The Village of Hempstead was planning to designate Terrace Avenue Honorable Donald L. Ryan Way. But when a crowd of 150 braved a frigid wind to gather at the corner of Terrace and Atlantic avenues on Dec. 10, nobody spoke of the man they were honoring as anything but Don — as has been the village’s custom at least since 1961. So when Ryan’s youngest goddaughter pulled away the covering over the new street sign, revealing the words Hon. Don Ryan Way, the attendees clapped, shouted and stomped their approval. Sedgwick Easley, executive assistant to Mayor Waylyn Hobbs Jr., began the ceremony by expressing what everyone in attendance felt.
“This renaming is more than a symbolic gesture,” Easley said. “We are recognizing the extraordinary legacy of our former mayor, a teacher, a coach, a mentor, but most of all, a public servant whose impact spans over six decades here in the Village of Hempstead.” The crowd was filled with a Hempstead Who’s Who of elected officials, educators, community leaders and mentors who had worked with Ryan across the decades. And his own brother, John Eugene Ryan Jr., surprised him by arriving from sunny Florida. During a luncheon at Kennedy Memorial Park after the ceremony, Ryan’s friends and mentees took turns speaking into a microphone to thank him for all he had done. Harmony Skyy Shuford decided at age 13 to follow her mother into the nursing profession. To fulfill that goal, she didn’t leave anything to chance. At 17 and in her senior year at Hempstead High School, she not only holds better than a 95 grade-point average, but also participates in the Smart Scholars Early College High School Program. Universities have already taken notice. Wingate University near Charlotte, North Carolina, has offered Harmony a $28,000 scholarship. Even more impressive is the offer totaling $148,000 from Adelphi University in Garden City. Jared Weir, Harmony’s guidance counselor at Hempstead High, extolled her intellect and her work ethic. “Harmony is an extremely hard-working, high-achieving student,” Weir said. “She is managing both BOCES and AP and honors courses at Hempstead High. With Smart Scholars, she’s also earning approximately 25 credits toward college, through our high school and York College.” The BOCES program is of notable importance to Harmony’s aspirations. The two-year program at the Barry Tech location in Westbury provides early nursing training, including 108 hours of clinical experience as a student nursing assis-
tant at White Oaks Nursing & Rehabilitation in Woodbury. “As SNAs, as we go into the setting of the skilled nursing facility,” Harmony said. “We help the professional CNAs with taking residents’ vital signs, with feeding, with bed making. We’re usually there 2.5 hours, four days out of the week, Monday through Thursday.” When Harmony graduates, she will have earned her Certified Nursing Assistant credential. She can then add to her medical resume by working as a CNA during her college years. “I’m going for the nursing major for my bachelor’s,” Harmony said, “and later on I’ll be going for the doctorate to become a nurse practitioner.” The activities that caught the universities’ attention weren’t confined to Harmony’s student nursing work. She also played the flute in the band for four years in elementary and middle school, and in high school, served as a student tutor, played volleyball, and took third place for Hempstead High in the Nassau County competition for high school cross-country running. The complimentary wording of the Adelphi offer letter is revealing. “Harmony,” read the letter, “in honor of your outstanding accomplishments and your demonstrated potential for leadership and success, we are thrilled to extend to you the following scholarship award which, over a four-year period, has a cumulative value of $148,000.” The scholarship will be administered at the rate of $37,000 per year. Harmony credits her grandmother, Tina Shuford, her mother, Sonia MacIntyre, who has been a nurse at NYU Langone for 20 years, and guidance counselor Weir for their support. “My grandma really inspired me to show young people that it is possible to do what you want,” Harmony said. “My mother is always in my corner. My counselor, Mr. Weir, was the one to tell me about the BOCES program and get me into Smart Scholars. With him I was able to be the best possible person I could be because of all the opportunities he has shown me.”

