Village mayor celebrates progress and future plans

Hobbs highlights funding and safe streets

Hempstead Village Mayor Waylyn Hobbs Jr. highlighted recent progress while outlining future investments during his State of the Village address Monday night at Kennedy Memorial Park, pointing to millions in secured funding, infrastructure upgrades and declining crime rates.

Hobbs said the village has secured more than $227 million in funding for parks, water infrastructure and downtown improvements, much of it through state and federal support.

“We’ve rolled up our sleeves and got to work for the village,” he said. “These are not just projects. They are promises fulfilled.”

Leadership is not about promises, it’s about progress,” Hobbs said. “We’ve rolled up our sleeves and got to work for the Village of Hempstead.”

What’s been done

Hobbs pointed to completed and ongoing improvements across the village, including road repairs and upgrades to public spaces. He also emphasized investments in public safety, including expanded use of license plate readers, surveillance cameras and a drone program known as Flock Aerodome DFR.

He said crime has declined in several categories, including homicides, burglaries and vehicle thefts, though specific figures were not provided.

His comments come as state officials report broader declines in gun violence. Shootings in communities participating in the state’s Gun Involved Violence Elimination initiative dropped significantly in recent years, according to Gov. Kathy Hochul’s office

Brown, who founded what she described as the first Black-owned kosher cafe in West Hempstead, said she shifted from a media career to focus on promoting healthier lifestyles after her mother died of skin cancer.

Before launching the store, Brown consulted with a nutritionist from Health First to make sure everything on her menu was healthy.

“When I decided to pivot from a successful media career into doing something more purposeful, I had all the fun and the perks and the concerts and all of that,” Brown said. “But I wanted to do something more purposeful.”

Lamonier created Black People Will Swim to challenge stereotypes and promote water safety, drawing on her experience as a former collegiate swimmer. Research has long highlighted disparities in swimming ability among children. According to the USA Swimming Foundation, some 64 per-

California woman indicted in $3.5M school scam

A California woman has been indicted on grand larceny charges after authorities say she stole more than $3.5 million from the Hempstead Union Free School District through an email scam. Nassau County District Attorney Anne Donnelly said in a news release that Donna Eckert, 66, of Escondido, California, was charged in a grand jury indictment with two counts of grand larceny.

“This defendant made no attempts to return the millions of dollars that were wrongfully transferred into an account she controlled,” Donnelly said. “Instead, she made multiple cash withdrawals for her own personal use, siphoning away educational resources meant for our students. This case highlights how easily a compromised email account can go undetected. The best defense to protect yourself and your business is by confirming any change in payment information via a direct phone call to a known, trusted contact.”

Eckert was arraigned before Judge Terence Murphy, pleaded not guilty and was released on bail set at $25,000 cash, a $50,000 bond or a $150,000 partially secured bond. She is scheduled to return to court on April 21 and faces up to 25 years in prison if convicted.

Donnelly said the case highlights the growing risk of email fraud and the

importance of verifying changes in payment information through trusted sources.

According to investigators, the scheme began in January 2024, when the email account of a finance director at a local Hempstead K-12 public charter school was compromised. A forged email, made to look like it came from the finance director, was sent to officials at the Hempstead Union Free School District.

On Jan. 29, 2024, the district received the fraudulent email requesting that electronic payments be sent to a new bank account under the name “DME Unlimited.” Believing the request was legitimate and that the account belonged to the charter school, the district transferred about $3.5 million on Jan. 31. The investigation later determined that the DME Unlimited bank account was controlled by Eckert, not the charter school.

Authorities say Eckert began withdrawing money shortly after the transfer. Surveillance video from Feb. 2, 2024, allegedly shows Eckert withdrawing $25,000 in cash from a bank teller in Escondido. Bank records also show that the same amount was later deposited into her personal account at a second bank in San Marcos, California.

On Feb. 5, Eckert was again captured on surveillance video at the Escondido bank, where authorities say she withdrew $313,000 from the DME Unlimited account. Later that day, she allegedly deposited a cashier’s check in the same amount into her personal account at the San Marcos bank.

Investigators say Eckert withdrew and transferred $338,000 of the funds that were mistakenly sent by the school district. Authorities said she did not return any of the money.

Eckert was arrested by the Escondido Police Department on March 10, 2026. She was extradited to New York on April 1 by members of the Nassau County Police Department Fugitive Squad. Eckert is represented by attorney James Polk.

