Complete Streets begins on Grand Avenue

On Monday, March 7, the Department of Public Works broke ground on the Complete Streets Project with excavation for drainage work at the Northeast corner of Grand Ave. at Miller Place and the Southeast corner of Grand Ave. at Millburn Ave. To accommodate this work, contractors may need to close a section of right lane adjacent to the work site.

The approximately $11.575-million project to improve traffic flow, safety and walkability along 1.4 miles of Grand Avenue is funded by $4.3 million in direct federal aid, $2.3 million in federal Congestion Mitigation Air Quality (CMAQ) grant funding, County Capital plan funding and additional grants to reduce the impact on local taxpayers.

Planned improvements include a road redesign for most of Grand Avenue between Merrick Road and Stanton Avenue, which will facilitate the addition of dedicated turn lanes; new curb bump-outs and crosswalks; new traffic signals and lights with improved synchronization; and decorative streetlighting and benches.

“Embarking upon this multimilliondollar infrastructure investment in the heart of downtown Baldwin represents a crucial step forward in our mission to deliver the smart, stakeholder-driven revitalization that will uplift our entire community,” Legislator Mulé said.

The foundation for the Complete Streets Project was laid in 2013, before the DRI existed, when the Nassau County Legislature enacted a Complete Streets Law, which called for roads that de-center privately owned vehicles and serve the needs of all parties, including pedestrians, bicyclists, public transportation users, older people, children and those with disabilities.

Then in 2014, the Nassau County Department of Public Works contracted LiRo Engineers to conduct a traffic study

of existing and future conditions, which was funded by the New York Metropolitan Transportation Council through the Unified Planning Work Program.

With input from NCDPW officials, Nassau County and Town of Hempstead elected leaders, the Baldwin Civic Association, Baldwin Chamber of Commerce, Vision Long Island and Baldwin residents, the final report was released June 9, 2016.

The design and engineering phase of the project began in September 2017, and as of May 2018, 60 percent of the project

design work had been completed, including road redesigns, curb bump-outs and new crosswalks, and traffic light synchronization. From March to October, outreach meetings were held with various stakeholders, including a final public information meeting on Dec. 5,2018.

On April 22, 2019, the Legislature unanimously approved the Complete Streets Project, and on March 25, it unanimously voted to include $8.46 million for the project in the county’s four-year capital plan, including $4.7 million in USDOT Surface Transportation Earmarks. Final approval was never given, however.

On May 10, 2021, County Legislator Debra Mulé, a Democrat from Freeport, applauded the Legislature’s Rules Committee for approving two contracts, nearly $7.9 million with J. Anthony Enterprises Inc. and a more than $1.74 million construction management and inspection services contract with Lockwood Kessler and Bartlett Inc., related to the Complete Streets project, which they had both collectively previously completed $760,000 of work in 2020.

On May 24, the county put forth its 202124 Budget and Capital Plan. The DPW stated that the complete Streets received an extra $650,000, which is the required local match for the additional $2.2 million of non-county federal funding secured in December 2020 by the NCDPW to cover contingencies or change orders, increasing the budget from $8.46 million to $11.2 million.

Sisterhood forms on girls’ track team

Sisters on the track Breanne Barnett, 14, Jahzara Emeli, 14, Jillian Rickford, 14, and Sariah Doresca, 14, have learned trust each other while in the heat of the moment. Relying on each other in relay after relay, the girls on the Baldwin High School freshmen team and V-Tesse Track Club have broken national records all while maintaining a 95 average in their classes. With some in the past participating in the Junior Olympics, this all-star group’s season goal is to break the New York State 4x2 record and cement themselves in NY track history.

The girls know how demanding the sport of track can be, using their bodies as instruments in the sport instead of a ball or other object. They have had to learn to play on each other’s strengths and weaknesses to form their dominating freshmen team known and feared in the track world for the last four years.

Emeli, who made it to the Junior Olympics last year, qualifying even with a hamstring injury, said understanding each other has made the group go far, “Running the relay is a lot of pressure because you want to run your best and not let your team down, and then in turn, you know the other people on the team are running their best to not let you down.”

However, she noted that’s how the team gets the best results, “We perform our best when we work together, get the baton, practice, and have that confidence that we accomplished what we can.”

Emeli first joined the school’s PAL in 2014 and V-Tesse in the spring of 2017-her goal is to become a professional runner.

Running since she was five, Doresca, the V-Tesse coach’s daughter, has already had an extensive track history. Racing at Icahn Stadium in Manhattan, winning

team accomplishments: — The girls state silver medalist in the 4x200 meter relay — 4x200 outdoor sectional 4x100 champions — Gold medalist in 4x400 meter relay at the USA Track & Field Indoor Championship — Earned their All American Status in the past few years.

— Rank in the Top 20 for the freshmen class 2025 in the 55 and 60-meter dash Also: Breanne Barnette and Sariah Doresca will be representing their parents home country of Haiti at the Carifta Games which will be held in Jamaica in April.

the girLs made history on the New York State and Baldwin level by finishing second with a time of 1:44:42 on the 4×200 meter. her first All American title in 2019, and making new records on the track with her friends the last four years they been together.

