Island Park power plant eyed for major revamp

E.F. Barrett station could replace turbines

The E.F. Barrett Power Station in Island Park is under consideration for a significant upgrade as National Grid weighs whether to modernize the facility’s aging infrastructure — an overhaul that officials argue could lower costs and improve efficiency while sparking renewed debate over the region’s energy future.

The plant — also known as the Island Park Energy Center — sits at the heart of the Island Park, Barnum Island and Oceanside communities, where its presence has long shaped both the skyline and the local tax base. Owned and operated by National Grid, and under contract with the Long Island Power Authority, the facility is among the largest generators on Long Island.

of evaluating whether to “repower” the Island Park site, along with plants in Northport and Port Jefferson. The concept would replace decades-old steam turbine units with newer combined-cycle technology that generates electricity more efficiently and with lower emissions.

Company officials said the shift reflects a changing energy landscape in New York, where delays in renewable energy projects and a broader “all-of-the-above” strategy have restored interest in maintaining and upgrading fossil fuel infrastructure.

“We’ve been looking at it from a high level and see that it makes a lot of sense because there are quite a few benefits,” Will Hazelip, president of National Grid Ventures, said of the plant’s proposed facelift.

Hempstead police promote three officers

The Village of Hempstead and its police department reached a milestone Tuesday afternoon as two officers made history by earning promotions to the Investigations Unit.

“It is a great day in the Village of Hempstead as we celebrate the promotion of these officers,” Mayor Waylyn Hobbs Jr. said during the ceremony.

At the Hempstead Public Library, Hobbs and department leadership elevated police officers Marissa Bazzini and Alyssa Parke to fulltime detectives, making them the first women to serve in those roles within the unit. Officer Joseph Healy was also promoted to sergeant.

I“I would also like to highlight officers Bazzini and Parke as the first female detectives assigned on a fulltime basis to our Investigations Unit,” he said.

Parke and Bazzini reached the milestone after following similar career paths that began with the New York Police Department before transitioning to Hempstead’s village force, where they gained experience through specialized assignments and community engagement.

Police Chief Richard Holland called the moment significant for both the department and the community, highlighting the officers’ experience and commitment to public safety. Healy, he noted, has more than eight years of patrol experience, along with time in the Traffic Unit and as a field training officer.

“His leadership and dedication to public safety have made a lasting impact on our community,” Holland said.

Holland also pointed to the accomplishments of Bazzini and Parke, both of whom built their careers through a range of assignments before joining Investigations.

Bazzini began her law enforcement caree in 2015 and joined Hempstead the following year. She moved into community policing in 2020, developing close ties with residents, and joined the Investigations Unit in September 2024. In addition to her investigative duties, she serves on the mayor’s dignitary detail and has received numerous commendations throughout her career.

Parke, who also started with the NYPD in 2015, joined the Hempstead Village police force in 2017. She served in patrol, as a field training officer and on the SNAG Task Force, focusing on gun and narcotics enforcement, before being assigned to Investigations in 2024. Her work has earned multiple recognitions, including the Louis Micelli Jr. Community Service Award.

Hempstead man pleads guilty to multiple crimes

A Hempstead man pleaded guilty ahead of trial to multiple charges in connection with a series of incidents between 2021 and 2024.

On March 16, Elvin Maradiaga Ortiz, 35, pleaded guilty before Judge Howard Sturim to burglary, robbery, criminal sale of a controlled substance, manslaughter, leaving the scene of an incident resulting in death, driving while intoxicated, assault and petit larceny.

He was arrested March 21, 2024, by he Nassau County Police Department.

“From violent robberies to the alcohol-fueled crash that killed his own passenger, this defendant demonstrated a consistent disregard for human life,” Nassau County District Attorney Anne Donnelly said in a news release. “He left a dying victim behind in an attempt to escape responsibility for his violent past, but his own DNA ultimately exposed the truth.”

According to Donnelly, prosecutors said that early on the morning of Feb. 24, 2024, Ortiz was driving a 2014 Jeep Grand Cherokee in Uniondale while intoxicated with two passengers in the vehicle; he drove off the roadway, struck a pole and overturned the vehicle.

He then fled on foot, leaving one

passenger, 35-year-old Alex Banegas Figueroa, unconscious in the back seat.

Figueroa was taken to Nassau University Medical Center and died March 1, 2024.

Investigators determined Ortiz had consumed multiple alcoholic beverages at a local bar before the crash.

After obtaining a DNA sample from Ortiz, prosecutors linked him to evidence from other crime scenes, also using evidence from his GPS.