It’s so hard to get in and out of that area now.” The Town of Hempstead’s zoning code allows six-foot-high fences in rear and side yards in Residence B districts. However, when a fence extends forward of a building line near a roadway, regulations may require a “clear sight triangle” — a 20-foot visibility buffer to avoid obstructing views for drivers turning in or out of driveways. A Baldwin teenager has been charged with murder in connection with a fatal shooting that took place at a house party in Hempstead last month, Nassau County police said. Jacob Mcmillan, 18, was arrested and faces charges including second-degree murder, second-degree attempted murder, two counts of criminal possession of a weapon, and burglary stemming from the Nov. 22 shooting that claimed the life of Amira McLeod, 19, of Queens. According to Detective Lt. George Darienzo of the Homicide Squad, officers responded to a ShotSpotter alert at 10:50 p.m. and found all three victims with gunshot wounds. McCleod was pronounced dead at the scene by a Northwell paramedic. Two 20-year-old men were taken to a nearby hospital, listed in stable condition at that time. Darienzo did not share their names due to ongoing legal proceedings. McLeod, a sophomore at Monroe University in the Bronx and member of its basketball team, had reportedly attended the party after receiving an invitation from a friend in the area. “We are deeply grateful to the Nassau County Police Department for their diligent and swift work in apprehending a suspect in the tragic death of Amira McCleod,” Monroe officials said in a statement.
“This development is a meaningful step forward, even as we recognize that the path ahead remains profoundly difficult for Amira’s family and all who loved her as they continue their pursuit of justice. As the legal process proceeds, we remain steadfast in our support for Amira’s family, teammates, and friends. Our hearts are with them as they endure this painful journey.” Darienzo said that Mcmillan arrived at the gathering with four friends after seeing the event promoted on social media. An altercation allegedly broke out between McMillan and the host — described as a Nassau Community College student by police — over party security and whether guests were bringing weapons. Mcmillan is accused of stepping back from the group and firing three rounds, striking McLeod and two others. “There was no altercation between the victim and the suspect,” Darienzo said. “She was in the wrong place at the wrong time.” The house, believed to be a short-term rental, was not owned by any of the attendees, according to police. Mcmillan, who has a prior arrest for criminal possession of stolen property, will also face charges related to a separate burglary case from September, police said. The gun used in the shooting has not yet been recovered, and officials have found no evidence of gang affiliation. Mcmillan was arraigned Dec. 3, at First District Court in Hempstead.

Gov. Kathy Hochul has signed legislation that increases the real property tax relief local governments may offer to senior homeowners, raising the maximum allowable exemption for eligible residents for the first time in decades. The measure, S5175A/A3698A, authorizes cities, towns and villages to provide property tax exemptions covering up to 65 percent of a home’s assessed value for seniors who meet local income limits and other eligibility requirements. Previously, localities could offer exemptions of no more than 50 percent. State officials said the increase could translate to as much as $300 in annual savings for the average senior if adopted by a local government. Hochul said the goal of the legislation is to help older New Yorkers remain in their homes as housing costs rise. “No New York senior should lose their home because they can no longer afford their property taxes,” she said in a statement. “By signing this legislation, we are working to make New York more affordable for our seniors on fixed incomes and empowering them to age in place, at home, in the communities they know and love.” The change could have broad impact across the state. The New York State Office for the Aging estimates that more than 1.8 million older adults own their homes. Greg Olsen, NYSOFA’s acting director, said property taxes are a significant burden for residents living on fixed
incomes. “This important law will continue to help older adults remain in the homes and communities of their choice and keep their vast contributions within New York State,” he said. Lawmakers who sponsored the bill said the higher exemption level reflects the economic pressures seniors are facing.. “Signing S5175A into law is an important step toward restoring real affordability for older adults across New York,” State Sen. Leroy Comrie said. “This law allows localities to offer up to a 65 percent discount to eligible seniors so long-time homeowners can remain in their communities with dignity and security.” The measure builds on Hochul’s broader affordability agenda, which includes a middle-class tax cut affecting an estimated 8.3 million New Yorkers and bringing tax rates to their lowest levels in 70 years. Her administration has also expanded the Child Tax Credit to provide up to $1,000 per child under age 4 and up to $500 for school-aged children beginning in 2026. Other recent initiatives include inflation refund checks — up to $200 per person or $400 per family — issued to more than 8 million residents, and statewide free breakfast and lunch for all K-12 students, which officials say can save families up to $1,600 per child each year. — Jordan Vallone

Hofstra University previously held a Title V air permit from NYSDEC which allowed for the additional operation of two reciprocating engines used to generate electric power and heat. The two engines were decommissioned in 2016 and therefore the Title V permit is no longer required due to the reduction in emissions from the engines. The facility has accepted an emission cap for oxides of nitrogen (NOx) to ensure emissions are below the 25 tpy major facility threshold. Pursuant to the requirements of Section 7(2) of the Climate Leadership and Community Protection Act (CLCPA), the Department has requested and received information regarding the project’s consistency with CLCPA.