Since moving to the high school, the team has risen “to a new level,” Doresca said. The team made strides recently getting second in the 4x2 race March 5 that welcomed runners older than the freshmen. Doresca explained how being a freshman and getting second is an accomplishment, “It felt great having a good personal record split as freshmen.”

One of her long-term goals is to run on the college level, learning now how to balance school and track.

“We’re focused on what we have to do,” Rickford described of the girl’s tenacity during the relays. “It’s really in the moment, we’re waiting for the time down to the seconds.” In what sometimes seems like life and death, Rickford said what’s made the girls a force in the track world is their commitment to practice, which they attend both for the high school and V-Tesse club. Thinking of school beyond Baldwin, she would like to obtain a scholarship to attend a division one school, which is the highest level of intercollegiate athletics.

Last but not running least, Barnett usually is the team member running the first leg in the relay, passing opponents to propel the team into a good position and ready to pass the baton to who’s next in line. Running as fast as the girls, do it’s hard for them to reconcile just how they’re moving till afterwards.

“When you’re running you don’t feel like you’re going that fast, but when I saw the time after I went ‘wow’,” Barnett said of the first time she saw a clip of herself running a 25 stride. With a lifelong legacy on the mind, the team’s goal is to break the New York State 4x2 record. “If we broke the state record it would be cool to say that we broke it,” Barnett concluded.

Seeing something especially special in this batch of girls, Doresca said the camaraderie is one of the best parts of bringing the girls together.

“I’ve been blessed, because these ladies are really dedicated… they’ve been sticking together like a sisterhood [and] that’s what I enjoy,” Doresca told the Herald. Stressing not only kinship and competition, but he also takes especial notice of academics, saying at the end of the season during an awards ceremony the girl with the best grade point average gets the biggest trophy.

Doresca emphasizes academics to the girls to help them unlock future pros-

pects. He tells the girls during practice, “When opportunity knocks at your door, I don’t want your grades to be the reason you can’t do that opportunity.” He also lets them know that whether they succeed or fail they’re “going to bounce back from those failures…because tomorrow’s a new day [and] great will never be ignored.”

Doresca said when he was growing up in Brooklyn his coach “was like a second father” to him. His experience in traveling for track and being able to attend college, which he may have missed out on if he didn’t stick to running and academics, is why he’s “giving back” to the new generation.

Herald ScHoolS Universal Pre-K Program comes back to Baldwin

The Baldwin Union Free School District is pleased to once again offer a Pre-K Program through the New York State Universal Pre-K Expansion Funding initiative. Parents and/or guardians in the district may choose to enter the lottery for an opportunity to secure a seat in this program.

The Baldwin UFSD Universal Pre-K Program is a collaboration with Just Kids Early Childhood Learning Center and will be located at the Milburn Avenue building at 2501 Milburn Avenue.

To be eligible for this Pre-K Program, students must turn 4 years old

by December 1, 2022 and currently and will continue to be a resident within the boundaries of the Baldwin Union Free School District.

Because the grant is limited and can only be used for a pre-determined number of students, participants of the Universal Pre-K Program will be selected through a lottery system.

There are 96 slots available.

Pre-Registration for the lottery will be open beginning April 1 through April 25. All entries for this lottery are due by Monday, April 25, 12 p.m. Those who are selected will be notified no later than Monday, April 25 using the email address provided on the lottery application.

The selected applicants will then need to proceed with the registration process at the District Office by appointment. Proof of residency to be officially enrolled for the 2022-23 school

Baldwin High wins STEM competition, again

BALDWIN HERALD — March 17, 2022

Baldwin High School took home the title of Medical Marvels in this year’s 10th annual science, technology, engineering and math (STEM) research competition, hosted by The Feinstein Institutes for Medical Research, Northwell Health’s Center for Workforce Readiness and Northwell Health Talent Acquisition.

Regional high school freshmen and sophomores were asked to address in virtual video presentations and via a scientific poster the issue of stopping human trafficking and helping its victims. This is the second year in a row Baldwin High School won the competition, with 2021’s competition theme centered around gun violence prevention.

Students from 18 schools across Nassau and Suffolk counties were tasked with hypothetically developing educational programs, drafting policies and identifying services for human trafficking victims to spotlight this very real and serious public health issue. Teams were required to submit a scientific poster and three-minute recorded presentation, including a scientific research assessment of the topic, a technological component and public health policy strategy to raise awareness and assess proposed solutions to this crisis.

A panel of scientists, clinicians and health care administrators evaluated each video using a five-point scale scoring rubric. The applications were judged for

“Our hope is to raise health in our communities by creating formative opportunities that will introduce career paths for future top researchers, innovators, leaders and clinicians,” said Ines Vanboom, assistant vice president of Workforce Readiness at Northwell Health.

The team from Baldwin High School presented a solution of a task force approach to human trafficking, including a coalition of community members to provide support with a focus on educators who can see changes in students throughout the year. They also presented their

ideas on awareness in schools, the community and a presence on social media to educate a wide array of audiences.

More than 140 students participated in the Medical Marvels competition, which included a virtual conference day on March 4. During the conference, leaders across Northwell Health shared valuable insight around the issue of human trafficking, including a welcome message from Santhosh Paulus, MD [3], director of Northwell’s Human Trafficking HEART Program. In addition, students attended a workshop presented by James Murphy, a Suffolk County Police Department detective in the Human Trafficking division.