Man sentenced 35 years to life for drive-by shooting

A Hempstead man was sentenced to 35 years to life in prison for a 2019 driveby shooting that killed a 36-year-old man, according to Nassau County District Attorney Anne Donnelly.

Taiquan Cullum, 35, was convicted June 26, 2025, after a jury trial before Judge Howard Sturim. He was found guilty of second-degree murder and two counts of criminal possession of a weapon.

Cullum was sentenced on March 31.

Prosecutors had recommended a sentence of 40 years to life in prison.

“After surviving an attempt on his life, Taiquan Cullum chose a path of revenge, scouring his Hempstead neighborhood for the person responsible,” Donnelly said. “As a result of all this violence, Paul LaRue’s life was senselessly taken, and two men will serve decades of their lives behind bars. This defendant’s indiscriminate vio-

tances. After the shooting, Cullum went to Hempstead to retrieve a gun and picked up co-defendant Deion Barros, authorities said. The two then drove around the area looking for the person who had shot at Cullum.

Cullum and Barros later spotted Paul LaRue, a friend of Grant who had been at the bar but was not involved in the earlier shooting. Prosecutors said Cullum and Barros found LaRue in his vehicle at an intersection, pulled alongside his vehicle and fired three shots, killing him, then fled the scene.

Grant was arrested later that morning and charged in the attempted murder of Cullum. He was convicted Oct. 27, 2022, of attempted second-degree murder and two counts of second-degree criminal possession of a weapon. He was sentenced Dec. 2, 2022, to 20 years in prison.

Donnelly said the shooting stemmed from an earlier incident on July 28, 2019, at D’Ambiance bar in Baldwin. Cullum was shot at seven times by Jermaine Grant following a dispute involving Cullum and Grant’s acquain-

Cullum was arrested Aug. 22, 2023, at Otisville Correctional Facility in Orange County by Nassau County police homicide detectives.

The case against Barros, 29, is pending.

Cullum is represented by attorneys Gilbert Bayonne and Philip Pierre. Barros is represented by Jeffrey Groder.

LaShawn Lukes, Ebony Guerrier

LaShawn Lukes, president of the New Greater Hempstead Chamber of Commerce, and Ebony Guerrier, founder of Mrs. G’s Brown Bag Charity — the Herald’s 2025 Person of The Year — were honored with the legislatures Community Leader Award.

Guerrier founded Mrs. G’s in 2020, and hopes to become a federally recognized nonprofit this year. As things stand now, she funds events like trunk-or-treats and egg hunts on her own.

“It’s so empowering seeing women that walk different paths and the accolades that they have and things that I aspire to do,” Guerrier said. “Seeing this in real time, and from ages from younger to older, was such an empowering thing.”

Lukes, the first president of the chamber elected to a three-year term, emphasized unity in her remarks. “Today I stand here and say we are one community,” she said. “We’re greater, and that’s why I use that word, greater — we’re greater than ourselves.”

Barbara Hafner, Tina Hodge Bowles, Barbara Powell

Barbara Hafner, a retired teacher and public-education advocate; Tina HodgeBowles, executive director of the nonprofit Operation Get Ahead; and Barbara “Bobbie” Powell, president of the NAACP’s Hempstead chapter, received the legislatures Impact Award.

Before retiring from teaching in 2019, Hafner, of West Hempstead, taught fifth

and sixth grade in the West Hempstead school district for 25 years. She wanted to start another chapter in her life, and ran for the Legislature in 2019, challenging the Republican incumbent, Vincent Muscarella. Although Muscarella ultimately held on to the seat, Hafter continued to advocate for teachers.

“It takes a village, and all of you are members,” she said. “I work with parents, educators, community and union leaders to make a difference in the lives of those who will lead today and in the future.”

In 2017, Hodge-Bowles was honored by then Hempstead Mayor Don Ryan as part of a weekly recognition program in Hempstead. Her nonprofit, founded in 1970s, focuses on offering diversified programs to youth in Nassau’s minority communities.

Powell has secured $9 million in grant funding for the Uniondale school district since joining the NAACP’s Hempstead chapter. Her mother previously led the chapter for 27 years, and Powell stressed the organization’s continued importance.

“The NAACP is our heritage,” she said. “We need to fight for things that are going on that we shouldn’t have to fight for. We’re always in the struggle and always trying to make things better.”

