel coronavirus. Northwell Health is now treating some 250 coronavirus patients at its hospitals, Northwell President and CEO Michael Dowling said at a news conference that was streamed via YouTube. Northwell is testing roughly 1,000 people a day for the illness, he said. Feinstein Institutes researchers are teaming up with Gilead Sciences and Regeneron Pharmaceuticals to identify effective treatments for COVID-19 patients

who are now hospitalized with moderate to severe conditions. The goal, according to a Northwell release, is “to improve recovery and speed discharge from hospitals.” With Gilead, the Feinstein Institutes will examine the safety and efficacy of remdesivir (RDV), an investigational antiviral drug, to reduce the intensity and duration of COVID-19 in hospitalized patients. RDV, Northwell officials said, has “demonstrated positive effects” on other viral pathogens such as MERS and SARS. The third trial with Regeneron Pharmaceuticals will determine the safety and efficacy of sarilumab, a human antibody that may prevent the spread of a specific cytokine called interleukin-6 (IL-6) that is thought to cause severe pneumonia in some COVID19 patients.

Want relief? Restore the SALT deduction.

i

n 2017, President Trump and a Republican-controlled Congress passed the Tax Cuts and Jobs Act. It was supposed to supercharge the economy, bringing new manufacturing jobs to hardhit areas, and no doubt, it brought some success. Job gains weren’t higher than they were during the Obama administration, but there were steady gains — until there weren’t. The latest unemployment figures, released by the federal Bureau of Labor Statistics, are from March 6 — when unemployment stood at 3.5 percent — but we know that figure is sure to rise as tens of thousands of Americans are forced out of work because of the coronavirus and will file jobless claims. The unemployment rate is only expected to increase. People will need relief. At press time, Congress was debating a

nearly $2 trillion relief package that, when passed, was expected to put somewhere between $1,000 and $2,000 in each American’s hands. The measure should provide a desperately needed shot in the arm to a national economy that is fast seizing. On Long Island, however, it’s hardly enough. In high-tax regions like New York and California, the weight of the Tax Cuts and Jobs Act was already causing enormous fiscal strain for many homeowners, who lost all but $10,000 of the federal deduction for state and local taxes, known commonly as the SALT deduction. Loss of that single deduction in high-tax regions has cost people thousands of dollars. Many Long Island taxpayers reported that their federal tax bills rose $3,000, $5,000, $8,000 or more last year. Those bills are not expected to abate this year, unless Congress acts.

It should immediately reinstate the SALT deduction. People here will certainly take $1,000 or $2,000, but restoring the deduction would do far more for many homeowners who are suffering because of the coronavirus. Most homeowners accepted higher taxes because they believed the Tax Cuts and Jobs Act was boosting the economy — and thus their 401(k) plans. Last week we saw the foolishness of Trump’s tradeoff, as the stock market tumbled and those 401(k)’s sank to the level they were when Trump took office. That is, all of the stock market gains realized over the past three-plus years were erased just like that. Now many Long Islanders are stuck with oversized tax bills. The time to act intelligently has come. Give the SALT deduction back — now, not later.

he American Red Cross is urging healthy, eligible people who are feeling well to give blood or platelets to help maintain a sufficient blood supply and prevent shortages as the coronavirus pandemic continues. Even before COVID-19 swept across the country in recent weeks, the cold and flu season had already hurt the nation’s ability to maintain its blood supply, according to the Red Cross. As the number of coronavirus cases grows in the U.S., the number of people eligible to give blood could decrease as well. “We’re asking the American people to help keep the blood supply stable during this challenging time,” said Chris Hrouda,

president of Red Cross Blood Services. “As communities across the country prepare for this public health emergency, it’s critical that plans include a readily available blood supply for hospital patients.” But, Hrouda noted, “As fears of the coronavirus rise, low donor participation could harm blood availability at hospitals, and the last thing a patient should worry about is whether lifesaving blood will be on the shelf when they need it most.” You can make an appointment to donate blood by using the Red Cross Blood Donor App, visiting RedCrossBlood.org or calling (800) 733-2767. Type O and platelet donations are especially needed now. Donating blood is safe, and people

State responds to COVID-19 To the Editor: New York state is working around the clock to expand hospital capacity and acquire life-saving medical equipment as we continue to test tens of thousands of New Yorkers for the novel coronavirus. Right now we are facing a generation-defining challenge. But America is America because of our ability to overcome adversity and challenges. I believe that to the bottom of my soul. We will overcome this, get through this and come out even stronger. I am calling on the federal government to implement the Defense Production Act to direct companies to produce medical supplies like ventilators and masks. New York state is scouring the globe for these supplies, but we need more than we can find. Currently, states are competing with other states, hospitals

should not hesitate to give or receive blood, according to the Red Cross. There is no evidence that the coronavirus can be transmitted by blood transfusion, and there have been no reported cases of transfusion transmission for any respiratory virus, including COVID-19. A blood donation takes about an hour from start to finish, but the actual donation only takes eight to 10 minutes. To donate blood, you should have a blood donor card or driver’s license, or two other forms of identification. People who are at least 17 years old (16 with written parental consent), weigh at least 110 pounds and are in generally good health may donate.