“At the Feinstein Institutes, it is important that we encourage the process of disc ove r y a n d o n g o i n g e d u c at i o n , ” said Kevin J. Tracey, MD, president and CEO of the Feinstein Institutes. “By listening to these students, it is clear that the future of STEM and medical research is bright.”

Students at Commack High School placed second while JFK High School (Bellmore-Merrick) and JFK High School (Plainview-Old Bethpage) tied for third place. An honorable mention was also given to New Hyde Park High School.

For every poster created during this program, the Bezos Family Foundation will donate $5 to programs meeting global needs. This program will be ongoing until May. Students can also let their voices be heard in library decisions in their TAG program. Lastly, from April to June take on the Recycle Challenge! Bring bottles and cans to your local supermarket, and take a picture of your receipt. For every 10 bottles or cans you recycle, you will receive an hour of community service.

Bethany House fashion show returns tcarrozza@liherald.com

Baldwin-based women’s home Bethany House sold out its 19th annual Fashion Show March 9 at the Rockville Links Club in neighboring Rockville Centre. After two years away because of the pandemic, the fundraising event returned to huge fanfare.

Bloomingdale’s partnered with Bethany House, providing the models with several outfits each to show off as they strutted down a runway in the club’s dining room. Miss New York USA 2021 Briana Siaca, a Long Island native, warmed up the runway for the models, most of whom were Rockville Centre residents.

Before the main event, attendees chose from among dozens of raffle baskets, with items like handbags, wallets, beauty products and wine kits, to bid on. Proceeds from the event will be directed to continuing Bethany House’s mission of providing housing for women in Nassau County who are struggling — those who are homeless, and women with children who are need of emergency shelter. The organization has homes in Baldwin, Bellmore and Roosevelt.

The attendees also took part in a mystery raffle, which has become a staple of recent Bethany House fashion shows. The boxed items were donated by Bethany House supporters, and were valued at between $5 and $25, and there was a grand

prize box as well. After dinner was served, those who had purchased boxes ripped open the black wrapping paper to find out what they had received.

Catherine Casella, a volunteer for Bethany House, has run the mystery box raffle since 2017. This year there were 300 boxes, up from 175 in the last pre-pandemic show, in 2019, and Casella wrapped all of them. “I think it’s wonderful,” she said of the growth of the raffle. “We have a very good donating community — from boxes to tissue paper to other items — and if I don’t use them, I hand them over to Jane” — Bethany House Volunteer Coordinator Jane McCabe — “and she uses them for the raffle baskets.”

Casella has been volunteering for six years, initially inspired by her friend McCabe, who has been with the organization since 2013. “I got a tour of the houses, and I fell in love with how clean this was,” McCabe recalled. “It was eye-opening. I’ve seen progress, and I’ve heard sad stories.”

McCabe explained that Bethany House has a social worker assigned to each family to help them with priorities like going back to school or accessing government benefits. McCabe is also a member of the organization’s Resource Development Committee, and works with the committee’s co-chair, Lisa King, who also joined the organization in 2013. During the pandemic, King, McCabe and the committee staged virtual fundraisers to continue to bring in money and donated items to help

the women at the shelters.

Even throughout the pandemic, McCabe said, volunteers were clamoring to help. “It’s been wonderful, but it’s been disheartening,” she said, “because I have to say, ‘Let me put your name on a list and I’ll call you back.’”

Douglas O’Dell, Bethany House’s executive director, took over in September 2020, after five years in the same role at SCO Family of Services, another nonprofit that helps struggling families in New York City and Long Island. O’Dell spent his first year and a half at Bethany House navigating Covid restriction, while having to raise funds without the benefit of in-person events.

O’Dell said that the organization relies on fundraising for about half of its funding. He credited Nassau County as well as the state and federal governments for their financial help during the worst days of the pandemic.

“I have never been involved in an organization where the community has given so much,” O’Dell said. “We have a food budget, but we barely spent any money at all on food during the pandemic, because the people in Rockville Centre, Baldwin, Roosevelt, Freeport and Uniondale stepped up.”

At press time, the organization was still tallying the donations from the Fashion Show, but a spokesperson said the hope was that the total was around $20,000.

Baldwin wins long-awaited Long Island title

Last Saturday evening’s Long Island Class AA Championship against Half Hollow Hills East was extra special for Baldwin senior Jamir Stewart.

The third-year varsity player was a sophomore in 2020 when the onset of the COVID-19 pandemic suddenly canceled the Bruins’ season just days after they captured a county title. Stewart took full advantage of his long-awaited opportunity with 22 points to propel Baldwin to a 79-68 win at Hofstra’s Mack Sports Complex and punch his team a ticket to the state semifinals.

“I worked hard for this and the team especially worked hard for this,” said Stewart, whose truncated junior season last year was limited to just four games

with no postseason opportunity due to the pandemic. “We have had to deal with adversity but we stuck together as a family.”

A three-pointer by Stewart gave Baldwin an eight-point lead late in the third quarter before Hills East answered with nine straight points and suddenly the Bruins tailed 53-52. Baldwin then responded with 10 straight points during a crucial part of the fourth quarter to lead 62-53 lead capped by a putback from Cadeem Ramsay on a missed free throw with 4:25 left.