In 2025, at The Long Island Hispanic Chamber of Commerce’s 37th annual Gala Award’s and Toy Drive, Powell was named the Trailblazer of the Year. In 2025 she was honored for her lifelong advocacy.

Last week’s event highlighted the contributions of women across Uniondale and the surrounding communities in the Nassau County 5th Legislative District, showcasing the impact of local leaders, educators and advocates.

Village sees investments, growth and crime declines

Department — received nearly $2.7 million in funding, with Hempstead allocated $270,000 to support enforcement efforts.

With Hochul’s continued investment in the GIVE initiative, Hempstead police reported double-digit reductions in total index crime and violent crime, and an eight percent decline in property crime.

“Our streets are safer today,” Hobbs said, crediting the village’s police department.

Gloria Thomas, a Hempstead resident, said they have noticed some changes but want to see continued improvements.

“I don’t see violent crime on the news as much so you can see some changes with safety,” Thomas said. “But there’s still more to do especially gun control and gangs.”

As for Flock, there are 77 automatic license plate readers as of September, this was an initiative started in January. The drone is an AI powered surveillance designed for security.

Funding secured and infrastructure

A significant portion of the address focused on funding secured for major infrastructure projects.

Hobbs cited $27 million for parks and recreation improvements, including redevelopment plans for Rochelle Park, with an indoor basketball court, track and field and community room.

over 200 Community members filled Kennedy memorial park for the village’s State of the Village address, hearing updates on public safety, infrastructure and development.

And roughly $60 million for upgrades to the village’s water treatment system aimed at addressing contamination concerns. An additional $30 million has been allocated for water and sewer improvements, along with $10 million through the state’s Downtown Revitalization Initiative.

Combined, Hobbs said, those investments total more than $227 million.

Looking ahead, Hobbs outlined several upcoming projects, including the redevelopment of Mirschel Park on Terrace Avenue and a major upgrade to Kennedy Memorial Park, where a new

The mayor also detailed plans to expand police presence in the downtown area this summer, including increased foot and bicycle patrols near the Rosa Parks Bus Station this summer including a brand-new K-9 unit.

“The bus station is not property in the village, but it sits in the Village of Hempstead,” Hobbs said. “I don’t think that anyone that’s going from work and home should have to see some of the

nonsense thar we witness at the railroad and bus station every day.”

He explained, his view for the future of Hempstead wants to be lively, entertaining and not to “step over people sleeping on the sidewalks — we mean business.”

Michael Rivera, who lives near the village’s downtown area, said the planned improvements could help and he is looking forward for whenever that may happen.

“I wouldn’t go there at night,” Rivera said. “It’s just not the best place to be, but I hope with the things the mayor said it will improve my feeling.

The village is also preparing to launch a task force targeting illegal rentals, short term rentals and absentee landlords, — issues Hobbs said have strained infrastructure and affected neighborhood safety.

He is pushing to enforce fines for those who violate those rules.

“Let me be clear — if you take advantage of our community instead of investing in it, I’m going to hold you accountable,” he said.

Hobbs also emphasized continued investment in youth programs, local businesses and community development.

“Progress is not about perfection, it is about direction,” he said. “And the direction that the Village of Hempstead is going is moving forward.”

West Hempstead Union Free School District filed a motion on April 2 to dismiss multiple causes of action in the case of John O’Dwyer, a former Cornwell Elementary special education teacher.

O’Dwyer was accused of abusing students in March 2025 after a West Hempstead parent gave News 12 a letter they received from the district in February 2025, saying that the district “opened a case of alleged child abuse in an education setting … involving their child.”

Superintendent Daniel Rehman responded with a letter to the community, affirming that “the district has taken all appropriate steps as part of an investigation into a former employee of the district. We are aware of alleged incidents that have occurred and remain committed to ensuring that they are taken extremely seriously and are fully investigated.”

legally required to do so.

“The district’s latest round of legal acrobatics will not stop us from figuring out why they let Mr. O’Dwyer keep abusing special needs children,” said Nathan Werksman, the attorney representing the families of six of O’Dwyer’s victims.

“As we have alleged, they knew of his bad conduct, and we are focused on getting justice for them,” Werksman added.

The Herald contacted the Nassau County District Attorney’s office about the investigation into O’Dwyer.

“NCDA has a pending prosecution and our investigation remains ongoing,” the district attorney’s office wrote in a March 30 statement.