hen the bubonic plague struck England in 1665, a young pastor convinced the people of his villagAe to self-quarantine in an effort to prevent the infection from spreading to neighboring towns. The story of that time became “Year of Wonder,” by Geraldine Brooks. Today, over 300 years later, the story resonates with new meaning. As you might expect, people behaved as humans do in crisis. Some were the toilet paper hoarders of their day. Some turned randi murderous and kreiss mean over food supplies. Many found grace in the crucible of fear and infection. We are now in the throes of a destabilizing national emergency. As we go to press, the number of confirmed cases of coronavirus is increasing hourly. The federal response has been profoundly disorganized, leaving citizens with little access to tests that could inform them about the progress of the disease. Central command is out of touch, literally and metaphorically.

The remarkable thing is how well we are doing — we regular folks who go to work and put food on the table and care for others. Initially, we turned to President Trump for leadership and for an organizing plan to deal with the crisis. But the president has failed us, as he descends into an epic spiral of selfaggrandizement and miscommunication. He doesn’t have the capacity for the humane gesture that this moment demands. The miracle, to me, is that even without the blessing of sane and sound leadership, we, the people, are getting the job done. We are witnessing an incredible validation of the American spirit. Citizens are stepping up, helping neighbors, quarantining themselves when necessary and taking all the steps a functioning federal task force would advise. (Except for the spring breakers in Florida, but they’ll catch up.) We have governors and mayors and municipal leaders at every level who are taking charge of their communities and making sure that schools are closing when necessary, events are postponed, and civil order is maintained. This is a demonstration of democracy at its best.

W

e’re seeing a validation of the American spirit. People are stepping up.

Letters with other hospitals, and there is significant price gouging. The federal government must nationalize the contracting and acquisition of medical supplies. Non-essential businesses were closed as of 8 p.m. Sunday. Essential businesses like pharmacies, grocery stores, gas stations and more will stay open. I accepted the Army Corps of Engineers’ recommendations for temporary hospital sites in New York state, and we were ready for construction to start Monday. Hospitals at our SUNY campuses in Old Westbury and Stony Brook will be built indoors, with outdoor tent support, and on-site health care staff will stay at the dormitories. The Federal Emergency Management Agency will erect an additional four federal 250-bed hospitals. Each FEMA facility will be fully staffed by the federal government. We are acting to maximize existing hospital capacity. I am requiring all hospitals statewide to develop plans that expand their capacity by at least 50 percent, with the goal of expanding overall capacity by 100 percent. (State regulations on capacity have been temporarily waived.) The state also leased a nursing home in Brooklyn to convert to a 600-bed hospital. Finally, all elective, non-critical surgeries have been canceled, effective March 25, which will free up around a quarter of existing hospital beds. Drug therapy trials were scheduled

No one had to tell The New York Times and The Washington Post to take down the pay walls on their websites so that anyone who needs the news can access it for free. No one had to order the closing of all the social and entertainment venues that vendors shut down themselves to slow the spread of disease. No one had to order people to stay home if they feel sick. One singular hero of the moment is Dr. Anthony Fauci, head of the National Institute of Allergies and Infectious Diseases at the National Institutes of Health. He has spoken truth to power, often and early, deftly calling out the dangerous lies coming from Trump and urging a robust response to Covid-19 while the president was predicting an easy and early end to the pandemic. We are being tested, as individuals and as a nation. According to Fauci, we are in for a rough patch for some months before the virus starts to burn out. If the federal government, specifically the Centers for Disease Control, can get tests out faster and find out how many are sick and where they live, we can begin to mitigate the effects of the pandemic as it spreads, state by state.

I read a piece in The Times by Jon Mooalem about the devastating 9.2 earthquake in Anchorage in 1964. He wrote about the horrific death and destruction, and how people behaved during the aftershocks. Instead of running for safety, they ran into danger to help their neighbors. Ordinary folks were putting out fires and moving beams and filling in at the police department. Mooalem wrote about our present national disaster: “Washing your hands, staying home when you’re sick, limiting travel, keeping yourself healthy, not touching your face — little of what we’re being told to do feels particularly heroic or world-changing … But for a lot of us, it is, in fact, the job that’s in front of us right now — the role that these disordered circumstances are calling each of us, at a minimum, to play… “…There are, and will be more, situations where helping more directly becomes possible and necessary — especially if we’re not getting coherent leadership, or even honesty, from those in charge. But we can’t afford to feel that canceling a school band concert, or suspending a basketball season, is a withering retreat; we must see them as parts of an empowered, collaborative undertaking.” Copyright 2019 Randi Kreiss.