After Hills East clawed to within six at 70-64 with 1:07 left, Stewart converted two clutch free throws to keep Baldwin in control. The Bruins converted seven of eight from the charity stripe to ice the game.

Ramsay and Joshua Petion both regis-

tered 13 points for Baldwin, which trailed 34-33 at halftime. Gerrad Beaubrun added 10 and Jacob Oka had eight as part of its balanced scoring effort.

Longtime Baldwin head coach Darius Burton credited his defense with propelling the Bruins to key fourth-quarter runs that pushed the lead to 70-59. The spurt was capped by a steal and coast-tocoast layup from Ramsey with just under two minus left.

“We were aggressive and played with a chip on our shoulder,” said Burton, a former standout basketball player at Baldwin who coached last Saturday’s game at his alma mater Hofstra, where he played under current Villanova head coach Jay Wright from 1994 to 1997. “We made big stops when we needed to.”

Given the challenges of the last two years, Burton decided to keep 12 seniors

on his 16-player roster this year, a record during his 22-year coaching run at Baldwin. The veteran group will now look to cap their high school careers filled with ups and downs as state champions, a feat Baldwin has never accomplished.

The Bruins begin their quest to make history with a regional semifinal game Friday at Cool Insuring Arena in Glens Falls Friday. In addition to seeking its first state crown, Baldwin is also looking to advance past the semifinal stage for the first time.

“We have been there a few times, 2008, 2012 and 2016, but have never won a game up there and we can do it, but we have to believe,” Burton said. “We have won the conference many times, we have won the county many times, we have Long Island many times, but we have never won states. That is the next thing I want.”

Baldwin tops Longwood for the L.I. crown

A week after Baldwin squeezed past Syosset for its eighth consecutive county title despite being held to a season-low 31 points, the Lady Bruins didn’t take long to make an offensive statement last Saturday as their signature defense gave Longwood fits throughout the Long Island Class AA girls’ basketball championship game.

All five Baldwin starters scored in the opening quarter as it exploded for 21 points and led all the way in a convincing 53-32 victory over Longwood at EastportSouth Manor High School. Sophomore Renelle Grannum scored a game-high 16 points, freshman Payton Dulin added 15, and junior Dallysshya Moreno had 13 points and 15 rebounds as the Lady Bruins captured their fifth L.I. crown in 13thyear head coach Tom Catapano’s tenure.

“So many people doubted us because

we have such a young team, but we know how hard we work and the talent we have in our gym every day,” Moreno said. “We really emphasized a strong start coming off last week’s performance. Coach has been saying we still had our best game in our pocket and I’m glad we showed it.”

Giselle Harris scored 9 points to lead Longwood (22-2), which defeated Baldwin, 48-43, the last time Long Island championships were played three seasons ago. The Lions were held to 11 second-half points in the much-anticipated rematch and saw their 16-game win streak snapped.

“I couldn’t be prouder of this group,” Catapano said. “We survived against Syosset when we weren’t at our best, but I had a feeling with the nerves out of our system we’d play loose and a lot better than we did a week ago.

“Our offense was really rolling in the first half and I thought our defense was just amazing again,” he added.

Baldwin (17-4) advanced to the state

Final Four in Troy and will meet either Albany or Cicer-North Syracuse in a semifinal on Friday at Hudson Valley Community College at 3:15 p.m.

“We were training all season for this moment and it feels amazing,” said Grannum, who along with Dulin hit a pair of three-pointers in the first quarter to help build a 13-point lead. “We watched about 10 Longwood game films to prepare,” she added. “We put in tons of hours. Coach always says ‘when hard work meets opportunity, something special can happen.’”

Defense has been a Lady Bruins’ staple throughout Catapano’s helm and for a second straight week they shut down an elite opponent. After limiting Syosset’s Lilah Grubman, who entered the Nassau final averaging 16 points per game, to one field goal and a pair of free throws, Baldwin became the first team all season to not allow double-digit points to Longwood’s Tayra Simpson.

Simpson, who scored 11 points as a

freshman to help the Lions to the L.I. title, was held to 7 last Saturday, nearly onethird of her 20.3 per game average.

Catapano credited the relentless defensive effort of junior Katelyn Simpson, as well as senior Paris Nosworthy, and Moreno’s dominance on the boards as keys to victory.

“Tayra Simpson is a great player and so is Katelyn Simpson, who did a tremendous job,” Catapano noted. “The other thing is we watched many games where Longwood crushed opponents on the glass. Dallysshya made sure that didn’t happen to us.”

Grannum, who scored 14 points in the first half, drained a trey with 2:30 remaining in the second quarter as Baldwin to equaled its output against Syosset and led 31-17. It was 36-21 at halftime and Longwood managed just one basket in the third quarter as the margin swelled to 20.

“We’re one big family and it’s an incredible feeling,” Moreno said.

M r. D a r i u s Burton is a Baldwin High School graduate class of 1993. As an athlete at Baldwin he was a two time AllAmerican selection in soccer and an All-American selection in basDarius Burton ketball his senior year. He played both sports for Hofstra University on an athletic scholarship and upon graduating returned to the Baldwin school district as a Physical Education teacher and coach.