On Aug. 5, 2021, authorities said Ortiz and two others broke into an Elmont apartment and stole a safe containing $20,000. One of the masked men threatened to shoot the homeowner.

Video footage from local homes captured three men arriving at the property, fleeing with a large box and entering a vehicle.

Police later recovered gloves, a face mask and a T-shirt near that location, and DNA from the mask was matched to Ortiz, according to prosecutors.

Another incident followed shortly after. Aug. 12, 2021, Ortiz stole jewelry, including watches, a diamond engagement ring and a white gold necklace from an apartment in Floral Park.

In 2023, Ortiz and others broke into a

home in West Hempstead around 4 a.m., armed with weapons, prosecutors said. The group supposedly forced the victim into a bedroom, held him at gunpoint and stole gold jewelry.

The victim suffered injuries to his forehead, arms and neck. Again, subsequent investigation found video footage of Ortiz entering a suspicious vehicle.

He was wearing a GPS ankle monitor at the time of these crimes, following a 2020 arrest by U.S. Immigration and Customs Enforcement, which placed him at each of the crime scenes.

“The extensive investigation and relentless work of our prosecutors and law enforcement partners built a powerful case that led to this guilty plea,” Donnelly said in the release. “No outcome can undo the loss suffered by the victims and their families, but this result removes a dangerous criminal from our streets.”

Additionally, prosecutors also said Ortiz sold cocaine to another individual in Hempstead in 2019.

He is expected to be sentenced on May 18 to 19 years in prison. Prosecutors had recommended a 25-year sentence.

Elected and appointed leaders said the promotions reflect the department’s continued efforts to recognize achievement while expanding opportunities within its ranks.

National Grid weighs repowering E.F. Barrett facility

viously shelved idea. The plant’s main steam turbine units date back to 1956 and 1963, when the former Long Island Lightning Company built the facility.

In 1998, the plant became part of KeySpan Energy before being acquired by National Grid in 2007, while LIPA assumed control of transmission and delivery of electrical service to customers on Long Island and the Rockaways.

A similar repowering proposal was studied in 2017, when LIPA and PSEG Long Island determined that while the upgrades were technically feasible and environmentally beneficial, they were not economically justified at the time. Long Island’s energy demand had plateaued, and officials anticipated a surge in renewable energy sources that would reduce reliance on fossil fuel plants.

Since then, conditions have shifted. Several large-scale renewable projects — particularly offshore wind developments — have stalled or been withdrawn, prompting state leaders to slow the retirement of gasfired plants. That shift has again opened the door to reconsidering upgrades at facilities like Barrett.

Under the current concept, repowering would involve installing modern combined-cycle units that burn less fuel and use less water for cooling. National Grid said early modeling suggests the upgrades could produce more electricity at a lower cost, potentially reducing wholesale power prices and improving grid reliability across Long Island.

For a community like Island Park, where the plant has long been both an economic anchor and a source of concern, the implications are significant.

Local officials have historically paid close attention to decisions involving the Barrett facility, particularly when it comes to tax revenue. In 2019, LIPA reached a settlement with Nassau County that reduced the plant’s tax payments, raising concerns in both Island Park and Oceanside school districts about potential losses in revenue and higher taxes for residents.

Nassau County Legislator Scott Davis is partnering with Andrea Titone and the communities of District 1 to hold an Easter basket donation drive that is accepting donations until March 29. The proceeds from the drive will be sorted into Easter baskets and distributed to children via the Rockville Centre Dr. Martin Luther King, Jr. Community Center and the Agape Ministries Pantry in Hempstead.

“Easter is a deeply meaningful time for families throughout Nassau County – but the Easter Bunny can always use a helping hand in their efforts to put smiles on the faces of youngsters throughout our region,” Davis said in a news release. “I’m thrilled to be working with Andrea and all

of our community partners across District 1 to spearhead this wonderful effort.”

Students ‘ERASE’ Racism

High school students from across Long Island gathered at Hofstra University for ERASE Racism’s 2026 Long Island Leaders of Tomorrow Conference, a daylong event focused on leadership, dialogue and social change. ERASE Racism, a Long Islandbased civil rights organization, hosted the conference as part of its broader mission to address structural racism, particularly in public education and housing.

The conference brought together students from Nassau and Suffolk counties on March 18 to take part in interactive workshops and discussions aimed at building

connections across school districts and communities. Students from more than a dozen districts — including Baldwin, Bellmore-Merrick, Glen Cove, Hewlett-Woodmere, Long Beach, Malverne and Valley Stream — took part. Organizers said the goal was to equip students with practical tools they could bring back to their schools and communities.

By connecting young people from different regions of Long Island, the event aimed to foster understanding and empower a new generation of leaders.