Mr. Burton has coached several sports during his career at Baldwin, including boys basketball, girls basketball boys lacrosse, girls soccer, boys soccer baseball and badminton. Currently he is the varsity boy’s basketball coach and the girl’s varsity soccer coach.

“While he has coached many sports at Baldwin High School, Coach Burton recently reached and exceeded an impressive milestone when he eclipsed 350 wins with the Boys Varsity Basketball team,” Legislator Mulé said. “But above all else Coach Burton is a beloved educator and mentor who has made a huge impact on not only his players but the community.”

Mark has been a Baldwin resident since 1994, and his two youngest children currently attend B a l dw i n H i g h School.

He is the current Corresponding Secretary of mark prevatt the Baldwin Civic Association, volunteering his time to help the BCA provide information to the community about ongoing projects and initiatives geared towards maintaining the quality of life in Baldwin.

He is a Hofstra University Alumnus and has over 25 years of Information Technology Management experience and administers several local social media groups. He is also a US Army Infantry Veteran and avid freshwater fisherman.

“These are our local and regional first responders, nurses and physicians, school board and library trustees, veterans, founders and board members of non-profit organizations, community volunteers, attorneys fighting the good fight, business people making a difference and community volunteers who have shown exceptional leadership, kindness, inclusiveness, and generosity,” said Griffin of the honorees.

Commissioner Har rison is a Baldwin resident and the first African American Police Commissioner to lead in Suffolk County Police De par tment’s 63-year history. rodney Harrison During his three decades serving in the NYPD, he is the only person in its history to rise from the rank of Cadet to Chief of Department. In 2019 Harrison was promoted to the position of Chief of Detectives and became the first person of color to hold that position in the more than 200-year history of the police force.

When Commissioner Harrison was first nominated for the position, he stated he would emphasize officer safety, community relations, accountability, and transparency as the Commissioner.

Along with the minority caucus, Mule honored the new commissioner, stating, “Since taking the helm of the Suffolk County Police Department, Commissioner Harrison has demonstrated the levels of focus and determination that have equipped him well to become a trailblazing figure.”

South Hempstead Fire Chief Bryant Carrington grew up in Queens and moved to Baldwin Oaks in December of 1997. At that time, most of the other members Bryant Carrington lived in and had g rown up in South Hempstead. Even though he was the “outsider,” everyone welcomed him and made him feel at home.

The South Hempstead Fire Department quickly became his second family, Carrington said. “Reaching my goal of being elected as Chief of Department from my peers, is one of my proudest moments.”

On June 28, 2021 Mule also honored Carrington for his promotion to Fire Chief. Remembering Daniel Pollera, Baldwin artist

Daniel Pollera, beloved Baldwin Harbor resident and internationally known artist has died due to unknown reasons at the age of 68 on Friday, March 4. Painting realistic beach scenes devoid of people, his paintings evoked a serene Edward Hooper feeling. He is survived by his wife Nancy and his children Daniel Pollera, Jr. and Valerie Gompers.

Pollera was born in the coastal town of Freeport in 1953, later moving to Malverne and Valley Stream, where he graduated from Valley Stream Central High School. In his later years, he began splitting his time at his homes in East Quogue and Baldwin Harbor.

His interest in art began at a very

young age when he gravitated toward drawing and painting his surrounding coastline of Long Island. After a study at SUNY Farmingdale in Commercial Art, he left to enter the concrete block business his grandfather had started in 1921.

Then in a 1990 trip to Block Island, Pollera’s inspiration and desire to paint kicked up again. He also credited a longtime family friend, who was an interior designer, with encouraging him to become a serious artist.

Although he skipped out on painting for almost 15 years, that didn’t affect his meantime maritime activities, obtaining a Captain’s License in 1977 from the United States Coast Guard. He used that license to take passengers for hire on the open ocean, taking in more visual knowledge.

Nassau County requires that, from Oct. 1 to May 31, between 10 p.m. and 6 a.m., the indoor temperature must be at least 65 degrees.

From 6 a.m. to 10 p.m., the temperature must be at least 68.

Most of the other jurisdictions have similar requirements, but you should go to their websites, because each is just a little different. Cedarhurst allows the temperature at night to be 62 degrees.

Rockville Centre is the same as Nassau County.

People living in a multi-family building, such as a condominium or a co-op, with a board and a superintendent, are advised to discuss the temperature with one or both of them. The bylaws and regulations for multi-family buildings can vary, and they may be allowed to establish their own regulations, but tenants have rights that could require the local governing authority to step in.

Single-family rentals and two-family homes whose owners occupy at least half the dwelling are not covered by the regulations.

In spring and fall, when temperatures fluctuate to greater extremes, people pay more attention to their thermostats. They also start asking more about insulation and windows. It isn’t uncommon to get calls from tenants of homes and apartments asking if they can get their landlord to increase the insulation, change the windows or raise the heat.

Even though architects and engineers are aware of how it’s possible to save energy by finding ways to improve a building’s composition, the legal aspects are recommended to be handled by the health departments or housing authorities that make the rules and govern your jurisdiction. Good luck!

f it were up to me, every president would be required to have a cat in the White House.

The Bidens have dogs — Commander, a 4-month-old purebred German shepherd puppy, and Major, who was shipped back to the family home in Delaware after some unfortunate encounters with the White House staff.

But the first family finally adopted a cat at the end of January — Willow, a green-eyed tabby.

Jill Biden fell in love with the feline after it JAMES jumped up on a during a BERNSTEIN stage speech she was giving. She named the cat after her hometown, Willow, Pa. Dogs are fixtures at the White House.

One famous pooch was Checkers, Nixon’s cocker spaniel, whose name he evoked to gain sympathy in a famous speech in 1952 to save his spot on the Republican ticket. Nixon had been accused of improprieties relating to a fund established by his backers to reim-

burse him for his political expenses. His speech worked, and he became Dwight Eisenhower’s vice president for two terms.

Checkers is buried in a pet cemetery in Wantagh.

Going back further, Franklin Roosevelt had his Fala, a Scottie; John F. Kennedy was given Pushinka, the daughter of Strelka, who had traveled into space aboard the Soviet spacecraft Sputnik, as a gift by then Soviet Premier Nikita Khrushchev. The Clintons had Buddy, a chocolate Labrador, and the Obamas had Bo, a Portuguese water dog.

It seems almost expected that the president will have a dog. Not so much a cat, at least not so publicly. Perhaps this is because all of our presidents so far have been men, and men are supposed to love dogs and not necessarily cats, silly as this may sound.

And maybe because dogs are still considered a part the American dream, along with the white picket fence and the station wagon (now an SUV).

But to be sure, some of our greatest presidents had cats. One of my favorites, Abraham Lincoln, doted on cats. Lincoln

left his dog, Fido, home in Springfield, Ill., when he was elected. He was given two cats by Secretary of State William Seward. He fed them from the expensive White House china. His wife, Mary Todd, disapproved, But Lincoln, who had no love for his predecessor James Buchanan, who did little if anything to stop the rise of the Confederacy, said, “If the gold fork was good enough for former President James Buchanan, I think it is good enough for Tabby.”

Lincoln was so enamored of cats, the story goes, that his attention was distracted by meowing at Gen. Ulysses S. Grant’s headquarters in City Point, Va., during the Civil War Battle of Petersburg in March 1865, weeks before the president was assassinated.

There were other first felines. Teddy Roosevelt had a six-toed cat, Slippers, who was often spotted in the kitchen.

Herbert Hoover’s Persian, Kitty, roamed the floors of the White House.

The Coolidges owned Tiger, Blacky, Bounder, Timmie and even a bobcat named Smoky.

Clinton’s daughter, Chelsea, had

Socks. Socks had a song, a book and a website that was all about him. He was important at the White House. The president once became enraged at the White House press corps when camera crews enticed Socks to come closer by offering him cat food.

But Socks never got along too well with Buddy the Lab, and eventually found a home with Clinton’s secretary, Betty Currie.

According to presidential historians, only two of the nation’s chief executives — James K. Polk and Donald J. Trump — had no pets in the White House. Polk, who was only 49 when he was inaugurated in 1845, was viewed as ultra-serious, and busied himself with annexing a bunch of states during his time in office.

When asked about his petless presidency, Polk responded, “No president who performs his duty faithfully can have any leisure.”

We can all think of a few presidents who would disagree.

Can we imagine a future presidential candidate whose platform would include welcoming a cat in the White House?

Such a pledge would be purrrfect!

War in Ukraine evokes banality of evil

uddenly, a weekly newspaper seems just the right place to be talking about a war unfolding in real time. As I wrote last week, the minute-to-minute news of the unprovoked invasion of Ukraine leaves us feeling both horrified and helpless.

We are thousands of miles away, but the war can feel as close as the devices in our pockets pinging out the latest news.

Writing week to week offers some perspective.

As a woman born just after World War II, I am seeRANDI ing this time with KREISS some distance and even hope. I believe that somehow, the killing will stop, and the world will turn again.

Born in 1947, I have been a witness to the history of the Korean War (my dad was drafted), the Prague Spring, the Troubles in Northern Ireland, the Vietnam War, the Six-Day War in Israel, the Iraq War, the 2013 uprisings in Egypt, the brief flame of democracy in Tiananmen Square, the Afghan War, the brutal wars in Rwanda and Congo, the uprisings in Cuba and Central America.

As we watch the Ukraine invasion, the wide-angle lens offers more hope than the micro view, which is excruciating. Just a few minutes ago, the media broadcast the most recent atrocity: Russian bombs destroyed a children’s hospital, burying an unknown number of children and maternity patients. This morning, the nuclear reactor at Chernobyl lost power, threatening radiation leaks, according to Ukraine authorities.

The images of war are iconic, and we have seen them before. It is the knowledge that we have been here and done that and will likely be here again that is a discouraging commentary on humanity’s inability to live in peace.

I saw a photo of parents putting young children on trains to neighboring Poland, mothers and fathers with hands pressed to the hands of the sons and daughters inside, saying goodbye. We have seen this before, too, when parents in Nazi-occupied European countries sent their children off in the arms of strangers.

War has its own language, its own imagery. There is a banality to the deaths and separations and loss. We get

24/7 news streaming live from the foreign correspondents who report from the ground war as bombs explode in the background. Their work also has precedent. It was the reporters on the ground in Vietnam, like the young Dan Rather, who broadcast the truth of the conflict home to America, even as our leaders were betting on the fog of war to garner support for a wrong-minded intervention.

I saw images yesterday of thousands of people sheltering in subway stations or the basements of buildings night after night as Russian bombs flattened their cities. That made me think of the Blitz in London, when Nazi planes flew overhead every night for 57 nights, destroying buildings while people took shelter in the city’s Underground.

A few days ago, The New York Times ran a front-page photo of a family hit by shrapnel as they ran down a street in Ukraine. Two children lay there dead on the sidewalk. You can see the blood on their heads and clothes. I couldn’t help but remember the 1972 Vietnam War photo of a naked 9-year-old girl running from a napalm attack. At the time, readers questioned the ethics and taste of

publishing such a shocking and intrusive photograph. I thought about that when I saw the dead children on the front page of The Times.

The reporters on the ground in Ukraine are covering another war phenomenon: the displacement of more than 2 million people, fleeing the fighting. The big wars in my time have produced massive migrations, and this war, too, will destabilize the lives of all the neighboring countries. The refugees have no idea when or how they might return. How shameful that this dislocation has become almost a cliché over the course of human history.

We all want to help. Every agency needs money and, according to NBC, the best way to find a reliable charity is through websites like Charity Navigator or CharityWatch, which evaluate and track charitable organizations.

The war in Ukraine is like many others in its images of bombed-out buildings and traumatized families. It is unique, sadly, for those caught in the fighting, whose lives are irreparably changed. It has also become a moment for us Americans to remember who stands with us in support of democracy, and who wears the face of calculated aggression.

As gas prices rise, our confidence plummets

emember when gasoline cost just $2.84 per gallon? That might seem like a lifetime ago, now that drivers are finding prices closing in on $5 for regular. But believe it or not, it was just a year ago.

It may be impossible at times to think beyond our own family budgets when it comes to skyrocketing fuel costs, but the cost at the gas pump affects everything around us that isn’t sourced and produced in our own backyard. And that’s pretty much everything — groceries, clothes, medicine, even this newspaper. If even a single drop of gasoline is needed to get a product from where it’s created to your front door, expect the cost of that product to jump.

We haven’t seen a surge in gas prices like this since 2008, when the tail end of a decade-long energy crisis spiked the cost per gallon by more than 35 percent over the previous year, according to the U.S. Energy Information Administration.

Something needs to give, and soon.

Democrats in the Nassau County Legislature want to provide a little bit of help by suspending the gasoline sales tax here.

That’s a 4.25 percent levy, which last year amounted to 12 cents per gallon, but is now up to 19 cents. A savings of $2 to $3 per fill-up might not seem like a lot, but that would add up.

letters Randi’s out of line To the Editor: Re Randi Kreiss’s column “A nation divided by pandemic, or splintered?” (Feb. 17-23): Kreiss calls people “stupid,” and she characterizes people who like Trump as being “ignorant of science” and as people who put politics over all else.

That is disrespectful, and unprofessional.

She seems to be obsessed with attacking former President Trump rather than just pointing out his faults with respect. She calls him a “cancer.” She then attacks GOP officeholders as people who are “willing to traffic in lies to keep power.”

Then Kreiss proceeds to attack eight Republicans by name, and she refers to them as “reprehensible,” calling one a “nut” and Trump’s metastasis. This is clearly not respectable disagreement. It is literary political hostility toward Trump and Republicans, and it is unprofessional.

She calls the Republicans “a heartless group” who cruelly use the uninformed and vulnerable, and who are stepping over dead bodies in their rush toward 2024. It was clearly a political hit piece.

that proposal, but the county has been making at least an extra nickel per gallon over the last several months, so it could still finish ahead.

Lawmakers in Albany want to take it a step further by suspending state gas taxes. That would be a heftier savings — nearly 48 cents per gallon. But unlike Nassau, the state hasn’t made any extra money during the gas price surge, because its taxes are flat, not a percentage. The state took 48 cents out of every $2.84 gallon of gas purchased a year ago, and is taking 48 cents out of every $4.47 gallon of gas purchased today.

That money — more than $1 billion a year — goes toward maintaining our highways and bridges, and provides hundreds of millions of dollars to the Metropolitan Transportation Authority. There was no windfall there, and so any losses, as Gov. Kathy Hochul has pointed out, could have devastating effects on New York’s already stressed infrastructure.

If Nassau were to indeed suspend its sales tax, and if Congress temporarily slashed federal taxes — which account for more than 18 cents per gallon — gas prices could fall nearly 10 percent. That is, if other factors don’t keep pushing those prices higher.

Congress doesn’t appear ready to do much of anything, and neither does the Republican majority in the County Legis-

lature. County Executive Bruce Blakeman even went so far as to blame America’s dependence on foreign oil as the key cause of the crisis, and to push for the reopening of the controversial Keystone XL pipeline.

Yet only 20 percent of the oil consumed in America is imported, and most of that comes from Canada. Before Russia invaded Ukraine, its oil accounted for just 2 percent of the American supply. It’s not our dependence on Russian oil, but instead the dependence of other countries — especially European ones — that drives up price.

America already exports more oil than it imports, according to the Energy Information Administration. So it’s really unclear how much of an impact opening more domestic sources would have. And when it comes to Keystone XL, it was designed to transport Canadian oil to the U.S. There could be some light at the end of the tunnel. After gasoline prices jumped to more than $3 per gallon in 2008, the average price plummeted to $1.84 the following year, according to the EIA. But credit the Great Recession for that.

Another severe recession would be the worst way to solve this crisis. But if our elected leaders don’t come together and act soon, an economic crash is most assuredly in our future.

cross the USA, headlines cite skyrocketing energy costs and the strain they are putting on American families. Here on Long Island, homeowners and businesses are feeling pain in their wallets not felt for years.

In 2019, when I was Hempstead town supervisor, I spearheaded an energy program that today would be collectively saving town residents millions of dollars on their energy bills. It would have been the first such program on LAUrA A. Long Island, and if it had moved GiLLen forward, participating residents’ and businesses’ utility bills town would now be 50 percent lower, according to published National Grid rates.

Sure enough, the Town of Brookhaven just implemented the program, and I applaud Supervisor Ed Romaine and the town board for their leadership. But the Hempstead Town Board killed the program in 2019, without explanation and without reason in a move that demonstrated a callous disregard for town taxpayers.

While I was supervisor, I learned

about a program called “Community Choice Aggregation,” which allows municipalities to enter the marketplace to collectively negotiate for better energy costs for their residents and businesses.

The theory is that thousands of residents’ bargaining power exceeds that of any individual. The program is strictly regulated by the state Department of Public Service to ensure that residents are protected, and the program only moves forward if there are demonstrable savings.

There is a regulated process: A municipality must first pass enabling legislation to allow it to seek vendors. After that, it does so by way of a bidding process. Once a vendor is chosen, a second resolution, awarding a contract, must be passed. Then the vendor negotiates on behalf of the municipality, obtaining the best rates and, with a third resolution, the municipality approves a contract for residents at those rates.

There are strict notice requirements and opt-out options to protect residents.

In August 2019, I offered the first resolution to begin the process. The Long Island Association, the LiiNCS, multiple civic associations and residents voiced their support for it and the Town Board passed it. The project went out to bid to, and after a bipartisan review process, a

ure enough, the Town of Brookhaven just implemented a program I proposed.

In Nassau, we’ll say no to ‘Don't Say Gay’ To the Editor: Recently, a so-called “Don't Say Gay” bill, which would ban teachers from talking about sexual orientation or gender identity in primary schools, was introduced in the Florida state legislature. The measure would also allow parents to sue school districts if they think a violation occurred.

A lead sponsor of this measure filed an amendment in February to require schools to inform parents within six weeks of learning that a student identifies as LGBTQ+. The amendment allows for no exemption in cases where there is a reason to believe outing the student would result in abuse, neglect or abandonment.

At a Town Board meeting that December, I put forward a resolution to award the contract so the selected vendor could begin negotiating with utility providers.

But a motion was made to table the proposal.

“I urge my colleagues to change their minds,” I pleaded, “because we have the opportunity right now to deliver some savings to our residents in this town.

And this will only move forward if residents save money, and if we delay this, there is very little chance that any resident will be able to save money this season.”

Nevertheless, every councilmember voted to table the item, and stopped Community Choice Aggregation from moving forward.

Had the resolution passed that December, the vendor would have had a generous 90-day window to negotiate rates, a period that would have stretched from January or February to April or May 2020. That March, coronavirus shutdowns caused the price of energy to plummet. Energy was trading at such historic lows that town residents could have gotten rates on natural gas not seen in roughly a decade.

As a committed ally of the LGBTQ+ community, I am disgusted by every wrinkle of this abusive proposal, which is nothing short of an act of state-sanctioned cruelty directed at America's marginalized, vulnerable youth. I am horrified by the strong likelihood that it will pass and be signed into law.

The Florida bill is part of a nationwide assault that has reached more than a dozen statehouses, and I am not so naïve to think that this fight could not arrive at our doorstep at some point in the future. That’s why I’m continuing the fight to enshrine county-level protections focused on gender identity in our human rights law and am preparing legislation to create an LGBTQ+ Advisory Board to investigate challenges the community faces here in Nassau County so that we can implement solutions.

At a time when the LGBTQ+ community is under attack across America, I am committed to doing all I can to elevate Nassau County as a beacon of acceptance and affirmation.

2020 was 39.1 cents per therm, and in April, 34 cents. The town could have locked in a fixed rate in this range — and likely a bit lower — for years. The average price per therm last month was 72.4 cents — roughly double.

Skyrocketing costs are painful to all, and crippling to those on fixed incomes.

There was zero risk in moving forward with this program, only a potential upside — and residents would now be saving 50 percent on their National Grid bills.

I urged incoming supervisor Don Clavin to take up the program after I departed Town Hall, but he and the board have taken no action to move it.

My deputy visited other municipalities to urge them to explore Community Choice Aggregation in the hope that that might pressure Hempstead. Brookhaven is moving on the program, and other municipalities aren’t far behind. The sensible voices of those who actually serve residents need to prevail in Hempstead and across New York state. The alarming headlines about energy prices continue, and constituents would be wise to demand that those in office move this program forward when rates are favorable.
